WARDEN'S REPORT

Mr. Duclos, Ven. Archdeacon, Mr. Vice Chancellor, Mrs. Duclos, distinguished guests, teachers and students of St. Andrew's School, I have plasure in presenting, on behalf of Mr. Quahe Beng Chuan and myself, the Report on our School for 1964 to 1965.

The changes and surprises of public life have not appeared in the life of our School. We have had our problems and our difficulties, but the past year has in general been one of stable progress. Expansion: Our Primary School continues at its long-established maximum, with a total of just over 1400 students in its two sessions. In the Secondary School, expansion of the PM Session has continued, and we now have nearly 1250 Secondary students. We have proposed to the Ministry of Education that we should start a PU-I Science class for our PM session in January 1966, and if this is approved, we should then rise to a total of over 2700 Primary and Secondary students. If similar expansion takes place as planned thereafter, we shall in a few years reach a student total of about 3,000; after which I hope we shall be able to pause a while and recover our breath.

Staffing: as Primary enrolment remains stable, so does its staffing, with a few changes occur­ring. We lost Mr. J. R. Muthiah and Mr. Steven Rajamoney at the end of 1964, the former on reaching the age of 58, the latter to go overseas. We hope that in January 1966 Mr. Stephen Kiong Beng Chye, at present ,on secondment for Youth Leadership work, will be able to rejoin our staff. We have welcomed Miss Ong Siew Tuan and Mr. Hee York Kim to the staff. Mr. Teo Chew Theng completed the Certificate-in-Education course last December, and four other teachers are currently in professional training courses.

In the Secondary School, we have had a massive recruitment programme. The overall picture at present is that we have 16 teachers, including myself, with between 10 and 40 years teaching experience; and 29 with less than 5 years teaching experience, of whom 21 are either still in training or have not yet entered training.

Although we are short of teachers with long experience, we have been very fortunate in the quality of the new teachers we have welcomed onto our staff. We have been able to fill all vacancies on our graduate quota .and our current position is as follows:

Full details of all the staff changes would take a long time. I will mention only those who were on our staff but have left since my last report, and those who have joined since my last Report and are still with us.

Mr. Daniel Kovilpillai, Senior Assistant in the PM Session, left us early in the year to a post in lpoh, and Mr. Kiong Beng Huat moved from the AM Session to become Senior Assistant in his place. Mr. Soh Yew Hock left to join government service; Mrs. S. Painter for a university post in Beirut; Mrs. Jesuthasan on appointment of her husband as Vicar in Ipoh; Mr. Seneviratne to become a Pilot with Malaysian Airways: and Mr. C. Kummara­singam for a private teaching post.

Vacancies caused by these losses and by expansion have been filled by the following in alphabetical order:-

In addition to those mentioned, there have been a large number who were with us for more or less short periods, but for one reason or another were not able to fill permanent appointments. I should like to record here our gratitude to all our teachers for their loyalty, willingness and friendliness under what have often in the Secondary School been trying conditions, when extra work had to be done because someone was away sick, or there was a post unfilled for a while.

Indeed, I think we can all be happy that St. Andrew's has throughout its staff Primary and Secondary a fine spirit of goodwill and

of administration and in interpretation of policy. It is our hope that it would not be long before prefects of the PM session are equal with their colleagues of the AM session in all matters.

During the course of the year we lost the services of Derek McCully who had gone to further his studies in England. We wish him well. We welcome back Lawrence Teo from the United States of America, where he spent a year under the American Field Scholarship exchange scheme.

The Prefects had their usual annual functions:-

High Tea given by the Principal and Mrs. Thomas; combined picnic with St. Margarets and St. Hildas, and dinner (this year at Gerald Lee's house). We place on record our thanks and appreciation to his parents for very kindly letting us use their house and also for catering the food for us. The Prefects did their normal duties at all official school functions, in a large measure ensuring that all things are done properly and in good order.

From 1964, the O.B.A. decided that they would invite the Head Prefect (Captain) and Deputy Head (Vice-Captain) to be their guests at their Annual Dinner. The Captain and the Vice Captain are the official representatives of the student body.

The other important thing took place this year was the revision of the Prefects' Charter, which was inadequate, and in some parts, ambiguous. The task was carried out by the Prefect Master with the Head Prefect, the Deputy Head, the Secretary, and two representatives from the junior prefects. It is now completed, and is in the process of being printed and bound as an appendix to the School's Consititution.

I should like to mention that prefects have been outstanding in all divisions of school life-the academic and the extra-mural.

Finally, on behalf of the Panel, I thank Mr. Quek for his patience and invaluable guidance over the past year.

The 35 secondory school students from as many countries throughout the world who make up the 1965 New Yark Herald Tribune World Youth Forum left the metropolitan New York City area in mid-February on the first of two schedule field trips to visit cities and homes in the Eastern United States. Their first stop was at Princeton University in New Jersey. There they were guests of honour at a reception after participating in a model United Nations -session conducted by Princeton student-hosts. This is the 19th annual Forum. Since its inception in 1947 the program has brought a total of 575 student delegates from 81 -«:ountries to the United States on similar three-month visits.

WORLD YOUTH FORUM GROUP GOES SIGHTSEEING IN WASHINGTON

The 35-member group of secondary school students making up the 1965 World Youth Forum spent much of February 7th touring Washington's famed landmarks. Representing countries throughout the world the group is the 19th brought to the United States by the New York Herald Tribune for a three month visit. Winding up a three-day stay in Washington, the youngsters visited, among other places, the White House, the Lincoln Memorial, and the grave of former President Kennedy in Arlington National Cemetery.

Our first general meeting was held on 18th January and the committee convened to

launch a membership drive which resulted in a 350 strong society.

Our predecessors left us with 14 dollars in the treasury, but by February our 'coffers'

were filled, and at one stage we had more than 250 dollars.

The Society conducted a series of excursions to places of scientific interest. The responses were overwhelming and in all, we have been to 8 factories. We started off with a visit to Paya

Lehar Airport to see the Pan Am jet engines; this was followed by visits to Magnolia Dairies, Magnolia Creameries, F. & N., Central Veterinary Research Station, Fern Leaf, Tiger Breweries,

and Sharikat Oxygen.

In the first term, two films were shown and over 30 documentaries were screened. A

number of talks were arranged with the object of stimulating the members' interests in the

various fields of scientific work. Mr. Soo Han Meng of the Fisheries Dept. gave us an enlight­

ening account of "Fisheries in Singapore". There were also interesting lectures by various

personnel from the General Hospital and S.A.T.A. on medical careers. On 4th June, Miss

Dians Struck of the USIS gave us an interesting illustrated lecture on "Gemini 4".

We have been invited to 4 quizzes and all 4 occasions were attended with varying

degrees of success. In the quiz for the Lim Tay Boh Trophy our Sec. 4 (2nd team) were

placed fourth. Our Sec. 4 (first team) representatives were unfortunate not to have captured the

Shell Trophy ... they lost by t pts. In another inter-school quiz, our Pre-U representatives

lost to the winners by 1 ! pts., in early May at Bartley Sec. School, we were placed second

by a very narrow margin.

Our crowning achievement was the Science and Mathematics Exhibition held on 21st and

22nd June. Over 3,000 people saw the Exhibition. The Exhibition was the climax of a

month's hard work and I would like to than', all those involved.

Towards the end of the second term, the Inter-school Science Quiz for the Malay Mail

We started this year with a series of film shows. Both members and non-members were invited.

Mrs. Cheong, our very hard-working adviser took society members to many local places of interest. They include the Jurong Brickworks, Tuas Fishing Village, Clementi Ridge, Pierce Reservoir, Macritchie Reservoir, the Hot Water Springs of Sembawang, the Whampoa Swamps and Potong Pasir Village. These excursions were always very interesting and tiring.

The Society was first in an inter-school quiz held in early March. We were also invited to many inter-school quizzes at which our representatives performed creditably.

At present we are conducting a survey of the school compound with the help of our adviser and Mr. Gurucharan Singh, an old boy of the school.

Our activities this year were seriously impaired by lack of time (partly) and the pressure of other activities impinging upon our schedule. However, we managed to present some very interesting items for our members. An "Orientation Ball" held in February and aimed at bringing our senior (pre-university) students together turned out to be a great success. This was soon followed by a round of inter-class debates. Organised primarily for the Sec. 4s and the Pre-U classes, these debates stretched for a number of weeks and ended with the Pre-U 2 Arts team emerging as winners. We also org,mised an Inter-School General Knowledge Quiz during the first term. 8 schools participated but alas, our guests were easily outstripped by representatives from our school. The society has also participated in a number of quizzes held in other schools and have done remarkably well.

Towards the end of the second term an inter-session debate between the morning and afternoon sessions was held. The afternoon s'.!ssion won. The society also held a teachers' Forum.

The Social Work Group, in order to carry out its work more effectively, imposes a geographical limit upon itself. This group of 100 strong is doing intensive work in the Potong Pasir Village.

Our financial base is the Chapel Fund frum which we get a monthly income of $50. Most of the money is used in casework and food distribution. Where monetary aid is needed on a monthly basis we often refer the cases to the Social Welfare Dept.

This year we have been appointed by the Catholic Welfare Centre to act as distributer of foodstuffs contributed by the people of the U.S.A. lt is this function which is solely responsible for the sudden swell in membership.

Our main activities - casework, food distribution, voluntary help to charitable institutions­are time consuming. Yet there are students who think that our contribution of social work to society is ineffectual. Our efforts may seem insignificant when compared to those of the government because students can only give their partial attention. Our scope is unlimited but because of scant financial support we ar;: limited in our activities.

A membership of 100 does not mean that we have 100 members willing and ready to render their help in all our activities. Some become members because they want the Social Work Group tag in their testimonies. We have now devised a scheme whereby those who do not participate in at least one activity a term will have their names automatically struck off. We hope that those who join will show their interest in a practical way.

At the end of 1964 a jumble sale, lasting for a week, was held in the school tuckshop. The student body contributed a total of $185 t::i this sale. The money was used for a Christmas party for the children in the Singapore Children's Convalescent Home. In the course of the year we made excursions to Woodbridge Hosp·tal, Trafalgar Home and to the Little Sisters of the Poor. Future excursions include the Cheshire Home and the Home for the Deaf and Dumb.

The group has volunteered on innumerable occasions to help charitable organisations during their flag days and annual fetes. We responded warmly to the apoeals by the Singapore Children's Convalescent Home, St. Andrew's Mission Hospital, the Singapore Association for Retarded Children, and we are sure that in the years to come we will be just as willing to help.

The school choir was formed at the end of 1964 w:th a satisfactory membership. At this stage Mr. Quek was in charge. Taking an unavoidable rest at the beginning of 1965, it was again started after the influx of new Pre-U students. Due to pressure of work Mr. Quek was unable to give his full assistance, whereupon, Kenneth Liang had to take over the practices indefinitely until Mr. Chan joined the school and became the choirmaster. Mr. Quek remains with the choir as its adviser.

The choir started out to provide musical recreation. However, growing ambitions and enthusiasm soon made members - look to a higher goal. The choir now aims at a concert in early August. Our programme for the concert will include folksongs, negro spirituals, hymns and opera extracts.

The Saints Choral Group now has about 30 members. Practices are held every Wed­nesday at 1.30 p.m. in the main hall. Now because of the approaching concert an additional practice is held on Fridays at 2.00 p.m. in the chapel. We welcome more members from the school.

Although the Camera Club was handicapped in previous years owing to the lack of proper facilities, we were fortunate to have a dark room built this year. Our adviser has kindly allowed our members to make full use of his enlarger. This has been a great help to the members because of the high cost of equipment and the insufficient funds of the club.

There is a large membership and various activities, including outings, were planned. The club is also responsible for all the photographs taken at school functions, e.g. the school sports, and the quality of the photographs speaks for itself. The official school photographer is our President.

Finally we would like to express our gratitude to our adviser, Mr. Yee Teck Peng, for the invaluable advice and guidance he has given to us.

SCHOOL LIBRARY

The School Library at present functions the Ministry of Education have not so far

only for the students of the morning session.

Soon, however, when plans are finalised, the

library will be open to students in the after­

noon stream as well.

This year, and the latter part of the last,

saw many changes brought into the present

library. Prior to 1965 the 'Fiction Library'

(which loaned out books) and the Pre­

University Reference Library were housed

separately. Also each of these libraries was

under the charge of a different teacher. The

outcome of such a state of affairs was a lack

of co-ordination in library policy. At the

present moment this has been overcome by

housing the two libraries together and bring­

ing them under the charge of the same teacher.

A transfer of the library to larger rooms

offered us some temporary relief from the

space problem which proved so acute in the

past years. However, because the problem

has not been fully removed it may not be

long before we need more room for expansion.

Despite some attempts at renovation the

present Library is in dire need of more and

better furniture (including book shelves).

Attempts to obtain the necessary funds from

been successful. Meanwhile we will have to

carry on as best as we can.

At present the Library opens daily during

recess. Students are issued with library cards

with which they can borrow books or

magazines for a period of two weeks. Books

not returned within the two week period will

have a fine imposed upon their borrower. The

Reference Library is open every day after

school from 1.00 to 3.00 p.m. Members are

permitted to borrow reference books on con­

dition that they return them by 8.00 a.m. the

following day.

Swimming Master Captain Vice-Captain

Swimming has always been a big sport in school. Swimmers from the past such as Gordon King, Seah Pong Pin and Fong Hoe Beng to present day swimmers have carried the school motto "Up and On". This year we wo:1 again, the Serangoon District Championship with an overwhelming majority.

School swimmers dominated both the A and C divisions, while our B division swimmers came a close second. Outstanding school swimmers were Richard Yeh, Chua Peng Hock, Tay Way Bork, Tay Poh Seng, Lye Hong Kee, Lawrence Teo, John Oehlers and Wee Kok Wah.

The school chamoionship was successfully held in the Chinese Swimming Club. There were many events owing to entries from the afternoon session and the girls. At the end of the day, Wee Kok Wah emerged as the 'A' champion, Chua Peng Hock as 'B' champion and Richard Yeh as 'C' champion. The Champion House was Venn House.

Although the swimming times returned were comparatively poor and few records were broken, the swimming spirit nevertheless prevailed.

We started the tennis season with a campaign to recruit new players. The response was Juke warm and in all the Tennis Club can boast of only seven playing members.

We had quite a successful season this year. We repeated last year's truimph by winning the District Tennis Competition. In the finals we beat Monfort Secondary School, five games to hil. The school team comprising of Oliver Tan, Ng Kian Seng, Wee Sian Chong (Singles), Donald Teo, Lau Chuen Yee (doubles), was picked to represent Serangoon 'A'. We did well enough to reach the semi-finals.

It is our ardent hope that more boys will take up the game. We would like to take this opportunity to thank Mr. Tan for his untiring efforts in promoting Tennis, and for all the coaching he has given to us.

Interest in this game dampened very much this year. Training had to be held either at the National Recreation Centre or at the Singapore Traction Company court. We earnestly hope that the school would provide us with our own court soon.

The inter-house tournament was played on a knock-out basis owing to lack of time. Gomes won the Abisheganden Shield. Hose was again runners-up.

We wish to thank Mr. Ng for his unfailing encouragement and we hope for a more successful basketball season next year.

For the first time the Continuation School, now called St. Andrew's School (P.M.) took part in the 29th. Annual Boxing Tournament for the Phoa Thai Seng Trophy. At first each House intended to submit 50 entries, but when they saw the boxers in the morning School in training many withdrew from the tournament.

The Boxing Ring was loaned and put up by kind permission of Mr. Frankie Lee Siew Kong, the director of Prisons.

Altogether over 150 boys trained in the Gymnasium, many having their first experience of this noble art of Boxing. They were instructed in footwork, punching correctly, defence, etc.

There was a record number of entries from the 8 Houses, but there would have been more had they been allowed to take part without their parents' permission. As it was there was a full programme of bouts on four afternoons refereed by Mr. Kiong Woon Kew, the Boxing Coach, who did a good job bringing the tournament to a successful conclusion.

The Semi-Finals and Finals were held in the Main Hall on Thursday, July 22nd. and Friday, July 23rd. The Hall was packed on both afternoons and the spectators were treated to a splendid exhibition of good boxing. The Principal, Mr. Thomas commented on the "friendly" spirit and sportsmanship shown by the boys. Three of the 14 bouts did not last the full distance.

This year proved to be a disappointing one for the school as we failed to retain the title of Serangoon District Champion.

We started off well, winning all the games we played, but lost to Serangoon English School in the semi-finals by the margin of 1-0, their goal being scored during the last minutes of the game. Our under-15 team did not do very well in the district tournament.

Congratulations go to three of our · boys, Harry Oehlers, Roy Joseph and Lim Han Thuan, who represented Serangoon 'B' in the Inter-District tournaments. The team ultimately emerged the State Champions for 1965.

The inter-house tournament for the Sir George Oehlers trophy was fought out during the second term. After a keenly fought tussle, Loyfatt House emerged the champions for the second successive year.

Thanks are due to our hard-working hockey master, Mr. M. A. Joseph for his encourage­ment throughout the season. Credit should also go to Mr. Gurucharan Singh for all the kind help he has rendered throughout. Our hockey team will be losing at least five players from the senior team next year, but we have a good reserve of players and we hope to gain honours for the school next year.

This year we did not fare very well in the Serangoon District Tournament as we had to

build a team out of the young talents of the school. Only four members of last year's team

are still with us, namely Edward Silas, Goh Chin Khee, Chua Hong Wee and Ng Poh Bin.

We started out practices early in the year under the watchful eye of our football master and

the Captain. We contested in the top section of the tournament and managed to win one

game out of the four games that we played. However we expect to do better in the future

with more support and encouragement from the sports officials.

This year we suffered the loss of several fine players who had completed their studies. Foremost was Loke Wai Wah, a reliable and robust forward who really earned his place as 1st XV captain, 1964.

Fortunately, we still have the services of 'old sweats' John Ferguson, Thomas Thomas, Richard Oh, Lau Chuen Yee, Edward Silas and Laurence Chan - this year's captain. Around this core was built the rest of the team comprising Peter Pang, Wee Sian Chong, Gary Lee, John Stevens, Quek Chin Chuan, Ng Geok Khim, Yuetai Sailee, Mohammed Ishak, Rennie Wang, Teo Poh Chuan and Yap Kim Cheng.

Training began in May and the attendence was very encouraging. Over 110 boys, roughly one-eight of the senior school population, turned up regularly for practices. Fortunately, Mr. Yee had the assistance of two very experienced rugger-playing old boys, viz. Mr. Gurucharan Singh and Mr. Ronald Chan. With their help Mr. Yee has built both senior and junior teams into formidable sides. This was evident when we walked off with the senior 'A' and senior 'B', and junior titles in the Serangoon District Tournament. This year Saints fielded three senior and two junior teams in the tournament, and except for the junior 'B' team losing to Victoria School, we emerged from the whole tournament without conceding a match. In the senior 'A' section Saints scored 143 points for, against 3 in a total of three matches, while the junior 'A' team won their four matches scoring 202 points for, none against.

This season two matches have been played against Raffles Institution. The pace of play in both games was inspiring (one referee commented that even in state matches the pace was not comparable to that in the Saints - R.I. match), while the games were enthusiastic as was possible only when Saints met Raffles. On the whole, Saints' forwards contained a heavier, taller R.I. pack and our three-quarters produced flashes of brilliance unmatched by Raffles. It was unfortunate that we lost the return match by 8 (goal, penalty) to 11 (goal, two penalties), after drawing the first match three-all (both penalties). At the time of writing Saints may meet R.I. once more in the finals of the Inter-district Premier League.

In the Inter-district Seven-a-side Tournament, Saints senior and junior teams won their respective titles convincingly. Saints juniors won their match 26-0, while in the senior's match a faster Saints team outplayed old rivals, Raffles, by 14-3.

In concluding, I hope as many students as possible in the junior school take an active interest in rugger; for there is no better place to develop your rugger than in school, and no better school than in St. Andrew's.

We started the season winning the soccer tournaments in the senior as well as the junior sections. The seniors won with a goal average of 18-3. In hockey our team won for the second successive year. The house won the athletic championships. Wee Sian Chong, the "A" division champion, was selected to join the relay team of the Combined Schools. We were third in the cross-country race.

The recent swimming carnival proved that our boys did not take to water. It would also be discreet to shut one's eye to our achievements in chess, badminton and basketball. Fort­unately, in the inter-house cricket tournament Loyfalt was champion.

Boys who deserve mention are Ramasamy, M. Rajaratnam and Albel Singh; lack of space, however, prevents us from mentioning others.

Our sincere thanks to Mr. Emmanuel, Mr. Gurucharan Singh, and Mr. Ronald Chan for their invaluable assistance and most generous treat.

Gomes House started the year very well by winning the Cross-Country Championships, and special credit must go to Gopal Gopinathan for retaining his individual title.

In soccer, our junior team was unfortunately beaten into second place by a point. Our senior team had to be content with third place.

We won the inter-house basketball tournament easily as we had half the school team in our side. They are Michael Pang, Lo Wing Fai, Hey Bong Koi, and Philip Wee. We were runners-up in chess, badminton and hockey, all losing by narrow margins.

For the second successive year we were placed second on Sports Day but had the con­

solation of being the 'C' Division Champions with Jimmie Lee winning the title.

Chua Peng Hock emerged as the 'B' Division Champion in the Swimming Carnival, but again our house had to be content with second place in the overall placings.

We welcome Mr. Robert Yeo as the new Housemaster; and at the same time we would like to thank Mr. Seneviratne for his services rendered to the house. We wish him the very best in his new career.
