Present PositionSenior Program Manager, Strata-G, LLC, Knoxville, TN, 2014 - Present

Management and oversight of Strata-G’s contract with CNS to provide support to the Infrastructure Programs, Excess Facilities Disposition Program, and Security Program for the Y-12 National Security Complex.

Assesses program effectiveness and makes recommendations for improvement, including evaluation of CNS’ interaction with NNSA program, safety, and project management systems.

Developing a programmatic document that addresses the short-term and long-term strategies that ensure disposition and/or deactivation of the high-risk, legacy, excess facilities Buildings 9201-5 (Alpha 5), 9204-4 (Beta 4), and Building 9206. Alpha 5, Beta 4, and 9206 are currently owned by the NNSA and operated by CNS.

Developing assigned High Explosive formulation documents that integrate program requirements with NNSA program Future Years Nuclear Security Plan budgets.

Assisting Safeguard/Security office in the development of an overarching security strategy for protecting special nuclear material and classified information.

Professional History Senior Program Manager, CNS Senior Management Consultant, Y-12 and Pantex Plant, 2014

Facility Transition Lead for the facilities at the Pantex Plant and Y-12 Plant being transferred to the newly awarded CNS contract. The deliverable was a report of the approximately 400 facilities inspected and reviewed at both plants. The summary report identified those facility issues that may impact resources that the newly awarded contract may not have included in their contract bid.

Facilities and Infrastructure Recapitalization Program (FIRP) Program Manager, NNSA, Defense Programs Deputy Associate Deputy Administrator (Deputy ADA), 2001 –2013

Program Manager for the NNSA FIRP assigned to manage the congressionally mandated reduction of $900 million deferred maintenance at the three NNSA laboratories, four NNSA production plants, and the Nevada National Security Site, through prioritized nuclear and non-nuclear projects that support the Stockpile Stewardship Program, Science, Technology and Engineering and Work for Others missions.

Responsible to Congress and NNSA Administrator for the success of over 1000 professionals throughout the National Security Enterprise.

FIRP successfully executed over 800 nuclear and non-nuclear projects focused on improving facility conditions in the NNSA.

Managed the NNSA short and long range facilities planning and disposition of excess facilities. Over three million square feet of excess facilities were eliminated with FIRP funding.

Director for the Office of Line Item Construction Projects. Was assigned the primary responsibility for preparing the NNSA near term and 20-year integrated Construction Line Item Program Plan. Facilitated the annual NNSA Construction Working Group

meetings where NNSA projects were prioritized and included in the NNSA Five Year budget. The voting membership included members from NNSA HQ, NNSA laboratories, production plants and Nevada Test Site. Served as the Acquisition Executive (A-E) for several Line Item Construction Projects. The most recent assignments were as A-E for the Livermore Electrical Infrastructure Upgrades, Pantex High Pressure Fire Loop, Sandia Technical Capabilities Revitalization, LANL Sanitary Effluent Reclamation, Y-12 Nuclear Facilities Risk Review (Building 9212) and Y-12 Potable Water & Steam Plant Life Extension projects (portfolio of over $500 million) and other projects completed in prior years.

Director for the Defense Programs Major Systems Project Office with oversight of the multi-billion-dollar Y-12 Uranium Processing Facility (UPF) and the LANL Chemical and Metallurgy Research Replacement (CMRR) projects (approximately $10 Billion portfolio). Was assigned responsibility for the integration of defense program and DOD requirements into the UPF and CMRR project cost, scope and schedule. Have been required to brief UPF and CMRR to Congressional staffs and Department of Defense Cost Assessment & Program Evaluation Office. Have briefed the Congressional staffs of four committees to obtain support for assigned programs and Line Item Construction Projects.

Director for the NNSA Real Property Asset Management (RPAM) programs as designated in the RPAM Departmental Orders. Was assigned as the lead executive for all Life Cycle facility management policy activities to include ten-year site planning, programming, budgeting, budget execution, design, construction, maintenance and disposition of excess facilities. This responsibility included the management of an integrated portfolio of facility management assets across a diverse portfolio at three National Laboratories, four Production Plants and the Nevada Test Site. Was the NNSA HQ Energy Management Line Manager for the National Security Enterprise (all sites).

Deputy ADA senior executive responsibilities for the operations and maintenance (Readiness and Technical Base Facilities program) of select NNSA complex facilities at the three National Laboratories, four production plants and Nevada Test Site, including scientific, technology and engineering (ST&E) operations, recapitalization of aged facilities, infrastructure planning, and execution of operations. This billion-dollar program provides the base capabilities for NNSA mission activities and provides the maintenance of mission and non-mission essential facilities.

Deputy ADA responsibilities for five-year Fiscal Year budgets and long range program requirements for facilities and infrastructure activities of the Nuclear Security Enterprise. Assured budget submittal for FIRP, Facility Disposition, Construction, Sustainability & the newly proposed Capabilities Based Facilities & Infrastructure (CBFI) programs for the NNSA complex. Provided annual Congressional Staff briefings to secure program funding.

Acting Deputy Site Office Manager for the Y-12 Site Office (YSO) from January 2012-June 2012. This assignment was requested by the NNSA Administration to provide leadership during the transition and development of the Pantex and YSO federal and Management & Operating (M&O) contractor consolidation. Facilitated weekly Defense Nuclear Facility Safety Board meetings addressing Nuclear Safety issues.

Assistant Site Office Manager (Various Project Management Positions), Sandia National Laboratories Site Office & Albuquerque Operations Office Director of Facilities and Construction, 1986-2001

Assistant Site Office Manager for the Sandia Site Office. Was the primary federal manager for the Sandia National Laboratory (SNL) project and facilities management activities. Projects included the $500 million Microsystems and Engineering Sciences Applications (MESA) project and a portfolio of an additional $500 million of Line Item Construction Projects. The Site Office federal project directors reported to this office. Was accountable for all Contract Performance Plan and fee requirements of the Sandia National Laboratories contractor for Projects and Facilities Management programs. Managed the Readiness and Technical Base Facilities (RTBF) federal program responsibilities at Sandia.

Director of Facilities and Construction for the Albuquerque Operations Complex. Was the lead manager responsible for all facility & construction services for the Department of Energy complex. This include responsibility for employee space, Federal Employee Occupational Safety and Health, maintenance, design & construction of facilities and infrastructure, janitorial services & short and long range strategic planning.
