Caliornia has always embodied both the incredible

challenges and deepest hopes o a nation now

aced with making signicant change on a

variety o levels From dealing with the economic crisis

to addressing the climate crisis, we are at a pivotalmoment in creating a new way orward The challenges

we ace have created an unprecedented opportunity to

reshape how Caliornia plans or uture growth, and to

orge a path or the rest o the nation to ollow

The oreclosure crisis and the subsequent global

recession have made it clear that development ueled

by speculation isnt just bad environmental policy it

is bad economic policy When combined with volatile

    gas prices, the mounting

    evidence o a changing

    climate, and government

    budgets on the verge o

    collapse, it is clear that

    Caliornia needs a new

    way orward

    Caliornia took an

    important step down

    this new path by passing

    Senate Bill 375 in 2008,

creating a window o incredible opportunity to advance

sustainable urban planning and transportation thatrecognizes the dual imperatives o environmental

and economic sustainability Our responses to

this opportunity must be met through eective

and strategic collaborations, as we recognize the

interconnectedness among issues and the reality that

no one organization or entity alone can provide the

    solutions we seek

In January 2009, ClimatePlan initiated a collaborative

strategic planning process to determine how Caliornias

smart growth movement can work together to best

take advantage o this historic opportunity to advance

better planning and build a stronger movement

statewide Over the course o our months, ClimatePlanengaged our network o partners and allies rom across

Caliornia and those working at the ederal level to

help us identiy the goals and strategies that we as a

movement should embrace in implementing SB 375,

and what role ClimatePlan should play in achieving

them In addition, we worked to identiy a governance

structure or ClimatePlan that will preserve our ability

to respond quickly in a ast-moving policy environment

while allowing our ever-growing network o partner

    organizations to stay

    engaged and inormed

    This strategic plan

    is the culmination

    o that process It

    will provide the basis

    or ClimatePlans work

    over the next two years

    (through June 2011) The

    adoption o this document

    marks the beginning o

a new phase, one in which we will work to realize the

potential o SB 375 on the ground, advance additionalpolicy reorms at the state and ederal level, and

build the capacity o the smart growth movement in

regions across Caliornia Over the next 3-6 months

we will bring the plan to lie as we appoint a new

Steering Committee, hire additional sta, and fesh

out workplans or achieving our shared goals We are

grateul or your contributions to this plan both past

and uture and excited to partner with you to make

    the vision a reality

Strong cities are the building blocks o strong

regions, and strong regions are essential or a strong

America. That is the new metropolitan reality and

we need a new strategy that refects it.

Much as SB 375 creates a new ramework or

    shaping Caliornias uture, this strategic

plan proposes a new ramework or how our

community o advocates can work together This plan

will guide ClimatePlans work or the next two yearsand will provide the oundation or our shared decisions

around policy advocacy, political strategy, and internal

    governance

Mission, Vision andGuiding PrinciplesAt the heart o this plan are the mission, vision and

guiding principles that guide our work ClimatePlan

is a diverse network o organizations committed to

improving land use planning in Caliornia to protect

our climate, our health, our communities and ourenvironment Our mission is to advance policies and

programs both visionary and pragmatic to address

the relationship between land use policy and climate

change, and leverage the resources and partnerships

necessary to realize more sustainable and equitable

    development throughout Caliornia

We envision a healthier and more vital Caliornia

that supports sustainable and equitable communities,

preserves iconic landscapes, and signicantly reduces

    greenhouse gas emissions

In our guiding principles, we strive to create a culture

o synergy, eectiveness and inclusiveness in our work

together We embrace core values around advancing

social and racial justice, improving public health and

protecting valuable natural resources We seek to

honor and expand the diversity o organizations within

ClimatePlan and ocus on the shared priorities that

    unite us

Strategic PrioritiesThe passage o SB 375 creates an exciting new venue

or achieving this vision But SB 375 wont achieve its

ull potential without strong grassroots advocacy at

the regional level and additional reorms to state and

ederal policies and spending programs Thereore,

ClimatePlan and its partners will work both within

and beyond SB 375, ensuring that the new law is

implemented to its ullest while aligning other state and

ederal policies and spending programs that are critical

    to achieving our goals

Specifcally, ClimatePlans work over the next

two years will ocus on the ollowing strategic

    priorities:

Ensure that the Caliornia Air Resources Board

(CARB) adopts ambitious SB 75 targets and

    supportive policies or reducing VMT.

At the state level, the Caliornia Air Resources Board

(CARB) must be persuaded to adopt ambitious

regional targets and supportive policies that will

push the regions to go beyond business-as-usual

planning CARB has an established track record o

    orward-thinking, innovative policy development,

but they need support rom a broad range o

stakeholders We will mobilize ClimatePlans diverse

network around a unied and well-inormedplatorm and use it as the basis or outreach and

education to CARB and other key decision makers

Build support in key regions or strong

implementation o SB 75 and related policies.

It is critical that there are active, inormed coalitions

and local leaders working to implement SB 375

and related policies at the regional level MPOs

and their constituent local governments must be

    1.

    persuaded to crat strong

    Sustainable Community

    Strategies and implement

    them Because SB 375 is

    new and unprecedented,

    many local elected ocials,

    planning sta, and even

    community activists do

    not yet ully understand

    the bill or its implications

    During the next 24 months

    ClimatePlan will lay the

    groundwork or successul

    implementation o SB 375

    in key regions by bringing

    together progressive local

    leaders to develop policy

    platorms, rame the

    opportunity that SB 375

    provides, and build lasting

local capacity to shape landuse and transportation

    policy going orward

Strengthen state and ederal campaigns to

    win additional policy reorms.

We must go beyond the existing SB 375 ramework

to be successul in achieving major GHG reductions

There are currently dozens o eorts underway at

the state and ederal levels along these lines All

o them will be stronger and more successul i

they are inormed and supported by ClimatePlans

network o engaged stakeholders, as well as by ourresearch, case studies and communication materials

assisting them in making a more compelling case

. Governance StructureClimatePlan grew rapidly in 2008, doubling rom

11 to 22 partner organizations and expanding to

include organizations ocused on public health and

social equity In addition, hundreds o inormal

allies many o them planning, transportation and

    inll development proessionals became active

participants in ClimatePlan meetings and policy

discussions As ClimatePlan continues to grow, it will beimportant to have a governance and decision-making

structure that is inclusive and accessible while retaining

our ability to make decisions quickly This document

outlines a new governance structure that includes

an expanded, more diverse steering committee with

explicit authority to make most small decisions, and

a process or including the larger coalition in major

decisions We have also identied steps or recruiting

more organizations that represent communities o

    color and low-income communities

In response to the need or coordinated action on

AB 32, eleven environmental and planning non-

prots groups came together as ClimatePlan in

early 2007 Their goal was to promote land use and

transportation strategies to help achieve AB 32sgreenhouse gas reduction targets

    ClimatePlans ounding members were American

Farmland Trust, Caliornia Center or Regional

Leadership, Caliornia League o Conservation Voters,

Center or Clean Air Policy, Greenbelt Alliance, Local

    Government Commission, Natural Resources Deense

Council, Pacic Forest Trust, Planning and Conservation

League, Sierra Club, and the Transportation and Land

Use Coalition (now TransForm) The scal sponsor o

    ClimatePlan is TransForm

For the rst year, ClimatePlan relied on sta rom these

partner organizations and a small seed grant rom the

San Francisco Foundation In February 2008, ClimatePlan

hired a ull-time Campaign Director, Autumn Bernstein,

to add structure and capacity to the ast-growing

    network

ClimatePlans initial ocus was ensuring that plans

to implement AB 32 included specic policies and a

high target or the reduction o emissions rom the

land use sector To achieve this goal, we implementeda campaign strategy which included policy analysis

and development, outreach to key decisionmakers,

generating media coverage, and expanding the

network o organizations that make up ClimatePlan

When the drat AB 32 Scoping Plan was released in June

2008, it contained very weak language around land

use and a conservative target o just 2 million metric

tons (MMT) o greenhouse gas reductions by 2020

ClimatePlan responded by commissioning a national

Histor nd accoplishentsexpert, Reid Ewing, to do a study that would more

accurately determine the amount o GHGs that can be

reduced rom land use by implementing smart growth

strategies His analysis demonstrated that a target o

11-14 MMT was achievable and advisable, and thisbecame the basis or ClimatePlans policy platorm and

    organizing eorts

    Dozens o organizations endorsed ClimatePlans

position, and the land use sector received more

comments than any other sector in the Scoping Plan,

including cap and trade Thanks in part to ClimatePlans

organizing eorts, land use became one o the most

high-prole components o the AB 32 Scoping Plan

    process

In September 2008 at the height o our campaign

Governor Schwarzenegger signed SB 375, establishing

both a policy ramework and a political mandate

or addressing greenhouse gas emissions rom land

use SB 375 established its own process or setting

greenhouse gas reduction goals or every major region

in the state, and that process is currently underway

CARB has committed to adopting the most ambitious,

achievable targets through the SB 375 process

With SB 375 now in place, smart growth advocates

in Caliornia ace a new challenge: successullyimplementing and expanding upon the ramework

established by SB 375 Whether or not the new

law achieves its goals will depend upon successul,

coordinated, and thoughtul eorts by advocates at the

state, ederal, regional and local levels

ClimatePlan is a diverse network o organizationscommitted to improving land use planning inCaliornia to protect our climate, our health, our

    communities, and our environment

Mission: Our mission is to advance policies andprograms to address the relationship between land use

policy and climate change, and leverage the resources

and partnerships necessary to realize more sustainable

    and equitable development throughout Caliornia

Vision: We envision a healthier and more vitalCaliornia that supports sustainable and equitable

    communities, preserves iconic landscapes, and

    signicantly reduces greenhouse gas emissions

Guiding Principles: In ullling its mission andvision, ClimatePlan embraces the ollowing principles toguide this work:

    Advance Pragmatic Policy Solutions:Policy solutions

should be both visionary and pragmatic, advancing

innovative ideas and best practices while being

grounded in the reality o existing trends

Find Common Ground:We believe that ocusing onshared priorities and areas o common ground is the

best way to achieve our goals We are committed to

bringing together diverse stakeholders around policy

solutions that will help all our partners advance their

    goals

Build a Long-Lasting Movement: Planning is a long-

term endeavor, and all communities and regions

should have inormed, engaged organizations that

are working to monitor and shape growth over the

long-term We will work to build enduring capacity

among local smart growth advocates in the regions

    where we work

Promote Policies that Protect and Improve Public

Health: We will advocate or policies that promote

walking, bicycling, and reduced driving, resulting in

more active liestyles, better air quality, and saer

    streets

Advance Solutions that Increase Social Equity and

    Environmental Justice: All communities, particularly

low-income communities, must have the opportunity

to benet rom Caliornias growth We will advance

policies that address mobility, jobs, and aordability

and protect existing residents and local businesses

    rom displacement

    Protect Areas Where Growth Should

Not Occur:Forests, agricultural areas, importantwatershed areas and wildlie habitat should be

protected rom development We will promote policy

tools that quantiy the GHG benets o preserving

these areas and create incentives or preservation

    Increase Community Participation

in Planning:Planning at both the local and regionallevels is more eective when there is meaningul

community participation throughout all phases o the

    process In particular, under-represented communities

need to be engaged in long-term planning

Help Local Governments Move Ahead: Cities,

counties and MPOs need nancial support to planand implement VMT reduction strategies We are

committed to establishing, restoring and expanding

    unding or these eorts

Ampliy Synergies: The linkages between state,

ederal and regional smart growth campaigns and

the people working on them have never been

stronger We strive to recognize these connections and

utilize them to add value to the work o organizations

at all levels, rom the neighborhood to the national

    mission, vision nd Guiding Principles

    Strategic Priorities

The successul implementation o SB 375 will

require heavy liting by progressive stakeholders

at the state, ederal and regional/local levels At

the regional/local level, MPOs and their constituent

local governments must be persuaded to crat strongSCSs and implement them At the state level, CARB

must be persuaded to adopt ambitious regional targets

and supportive policies that will push the regions to

go beyond business-as-usual State and ederal policy

reorms beyond SB 375 are also needed to ensure that

local governments and regions have the incentives and

policy tools to achieve land use and transportation

    reorms

ClimatePlan is uniquely positioned to play a role in

advancing change at each o these levels, because

o our ability to mobilize coordinated action within

our network Over the course o the next two years,

we will utilize our position to drive SB 375 rom

concept to reality, while supporting eorts to advance

    complimentary policies

Specically, ClimatePlan will ocus on the ollowing

    three strategic priorities:

Ensure that the Caliornia Air Resources

Board (CARB) adopts ambitious SB 75targets and supportive policies or

    reducing VMT

Build support in key regions or strong

implementation o SB 75 and related

    policies.

    Strengthen state and ederal

campaigns to win additional policyreorms by leveraging relationships,

    creating orums or collaboration,

and providing access to research, case

    studies, materials and messaging.

The next section explores each o these strategies in

    greater detail

    1.

    .

    .

What (SB 375) will mean is more environmentally

    riendly communities, more sustainable develop-

ments, less time people have to spend in their

cars, more alternative transportation options and

neighborhoods we can saely and proudly pass on

    to uture generations.

    Governor Arnold Schwarzenegger (R)

I think growth is inevitable and a good thing. But

(SB 375) will allow Caliornia to grow in ways that

    are sustainable or our environment.

Desired Outcome:CARB adopts ambitious, achievable SB 375 regional targets, along with implementation and monitoring policies

that create an eective, resilient and politically viable ramework or SB 375 implementation CARB also uses the

bully pulpit o SB 375 and AB 32 to demonstrate the need or policies (including road pricing, VMT ees, indirect

source review and parking reorm) and unding (or transit, planning and zoning reorm) to successully implement

    SB 375

    Strategic Considerations:

CARB is responsive to a broad range o progressive stakeholders united behind a clearly-articulated and

scientically-based set o policy recommendations Thereore the best way to accomplish our goal is to mobilize

ClimatePlans diverse network to develop a unied and well-inormed platorm and lobby CARB to adopt it

    ClimatePlans role:

Track SB 375 and AB 32 implementation process and

ensure partner organizations are aware o meetings,

    decision-making processes and opportunities or

    input

Align ClimatePlan partners around a common

platorm on SB 375/AB 32 implementation and

mobilize partners to participate at key points duringthe decision-making process

    Conduct stakeholder analysis, education and

relationship-building among RTAC and CARB board

and sta members to win support or shared

    ClimatePlan platorm

Recruit technical experts to inorm and support

    shared ClimatePlan platorm

    Roles o partner organizations:

(see Appendix for more detailed info about each

    organizations work in this area)

Lobby RTAC and CARB board members to support

    ambitious targets and eective policies

Mobilize grassroots supporters around the state and

in target regions to weigh in with CARB and RTAC

    Integrate shared platorm into individual

organizational work around AB 32 and SB 375

1Ensure that the Caliornia Air Resources Board (CARB)adopts ambitious SB 75 targets and supportive policies orreducing VMT.

    ClimatePlan 2009-2011 Stratgc Pla | www.clmatpla.org 10

Desired Outcome:In key regions o Caliornia, particularly the San Joaquin Valley and Southern Caliornia, progressive community

organizations, elected and appointed ocials, businesses and other local leaders are actively and eectively

shaping the rst round o Sustainable Communities Strategies (SCS) Local advocates have built lasting capacity

that will allow them to monitor and shape local land use and transportation plans over the long term Local

governments are supportive participants in the SCS process, and adopt local land use plans that are consistent

    Strategic Considerations:

SB 375 relies upon eective advocacy and leadership in each o Caliornias major regions, and in the local

governments that compose those regions During the next 24 months there is a unique opportunity to lay

the groundwork or successul implementation o SB 375 in Caliornias regions by educating and mobilizing

community advocates, local elected ocials, inll and aordable housing providers, and other progressive

    stakeholders

Some regions have existing advocacy organizations and/or progressive regional and local governments who are

already on the path to more sustainable growth patterns Others do not particularly in the ast-growing San

Joaquin Valley and Southern Caliornia regions Within the San Joaquin Valley and Southern Caliornia, some

subregions are larger contributors o VMT, and some are more ripe or change than others Based on these actors,

we believe it makes sense to ocus on 2-3 subregions in the San Joaquin Valley and 2-3 in Southern Caliornia or

the rst round o SB 375 implementation (approximately 2011-2015) These success stories will, in turn, provide

models and inspiration or other subregions to adopt strong SCSs in the second round (approximately 2015-2020)

    ClimatePlans Role:

Work with partner organizations to identiy 2-3

MPOs in the San Joaquin Valley and 2-3 subregional

councils in Southern Caliornia that are good targets

or successul implementation o SB 375

Foster collaborations and build lasting capacity

among progressive stakeholders in targeted MPOs

and subregional COGs Provide inormation, support,

training, small seed grants and networking to these

    collaboratives

For areas outside o the San Joaquin Valley

and Southern Caliornia, provide access to the

ClimatePlan network and materials, reerrals, and

    more limited support

Support eorts o partner organizations in leading

regions (Bay Area and Sacramento) to advance

policies and programs that can provide models and

    inspiration to other regions

    Roles o Partner Organizations:

(See Appendix for more detailed info about each

    organization)

Statewide associations educate and mobilize their

constituencies and/or local chapters about SB 375 and

encourage them to participate in local collaborativesto implement SB 375 in their region

Regional and local partner organizations engage in

eorts to implement SB 375 in their region

Strengthen state and ederal campaigns to win additionalpolicy reorms by leveraging relationships, creating orumsor collaboration, and providing access to research, casestudies, materials and messaging.

    ClimatePlans Role:

Provide orums or partner organizations working

on state and ederal policy to vet proposals, gather

input, access research and mobilize support at key

    decision points

Enhance online tools or communication and

    inormation sharing among partner organizations

    working at all levels

Monitor ederal policy eorts aimed at climate,

transportation and land use (particularly the

T4America campaign) and provide opportunities or

ClimatePlan partners to connect to and engage withthese campaigns

Conduct research to identiy and develop eective

    messages, positioning and communication strategies

    Develop a suite o high-quality, easy-to-use

    communication materials or partner organizations

to eectively communicate about SB 375 and how to

use it in their community/region/issue area

Assist ClimatePlan partners in developing messages

and materials that are tailored to various issues/

    audiences/regions

    Expand/enhance existing online resource center

to provide access to case studies, research and

    communications materials

    Roles o Partner Organizations:

(At any given moment, there are dozens of efforts

underway to reform state and federal policy. See

Appendix for more detailed info about what each

    organization is currently doing.)

Utilize ClimatePlan meetings, online orums andconerence calls to keep other organizations

inormed and engaged in campaigns to reorm state

    and ederal policy

Desired Outcome:SB 375 achieves its ull potential because state and ederal policies provide the necessary incentives and mandates

to local governments and regions to actually implement VMT reduction strategies Eorts to achieve these reorms

are spearheaded by our partner organizations, and they are inormed and supported by ClimatePlans network o

engaged stakeholders and up-to-date research, case studies and communication materials that allow them to make

    a compelling case

    Strategic Considerations:

Additional state and ederal policy reorms beyond SB 375 are needed to achieve ClimatePlans goals SB 375 does

not change the current scal climate or local governments which strongly avors sprawl Nor does it provide

regional agencies more power to enact programs such as road pricing that will achieve reductions and generate

revenues Particularly in the current economic downturn, it will be essential to give regions and local governments

greater scal incentives and policy tools or achieving GHG reductions There are currently dozens o eortsunderway at the state and ederal levels along these lines Examples include the Transportation or America

campaign, eorts to shape Caliornias new Strategic Growth Council, and legislation to und regional planning via

a vehicle license ee Most o these eorts are spearheaded by existing organizations but they will be stronger and

more successul i they are inormed and supported by a broad network o engaged stakeholders, and i they have

access to up-to-date research, case studies and communication materials

to 22 partner organizations, along with hundreds o

inormal allies that actively participate in ClimatePlan

meetings and policy discussions Our structure

and governance process, which served well whenClimatePlan was much smaller and more inormal,

needed updating and clarication to match the

growing coalition ClimatePlan has become We have

developed a new coalition structure that is more

inclusive, transparent and accessible based on the

    ollowing guidelines

Who is a ClimatePlan Partner?Previously, organizations became ClimatePlan partners

i they were actively working on AB 32 implementation

and had signed on to ClimatePlans 2008 set o coreprinciples Moving orward, ClimatePlan partners will be

dened as nonprot organizations who sign on to our

mission, vision, and guiding principles (as described on

page 7) and are actively engaged in climate and land

    use policy in Caliornia

Structure policy discussions using aset o guiding principles. With a specic set o policy principles shaped with

signicant input rom current partner organizations

(see above), ClimatePlan is able to more eectively

determine the parameters o the policy conversationswe convene and shape The platorm will also help

partners, decision makers and unders understand our

    mission, ocus and desired outcomes

Expand, diversiy and empowerClimatePlans Steering Committee.ClimatePlan will create an 8-12 member Steering

Committee in charge o policy, strategy, and resource

allocation Each member o the Steering Committee will

make a ormal commitment o time and responsibility

to their leadership role within the network

ClimatePlans current management team is ocially

in charge o administrative decisions, but has becomea de acto steering committee or ClimatePlan The

management team is comprised o representatives

rom ve o the ounding organizations TransForm,

    Greenbelt Alliance, NRDC, Local Government

Commission, and Caliornia Center or Regional

    Leadership

The Steering Committee will be larger and more

diverse, including representation rom the Bay Area,

Sacramento, Southern Caliornia and the San Joaquin

Valley and rural Caliornia Additionally, organizations

working on a range o issues including (but not limited

to) the environment, social equity, public health, land

    conservation, aordable housing and transportation,

    should be represented

In accordance with ClimatePlans diversity strategy, the

Steering Committee will refect the ethnic and gender

diversity o Caliornias communities, and will include

members with diverse skills and proessional expertise

that will help advance our goals Once appointed, the

new Steering Committee will serve or two years or the

duration o this strategic plan, through March 2011

ClimatePlan Partners provide input onall major decisions.ClimatePlan partner organizations hold the power to

provide input on big decisions, such as adoption o a

strategic plan and/or policy directions, and appointment

o the Steering Committee While we strive or

consensus, each partner organization will have one vote

i a vote becomes necessary The Steering Committee

also solicits input on other decisions Decisions on when

and how to solicit input rom ClimatePlan partners will

be made by the Steering Committee

Partners serve on committees orworking groups. We will maintain and create ad hoc committees and

working groups that ocus on dierent issues, strategies

and regions For example, ClimatePlan currently hasa committee working on the RTAC, and one working

on SB 375 implementation in the Southern Caliornia

(SCAG) region Each committee will be chaired by

two members o the Steering Committee, who will

be responsible or organizing committee meetings,

setting agendas, and acting as the liaison between the

committee, the Steering Committee, the sta, and the

    broader coalition

Focus on areas o shared interest.Inevitably, member groups o ClimatePlan will have

dierent priorities and positions As a coalition, it makessense or ClimatePlan to avoid taking sides in these

disputes, and ocus instead on areas where there is

shared agreement ClimatePlans policy principles should

help minimize these sorts o conficts, and the principles

should make it clear that we will NOT take a position on

certain divisive issues (such as cap and trade) In some

cases it may be impossible or ClimatePlan to avoid

taking a position on a divisive issue, and in those cases

the ull coalition should provide input to the Steering

Committee, who will decide it by a vote The Steering

Committee may, at its discretion, call or a vote o the

    ull coalition on such issues

Honor and exempliy the diversityo Caliornia communities andorganizations. In order to be relevant more broadly and make the

impacts it desires, ClimatePlan must represent the

various constituencies that are aected by land use and

transportation policy, especially social equity, aordable

    housing, and public health

To achieve this goal, we will ocus on theollowing strategies:

Dene and push or concrete equity, public health

and aordable housing connections in ClimatePlans

    work

Develop criteria to ensure that the Steering

    Committee includes representatives rom social

equity, aordable housing, and public health

    organizations

Set goals or recruiting diverse organizations to

    become ClimatePlan partners Engage existing

partners in helping to recruit additional partners

    Have representatives rom key constituencies

participate in each ClimatePlan working group or

    committee

Allocate resources including unding, sta time,

and steering committee time to help achieve

    diversity outcomes

Conduct analysis to better understand and

communicate the potential impacts o SB 375 and

other policy eorts on key constituencies

Support internal capacity buildingand evaluation. In order to achieve its goals, ClimatePlan must have

the internal capacity to implement this plan and

should make it a priority to periodically evaluate our

progress and make mid-course corrections The sta

and Steering Committee should work together to

develop a workplan, stang structure and budget

to implement this strategic plan The workplan andstang structure should be designed to complement,

rather than duplicate, those o partner organizations

In implementing the stang plan, we will strive to

both recruit new talent and support existing sta in

    strengthening and building their skills

To und our core work, ClimatePlan will continue to rely

upon support rom private oundations or the duration

o this plan (through June 2011) Our unding position is

strong and we are condent o achieving the resources

to implement this plan We also recognize the need

or partner organizations to obtain unding to supporttheir eorts, so we will strive to make connections

between unders and partner organizations that are

    working to implement this plan

It will be important to periodically evaluate our progress

toward implementing this plan The Steering Committee

and sta will work together to identiy timelines or

implementation, key milestones (both external and

internal) and indicators o success Over the next two

years we will periodically review our success, soliciting

input rom the ull coalition as appropriate As we

approach June 2011, we will determine whether and

how to initiate a new strategic planning process
