Labeling Approach 1. Introduction

Since 2007, the Department of Alternative Energy Development and Efficiency (DEDE) who is responsible to promote and encourage the use of the Highly Energy Efficient Machines, Equipment, and the Energy Conservation Materials, has successfully implemented the labeling campaign by way of outsourcing most of the work to the third-party. Currently, there are 11 products of interest, namely,

1) Household LPG Gas Stoves 2) High Pressure Gas Stoves 3) Variable Speed Drives 4) Flat Plate Glasses 5) Fiberglass Insulators 6) Three-Phase Induction Motor 7) Small Diesel Engine (Water Cooled) 8) Small Gasoline Engine (Air Cooled) 9) Heat Pump 10) Small Piston Air Compressor 11) Building Paint

For the 2016’s project, there have been about 6.7 million Highly Energy Efficient Labels distributed to those 11 products. With this amount of distributed labels, it was expected that these labeled products, once purchased and used, could lead to the saving of energy as high as 164.9 ktoe. And in order to further this saving potential.

2. Applicants and Application Process

2.1 Meetings and Seminar with Manufacturers A meeting with manufacturers and related agencies was arranged in order

to clarify the labeling applications and label issuing process, in May 19, 2016 at KASATSUK 1 Room, 4th Floor of The Twin Towers Bangkok Hotel. There were representatives from the manufacturers of all 11 products, i.e. Household LPG Gas Stove, High Pressure Gas Stoves, Variable Speed Drive, Flat Plate Glasses, Fiberglass Insulator, Three-Phase Induction Motor, Small Diesel Engine (Water Cooled), Small Gasoline Engine (Air Cooled), Heat Pump, Small Piston Air Compressor and Building Paint, as well as related governmental offices attended this meeting with the total of 224 attendees. It is scheduled to accept applications from 13 May to 24 June 2016, divided into two cases. Case 1: Previously Approved Products, products that have earned the Highly Energy Efficient Labels with performance tests between 2013 - 2015. In this case, manufacturer does not need to send the product samples to test the performance. Case 2: Newly Applied Products, products those have not applied to the project before (new models) or Previously Approved Products (Performance tests before 2013). In this case, manufacturer need to send the product samples to test the performance.

2.2 Project Announcement To further emphasize the existent and the beneficial of this project, news

related to the application periods and other information was published through both daily and weekly newspapers. The size of the media was 6x12 inches (total of 4 times).

2.3 Applicants

There were previously approved products and newly applied products, applicants for 2,091 models 156 brands of the total of 78 manufacturers are summarized in Table 1. The results for which the details of the recruitment follows.

Total 78 156 2,091 2.3.1 Applications from the Previously Approved Products As mentioned earlier that due to the status of the project which is of pilot type, only limited amount of labels could be distributed each year. Therefore, even for products those applied and obtained suitable labels from previous year projects, they still had to apply for this year project in order to obtain the label for this year productions. In this case, there were applicants for 371 models 40 brands of the total of 30 manufacturers for the overall of 8 products which were the Household LPG Gas Stove, High Pressure Gas Stoves, Variable Speed Drive, Flat Plate Glasses, Fiberglass Insulator, Three-Phase Induction Motor, Small Diesel Engine (Water Cooled) and Small Gasoline Engine (Air Cooled). Table 2 shows the total amount of all applicants in this case.

2.3.2 Newly Applied Products This case means the newly produced product which has never

applied to the previous year project. There were applicants for 1,720 models 143 brands of the total of 71 manufacturers for the overall of 11 products which were the Household LPG Gas Stove, High Pressure Gas Stoves, Variable Speed Drive, Flat Plate Glasses, Fiberglass Insulator, Three-Phase Induction Motor, Small Diesel Engine (Water Cooled), Small Gasoline Engine (Air Cooled), Heat Pump, Small Piston Air Compressor and Building Paint. Table 3 shows the total amount of all applicants in this case.

Total 71 143 1,720 3. Label Approval Results From the testing results of all 1,720 models, newly applied products, there were 1,428 models those passed the energy efficiency regulations. Within these amounts, 371 models were the previously approved models. As results from these models, there are 1,799 models, total of 6,763,408 labels distributed by this project. The results show in table 4.

4. Energy Saving Potential Projection To evaluate the benefit from the implementation of this project, the energy saving potential is calculated based on the number of the distributed labels and the energy efficiency stated on the label for each individual product. From 6,763,408 labels (1,799 models 149 brands of the total of 77 manufacturers) distributed this year, the amount of LPG saving is expected to be as much as 32.5 million kg/year. The amount of electricity being saved annually is expected to be as close as 1,431 GWh/year and amount of fuel being saved annually is expected to be as 6.58 million liter/year .These 3 sources of energy saving could be combined to be the equivalent energy saving of 164.9 ktoe, or the reduction of expense of 5,104 million baht/year, and as much as 840 kTON reduction of the CO2 released to the atmosphere. 5. Label Ceremony The Label ceremony was arranged in Thursday, February 19th, 2017 from 13.30 –

15.00 PM at JUPITER Room, 3rd Floor of the MIRACLE GRAND CONVENTION HOTEL, Kamphaeng Phet 6Rd., Talad Bangkhen, Laksi, Bangkok. There were attendees from both governmental and publics offices in total of 184 attendees. The approved labels were also distributed to the related manufacturers in this ceremony as well.
