Now, I do get $800 per month from my kids’ other parent every month. If I get W-2, do I lose that? I also get FoodShare and Medicaid. Can I still get those with W-2?

Worker: Being eligible for W-2 would not change your Medicaid, but if you receive a W-2 cash payment it might reduce your monthly FS benefits. Let’s talk a little more about the Child Support…

Keeping Anger in CheckCustomer: What in blue blazes is going on down there? Why can’t my daughter – she’s 17 years old, a mom with a baby – why can’t she get any of that W-2 money?

Worker: Pause…… Your daughter is a minor and we cannot give her a cash payment.What else can the worker tell Keeping Anger in Check about W-2 eligibility and services?

The minor parent (under age 18, male or female) is eligible to meet with the FEP regardless of meeting any living arrangement criteria, non-financial or financial criteria through the CMM placement. She may be eligible for Job Access Loan if she is within 2 months of age 18. No cash payment for minor parent until age 18. However, W-2 case management services with FEP can focus on what minor can do in the future, educational and training options, transportation, and child care assistance. Perhaps meeting with a FEP is the right balance the parent needs to assist minor in becoming self-sufficient and not becoming financially dependent on parent. FEP could explore resources that parents are not familiar with such as housing options for the minor parent and his or her child.

ConcernedJob Seeker: I’m thinking I need that job through W-2 – where I’d get paid, remember? –then child care for our two kids, too. The kids don’t like staying home with their other parent, s/he’s too strict with them. Does my partner really have to deal with child support for his/her other two kids? The ex left town 4 years ago and s/he hasn’t been seen since.

Worker: I would like you to meet with both of you to discuss how the decision to cooperate with the child support agency will affect your case eligibility.

What should the worker review with Concerned and his/her partner?

The worker should explain that Concerned’s partner and his/her children are included in the W-2 group. In order to be eligible for a W-2 employment position, an applicant and any other parent in the W-2 group must fully cooperate with the local Child Support Agency in: identifying or locating the absent parent of the dependent children; and obtaining support payments or any other payments or property to which the applicant/participant and the dependent children have rights. The worker should also inform Concerned and his/her partner that once eligibility for W-2 is determined, cooperation must continue in order for the participant to maintain eligibility. The worker should also explain that to be eligible for child care, both parents would need to participant in W-2 activities.

W-2 Financial EligibilityKnowin’ I’m Eligible!Knowin, a W-2 applicant with 3 minor children, receives unemployment compensation of $75 every week and child support of $100 on the 1st and 15th of every month. The applicant wants a W-2 employment position and believes her income is within the 115% gross income limit to get a W-2 employment position. One child receives $437.12 per month Supplemental Security Income (SSI). No other type of income is anticipated in the application month or future months.

Issues To Consider: Prospective budgeting estimates entered in CARES can affect several programs

differently, because of the differences in policy between programs. In this case scenario, Knowin’s child support and child’s SSI is not budgeted for the W-2 or Child Care programs.

Knowin’s other unearned income is prospectively budgeted for W-2. Budgeting unearned income is just as important as budgeting earned income. The conversion formulas are similar.

Document the verification on appropriate CWW pages. She still must meet the non-financial and financial eligibility criteria to receive W-2

case management services.

Prospective Income Calculations:The $75 UC is received on a weekly basis. Multiply the $75 by 4.3 as follows:$75.wk x 4.3 = $322.50 per month. This conversion takes into consideration that there will be extra paycheck months throughout the year.

The $437.12 SSI is already converted to a monthly amount.

The $100 child support is received on a semi-monthly basis. Multiply the average semi-weekly child support by 2 as follows:$100 x 2 = $200 per month.

Income estimates entered into CARES would be as follows:$322.50 – UC$437.12 – SSI$200.00 - CS$959.62 - per month total income entered in CARES

In Knowin’s W-2 case, CARES will prospectively budget $322.50 because child support income and the child’s SSI are not counted per policy in the W-2 program.

A Case In PointMs. Point is applying for W-2. At her interview, she states that she has applied for and will be getting unemployment compensation. She has not received a notification letter yet.

Ms. Point’s income is uncertain. What do you need to consider?

Points to Consider: It is uncertain that Ms. Point will receive the UC income. The date she will receive it

is largely uncertain because she has not yet received an official notice. You would verify her receipt of UC when she reports it to you or when you receive an alert for Data Exchange. Do not count the income now.

Unpredictable IncomeUnpredictable is at his W-2 intake interview on September 17th. He brought his last four paychecks with him to the interview and his employer pays him weekly. His last four checks are verified in the amounts of $187.00, $160.00, $195.00 and $168.00. The total income of these four checks is $710. For fluctuating income, you may use the income received during the last 30 days as the income that is and will be available to the W-2 group during the certification period.

Use the 4.3 conversion factor because Unpredictable is paid weekly. Converting to a prospective monthly amount would be as follows:

$187 + $160 +$195 + $168 = $710 divided by 4 checks = $177.50 x 4.3 = $763.25

Evaluating Eligibility Household Members Karina (age 28) and her son Joshua (age 7), Tom (age 32) and his son Caleb (age 5), Karina’s sister Kendall (age 24).

Tom and Karina are married.

Non-Financial InformationTom was working but quit his job 2 months ago because when he was hired he was told he would be working 30 hours per week. When he started he was, but he quit because in the last few weeks he had only been getting 15 hours per week.

Karina had a job offer last month but the day she was supposed to call the employer back about when she would start work, Joshua fell off the monkey bars at school and she forgot. She didn’t follow up with the employer.

Both Karina and Tom participated in up-front job search but completed only about half of their assigned activities. Karina lost Joshua’s Social Security card but Tom does have one for Caleb. She does not know the number and she has applied for a new one from the Social Security Administration. Karina provided a utility bill mailed to their address to verify residence. All other non-financial eligibility criteria has been met unless otherwise specified above.

Financial Information Kendall pays $200 per month for room and board. This was verified through oral report from Tom, Karina, and Kendall.

Caleb’s mother pays $100 per week in Child Support. Joshua’s father does not pay any child support but is ordered to. Joshua receives $541 per month in SSI. This was all verified through award letters and data exchange.

Tom and Karina have a car worth $4000 that her parents gave to them. They also have a car worth $9000 but they owe $2000 on it. This was all verified through the NADA Blue Book and loan statements. Tom and Karina have a joint checking account with $150 in it and a savings account with $200 in it. This has been verified with bank statements.

Caleb has about 12 savings bonds (I Bonds) with a face value of $25 each. His grandfather gives them for holidays and special occasions such as birthdays, etc.

Who is included in the W-2 Group? Tom, Karina, Joshua, Caleb.

What is the W-2 Category for this group (Custodial Parent, Pregnant Woman, Non-Custodial Parent, Minor Parent)?Custodial Parent

Does this group meet non-financial eligibility? Why or why not? This group meets all non-discretionary non-financial eligibility criteria (applied or provided SSN, residency, etc.). However. The FEP must make and document a discretionary decision on Tom’s job quit, Karina’s not accepting a bona fide job offer, and their completion of only half of their up-front activities.

You are being assigned the W-2 Placement and Ongoing Processes curriculum. You will be working with your cases to determine appropriate placement, document your decision, and assign and document initial W-2 activities.

This is a more advanced New Worker Training course that requires attention to detail and intense concentration on W-2 processes. You are provided the information; it is up to you to use that information to update your cases.

You should work through each component thoroughly before moving forward. This will require you to work on multiple cases simultaneously. Pay close attention to all instructions and activities. This course is all about processes, so each piece is a step-by-step process within itself. Remember what you learned in Intro to CM - Assessment, Planning, Connecting with Resources, Follow Up, Recording. It's a constant process of looking at what's going on with the case, reviewing the changes, making decisions about next steps, recording everything, and then following up all of it. It's a process of putting all the pieces together both on the case and in your mind.

One more curriculum is needed to wrap up any loose ends and complete Initial TANF/W-2 New Worker Training. The TANF/W-2 NWT Completion course is related specifically to your job function. You will be disenrolling and/or closing your cases as appropriate. You will complete a final assessment and score a minimum of 80%. And lastly, you will request your New Worker Training Certificate of Completion. Receipt of this Certificate shows that you have completed all required courses and components related to TANF/W-2 New Worker Training.
