Tamayouz Lifetime Achievement Award

The Tamayouz Lifetime Achievement Award for Architec-ture, which aims to celebrate the pioneers of Iraqi architecture, is presented annually to an individual who has had a significant contribution towards the advancement of architecture in Iraq. This award was established as part of the Tamayouz Excellence Award programme of championing and celebrating the best of Iraqi architecture.

The renowned Iraqi architect, artist and author Maath Alousi (1938) is the recipient of the Middle East’s most coveted architectural accolade: the Tamayouz Lifetime Achievement Award.

He has been practicing architecture and urban planning in Iraq and the Middle East since his graduation from METU in 1961.

Upon graduation, he joined the architectural firm Iraq Consult (Rifat Chardirji, Ihsan Sherzad and Abdulla Ihsan Kamil), and in 1964 he received his post graduate degree from the AA during a sabbatical in London.

In 1974, Alousi established a professional architectural and planning partnership based in Beirut with nine regional offices throughout the Middle East and Gulf region. The newly established satellite office in Baghdad began operating as a semi-autonomous branch that year, with the Beirut-based practice relocating to Athens in 1976 as a result of Lebanon’s civil war. Alousi returned to Beirut in 1980.

In 1980, upon an invitation from Rifat Chardirji, then counsel to the Mayor of Baghdad and to Amanat Al Assima, Alousi returned to Baghdad to personally assume the coordina-tion, management and supervision of his winning competition entry for the design of a major thoroughfare within Baghdad’s CBD (Haifa Street - Al Karkh Development project).

A separate Beirut-based office was maintained and sub-sequently relocated to Limassol. Alousi commuted between Cyprus, Lebanon and Iraq until 1989 when he left Iraq upon the completion of the Al Karkh Development project but kept his presence through his practice in Iraq.

Tamayouz Lifetime Achievement Award for Architecture 2018 is presented to Maath Alousi in recognition of his lasting contribution to architecture in Iraq. He is a celebrated practitioner, whose work has and continues to inspire generations of younger architects. He is a respected artist, author and photographer.

Rifat Chadirji Prize Baghdad Design Centre Competition

Imagine telling my grandson: “Hey little one, it doesn’t matter how good you’ll be in mathematics, physics or literature, nor does it matter how smart you are – the most important thing is that you dress fashionably.”

It doesn’t sound right, does it?My concern is that this is how we have begun evaluating

our cities, and my greater concern is that this devalues these magnificent cultural buildings.

Thousands of architectural treasures, which are not so old (50-120 years of age), fall within the risk-zone of disappearing.

These buildings are in fact time capsules that carry our stories, who we are, where we have come from and where we are heading to.

Destroying these cultural jewels means the self-deleting of our own story from the history book and soon we will find ourselves separated from Iraq’s history timeline.

Sadly, the rate at which these buildings are disappearing in Iraq’s old neighbourhoods today is disturbing.

People who will visit Iraq and appreciate the ancient ruins of Sumer, Babylon, Lagash, and Abbasid will turn around, look at the modern malls and tall towers presently popping up ubiquitously and replacing these precious buildings, and they will ask the question: How did you get from there to here?

We won’t have an answer to that question, and this is one of the reasons why the work of Tamayouz and architectural competitions like Rifat Chadirji Prize is indispensable.

Ali Naji – AmmanConsulting Engineer - Member of the

Tamayouz Excellence Award Judging Panel for the Rifat Chadirji Prize

2018 was yet another successful year for the Tamayouz family – and it was an honour for me to be invited once again to be a member of the Rifat Chadirji Award.

In September, I received a call from my dear friend and founder of Tamayouz, Ahmed Al-Mallak, who, with his usual charm, soft arguing and reason, proposed I participate on the jury panel for this award. I welcomed this opportunity – firstly, the award is associated with the name of one of my teachers, friends and icons of Iraqi school of architecture, and secondly, it highlighted the importance and specificity of the award’s project site and brief, which addressed Baghdad’s deteriorating cultural heritage and the ongoing loss of its listed buildings.

The Rifat Chadirji Award 2018 highlighted the im-portance of conservation and rehabilitation of historical urban fabric and buildings, as well as the importance of exploring sensitive approaches in urban planning and design concepts.

The jury reviewed and assessed the shortlisted projects, chosen from more than 300 participants, which reflect the great international interest in Tamayouz Excellence Award. The positive response to the design challenges pertains to the success achieved in raising awareness of urban challenges in Iraq, from environmental dilemmas to the deterioration of cultural heritage. Such challenges have encouraged inter-national researchers, professionals and students and young generations of urban planners and architects to contribute and present their ideas.

Akram Ogaily – Dubai and LondonArchitect - Member of the

Tamayouz Excellence Award Judging Panel for the Rifat Chadirji Prize

Rifat Chadirji Prize 2018 was themed, “Baghdad Design Centre”. The competition, organised by Tamayouz, in its second cycle, the Rifat Chadirji Prize, which witnessed the overwhelming participation of 310 firms and individuals from 54 countries, asked participants to transform the current unused site of the Old Governorate Building into the Baghdad Design Centre while integrating the damaged original facades into their ideas for the new building. The facades will be a memorial for an era in Baghdad’s history.

The prize is an annual international competitopn that calls for design proposals responding to local challenges in Iraq. Through its various themes, this prize aims to introduce local challenges to the world and invite architects to submit ideas that would resolve the country’s urban problems, while also establishing an open source of ideas tackling social issues in Iraq through design.

The Rifat Chadirji Prize Statuette given annually to the winner of the Rifat Chadirji Prize is designed by Dia Azzawi, a pioneer of Modern Arab Art.

The prize is named after Dr Rifat Chadirji, a renowned Iraqi architect, theorist and author whose influence and importance stretches far beyond his built work.

BAGHDAD DESIGN CENTREFirst Place: Brooks Murray ArchitectsLondon UNITED KINGDOM

This design seeks to create an environment which can meet shared human needs; to meet, exchange ideas, and enjoy life. Whilst the original walls of the Old Governorate Building are retained and restored, the scarring, bomb damage and weathering remain as a physical memorial to events that have occurred here. At the same time, the precious environment of the buildings’ neighbours is preserved.

The partial destruction of the Old Governorate Building removed its previous use, yet the space opened within Baghdad’s dense urban fabric has become an informal meeting place for its citizens. The proposed built form of this design seeks to pre-serve and safeguard this organic meeting place, and to ensure the design centre can become an active contributor in the reconstruction of the city’s urban and social fabric.

Two mature Ficus trees stand behind the restored front façade, providing a quiet, shaded urban oasis and a second, informal place to sit. The building narrows from the courtyard toward a stage at the back. The trees and historic façade provide a compelling frame for a rolling programme of workshops and events, presenting excellence from the design centre, and beyond.

Judging Panel’s Comment:“This project offers an example of how urban ruins can be

regenerated into new complexes. Its response to the urban and design brief highlights the importance of the original wall and incorporates it as the main feature of the project. Its transfor-mation into a living function will help create life in the project’s internal space and public plaza, which responds to the traditional local fabric and enriches the urban surroundings. Covering the façade with trees will also allow the viewer to remember it as an urban ruin. The central courtyard is flexible and adaptable and can be used for many things including events, functions, performances and festivals, while the surrounding indoor activities can also be extended to the courtyard.

BAGHDAD DESIGN CENTERSecond Place: Ali Habibianfar-Parisa DavoudiParis FRANCE

The structure of this project is centred on reclamation and re-membering, ancient and recent memories of the days of war and de-struction. The design and main concept of this project is based on re-spect for the space created by people among the walls. The place was destroyed during the 2003 US invasion and what remained in place was a reminder of the elements that once gave meaning to this place.

The space, in our project, is then rooted in collective thinking, and created by existing users of the space. Revisiting the design concept of the Baghdad Design Center, given the current status of Iraq, as a space for thought and collective memory, was the main point in designing this project. The Baghdad Design Center is the centre for redesigning Baghdad with the help of collective wisdom, a space based on respect for each other’s thoughts and for the reconstruction of a historic city.

In this regard, the space of the ziggurat “Ur”, which is remi-niscent of collective prayers, has been used as a communal space and a link between the past and present. Also, the spatial structure of the project is derived from a forum-based entrance. This space is designed to bring designers closer together, to help them share creative ideas, and of course to help reflect on the future of Baghdad in various artistic and urban areas. Also, sections of the region’s archetype have been used as the project design structure and have been presented as a layer for community-based and flexible spaces throughout. Eventually, water as a symbol of Mesopotamian civilization plays a key role in this spatial cycle.

Judging Panel’s Comment:“The proposal of a memorial park offers a much needed space

in the centre of the city that contrasts with the dense urban fabric. While there might have been the expectation of a building, we are pleasantly surprised with an open space. The underground spaces would be particularly enjoyable in the summer months as they could create an urban cavern for social gatherings. While the longitudinal section needed to show more information to support the idea, the waterbody would further offer a state of tranquillity and serenity that complements the wall.

The design was inspired by a personal experience of walking through palm tree farms in Baghdad. The astonishing experience takes you to a different dimension as you walk-through heavily wooded space that offers silence from the busy city and meditation through its long trunks that towers over and reach the skies. Palm trees offer unique shadow and shelter from the blazing heat with spectacular patterns projected onto the ground.

The proposal is to inject an open space into the heavily constructed environment within the site and to offer the same experience as walking through palm tree farms that reaches extreme heights and projects shadows to shelter from the sun.

A bundle of six steel columns creates one tall structure to hold both the historic wall and the curtain wall system through connectors, held together with the grid and three different panel conguration from less dense shadows to more dense shadows in the centre of the public space.

Judging Panel’s comment:“A delicate steel and glass structure stands behind the

government façade, which frames it and contrasts against it. The more traditional streetscape leads to a surprisingly light interior space that is articulated by the filigree ceiling and glazed roof. Thee architects’ inspiration for the project was a palm tree forest, and this has been nicely interpreted as a series of interior columns.

“The progressive design proposes to convert the old street in front of the qishla into another dimension in time. It presents the existing components within a contemporary dimension that will enhance and provide another way of treating the historical building and site.”

BAGHDAD CITADEL OF DESIGNPeople's Choice Award Honorable Mention: COdESIGN Anna Cornaro Valerio de DivitiisDubai UAE Rome Italy

The design creates a new public space at the ground level, an intruded piazza inside the plot, completed with water features and a small garden. Around this public core, a system of small buildings is placed, hidden behind the existing façades. The level of the outdoor space is the same as the level of the sidewalk around the building, so to give complete continuity between the inner and outer spaces.

The new volumes of the design centre have a peculiar relationship with the existing façades. At the upper floor, the former openings of the existing building are used as clerestory opened windows, which allow views from the open-air passageway. On the ground floor, some of the rectangular openings are used as actual windows to bring light inside the different volumes. The two main entrances, to the public space of the citadel make use of the original doorways on the façades; a third entrance is opened where the existing fracture on the walls was. It gives access to a public grand staircase, leading to the café entrance.

A perforated corten vertical screen underlines the presence of the grand staircase that represents also the completion of the existing west façades. Public functions (exhibition space, administration and information point) are located at the ground floor, facing the inner square, the upper floor hosts more private functions as workshops and classrooms. The entire system is shaded by a terracotta pergola that reminds the local construc-tion material, a friendly and informal atmosphere is given by the mix of bricks and concrete elements in the construction.

Judging Panel’s comments:“Inside this walled village, the footpath leads to a public

square as well as a more private inner courtyard, dividing the site and giving it a sense of hierarchy. The surrounding wall has been respectfully treated.”

THE CULTURAL CANYONHonourable Mention: (DMI) Islam El Mashtooly Steven Velegrinis Eslam Salem Abdelrahman Magdy Ahmed Salah Dubai UAE

At our core, we as humans desire both to be held and to be free. We naturally want to be able to see the sky, the garden and the people while feeling at the same time that we are contained within a safe space in an ever-threatening world. In our scheme the buildings take the form of a cultural canyon – a place where both the sky and enclosure are present, where people inhabit the space in a way that renders them both held and free.

The design of the Baghdad Design Center and its landscape are based upon a sensitive and sympathetic approach to the cultural landscape of Baghdad. The elemental nature of the forms encourages people to flow within a new cultural core that is linked to the rest of the city through the port promenade and the pedestrian footbridge to the memorial walkway.

This flexible access not only invites the visitors but also serves as a key cultural space for the community. The skyline is com-posed by independent volumes highlighted by landmark tower. These geologically inspired fragments contain art exhibition spaces and allow strong integration with outdoor display and event spaces. The vertical sky galleries offer a new perspective by bringing people up to a level where they can see the entire landscape of the city.

The new Baghdad Design Centre is an opportunity to create a link between the city and the buildings using the transitional space of the void. This project is not limited to the restoration of historical buildings but also creates a new outdoor space to enrich the cultural landscape.

Judging Panel Comments:“This project rightly considers the wider urban site and creates

connections. We were delighted to see a site plan. Considering the existing surroundings, it shows a particularly strong urban approach. It also shows the fluidity of the public realm.”

Like the legendary bird the Phoenix, the new Baghdad Design Center rises through the Old Governorate’s ashes to remind the people of Baghdad and the whole world that no matter the difficulties, the future can always shine brighter as long as we believe in it.

This proposal revolves around the preservation of the entirety of the existing walls by restoring and supporting them where needed, including the 8m main façade. These walls give birth to the new building which jumps through them in an offset. This does create a symbiosis though contrasting relationship between the old and the new, maintaining the historical stratification which is so much needed in Baghdad.

The former use as a Governorate has long been eradicated. Nevertheless the unconscious preference of the people has brought a new use in the spotlight that of the meeting point, with semantic, sociological and historical value.

This proposal embraces and enhances this feature by uni-fying the surrounding pedestrian walks and embedding them with the excavated debris from beneath the Governorate.

Judging Panel’s comments: “Two large buildings and an inner courtyard create

a believable and useful plan and the addition of the corten cladding provides excellent lighting in a climate that is characterised by very bright sunlight. We would have liked to see the ample entrance also reflected in an exit on the far end of the courtyard.”

BOX OF COLLISIONSHonourable Mention: Tay Othman AIASan Francisco USA

From general observations of the project vicinity, the site showcases a very interesting phenomenon that is unique to the world. From Abbasids to British colonials, dozens of empires continuously invaded the city, imposing new outsider agendas and introducing major shifts in economic, social, and politi-cal strategies. Yet when applied to architecture, these conflicts brought very connected and harmonious buildings and spaces that responded to the local character in new ways.

This concept reveals that novel ideas can come from the joining and interplay of contradictory ideas. It amplifies disagreement and conflict to reach a new form of acceptance. It states that the collective brain of society and the spectral differences of people and cultures can stimulate a new fertile medium for idea-generation that surpasses any individual capability or intellect.

A Box of Collisions re-introduces design as an inclusive pro-cess, a system that is open for everyone to contribute and lead, a place that is injected with honesty and constructive feedback, and a space that serves as an open stage for heated debates where ideas can collect and develop.

Using this underlying principle, the building was formed as a constellation of redefined group of Fadhwas, traditional debate spaces, that were implemented on various scales ranging from grand assembly spaces to smaller exaggerated stair landings, all to allow serendipitous exchange of ideas.

Judging Panel’s comment:“The proposal of spaces for debate is a welcome one in

the centre of Baghdad. This proposal offers a strong attempt to embody diversity in relatively open spaces. We commend the designer’s attempt to create something that is innovative, particularly in the roof.”

CITY WITHIN A BUILDINGHonourable Mention: Mostafa MahdyMannheim - Germany

Baghdad Design Centre City should be a place of creativity and exchange, a place for information and ideas.

The site of the Design City is in the middle of Baghdad’s old town, where one of the most dynamic districts in the city of Baghdad is.

The main idea of the project is to reflect a part of the old town’s urban fabric in the new building in order to keep the dynamic of the old town in the Design City.

It was decided to keep the existing façade and integrate it into the new walls in order to respect the original structure. The existing façade is the city wall of the Design City. In addition, the new building should not compete with the old façade.

Design City consists of a public place, a plaza, café, library, lecture room, meeting points, workshop rooms, offices and a kiosk, and each function is a separate building. Most of the building’s walls are open to the plaza.

The concept of the design city transforms the classic defi-nition of the plaza (meeting area) to a semi-shaded corridor/street. Walking through it will give visitors an interesting adventure. The design city is covered by a grid screen to close the buildings and to add shadow to the public spaces. The square division should overcome the high span. The closed panels are covered by solar and the pattern should play with shadow and light.

Judging Panel’s comments: “This proposal for a walled town showed particularly good

morphological studies of the development’s form and void. Although the project includes a small auditorium and a central piazza/courtyard, we felt that the small scale of buildings was not appropriate for the centre of Baghdad.”

DEWAN AWARD FOR ARCHITECTURESchool in the Iraqi Marches Competition

The Dewan Award is the newest prize to join the Tama-youz Excellence Awards programme that champions and celebrates the best of architecture in Iraq and around the world. Its 2018 theme is: “School in the Iraqi Marshes”.

For its inaugural cycle, participants were asked to design a primary school in the long-forgotten area of Iraq’s marshlands, considering the limitations of the area and the ecological impact of construction on the natural environment and its fauna. The school design was for a six-class primary school to serve the nearby villages and provide them with modern amenities. The first year witnessed the participation of 137 design studios, individuals and universities from 37 countries.

A historical and fundamental area of Iraq are the marshes which are home to many families with minimal infrastruc-ture. Dewan has chosen this exact location to build a school to supply the families the much-needed education in an area that is lacking for facilities that will nurture the future of Iraq. The plot is located perfectly between two rivers for multiple means of properties with empty land surrounding it for possible expansion in the future to house more stu-dents.

The school should be designed according to the mod-ern teaching philosophies which encourages the students to search, innovate and face life challenges rather than the old traditional methods of memorizing the textbooks which are still in use.

The school activities whether academic, research, sport or even entertainment should be full of dynamics, spirit of challenge and call to respect all ideas and represents the unity of Iraq and its people.

The Winners – First Place: Neda Karimzadeh, Marjan Zaredehnavi, Ehsan Kazerooni and Amirreza FathollahiIran – Tehran

Honourable Mention: Nikolai Mina and Lady Roxanne Mina Singapore

“We enjoyed the modularity of this project, as it allows the capacity of the school to adjust according to its needs. There were a number of elements that we found to have great impact, such as the dynamic uses of roof space and the sensitive scale of the project. The designer’s thorough environmental analysis also helped create a comfortable micro-climate.”

Second Place: Sameh Zayed, Nader Moro and Mostafa AhmedEgypt – Giza

“We enjoy the simplicity of this design, and the way the various com-ponents relate to each other. The project features beautiful shaded walk-ways, an intelligent use of building materials, and affordable construction. Together, these elements support the project’s strong rural character, which is quite responsive to the local environment.

Third Place: Noor Marji Jordan – Amman

“This project has a commendable approach to building due to its intelligent use of construction techniques, which can be developed local-ly. The facade’s sensitive colour and material palette and the intimacy of the classrooms create a very warm, friendly and human environment.”

Honourable Mention: Pietro Paolo Speziale and Mohamed Hassan El-GendyItaly – Verona

“A strength of this project is its innovative treatment of the harbour, which creates a beautiful waterfront and highlights the project’s sensitivity to the marshlands. We commend the gathering of the school’s functions into two components, which leaves a comforting void space.
