Introduction of Members and Guests Remarks and Purpose of Meeting offered by the Chair as a pre-first and pre-second draft meeting for NFPA 1003 and NFPA 1005 respectively. NFPA Update – Tom McGowan presented the following information:

Conference Call/Adobe Connect changes from “live meeting” New Standards Development Making Process - four step process PPT Pre-First and Pre-Second Draft meetings – reason for pre-first and pre-second draft meetings Correlating Committee format (Chapter 1 and Chapter 4 for Pro-Qual Project) Travel and Budget – being mindful of travel and budgets and time in TC meetings

Public Input (closing date – January 4, 2013) First Revisions

Reviewed three public inputs submitted in Filemaker Chair suggested complete review of task analysis of document

Pre-Second Draft NFPA 1005 (formerly ROC) Public Comment (closing date – November 16, 2012) Second Revisions Terra-view and the comments to date received (15 in chapter 5 and the need to move chapter 6 items to chapter 5 and delete all other information in chapter 6)

Other Business Chair asked for discussion of the term “minimum” which is used in scope of many NFPA

pro-qual documents and potential for definition. Will be offering it to Correlating Committee for consideration.

Next meeting - Combined First Draft Meeting (NFPA 1003) and Second Draft Meeting (NFPA 1005) scheduled for January 16 (full day) -17 (half day), 2013. Location: San Diego, CA. Please do not make plans for in-person meeting in San Diego until meeting notice is posted. This will be an in-person and conference call/Adobe Connect meeting. 5.1.3 Airport Firefighter Officers. Officers serving airport fire departments shall meet the requirements of NFPA 1021, based upon their assignment and duties within the fire department. Specifically in addition to the requirements of NFPA 1021, airport fire officers should receive additional training in the following areas: incident command procedures, incident mitigation and emergency planning, mutual aid response procedures, hazardous materials incident command, airport emergency plans and their execution, radio communications, mass casualty incident management, ARFF strategy & tactics, incident safety procedures, flammable liquidfirefighting, aircraft and airport familiarization.

Statement of Problem and Substantiation for Public Input

There is no specific section of NFPA 1003 or NFPA 1021 that deals with officers, on both the company and command level, at airport fire departments. Fire officers at airports require additional knowledge, skills, and abilities, and should be referenced in one of these two documents. Since most of it is specific to airport firefighter officers, it should be probably be done within NFPA 1003.

5.1.3 For firefighters responsible for structural fire suppression, fire inspection, fire investigation, technical rescue, hazardous materials response. EMS, any combination thereof, or any other services at airports, they shall meet the corresponding standards for these services. Nothing contained within this standard shall definitively qualify an individual to engage in activities other than aircraft rescue and firefighting.

Statement of Problem and Substantiation for Public Input

Many airport fire departments do not strictly perform ARFF services only. Many are also responsible for structural fire response, fire prevention activities, and other special operations depending upon the particular jurisdiction. The standard should clarify that despite being an airport firefighter, the standard only covers ARFF operations. For fire departments choosing to provide additional services, their members require training and certifications to demonstrate proficiency to meeting the necessary JPR's for each additional service provided beyond ARFF.

Respond to day and night incidents or accidents on and adjacent to the airport, given an assignment, operating conditions, a location, a grid map, a vehicle, and a prescribed response time, so that the route selected and taken provides access to the site within the allotted time.

For the National Fire Incident Reporting System (NFIRS). They assign incident s for all of the various call types. The specific emergency call type is within a incident category. For Example: Under the NFIRS Category accident, potential accident, there are sub categories, such as 4624 Hot brakes, etc…FEMA Definition of Incident: Incident: An occurrence, natural or human-caused, that requires a response to protect life or property. Incidents can, for example, include major disasters, emergencies, terrorist attacks, terrorist threats, civil unrest, wildland and urban fires, floods, hazardous materials spills, nuclear accidents, aircraft accidents, earthquakes, hurricanes, tornadoes, tropical storms, tsunamis, war-related disasters, public health and medical emergencies, and other occurrences requiring an emergency response.” Task group discussed NFPA definitions of these terms and the consensus was positive for this alteration.

Statement of Problem and Substantiation for Public Input

For terminology versus phraseology: Submitted by ProQual Tech Committee Member and discussed at working group meeting. Submitter’s justification: “In my opinion the word terminology is a better choice of words.” This was not universally supported by the working group. NFPA staff and task group chair discussed the issue and reviewed NFPA definition list; neither is defined in NFPA standards. When this occurs, the default is Webster’s Dictionary. The definitions were reviewed and terminology appears to have the best alignment with the intent of this JPR. For added requisite knowledge items: Proposed by ARFF SMEs and approved by task group after discussion at task group meeting. Provides clarification of important knowledge sets that are not sufficiently covered in the standard as it currently exists.

5.3.1 *

Extinguish a 23.2 m 2 (250 ft 2 ) aircraft fuel spill fire, given PPE, a minimum of a 45 kg (100 lb) dry chemical fire extinguisher, and procedures, so that the agent is applied according to procedures and the fire is extinguished in 25seconds.(A)

Requisite Knowledge. The fire behavior of aircraft fuels in spills and pools, physical properties, characteristics of aircraft fuel, agent application rates, densities, and procedures.(B)

Requisite Skills. Operate dry chemical extinguishers equipped with a hose line, including removing and operating hose and applying agent.

Statement of Problem and Substantiation for Public Input

Proposed by ARFF SMEs and approved by task group after discussion at task group meeting. No longer relevant. Input from international ProQual representative initially proposed changes to this JPR but was in agreement to remove it when it was presented at the task group meeting.

Subsequent renumbering will need to occur with the removal of this JPR.

Chapter 1 Administration

1.2* Purpose. The purpose of this standard is to specify the minimum job performance requirements for service as Marine Fire Fighting for Land-Based Fire Fighters

1.2.5* Job performance requirements for each level are the tasks personnel must be able to perform in order to carry out the job duties. They are not intended to measure a level of knowledge. Together, the duties and job performance requirements define the parameters of the tasks of Marine Fire Fighting for Land-Based Fire Fighters.

1.2.6* The Marine Fire Fighting for Land-Based Fire Fighters shall remain current with the general knowledge and skills and job performance requirements addressed in the level of qualification.

1.3 Application. The application of this standard is to specify how and to what the requirements within the document shall apply to Marine Fire Fighting for Land-Based Fire Fighters.

1.3.1 The JPRs shall be accomplished in accordance with the requirements of the authority having jurisdiction (AHJ) and NFPA 1500, Standard on Fire Department Occupational Safety and Health Program.

1.3.2* It shall not be required that the JPRs be mastered in the order in which they appear. The AHJ shall establish instructional priority and the training program content to prepare personnel to meet the JPRs of this standard. 1.3.3* Performance of each requirement of this standard shall be evaluated by personnel approved by the AHJ.

1.3.4 The job performance requirements for each level shall be completed in accordance with recognized practices and procedures or as defined by law or by the authority having jurisdiction.

1.3.5 Personnel assigned the duties for the Marine Fire Fighting for Land-Based Fire Fighters in Chapter 4 shall meet all of the requirements defined in Chapter 4 prior to being qualified.

1.3.6 The AHJ shall provide personal protective clothing and the equipment necessary to conduct assignments.

1.3.7 Prior to training to meet the requirements of the Standard personnel shall meet the following requirements:

2) Age requirements established by the AHJ

1.3.8 Wherever in this standard the terms, rules, regulations, policies, procedures, supplies, apparatus, or equipment are referred to, it is implied that they are those of the AHJ.

Annex A Explanatory Material

A.1.2 The committee believes that this document specifies the minimum job performance requirements for Marine Fire Fighting for Land-Based Fire Fighters. The committee recognizes that emergency services organizations might have to invest considerable resources to provide the equipment and training needed to perform safely and efficiently. The committee does not mean to imply that organizations with limited resources cannot provide response services, only that the individuals charged with performing responsibilities are qualified to specific levels according to this standard.

A.1.2.3 Organization/management responsibilities should be addressed by the agency that personnel represent. The authority having jurisdiction should define the agency requirements for progression to positions of management responsibility.

A.1.2.6 The committee recognizes the important for formal and continuing education and training programs to ensure the Marine Fire Fighting for Land-Based Fire Fighters has maintained and updated the necessary skills and knowledge for the level of qualification. Continuing education and training programs can be developed or administered by local, state, provincial, or federal agencies as well as professional associations and accredited institutions of higher education. The methods of learning would include areas of technology, refresher training, skills practices, and knowledge application to standards. Techniques used to advance hose lines for boundary protection and other defensive fire operations onboard a vessel operating as a member of a team, an incident, an assignment, standard operating procedures, and other equipment necessary to access the intended deployment location, so that team integrity is maintained, the hose line is deployed for advancement and operation, effective agent application practices are used, techniques are appropriate for the type of fire being fought, hazards are recognized and avoided, and the fire is brought under control or the boundary is sufficiently cooled.

Ventilate smoke from a vessel operating as part of a team, given a vessel, a team, an incident, an assignment, personal protective equipment, ventilation tools, equipment, ladders, standard operating procedures, and onboard ventilation systems, so that all equipment is positioned for ventilation, team integrity is maintained, a specified ventilation opening is created and left unobstructed, tools and onboard ventilation equipment are used as designed, all possible ventilation barriers are removed, products of combustion are removed from the vessel, and the team retreats to a safe location once the ventilation opening is made.(A)

Requisite Knowledge. Determine the need for deploying special extinguishing agents needed to attack a fire on a vessel, given a vessel, an incident, an assignment, a selection of special extinguishing agents and their use instructions, special agent application equipment, , and other information allowed by the AHJ, so that the need isidentified and communicated to the Incident Commander, the agent is selected for the fire being attacked, the equipment needed to apply the agent is requested and assembled, and a sufficient quantity of agent is applied to extinguish the fire and prevent reignition.

Requisite Knowledge. Classes of fire and the appropriate extinguishing agents for each class and fuel; effects of various extinguishing agents on cargo and life safety; hazards associated with various special extinguishing agents, including onboard systems;sources of bulk special extinguishing agents.

(B)

Requisite Skills. Reading cargo manifests; reading technical information on extinguishing agents; deploying and operating special extinguishing agent equipment.
