The 305th meeting of the State Level Expert Appraisal Committee (SEAC) was held on 14th September 2016 at Committee Room, Gujarat Pollution Control Board, Gandhinagar. Following members attended the meeting:

Committee through the project proponent were taken up in the meeting.

Shri Rashidkhan Pathan, Project proponent represented the above proposal before

the committee. He mentioned that above proposal does not include blasting and

mineral will be removed through open cast mining. Proposal does not involve

intersection of ground water table. It was presented that arrangement of water

sprinkling will be done during excavation and loading of mineral for transportation.

No protected areas/Reserve Forest/Sanctuary exist within 10 Km radius of the

proposed lease. Depth of mining will be restricted to 2 meter. PP informed that

Mining plan is submitted to the office of geology and Mining department, Ahmedabad

for approval. A copy of mining plan is submitted along with application. Project

details submitted by the geologist shows there is no applicability of cluster situation

to the above lease. The above proposal was categorized as B2 as per the amended

EIA Notification 2016.

After discussion and detailed scrutiny of the above proposals, considering the

mitigation measures proposed by the lease holder, the committee unanimously

decided to recommend above proposal for grant of environmental clearance to

SEIAA with stipulation of standard conditions for Sand mining as approved in 232nd

SEAC meeting held on 15th April 2015 with specific conditions mentioned in Office

Memorandum of MoEF&CC, New Delhi dated 24th June 2013 for ordinary earth as

under

1. The activity associated with borrowing/excavation of ‘brick earth’ and ‘ordinary earth’ for

purpose of brick manufacturing, construction of roads, embankments etc. shall not involve

blasting.

2. The borrowing/excavation activity shall be restricted to a maximum depth of 2m below

general ground level at the site.

3. The borrowing/excavation activity shall be restricted to 2 m above the ground water table at

the site.

4. The borrowing/excavation activity shall not alter the natural drainage pattern of the area.

5. The borrowed/excavated pit shall be restored by the project proponent for useful

purpose(s).

6. Appropriate fencing all around the borrowed/excavated pit shall be made to prevent any

mishap.

7. Measures shall be taken to prevent dust emission by covering of borrowed/excavated earth

during transportation.

8. Safeguards shall be adopted against health risks on account of breeding of vectors in the

water bodies created due to borrowing/excavation of earth.

9. Workers / labourers shall be provided with facilities for drinking water and sanitation.

10. A berm shall be left from the boundary of adjoining field having a width equal to at least half

the depth depth of proposed excavation.

11. A minimum distance of 15 m from any civil structure shall be kept from the periphery of any

excavation area.

proponent of D.K.Trivedi and Sons remained present before the committee. He

informed that aforementioned proposal is existing. No blasting is required as marble

blocks will be excavated by drill machine. Undertaking is submitted by the

aforementioned lease holder that waste generated during cutting of marble will not

be thrown outside the lease area.He further mentioned that nearest residence from

the above lease is located more than 500 meters.It was also noticed that the above

project does not involve intersection of ground water table. It was presented that

arrangement of water sprinkling will be done during cutting for control of fugitive

emission.

It is mentioned that the above proposal falls within 5 km radius from the interstate

border of Rajasthan however as per the amended notification of MOEF&CC, New

Delhi dated 15/01/2016 and 01/07/2016, general conditions are not applicable to the

aforementioned proposal. PP further informed that above proposal is accorded

before 09/09/2013 and hence there is no applicability of cluster situation.

The above proposal was categorized as B2 as per the amended EIA Notification

2016.

PP mentioned that environmental management plan, approved mining plan are

submitted and all the conditions mentioned therein will be followed. No court case is

pending against the project

management plan (EMP), prefeasibility report, and details regarding non applicability

of cluster formation for homogeneous minerals are submitted.The above proposal

was categorized as B2 as per the amended EIA Notification 2016.

Considering the anticipated impacts of mining and mitigation measures proposed by

the lease holder,committee unanimously decided to recommend the proposal for

grant of environmental clearance to SEIAA with stipulation of standard conditions for

Sand mining as approved in 232nd SEAC meeting held on 15thApril 2015 with

compliance of all the conditions mentioned in Sustainable sand mining management

guidelines 2016 of MOEF&CC, New Delhi.

earliest as per the amendment of EIA Notification of MOEF&CC dated 15/01/2016.

The above proposal is amalgamation of seven leases and it is sanctioned by the

office of geology and mining, Dist; Kheda vide letter no: AGK/QL/Ekatrikaran/227

dated 5 February 2014.

Project proponent applied for EC in prescribed Form 1 along with other necessary

documents. The proposal was scheduled during SEAC meeting held on 20/05/2015.

During meeting, as lease area is greater than 25 Hectare, committee unanimously

decided to categorize the proposal under B1 category and stipulated TOR for

preparation of EIA covering 10 km area of study in periphery of the aforementioned

lease.

PP conducted public hearing on 10/06/2016 and submitted final EIA report on

20/07/2016.

During SEAC meeting, committee referred the minute of meeting of public hearing

proceedings and asked point-wise clarification committed by the project proponent.

Committee noted that some of the points are not addressed properly by the Project

proponent. Hence before appraising the project, committee asked PP to resubmit

reply addressing each of the point raised by the public during public hearing and

decided that upon submission of the details, proposal will be considered in one of the

upcoming SEAC meeting.

During SEAC meeting held on 01/06/2016,Project proponent represented that application for EC is made on 10/05/2016.Project proponent has submitted approved mining plan. He informed the committee that mining will be a shallow and not obstructing surface run off and there will be no diversion of surface run off. There will be no creation of waste dump in present mining. Stone after lavigation will be back filled in mined out pits and levelled. Chalk will be excavated manually by pick axes and JCB excavators. As there is negligible soil cover, soil contamination will not be there. The overburden i.e. topsoil, generated will be used to back fill mined out pit. The open voids will be properly barricaded to prevent casualty. Waste will be temporary stored near to levigation site and after completion of operation, the reject or waste will be dumped into mined out area. All the trucks will be covered to prevent fugitive emission. Regular water sprinkling on haulage roads will be carried out during transportation of material by water sprinklers. Water requirement of 10.0 KLD for the proposed project activity will be met by water tankers supply from nearby village source. Tube well outside the lease area will provide the water for drinking purposes. Accumulated rainwater in mined out pits will be used for sprinkling on haul roads for dust suppression and mineral levigation. There will be no intersection of ground water table as mining depth is maintained above water table. The fencing will be provided surrounding to the mined out pits to prevent casualty. The above proposal was categorized as B2 as per the amended EIA Notification

2016.After presentation, committee asked Project proponent to submit the details

regarding formation of cluster of homogenous mineral. During meeting, committee

noted that the lease is issued to PP on 21/05/1993 and hence vide amendment in

EIA Notification dated 01/07/2016, applicability of cluster does not exist for the above

proposal.

After deliberation and considering the anticipated impacts of mining and mitigation

measures proposed by the lease holder, committee unanimously decided to

recommend the proposal for grant of environmental clearance to SEIAA with

After deliberation, committee decided to defer the proposal in one of the upcoming

SEAC meeting and asked PP to submit ownership of the aforementioned quarry

lease.

PROPOSALS OF MAJOR MINERALS

1. Ranavav Limestone Mine (Lease area: 12.14 Ha), S NO: 78/5, Near

Village: Ranavav, Ta: Ranavav, Dist: Porbandar.

The project proponent has applied for their new limestone mine located at above mentioned address. The mine lease area is 12.14 Ha and proposed rate of mining is 1,28,000 MTPA. Technical presentation was made by the PP. During presentation, it was noted by the committee that proposed lease area falls within 5 km of Barda wildlife sanctuary. Referring Notification of MOEF dated 25 June 2014, it was observed by the committee that since above proposal is located within 5 KM distance from Barda Wildlife Sanctuary, general conditions are applicable and therefore the above project falls under category A and is not coming under the purview of SEAC.Being category A project, Committee advised project proponent to approach Environmental Appraisal Committee at MOEF&CC, New Delhi for obtaining Environmental Clearance.

2. Ranavav Limestone Mine (Lease area: 12.14 Ha), S NO: 78/5, Near

The project proponent has applied for their new limestone mine located at above mentioned address. The mine lease area is 11.33 Ha and proposed rate of mining is 1,20,000 MTPA. Technical presentation was made by the PP. During presentation, it was noted by the committee that proposed lease area falls within 5 km of Barda wildlife sanctuary. During meeting for the above proposal no: SIA/GJ/MIN/33799/2016, PP submitted a

letter for withdrawal of EC application. Committee acknowledged the request of PP

and unanimously decided to close the proposal and delist from pending application

list of SEAC.

4. Dari Limestone Mine ( Lease Area: 6.4734 Ha), S NO: 523/P,Village: Dari,

Ta:Veraval, Dist: Gir Somnath.( Proposal NO: SIA/GJ/MIN/34003/2016).

During SEAC meeting held on 01/06/2016, the above proposal was scheduled for appraisal. Addtional details were sought during the meeting.PP submitted the additional details and proposal was scheduled for appraisal.

During presentation, details of production for the years 2000-2001 to 2014-15 is

submitted. Committee noticed that lease area of the proposal is greater than 5

hectare and production of Limestone (Major Mineral) is taken without obtaining prior

environmental clearance as per the EIA Notification 2006. Hence Committee found

that the project proponent has violated the provisions of EIA Notification-2006 by

carrying out mining activity/ starting the production activity without obtaining prior EC.

After deliberation,, committee decided not to consider the project at this stage.

Further it was decided to inform Gujarat Pollution Control Board to initiate credible

action on the violation by invoking powers under Section 19 of the Environment

(Protection) Act, 1986 for taking necessary legal action under Section 15 of the Act.

5. Limestone Mine of Shree Rudabhai Devshibhai Vadher (Lease area:

The project proponent has applied for their existing Limestone mine located at S NO: 424/P, Vill: Vasai, Ta: Okhanmandal, Dist: Devbhumi dwarka. The limestone mine lease area is 04.90.00 Ha and proposed rate of mining is 11,120 MTPA. Mining process include manual open cast semi mechanized mining. The proposal falls in project / activity no. 1(a) of the Schedule of the EIA Notification, 2006 and as the lease area is less than 50 Hectares, it falls under category B. The technical presentation of the project included detailed lease status, details of mining method, google image of site, Environmental setting of the project, Mining details, water requirements, Environment management plan with impacts and its mitigation measures etc. After detailed deliberation, considering the scale of project, it was categorized as B2. Project proponent was asked to submit additional information as below for further ppraisal of the project:

2. Copies of all requisite permissions including online acceptance letter for your proposal, permissions from District Collector, Commissioner, Geology & Mining, Indian Bureau of Mines, GPCB,Copy of valid renewed lease and / or lease renewal status from department of Industries and Mine, Government of Gujarat etc.

3. Year-wise production details since 2004 with monthwise production details for the year 2016 including current status of mining operation duly validated by the district geologist.

4. Land use plan of the mine lease area should be prepared to encompass pre-operational, operational and post operational phases.

5. Approved mining plan including progressive mine closure plan including details of cluster for homogeneous mineral within 500 meter radius of the lease boundary and details of EC status of each lease included in a cluster.

6. One complete season baseline ambient air quality data (except monsoon) to be given along with the dates of monitoring. The parameters to be covered shall be in accordance with the revised National Ambient Air Quality Standards as well as project specific parameters. Locations of the monitoring stations should be so decided so as to take into consideration the pre-dominant downwind direction, population zone and sensitive receptors. There should be at least one monitoring station in the upwind direction. There should be at least one monitoring station in the pre dominant downwind direction at a location where maximum ground level concentration is likely to occur.

7. Details of peripheral drains to arrest the inflow of surface runoff in the quarry area and garland drains for arresting run off from the overburden / reject dumps. Specific measures to ensure that contaminated runoff from mine terrain will not lead to the rivers / natural drains / adjoining farms, in any case.

8. Technical justification for no requirement of blasting. Notarized undertaking stating that no blasting shall be carried out for entire period of mining.

9. Impact due to fugitive emissions including that because of transportation activities and the mitigation measures thereof need to be elaborated.

10. Dust suppression measures & control measures at worker level & proposed PPE to workers.

11. Detailed overburden and mine rejects management plan.

12. Detailed write up and drawing of mine closure plan. Water reservoirs to be constructed after closure of mine should be in proper shape and having proper fencing.

13. Details on back filling system of the exhausted mine. Details on compaction of back filling layer.

14. The reclamation plan, post mine land use and progressive green belt development plan along with year wise financial outlay shall be included.

15. The water requirement for the project along with the source and availability as well as necessary permissions from the competent authority for drawl of groundwater, if any. Justification for water consumption with regard to domestic consumption, plantation and dust suppression use keeping rate of mining and vehicles movements per day in a view.

16. Details of the water conservation measures proposed to be adopted in the project should be highlighted.

17. Information on site elevation, working depth, ground water table should be provided. Based on actual monitored data, it may clearly be shown whether working will intersect groundwater.

18. Check list of flora and fauna in the study area and impacts of the project on the same along with mitigation measures.

19. Occupational health impact of the project especially during manual operations in the work area and the mitigation measures proposed along with the commitment of the project proponent for implementation of the mitigation measures.

20. Plan for periodic medical examination of the mine workers.

21. Details of the basic amenities, infrastructure facilities, PPEs etc. to be provided to the mine workers.

22. Detailed Mitigation Plan and the Environmental Management Plan with respect to all likely impacts of the project activities. Total capital cost and recurring cost/annum earmarked for environment pollution control measures.

23. An action plan showing list of the activities along with the fund allocation shall be submitted based on the socio-economic profile of the surrounding villages and need base field assessment.

24. Details regarding existing green belt development activity carried out during past years. A detailed future greenbelt development plan including type of species, number of trees, budgetary allocation, etc.

25. Details of fencing, tree plantation done in the existing mined area.

26. Any litigation pending against the project and / or any direction / order passed by any Court of Law against the project, if so, details thereof.

4. Land use plan of the mine lease area should be prepared to encompass pre-operational, operational and post operational phases.

5. Approved mining plan including progressive mine closure plan including details of cluster for homogeneous mineral within 500 meter radius of the lease boundary and details of EC status of each lease included in a cluster.

6. One complete season baseline ambient air quality data (except monsoon) to be given along with the dates of monitoring. The parameters to be covered shall be in accordance with the revised National Ambient Air Quality Standards as well as project specific parameters. Locations of the monitoring stations should be so decided so as to take into consideration the pre-dominant downwind direction, population zone and sensitive receptors. There should be at least one monitoring station in the upwind direction. During During SEAC meeting held on 01/06/2016, above proposal was scheduled for appraisal. During meeting it was informed that it is an existing limestone mine located at S NO: 389,Village: Ajotha, Ta:Veraval, Dist: Gir Somnath. The mine lease area is 02.0000 Ha and proposed rate of mining is 46,300 MTPA.The proposed mining scheme envisages exploitation of minerals by manual method without deep hole drilling & blasting. The proposal falls in project / activity no. 1(a) of the Schedule of the EIA Notification, 2006 and as the lease area is less than 50 Hectares, it falls under category B. PP submitted the additional information and accordingly proposal was appraised. Mining lease for mineral limestone for area of 2.00 ha. of Survey No. 389, village: Ajotha, Taluka: Veraval, Dist. Gir somnath was granted to Arjanbhai Khimabhai Rathod. The mining operations were commenced from 05.12.1979.Lessee has applied for renewal on 8.09.1998. The first renewal was from 08.10.1999 to 07.10.2019.PP submitted application for EC on 15.02.2016.Lease area is Govt. waste land & total lease area is free from forest land.The limestone deposit is exposed to surface without any top soil & overburden. Mining will be carried out through opencast method. The transportation of limestone from mines to the chemical & cement industries is done through the covered trucks. The blasting requirement will be met by drilling & blasting of small diameter shallow depth holes. There is one mining pit within the mine. The broad mining parameters being adopted at the times are (1)The proposed mining scheme envisages exploitation of minerals by manual without deep hole drilling & blasting. However, Jack hammer drilling & blasting may be performed whenever required. & if required it should be through trained persons (2)Transportation within mining area is carried out by truck and transportation of limestone to factory head or elsewhere is carried by trucks. Limestone in the lease area is exposed to surface without any soil and overburden cover. Hence waste generation will be nil in the mine area. Mining plan including progressive mining closure plan approved by IMB is submitted by the PP. There are no other homogenous minerals mines within 500 meter radius from the lease boundary hence no possibility of formation of cluster.A garland drain and earthen bunds will be provided to avoid any inflow of surface water into the mine pit or runoff from mine.Jack hammer will be adopted to avoid drilling & blasting. Dust will be generated from transportation and sizing which will be minimized by taking preventive measures by sprinkling of water at mining area & mine road. Dust masks will be provided to all workers for precaution. Limestone in the lease area is exposed to surface without any soil and overburden cover. Hence waste generation will be nil in the mine area. However, the undersized which is generated during mining stored on pit bottom and will be taken out before end of mining.Mined out pit will be used as water reservoirs after closure of mine and having proper fencing, security arrangement & stabilized bund. There is no O/B or waste material available in the lease. Therefore, backfilling of pit is not possible. The mined out area will be developed as water collection pond to store rain water and covered by wire fencing. The area is devoid of sufficient quantum of overburden to reclaim the mined out voids. Therefore, backfilling of pit is not possible. The mined out area will be developed as water collection pond to store rain water. A protecting barbed fencing will be provided to prevent entry of men & animals. Water consumption will be 2 KLPD ( Domestic: 500 litre/day, Green belt: 1000 litre/day, Dust suppression: 500 litre/day)and will be brought through tankers. Used pit will be used as water reservoirs after closure of mine and having proper fencing. Proposed mining will not intersect the water table.PP informed that medical examination is undertaken every six months for every workers. Around 0.20 Lakhs recurring cost/annum earmarked for environment pollution control measures mainly for greenbelt development & occupational health.PP informed that there is no litigation pending against the proposed mining lease.Company will develop reporting systems of non-compliances/ violations of environmental norms to the Lessee.

After presentation, committee noted that copy of renewed lease/lease renewal status from department of Industries and Mine. Government of Gujarat is not submitted which was sought earlier. A discrepancy for national highway and state highway is also observed as both the highways are mentioned as Somnath-Una highway located at 300 meter from the proposed lease. Committee also asked PP to submit month-wise details of production for the year 2016. An undertaking regarding blasting is also sought by the committee. After deliberation, committee asked PP to submit aforementioned details within 30 days so as to consider the above proposal in one of the upcoming SEAC meeting expeditiously.

The mining is shallow and not obstructing surface run off and there is no diversion of surface run off, it will take its own natural flow. There is no creation of waste dump in present mining. Crawl Mounted rock breakers will be deployed for direct breaking of insitu Limestone into desired size of limestone boulders. The underlying marl bed is soft and freeable in nature and will be excavated by excavator’s bucket. Hence no blasting will be required. Provision of spraying water to reduce dust emission. As there is negligible soil cover, possibilities of contamination of soil do not exist.The overburden i.e. topsoil, generated is covered on back filled into the pits after operation.The open voids will be properly barricaded to prevent accidental fall.Care will be taken during manual transportation of soil during backfilling. The proposed mining area has negligible soil cover of 0.3 to 0.6m thickness. It will backfilled in the mined out pits. Plantation on the backfilled overburden/soil to be prevent soil erosion possibility. mining waste material. Top soil will be spread on the pit for agriculture purpose. Plant species, which are indigenous, fast growing, spreading root, broad leaf base etc, will be selected for plantation.PP has submitted environmental management plan.Marl is hydroscopic mineral and wet at the time of excavation. It will be ensured that the Marl bed is wet at the time of excavation, if not, water will be sprinkled on the Marl bed prior to excavation so that dust is supressed at the time of excavation. At the time of insitu breaking of limestone bed, water will be sprinkled to arrest dust emission. Water will be sprayed on haul roads of before vehicular movement on it. First Aid kit will be provided for the workers .Proper training for handling the particular job to every worker will be given. The personal protective equipment such as DGMS approved dust masks, helmets, gloves, respirators etc. shall be provided to the workers depending upon the nature of the work they involved. At the end of the mines the mined out pits are proposed to convert into water reservoirs.Water requirement of 06.0 KLD for the proposed project activity will be met by water tankers supply from nearby village source. Tube well outside the lease area will provide the water for drinking purposes. General elevation at lease area is 10 M from MSL. Working depth is up to 6 meters.Depth of Ground water table is 30 m (Pre-Monsoon) to 910m (Post-Monsoon) below the general ground level & hence mining will not intersect groundwater. No endanger spices of flora and fauna found in the lease area.PP mentioned that they will plant 250 trees area in the area available nearby the lease. Fencing will be provided surrounding to the excavated pit. There is no litigation pending against the project in any court of law. PP has submitted details of production for the years 2007-2008 to 2016-2017 for lime stone and Marl. No production of marl is made since Janauary 2016 and no production is taken from lime stone since March 2016. PP has applied for EC on 11/04/2016.

Considering the above project details, committee unanimously decided to

recommend the above proposal for grant of environmental clearance to SEIAA with

stipulation of following specific conditions.

1. Project proponent shall comply all the measures, conditions suggested in the approved mining plan and environment management plan (EMP) in a letter and spirit.

During SEAC meeting held on 30/04/2016, aforementioned proposal was scheduled

for appraisal. After presentation, committee sought additional information considering

proposal under B2 category. Mining lease is accorded to the PP on 16th February

1999 for 20 years.

Additional information was submitted by the PP on 06/09/2016.

The Mining Lease was granted over an area of 5.00 ha in Village – Navdra, Taluka-

Kalyanpur, and Dist-Devbhumi Dwarka; in favor of Shri Hardas Karsan Ambaliya

vide Govt. order no. MCR/1595-1967 CHH dated 24- 06-1998 and executed on

16.02.1999 for a period of 20 years. The proposed rate of production is 20,400

Tonnes per annum of Limestone. The estimated project cost is Rs.12 Lacs. The

expected life of mine is 14 years.The mining plan was approved by Indian Bureau of

Mines (IBM) Udaipur, vide their Letter no. 682 (23) MP- 763/1997 MCCM (N) UDP

dated 24.11.1997 for fresh grant of Lease. The mining scheme with progressive

closer plan is approved by Indian Bureau of Mines (IBM) Udaipur, vide their Letter

no. 682 (23)(763)/1997-MCCM (N) UDP Dated 29.04.2015.Project site specific

PP informed that lease area is considered as gently sloping so it is not an erosion

prone area.There is no permanent overburden/ reject dumps in the lease area. This

is a limestone mine and there is no contaminated runoff from the mine terrain. There

are no surface water bodies also in the vicinity of the lease area and hence the

proposed mining will not affect surface water bodies.

Noise at the mine is due to mechanized mining operations and truck

transportation activities. The noise generated by the mining activity dissipates within

the mine. There is no regular blasting and also the villages are located far off from

the mine workings. Hence the impact of blasting on the surrounding villages will be

minimal.

Use of Personal Protection Equipments (PPE) like dust masks, ear plugs etc. will be

provided to the mine workers. Rock breaker will be used for breaking over size

boulders in order to reduce dust and noise generation, which otherwise would be

generated due to secondary blasting.

Regular water sprinkling on haul roads & loading points will be carried out.

Development of green belt/plantation around the lease boundary, roads, dumps will

be made. Ambient Air Quality Monitoring is proposed to be conducted on regularly

basis to assess the quality of ambient air. All the haul roads will be kept properly

graded and maintained with sufficient width. The vehicles deployed for material

transportation will be spillage proof to avoid or minimize the spillage of the

material during transportation. In any case, the transportation links are to be

inspected at least twice daily to clear accidental spillage, if any.For the proposed

mining scheme, it is suggested that the waste generated during scheme period will

be stacked at pit floor, no overburden is generated during mine scheme period, no

external dumps will be developed due to mining, and hence the problem of disposal

of waste will not be there. Mined out pit cannot be backfilled to original ground level

therefore mined out land will be used as a water reservoir. An area of 3.9762 ha of

mined out area will be converted into water reservoir with proper fencing. The

working will go by semi-mechanized opencast method of mining.

Water for domestic and operations is required to be 5.80 KLD. It is proposed to

obtain water for drinking from nearby villages. Necessary permission from Village

Panchayat is obtained.

The proposed working of the mine is very much above the water table and hence it

will not intersect the ground water table.

Surface water management shall be adopted within and outside lease area to ensure

that run off from the mining area does not adversely affect nearby water bodies or

natural water streams. During monsoon, adequate arrangements will be made to

ensure that water drains out naturally. PP informed that there is no litigation pending

against this project.

After technical presentation committee asked PP to submit following details and

decided to consider the proposal in one of the upcoming SEAC meeting.

1. Month-wise production details for the years 2014, 2015 and 2016 with current

operational status of mining lease.

During SEAC meeting held on 30/04/2016,Shri Mehul Shah, Royalty Inspector, Dist:

Chotaudepur informed that there is no bridge piers / water intake wells / irrigation

structures within 500 m distance from boundary of above lease area. He explained

that sand excavation will be done up to maximum 3 m depth or water level,

whichever is less. Water sprinkling will be done during loading of material. All the

transportation vehicles are proposed to be covered to avoid fugitive emission of fine

particles. Minimum setback distance of 10 meter shall be maintained from the river

bank to prevent bank erosion.

After presentation, committee asked geologist to submit approved mining plan,

environment management plan (EMP) and details regarding formation of cluster for

homogeneous minerals within 500 meter radius from the outer periphery of the lease

area.

On 5/08/2016, PP submitted mining plan under approval of office of Geology and

Mining department, Chotaudepur and Environmental Management Plan (EMP). PP

submitted copy of order of Appellate authority, Department of Geology and Mining

sanctioning lease area which was granted earlier on 24/10/2008 and accordingly

informed that as per the notification of MOEF&CC dated 01/07/2016, sanctioned

lease does not attract cluster provision.

Considering the mitigation measures proposed by the lease holder, committee

unanimously decided to recommend the proposal for grant of environmental

clearance to SEIAA with stipulation of standard conditions for Sand mining as

approved in 232nd SEAC meeting held on 15thApril 2015 with compliance of all the

conditions mentioned in Sustainable sand mining management guidelines 2016 of

MOEF&CC, New Delhi.

Aforementioned proposals were considered during SEAC meeting held on 28/11/2014 and Environmental clearances were accorded in the SEIAA meeting held on 27/02/2015. A letter of Shri Natubha Jadeja, At :Lifra, Ta: Mundra, Dist: Kutch dated 10/05/2016 requesting to review EC accorded to the above proposals was received by SEIAA which was forwarded to SEAC on 19/08/2016. With reference to the letter of Shri Natubha Jadeja, project proponents, geological assistant, Dist:Kutch were called before the SEAC. It is also mentioned in the report that there is possibility of damage to the check dam structures when aforementioned lease starts functioning that includes blasting and excavation. Project proponents were asked to mention their stand in this regard by the committee to which PP mentioned that they have not started mining activities. Committee asked geological assistant to mention distance criteria to grant quarry lease specifically for the check dams according to the procedure adopted by the office of geology and Mining department which was not satisfactorily replied. After deliberation, prior to decide for the above mining leases, committee unanimously decided :

Project proponent was called for presentation on 04/05/2016.

As per amendment to EIA Notification, 2006 vide SO 1599 (E) dated 25.06.2014, small units are

categorized as Category “B” projects. Small units are defined as with water consumption less than 25

M3/day; Fuel consumption less than 25 TPD; and not covered in the category of MAH units as per the

Management, Storage, Import of Hazardous Chemical Rules (MSIHC Rules), 1989. During

presentation, PP informed that water consumption is 19.2 KL/day. Fuel consumption is 2 MT/day and

Chemicals to be used are not covered in MAH category. Hence, this project falls under Category B of

project activity 5(f) as per the EIA Notification 2006.

While discussing about the treatability of the waste water to be generated from the proposed products,

PP informed that the entire quantity of effluent will be evaporated after primary treatment. However, PP

could not reply satisfactorily regarding characteristics of the effluent stream and VOC management

during w/w treatment. Committee desired to know about the exact quality and quantity of the waste

water and its treatability. Committee observed that at present there is no common facility available for

waste water treatment in the vicinity of the proposed site. Committee also discussed about the

proposed evaporation system and its efficacy. Considering the above facts, it was unanimously decided

to consider the project for TOR/Scoping only after satisfactory submission of the following:

Revised proposal with sound environmental management system including (i) Product wise quality &

quantity of waste water to be generated.(ii) Technical details of ETP & Evaporation system.

The project proponent has applied for manufacturing of API drugs. A plot of 12486 sq. m area has been

acquired for this new project. Unit has proposed 4120.38 sq. m of green belt development. Total cost of the

project is Rs. 2 Crores. Total fresh water consumption for the proposed project will be 19.2 KL/day which

will be sourced from Bore well. Source of waste water generation is mainly from process, water treatment &

utilities. Total industrial waste water generation will be 8.4 KL/day, which will be sent to common facility

(Spray dryer unit) namely M/s: Chhatral Environment Management System Pvt. Ltd., (CEMSPL) Chhatral

after primary treatment. Domestic waste water (0.8 KL/day) discharged into soak pit through septic tank.

Unit has proposed one Boiler (cap.: 1 TPH) and one HAG in which Agro waste briquettes (10 MT/Month &

40 MT/Month respectively) will be used as fuel. Multi Cyclone separator followed by Bag filter is proposed as

APCM. Two spray dryers (200 Kg/hr each) and one spin flash dryer is proposed. Cyclone separator followed

by water scrubber and bag filter will be facilitated as APCM with Spray dryer and Spin splash dryer

respectively. One DG set (75 KVA) is proposed as stand-by facility. No process gaseous emission is

envisaged. Hazardous waste generated from the manufacturing activity will be ETP sludge & Evaporation

residue (3 MT/Month), Discarded containers/liners (0.2 MT/Month) and Used oil (200 Lit./Yr.)

Observations & Discussions:

Technical presentation made during the meeting by project proponent. While discussing about the waste

water management, PP informed that the common spray dryer facility of CEMSPL will be operative within 2-

3 months and entire quantity of waste water will be sent to CEMSPL through dedicated tankers. Committee

noted that there is no process gas emission from the proposed project. During meeting Project proponent

has requested to consider the project as B2 category project. Looking to the small scale of the project and

low pollution potential, the request was considered and the project was categorized as B2 and the additional

information was sought for appraisal of the project.

source. Characteristics of untreated and treated wastewater. A detailed effluent treat ability study vis-à-

vis the adequacy and efficacy of the treatment facilities proposed for the wastewater to be generated.

The characteristic on which treatability is based shall also be stated.

13. Details of the ETP units including its capacity, size of each unit, retention time and other technical

parameters. Details regarding provision of online continuous pH meter, TOC analyser and flow meter at

the final outlet of the ETP.

Project / Activity Details:

This is an existing Specialty Chemical manufacturing unit which was accorded Environmental Clearance

vide letter no. SEIAA/GUJ/EC/5(f)/3570/2015 dated 22/09/2015. Environmental Clearance was granted with

a condition to use HSD – 0.602 MTPH shall be used as a fuel in the proposed Boiler - 02. The project

proponent requested for amendment in Environmental Clearance order dated 22/09/2015 with respect to the

change in fuel from HSD to FO or NG for the proposed Steam Boiler. In addition to this, PP also requested

to add one Thermic Fluid Heater (Cap. 4 Lac K cal/hr) with fuel consumption HSD – 44 Kg/hr.

The request was considered during the meeting and it was presented that the EC was granted for HSD as

fuel for Boiler. Now, they intend to change fuel as FO or NGfor their boiler. PP informed that FO price have

dropped drastically in the last one year and there is no change in HSD price. Upon asking regarding detailed

justification for price difference and justification for installation of new TFH, project proponent could not reply

satisfactorily. After detailed discussion on the matter, It was decided to further appraise the project only after

submission of the following:

1. Detailed justification for (1) proposed change in fuel along with the authentic documents and (2)

Justification for installation of new TFH which was not listed in the existing Environmental clearance.

2. Specific details on (i) Type, quantity and quality (CV, Sulphur content, Ash content, etc,) of coal to be

used (iii) Flue gas emission details (iv) Air pollution Control Measures along with its adequacy to

achieve the GPCB Norms. (v) List the sources of fugitive emission from the unit along with its

quantification and proposed measures to control it.

3. Base line status of ambient air quality and its comparison with ambient air quality results mentioned in

previous EIA Report for assessing change in ambient air quality.

4. Prediction of likely impacts on ambient air quality due to change of fuel (Type and quantity) by use of

modeling. Air quality modeling to be carried out considering the worst case scenario partial and

complete failure of the APCM. The details of model used and input parameters used for modeling

should be provided. The air quality contours may be shown on location map clearly indicating the

location of sensitive receptors, if any, and the habitation. The wind rose showing pre-dominant wind

direction should also be indicated on the map.

5. A detailed EMP including the protection and mitigation measures for the impacts on human health and

environment due to this proposed change as well as detailed monitoring plan.

The project proponent requested for amendment in Environmental Clearance order dated 10/05/2016 with

respect to the change in mode of disposal of waste water.

The request was considered during the meeting and it was presented that the EC was granted to maintain

Zero Liquid Discharge (ZLD) by means of primary treatment followed by Evaporator.

Now, project proponent proposed to change in mode of disposal by sending waste water to CETP of M/s:

Enviro Infrastructure Co. Ltd. [EICL]. Upon asking about the justification for proposed change in mode of

disposal, PP informed that they required EC amendment due to recent policy of GPCB regarding waste

water disposal into common facility for the Padra region. Unit has obtained membership certificate of M/s:

EICL with discharge quantity 1 KL/day. PP has furnished a CTE rejection order dated 01/09/2016 issued by

GPCB.

The committee was satisfied with the clarification given by the project proponent and decided to forward the

proposal to SEIAA for the grant of amendment in environment clearance by replacing the Specific condition

no. 5, 6 and Water condition no. 7, 12, 13, 14, 15, 16 & 17 of Environmental Clearance vide letter no.

SEIAA/GUJ/EC/5(f)/316/2016 dated 10/05/2016 as below and with rest of conditions same as prescribed in

the said Environmental Clearance dated 10/05/2016.

Specific Condition no. 5

Entire quantity of effluent to be generated from the proposed production shall be completely sent to CETP of

M/s: Enviro Infrastructure Co. Ltd.[EICL] and shall not be discharge within or outside the premises, in any

case.

Specific Condition no.6

Unit shall provide buffer water storage tank of adequate capacity for storage of treated waste water before

sending to CETP.

Water Condition no.7

Total water consumption for the proposed project shall not exceed 4 KL/day and it will be sourced from the

Bore well. Necessary permission from the CGWA shall be obtained for withdrawal of ground water.

Water Condition no.12

Waste water generated from the manufacturing process (0.5 KL/day) shall be passed through solvent

stripper after neutralization. Generated mixed solvent (0.1 KL/day) shall be sold out to authorized re-refiners

and remaining effluent (0.4 KL/day) shall be sent to CETP M/s: Enviro Infrastructure Co. Ltd.[EICL] along

with washing & utility waste water (0.65 KL/day).

Water Condition no.13

The stripped effluent (0.4 KL/day) shall be mixed with the washings and utility streams and after passing

through distillation unit entire effluent (0.9 KL/day) shall be sent to CETP M/s: Enviro Infrastructure Co.

Ltd.[EICL].

The unit shall continuously strive to reduce, recycle and reuse the treated effluent.

Unit shall obtain membership certificate for minimum 1 KL/day from the CETP of M/s: Enviro Infrastructure

Co. Ltd.[EICL]. Waste water shall be sent to CETP through dedicated tankers only.

The 305th meeting of the State Level Expert Appraisal Committee (SEAC) was held on 14th

Project proponent was called for presentation on 04/05/2016.

As per amendment to EIA Notification, 2006 vide SO 1599 (E) dated 25.06.2014, small units

are categorized as Category “B” projects. Small units are defined as with water consumption

less than 25 M3/day; Fuel consumption less than 25 TPD; and not covered in the category of

MAH units as per the Management, Storage, Import of Hazardous Chemical Rules (MSIHC

Rules), 1989. During presentation, PP informed that water consumption is 19.2 KL/day. Fuel

consumption is 2 MT/day and Chemicals to be used are not covered in MAH category. Hence,

this project falls under Category B of project activity 5(f) as per the EIA Notification 2006.

While discussing about the treatability of the waste water to be generated from the proposed

products, PP informed that the entire quantity of effluent will be evaporated after primary

treatment. However, PP could not reply satisfactorily regarding characteristics of the effluent

stream and VOC management during w/w treatment. Committee desired to know about the

exact quality and quantity of the waste water and its treatability. Committee observed that at

present there is no common facility available for waste water treatment in the vicinity of the

proposed site. Committee also discussed about the proposed evaporation system and its

efficacy. Considering the above facts, it was unanimously decided to consider the project for

TOR/Scoping only after satisfactory submission of the following:

Revised proposal with sound environmental management system including (i) Product wise

quality & quantity of waste water to be generated.(ii) Technical details of ETP & Evaporation

system.

56. A detailed Green Belt Development Program including annual budget, types & number of

trees to be planted, area under green belt development [with map]; along with commitment of

the management to carry out the tree plantation activities outside the premises at appropriate

places in the Industrial estate and elsewhere.

57. Details of hazardous characteristics and toxicity of raw materials and products to be handled

and the control measures proposed to ensure safety and avoid the human health impacts.

This shall include the details of Antidotes also.

58. Details of quantity of each hazardous chemical to be stored, Material of Construction of major

hazardous chemical storage tanks, threshold storage quantity as per schedules of the

Manufacture, Storage & Import of Hazardous Chemicals Rules of major hazardous chemicals.

How the manual handling of the hazardous chemicals will be minimized?

59. Details of the separate isolated storage area for chemicals. Details of fire extinguishers, flame

proof electrical fittings, DCP extinguishers and other safety measures proposed.

M/s: Hindusthan Speciality Chemicals Ltd. (herein after Project Proponent – PP) has

submitted application vide online application no. SIA/GJ/IND2/16818/2015 dated 22/07/2016 for EC amendment.

Project status: Existing

Project / Activity Details:

This is an existing Specialty Chemical manufacturing unit which was accorded Environmental

Clearance vide letter no. SEIAA/GUJ/EC/5(f)/3570/2015 dated 22/09/2015. Environmental

Clearance was granted with a condition to use HSD – 0.602 MTPH shall be used as a fuel in the

proposed Boiler - 02. The project proponent requested for amendment in Environmental

Clearance order dated 22/09/2015 with respect to the change in fuel from HSD to FO or NG for

the proposed Steam Boiler. In addition to this, PP also requested to add one Thermic Fluid Heater

(Cap. 4 Lac K cal/hr) with fuel consumption HSD – 44 Kg/hr.

The request was considered during the meeting and it was presented that the EC was granted for

HSD as fuel for Boiler. Now, they intend to change fuel as FO or NGfor their boiler. PP informed

that FO price have dropped drastically in the last one year and there is no change in HSD price.

Upon asking regarding detailed justification for price difference and justification for installation of

new TFH, project proponent could not reply satisfactorily. After detailed discussion on the matter,

It was decided to further appraise the project only after submission of the following:

6. Detailed justification for (1) proposed change in fuel along with the authentic documents and

(2) Justification for installation of new TFH which was not listed in the existing Environmental

clearance.

7. Specific details on (i) Type, quantity and quality (CV, Sulphur content, Ash content, etc,) of

coal to be used (iii) Flue gas emission details (iv) Air pollution Control Measures along with its

adequacy to achieve the GPCB Norms. (v) List the sources of fugitive emission from the unit

along with its quantification and proposed measures to control it.

8. Base line status of ambient air quality and its comparison with ambient air quality results

mentioned in previous EIA Report for assessing change in ambient air quality.

9. Prediction of likely impacts on ambient air quality due to change of fuel (Type and quantity) by

use of modeling. Air quality modeling to be carried out considering the worst case scenario

clearly indicating the location of sensitive receptors, if any, and the habitation. The wind rose

showing pre-dominant wind direction should also be indicated on the map.

health and environment due to this proposed change as well as detailed monitoring plan.

M/s: Eshyasi Pharma Ltd. (herein after Project Proponent – PP) has submitted application vide online application no. SIA/GJ/IND2/16896/2016 dated 22/07/2016 for EC amendment.

Project status: Existing

Project / Activity Details:

This is an existing Bulk drug manufacturing unit which was accorded Environmental Clearance

vide letter no. SEIAA/GUJ/EC/5(f)/316/2016 dated 10/05/2016. Environmental Clearance was

granted with a condition to maintain Zero Liquid Discharge (ZLD).

The project proponent requested for amendment in Environmental Clearance order dated

10/05/2016 with respect to the change in mode of disposal of waste water.

The request was considered during the meeting and it was presented that the EC was granted to

maintain Zero Liquid Discharge (ZLD) by means of primary treatment followed by Evaporator.

Now, project proponent proposed to change in mode of disposal by sending waste water to CETP

of M/s: Enviro Infrastructure Co. Ltd. [EICL]. Upon asking about the justification for proposed

change in mode of disposal, PP informed that they required EC amendment due to recent policy

of GPCB regarding waste water disposal into common facility for the Padra region. Unit has

obtained membership certificate of M/s: EICL with discharge quantity 1 KL/day. PP has furnished

a CTE rejection order dated 01/09/2016 issued by GPCB.

The committee was satisfied with the clarification given by the project proponent and decided to

forward the proposal to SEIAA for the grant of amendment in environment clearance by replacing

the Specific condition no. 5, 6 and Water condition no. 7, 12, 13, 14, 15, 16 & 17 of Environmental

Clearance vide letter no. SEIAA/GUJ/EC/5(f)/316/2016 dated 10/05/2016 as below and with rest

of conditions same as prescribed in the said Environmental Clearance dated 10/05/2016.

Specific Condition no. 5

Entire quantity of effluent to be generated from the proposed production shall be completely sent

to CETP of M/s: Enviro Infrastructure Co. Ltd.[EICL] and shall not be discharge within or outside

the premises, in any case.

Specific Condition no.6

Unit shall provide buffer water storage tank of adequate capacity for storage of treated waste

water before sending to CETP.

Water Condition no.7

Total water consumption for the proposed project shall not exceed 4 KL/day and it will be sourced

from the Bore well. Necessary permission from the CGWA shall be obtained for withdrawal of

ground water.

Water Condition no.12

Waste water generated from the manufacturing process (0.5 KL/day) shall be passed through

solvent stripper after neutralization. Generated mixed solvent (0.1 KL/day) shall be sold out to

authorized re-refiners and remaining effluent (0.4 KL/day) shall be sent to CETP M/s: Enviro

Infrastructure Co. Ltd.[EICL] along with washing & utility waste water (0.65 KL/day).

Water Condition no.13

The stripped effluent (0.4 KL/day) shall be mixed with the washings and utility streams and after

passing through distillation unit entire effluent (0.9 KL/day) shall be sent to CETP M/s: Enviro

Infrastructure Co. Ltd.[EICL].

Water Condition no.14

The unit shall continuously strive to reduce, recycle and reuse the treated effluent.

Water Condition no.15

Unit shall obtain membership certificate for minimum 1 KL/day from the CETP of M/s: Enviro

Infrastructure Co. Ltd.[EICL]. Waste water shall be sent to CETP through dedicated tankers only.

Water Condition no.16

The unit shall provide adequate effluent treatment plant (ETP) & Stripping column and primary

treated effluent conforming CETP inlet norms shall be sent to CETP.

Water Condition no.17

Proper logbook of ETP and Stripping column operation, effluent sent to CETP etc. shall be maintained and

furnished to the GPCB from time to time
