     Approved by DRM,COM,CEE,CSTE. Approval ofCAO/C & CBE will be done by 8/1/15.Sion bridge GAD will be cleared by 23/12/14(CBE). In complete level of upto 21 M is agreedfor CSTM-Panvel Corridor. Three designers shallsit together & finalise this by 25/12/14.Chunabhatti level crossing shall be closed withthis solution.Chunabhatti GADs received and approved byDRM, HQr approval by 20/1/15.

     – 31.1.15.MMRDA also indicated that they are notable to lower the level of the connectorby 1.5 m as requested by MRVC. This willresult into keeping the PNVL - CSTM fastcorridor at level of 25 to 26 meters rightfrom SCL Road and Kurla point to EEhighway Chunabhatti point.

    It was requested by CRly to add a Road

    also along with Fast corridor for effectivedisaster Management.

    Mumbai -Trans Harbour links (MTHL) Approval of GAD’s of ROB’s over CentralRailway land at Chirle Mainland Nhavaside Drg. No. 180581/142 sheets, and2180581/ 1 to 7 sheets.

    Observations regarding span arrangement overrunning lines conveyed to MMRDA vide letterdated 17.07.2014.

    MMRDA was to provide revised GAD of this by07/10/14.Now target shifted to 14/10/14. Target bustedagain. Again PDC fixed at 30.10.14.PDC 17/11/14. Meeting held on 12/11/14.Crossings will be with 3 spans. Instead of 5sets of piers it was decided to submit GAD with2 sets of piers.CBE: Final GAD from MMRDA is awaited.

    Proposal of crossing of Navi MumbaiMetro line at Taloja station on Diva-

    Panvel railway line by DFCCIL.It is necessary to accord approval by

    Railways to the Metro Station No.10,portion of Depot approach via duct andthe pier at the edge of the railwayboundary (to facilitate the NHAI spancrossing) since all these work are awayfrom the operational area of Diva-Panvelline and it will expedite the execution ofthe Metro works held up on the Railwayland.

    Meeting held between CIDCO & DRM, CentralRailway along with other railway officials on

    18.09.2014.

    Central Railway & DFCC came to an Agreementon the track layout of their respective tracklayout at Taloja Station.Further item was discussed with DRM/BB,CE/CIDCO and PCE with GM/CR on 07.10.2014.Revised drawing with relocation of RUB atlocation of existing LC will be given by CIDCOby 10/10/14. This will permit some more spacefor expansion to C.Rly.Meeting in GM’s Room held at 15.30 hours on07.10.2014.

    CIDCO submitted revised GAD based on thediscussions by 14/10/14.PDC for Railways and DFC 26/10/14.Rly gave feedback 22/10/14. GAD by CIDCO tobe given on 25/12/14.Central Railway agreed that the structure ofstation No 10 and Depot Approach Viaduct ofNavi Mumbai Metro, located away from theoperational area of Diva panel line arepermitted for construction. GM , CentralRailway instructed the concerned Railwayofficials to release letter by 27/11/14, to

    commence construction.Central Railway confirmed that on formalsubmission of GAD of superstructure of NMMetro crossing of operational Diva- Panvel line,the construction of pier of NHA3 crossingstands approved for construction. Since this islocated away from the operational area of Diva-Panvel line and at edge of Railway Boundary.

    CIDCO is requested to expedite submission ofGAD of through type girder. In view ofdelay onpart of CIDCO designer, it was decided today

    that maintenance agreement will be submittedby Railway to CIDCO 15/1/15. As soon asagreements is executed by CIDCO, theconstruction of Depot, station no 10 and NHcrossing can be started.CBE:Follow-up meeting was held by CAO(C)/ PCEwith CBE/CR, and CE/CIDCO on 13.1.2015 anddecided that CIDCO will submit GAD showingvertical and Horizontal clearances pendingsuperstructure structural drawing in weekstime. Draft Agreement submitted for legalcheck on 19.01.2015. After legal vetting of Agreement same will be sent to BB Divn forexecution with CIDCO. After execution ofagreement and receipt of GAD permission forwork will be processed.

    Carnac Road Over Bridge & HancockROB: - Rebuilding of Carnac Road over

    bridge at KMs. 0/1-2 & Hancock Roadover bridge at KMs. 2/6-7.

    MCGM has agreed for dismantling of existingROBs by Railways at their cost. Estimate for

    demolition of existing bridge submitted toMCGM on 30.05.2014 but acceptance is stillawaited.Dismantling scheme of existing ROB has beensubmitted on 08.08.2014. MCGM was toapprove this by 5/10/14.CAO (C) CSTM will execute the work ofdemolition. It was decided to process for CRSsanction simultaneously for dismantlingMCGM submitted the GAD & TAD to Railway forapproval on 14.08.2014 for the new bridges tobe constructed.GAD and TAD returned to MCGM with

    observation vide letter no. W.294.Rehab.Genl.dated 20.08.2014 regarding launching.Revised GAD and TAD was awaited from MCGMby 15/10/14. Today MCGM clarified that theyneed approved plan of 5th and 6th line.MCGM was requested by Railways to delinkdismantling from the new bridge in view ofpublic safety.Central Railway was to give approved plan of 5 th and 6th  line plan by 20/10/14. Plan given on16.10.14. PDC for MCGM 15.11.14.Scrap will be removed by Rlys as cost of scrap

    has been subtracted from estimate.Utilities planning in interim to be detailed byMCGM by 5/12/14.Rs.2.6 Cr received from MCGM on 27.11.14.Utility shifting – JJ hospital pipe of 300 mm diaand 9 cables of BEST , 3 cables of MTNL betaken along with 900 mm dia pipe of MCGMpipe bridge 2M away. Abandoned pipe of 600mm dia to be thrown.

    For shifting of utility services on pipeline bridgeneeds strengthening before shifting which is

    being advised to Construction Dept. Pipe andcables will be provided by user dept. of MCGM.Tender for dismantling of 2 ROBs opened on06.01.15 and under finalization with CAO/C.

    TDC was 30/9/14. No progress by MCGM, willbe taken up after elections.Status: Approval of layout will be issued by30/11/14.Letter is yet to be issued.

    Permission for cutting / transplanting of62 nos. trees for EMU Carshed at Kurla.Development of maintenance facility for15 car rakes is held up.

    Encroachments on the approach road are themain cause of delay. TMC decided to do a

    survey and come up with revised plan of actionby 15.11.14.Board meeting of Dec ’14 is likely to clear thisproject.None attended from TMC on 6/1/15.

    Contractor of KMDC is not progressing thework. Due to problem of land acquisition. 12out of 16 foundation works started, remaining 4foundations, one will be started by Dec.14.(One NRC pipeline to be shifted) work of threefoundations also started. June 15 requested asfinal date.Land dispute of 2 piers will be solved by KDMCby 3/1/2015. KDMC is negotiating with a

    builder (Mr Gadda) who is having one of thetwo POA of the land lady. Expected PDC31/1/15.  FIR lodged by land owner.Progress to be reviewed in next meeting. Approved GAD of 38C (Thakurli gate) submittedby KDMC on 16/12/14. Rly to clear landingpermission in Rly land at Thakurli by 10/1/15.

    Way leave facility  –charges will be decidedby DRM/BB on 20.01.15 in a meetingwith KDMC at 1600 hrs.

    a)  Releasing of funds for cost sharingof railway projects Thane-Turbhe-Nerul / Vashi and Nerul/Belapur-Seawood-Uran.

    The fund utilization statement for Nerul-Belapur-Uran corridor upto August 2014 wasasked for release of further funds.The fund utilization statement for Nerul-Belapur-Uran corridor up to August 2014 wasgiven on 15.09.2014 and the process forrelease of funds is in progress.

    C.Rly will give forecast of fund utilization up toMarch 2015 also by 30.9.14 to enable CIDCO torelease funds, regularly every month, asdiscussed.CIDCO informed Railways that they will have to

    submit the proper reconciliation of the fundsduly certified by their Accounts Department toenable Advance Payments made by CIDCO.TDC for release of funds (24 crores) 10/10/14.Cheque of 24 Crores received on 14/10/14.Funds for Seawood  –  Uran have to besanctioned by 31/12/14 to avoid break inprogress.Rs. 72 Crore deposited by CIDCO ON 25.11.14.ITEM CLOSED

Meeting fixed by CAO/C on29.10.14. 3 Drawings will be approved byCIDCO by 14/11/14. Rest 3 by 31/12/14.In the last meeting between CIDCO & C. Rly.held on 13.11.2014, the nodal drawing of threelocations LC 10, LC 20 & LC 23 were given to C.Rly. to super impose the GAD of the ROB / RUB

    for checking the junction arrangement details.PDC 5/1/15. There is delay of 15 days on bothPDCs due to feedback from DFC.Progress held up for want of revisedBoard circular on cost sharing.

    released. The remaining funds shall alsobe transferred to Central Railway so thatdevelopmental works for Kumbh Mela at

CAO ( C) to fence &put Cess material on the same day.Meanwhile  a copy of wrongly drawnminutes was seen. These will be cancelledand as when encroachments are

    removed, track will be slewed to increasethe speed.

    Payment of MAHAGENCO: Anoutstanding of  ` 84.34 Crs on net

    demurrage and other charges is pendingwith MAHAGENCO for payment toCentral Railway.

    GoM is requested to offset the electricity bills ofCentral Railway by the amount of agreed upon

    demurrage. Issue is pending for last 18months. GoM indicated that MAHAGENCOofficers visit CS every Thursday in 2nd  half.CCM/CR to ask for slot on 20/11/14. Meetingcancelled by CS. New date awaited. To be fixed after new set of officers settledown.

    Previous Chief Secretary had agreed to aproposal that transactions between CR and GoMshall be debited and Credited as per the thenvalue of land in a Register of Running accounts.20/11/14 fixed for Meeting with CS. Meetingcancelled by CS. New meeting date awaited.

    b)   Allotment of Land at Pune in lieu ofland already handed over betweenLatur-Harangul in Latur District. (14crore)

    C)  Relinquishment of land at Belapur-Shevgaon in Ahmednagar district.(18 crore)

    D)  Balance payment regarding Landhanded over to PMC, Pune for

    widening of road. (1.29 crore)

    checked by PWD/Nagpur. Rs 10 Crs will berelease shortly. Part estimate under sanctionwith Railway Board. FLS and Geo- technicalexploration has been completed.

    Hon’ble CM requested Hon’ble MR to expedite

    sanction of revised estimates for the project.Rs. 10 crores will be released soon.

    ii. Survey report submitted to RlyBoard on 03.05.2013 at a cost of 48.4 crs. ROR

    Proposal for participating in the project is underconsideration of Maharashtra Maritime Board .Hon’ble CM requested Hon’ble MR to sanctionthe project expeditiously.v. Updated Report submitted to Rly Board in2004 with revised cost of Rs. 2257 crs and ROR9.52%.Status: Project not sanctioned yet.

    vi. Project sanctioned in 2013-14 at a cost of401 crs. Final location survey and estimatepreparation has been started.

    Board have stipulated that no expenditure is tobe incurred by SECR without Boards approval.Hon’ble MR has been requested by Hon’ble CMto expedite pending approval.

    Rs. 20 crores released on 19.1.2015.

Joint inspection at allfour stations has been completed on 16.10.14by BCT division along with MMRDA officials.Based on joint inspection MMRDA has beengiven clearance to prepare final drawing dulyindicating exact dimensions vide letter no.W.220/2/737 dated 20.10.14.     1.  The work consists of laying 1.60M.dia. pipe under steel casing of 2.50M.dia. MCGM has made payment of Rs.58,40,408/- on 13.01.2001 to CR. Thework was reported to have beencompleted by CR in the year 2007.Now, MCGM has taken up work oflaying 1.60 M.dia pipe below the MbPTRailway track on downstream side ofthe said work. A Trial pit was for the said work when

    it is observed that the Railwayauthorities have laid only the steelcasing pipe below harbour Railwaytrack and the 1.60 M. dia pipe is notlaid inside the casing pipes.CR to expedite the work of laying 1.60M.dia RCC pipe inside the casing pipefor the portion below Harbour Railwaytrack to enable MCGM to lay thedownstream side pipe line with properconnectivity.

    2.  Further, on upstream side the

    newly laid drain has to be connected tothe existing drain for which excavationwill be required in the Railway land atkm 7/17-18 near Railway track. CR is
