The Aircraft Structural Integrity Program Conference

W E L C O M E T O A S I PThe 2012 Aircraft Structural Integrity Program (ASIP) Conference is specifically designed to bring together the world leaders in the area of aircraft structural integrity and to disseminate information on state-of-the-art technologies for aircraft structures in both the military and civilian fleets. This is the 28th year of the ASIP Conference in its current format, although similar meetings occurred in the 1970s. This year also marks the 54th anniversary of the publication of the initial requirements for the US Air Force’s Aircraft Structural Integrity Program.

ASIP 2012 will continue to provide a forum for the technical interchange of information between personnel responsible for structural integrity, including design, analysis, testing, manufacture, certification, non-destructive evaluation/inspection, maintenance, repair, safety, risk assessment and mitigation, durability and life management. This interchange helps provide the communication necessary to ensure that each community is aware of each other’s capabilities and needs. The ASIP Conference has become even more important to the Air Force, Navy, Army, NASA and the FAA due to the constantly growing emphasis on sustaining the airworthiness of aging aircraft.

M R . J A M E S L . R U D D Lincoln Award Winner

Mr. James L. Rudd has been a part-time employee of Universal Technology Corporation (UTC) for the past five years, serving as a Senior Researcher. He joined UTC following his retirement from the Air Force Research Laboratory’s Air Vehicles Directorate, after 39½ years of dedicated service to the directorate and its predecessor organizations. At the time of his retirement, he served as Deputy Director of the directorate. As the COO, he was responsible for ensuring the successful daily and long-term operation of both the world-class research facilities and personnel within the directorate. His previous assignments included the following: a) Chief of the Aeronautical Sciences Division, b) Chief of the Structures Division, c) Leader of the Wright Laboratory Aging Aircraft Systems Customer Focused Integrated Product Team, d) Chief of the Structural Integrity Branch, e) Technical Manager of the Fatigue, Fracture and Reliability Group, and f) Technical Manager of the Loads and Criteria Group.

Mr. Rudd began his civil service career in 1967 as an In-house Researcher and Program Manager in the technical areas of stress analysis, durability, and damage tolerance. He was instrumental in the development of the Air Force Damage Tolerance Design Requirements and helped pioneer the development of the Equivalent Initial Flaw Size (EIFS) concept. He served as a structural integrity expert on review teams for numerous weapon systems (e.g., C-5, B-1, C-141, F-16 and KC-135). He has made significant contributions toward advancements in flight vehicle structural integrity throughout his distinguished career.

Mr. Rudd previously served as the United States Delegate to the International Committee on Aeronautical Fatigue (ICAF), received the designation of Fellow from the American Society of Testing and Materials (ASTM), and received the Charles Kettering Lifetime Achievement Award from the Department of Engineering of the Ohio State University. He has authored over 60 conference papers, technical reports and journal articles.

Lt. Gen. C.D. Moore II is Commander, Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio. The organization is the single center responsible for total life cycle management covering all aircraft, engines, munitions, and electronic systems.

General Moore is a distinguished graduate of the U.S. Air Force Academy, as well as the top graduate in engineering. A Guggenheim Fellow, he completed a Master of Science degree in aeronautical engineering at Columbia University before entering flight school in 1981. He served as a T-38 instructor pilot, an operational F-15 pilot and as an experimental test pilot. General Moore also served as commander of the first F-22 squadron as well as a group commander at Eglin AFB, Fla., Materiel Wing Director of the F-16 System Program Office, Materiel Wing Commander of the F-22 System Program Office, and Vice Commander of the Aeronautical Systems Center.

The general’s staff assignments include Director of Special Programs in the Office of the Under Secretary of Defense for Acquisition, Technology and Logistics, and the Deputy Director of the Global Power Directorate in the Office of the Assistant Secretary of the Air Force for Acquisition, and Deputy Program Executive Officer of the F-35 Joint Program Office. General Moore served as the Chief of Air Operations, Multi-National Forces-Iraq in 2004, and he is a command pilot with more than 3,000 flight hours in 30 types of aircraft. Prior to assuming his current position, General Moore was Vice Commander, Air Force Materiel Command.

D R . D A V I D D . R O B E R T S O N Wednesday Speaker

Dr. Robertson is the Air Force Corrosion Control and Prevention Executive. He has nearly 30 years of experience in USAF and private sector engineering and management. He has been closely associated with the USAF and DoD corrosion programs for over 15 years and is a technical expert in structures and materials with over 20 refereed publications. In his current capacity, Dr. Robertson is responsible for coordinating corrosion prevention and control activities throughout the USAF.

Prior to his current responsibilities, Dr. Robertson was a program manager and senior research fellow at the Logistics Management Institute (LMI). He led all LMI contract support efforts to the DoD corrosion program and was the Executive Secretary of the 2010 Corrosion Evaluation of the F-22 and F-35. He authored various reports on reliability and other sustainment related topics. Prior to this, he completed a 22 year USAF officer career. As part of the staff at Headquarters Air Force and the Office of the Secretary

of Defense he assisted the Defense Science Board task force on Corrosion Control and helped initiate the USAF capability review and risk assessment process. His career included heading the Air Force Corrosion Prevention and Control Office, being an Assistant Professor at the Air Force Institute of Technology, a research engineer at NASA-Ames Research Center, and a mechanical engineer at the Satellite Test Center.

Southwest Research Institute® (SwRI®) is an independent, nonprofit, applied research and development organization that has supported the Aircraft Structural Integrity Program (ASIP) efforts for military aircraft for more than thirty years. Eddy Current probes, calibration blocks and instruments for specialized applications requiring high sensitivity and accesability that classic inspection procedures will not be applicable to accomplish. After several years of developing unique designs for industry including aerospace engines these innovations are now being applied to airframe structures to improve POI and POD. New capabilities such as surface scanning with imaging to enhance detectabliity as well as recording of inspection zones will be on

Wyle’s Advanced NDI group (ANDI) is providing Nondestructive Inspection (NDI) support for the Department of Defense (DoD) for over 25 years, including design, development, and operation of the Automated Eddy Current Inspection Station (ECIS), recognized as “System of Choice” for USAF engine maintenance inspections. ANDI employs highly experienced and skilled scientists, engineers, designers and technicians, who provide expertise in system design, sensor & probe development, software,

electronics, tooling, mechanical packaging and robotics. The in-house NDI personnel works on a wide variety of research and development projects, and operates equipment for safe and quality inspection services.
