Situation
• Insufficient possibilities for disabled persons to travel by coach
• No standardised rules for passengers in Europe relating to
- compensation for loss, damage and accident- incorrect or false information- general compensations by poor performance
- rights in case of disruptions
Regulation 181/2011
TAIEX Workshop, 20.09.2012 - Belgrade 8
Situation
General problems / questions in the process of implementation are:
• National political will
• Financial support from state and/or EU funds• Preparedness of carriers (buses, services) and different types of cooperation
between terminals and carriers
• How to define and plan the activities in terminals
• Different standards for coach passengers in Europe • Different infrastructure conditions ( non- operated terminals and stations –
terminals with operator and stops)
• Cross-border coach services for journeys of less than 250 km • Absence of standard processes for baggage and passenger handling• Responsibilities for lost or demaged luggage, in case of delays, missed
connections and documentation
TAIEX Workshop, 20.09.2012 - Belgrade 9
Situation
Requirements for disabled passengers - vehicle
• Barrier-free information and guide systems
• Barrier-free facilities
• Speaker announcements
• Barrier-free access from stops/stations to coach
• Barrier-free passenger information system
TAIEX Workshop, 20.09.2012 - Belgrade 10
Situation
• Special constructions / no series• High additional cost ( 30 TEUR/Vehicle) for
new coaches• Refitting with high additional cost• Loss of seats and luggage capacity• Currently, transport by special operators
TAIEX Workshop, 20.09.2012 - Belgrade 11
Situation

• Barrier-free access to gates, stations and terminal
• Barrier-free passenger information system
Requirements for disabled passengers – stations/terminals
TAIEX Workshop, 20.09.2012 - Belgrade 12
Situation

• High additional cost• Very old infrastructure in some cases• Different financial structure• Different foreign carriers at terminal with different
national legislations
TAIEX Workshop, 20.09.2012 - Belgrade 13
Challenges
• Environmental protection
• Demographic change• Passenger requirements• Strong rail and aviation lobby in EU
• Intermodal mobility in EU• Low cost solutions for mobility• Changes in working environment
• Environmental standards
• Passenger rights• White book mobility of EU• High speed rail system
• Intermodal solutions in EU• Cost of transport• Funds for infrastructure and mobility
