NAS 2020 has been drawn up by the Ministry of the Environment on the basis of analyses carried out by the Institute of Environmental Protection – National Research Institute within the framework of the project entitled “Development and implementation of the Polish National Strategy for Adaptation to Climate Change – KLIMADA”, implemented on behalf of MŚ in the years 2011-2013 financed by National Fund for Environmental Protection and Water Management.

Financing adaptation actions
Due to the horizontal and interdisciplinary nature of adaptation, the costs of
adaptation can not be precise and reliable estimated. In NAS 2020 are
estimated only the costs of inaction.
NAS 2020 provides a framework for adaptation policy in Poland.
Implementation of specific projects will be at local and regional level and at
this level all costs will be planned
