Grow more trees in Mt Poparegion to keep it always lushand green

It is important to conserve forests as climateand existence of living things as well as streamsdepend a lot on them and wooded mountains.

Mount Popa region in central Myanmar isan invaluable natural resource for hot and dryupcountry. It is also a major watershed area ofthe upcountry because most of rivers, streamsand creeks flowing through the region originatein the Mount Popa region.

The Head of State toured Mount Popa areain Kyaukpadaung Township on 14 Decemberand inspected the greening of the region,afforestation work and pilot tea plantationsthere. Then, in his guidance, the Head of Statesaid that it was necessary to realize the value ofMount Popa, to constantly keep it lush andgreen and to extend the cultivation of perennials,including tea, for generating more income forlocal people.

Dams already constructed around theMount Popa region are related to forests in thewatershed area of the Mount Popa region.Therefore, it is important to conserve forests.For this purpose, more than 1.3 million of trees,including teak, ironwood, Gmelina arborea,kapok eucalyptus and belleric myrobalan havebeen grown there up to now. Moreover,perennials such as cashew, taramind, sweet sopand jack fruit have also been cultivated.

The task of greening the Mount Popa regionis systematically carried out as it can contributeto favourable climate of the upcountry. Now,perennial fruit trees, tea plants on pilot plotsand mixed-crop groundnut plantations arethriving well on the eastern side of MountPopa.

Forests are important for national economy.Moreover, they can conserve soil and improvethe climatic and ecological patterns. Therefore,we would like to call on all those concerned andlocal people, realizing the value of Mount Popa,to constantly keep its environs lush and greenby growing all kinds of trees, including perennialfruit trees.

Two Britishsoldiers killedin Afghanistan

LONDON, 16 Dec —Two British soldiers werekilled on Tuesday in a sui-cide bomb blast in Af-ghanistan, the Ministry ofDefence said, taking thetotal number of deaths thisyear to 102. The soldiers,both from the 3rd Battal-ion, The Rifles, died whileon patrol near Sangin inthe northern part ofHelmand Province, whereBritish troops are mainlybased, the ministry said.

Top US officer: Taleban harder to defeat

KABUL, 16 Dec — Con-tinued insurgency in Af-ghanistan claimed the lifeof one American soldier insouth Afghanistan on Tues-day, a Press release of theNATO-led InternationalSecurity Assistance Force(ISAF) said.

“An ISAF servicemember from the UnitedStates was killed today inan IED (Improvised Explo-sive Device) strike insouthern Afghanistan,” thePress release added.

However, it did not saythe exact place of the inci-dent. A joint US and Af-ghan operation has been

going on against Talebanmilitants in Nawzad Dis-trict and surrounding areasof Helmand Province overthe past two weeks.

KABUL, 16 Dec — The top US mili-tary officer said the Taleban-led insur-gency in Afghanistan is harder to defeatnow than it was a year ago, and said hewill take up concerns about strengthen-ing ties to al-Qaeda with governmentleaders in Afghanistan and Pakistan.

Five killed in suicide bombingKABUL, 16 Dec — The Afghan Public Health Min-

istry says five people were killed and 31 otherswounded in a suicide car bombing in a heavily guardedneighbourhood in the Afghan capital.

The blast on Tuesday occurred near a hotel favoredby Westerners, but it was unclear if the hotel was thetarget. Afghan President Hamid Karzai said the ex-plosion occurred near the home of his former first vicepresident, Ahmed Zia Massoud. OECD accepts Chile as full memberSANTIAGO, 16 Dec—The Organization for Economic

Cooperation and Development (OECD) on Tuesdayaccepted Chile as a full member after two years ofnegotiations, Chilean officials said.

Chile has become the first South American countryadmitted by the OECD and the second Latin Ameri-can country after Mexico.

OECD Secretary General Angel Gurria has givenChilean Treasury Minister Andres Velasco the invita-tion document for Chile to join the organization.

“This is like getting a ticket to the soccer World Cup,where the best 32 teams play. Issa Makumbi, the head of disease surveillance inthe Health Ministry told Xinhua in an interview thatthe health teams that were sent to the northern dis-tricts of Kitgum and Pader are expected to concludetheir investigations this week and release the resultsnext week on the possible cause of the disease.

Air France’s Airbus 380 stuckin New York with “technical problem”

PARIS, 16 Dec—An Air France superjumbo Airbus380 linking New York and Paris had delayed its returnto France due to a “technical problem” with a fuel tank,the company said on Tuesday.

Flight AF007 New York-Paris, with 511 passengerson board, was trapped at New York’s JFK airport at19:10 on Monday local time (0010 GMT Tuesday),French radio RTL said.

The company later confirmed that the plane “wasdelayed by a technical problem,” saying it was a prob-lem with a circuit system which “transfers fuel in onetank to another.”

VIENNA, 16 Dec—Theworld oil demand in 2010would reach 85.13 millionbarrels per day (mb/d), in-creasing by 0.82 mb/d, or0.98 percent compared tothis year, according to theforecast made by OPECin its latest monthly oilmarket report on Tuesdayin Vienna.

The Organization ofthe Petroleum ExportingCountries (OPEC) has in-

creased the world oil de-mand by 60,000 barrels aday in the new monthlyreport in comparison withthe monthly report of lastmonth.

While the forecast ofworld oil demand in 2009from OPEC remained thesame as the previousmonthly report, or 84.31mb/d, which fell by 1.62percent, or 1.39 mb/dcompared to 2008.

The latest report saidthat the demand for crudeoil next year in China,which would be firstly outof economy recession,would grow obviously. Itwould be expected to in-crease by 4.5 percent. Be-sides, the growth rate ofoil demand in the MiddleEast and North Americawould also reach 3.34 per-cent and 0.99 percent.

MOSCOW, 16 Dec—Rus-sia on Tuesday signed adocument to build Viet-nam’s first nuclear powerplant, and another deal todeliver Russian-madeweaponry to the SoutheastAsian country, Russiannews agencies reported.

The nuclear energyagreement was endorsedby Sergei Kiriyenko, thehead of Russia’s state-runnuclear agency Rosatom,and Pham LeThanh, thehead of Vietnam’s electric-ity company EVN.

BEIJING, 16 Dec— A new epidemicgoat flu (or called Q-fever) has struckthe Netherlands since last week.

An estimated 2,300 people have suc-cumbed to Q-fever this year in the coun-try and six have died.

According to Dutch experts, Q-feveris caused by bacteria released whenpregnant goats or sheep have spontane-ous abortions.

A relative study shows that many ani-mals can carry this kind of bacteria, butcontact with infected goats is believed tobe the main source of human infections.

The Dutch government said on Thurs-day it planned to slaughter all pregnant

infected goats, which carry the bacteriain high concentrations. It was not imme-diately clear how many goats will bekilled.

“There’s nowhere external to turn tofor expert advice, because it’s a uniquesituation,” said the government spokes-man Thijs van Son. Q-fever infectionsusually occur in a cluster in one year andthen peter out the next. sis on timely completionof the construction tasksthe meeting set standards,and he stressed the needto maintain the dams ofthe completedhydropower plants fortheir durability.

Build new motor roads and railroads torealize lofty aims of the State

Regarding recent inspection tours of the Headof State at construction of the Ayeyawady Bridge(Sinkhan) and the Ayeyawady Bridge (Pakokku), Ihave presented facts in brief about the AyeyawadyRiver crossing bridges that will guarantee thedevelopment of the State and the people in the future.As far as I know, I would like to write progress ofmotor road and railroad projects concerning the newson inspection tours of the Head of State. It wasbecause facts about the Ayeyawady River crossingbridges are related to the railroad and motor roadprojects to be presented.

The Ayeyawady Bridge (Sinkhan) Project ispart of the Katha-Bhamo railroad construction project.The Katha-Bhamo railroad is a new constructionproject being undertaken in accord with the guidanceof the Head of State, and it commenced in May 2007.The land survey and earthworks were being undertakenat the same time. The 26 miles long section of Katha-Bhamo railroad will be in Sagaing Division and the 72miles long section in Kachin State, and it will be 98miles in total length. Upon completion, passengersand commodities will be directly transported fromMandalay to Bhamo through the Katha-Bhamorailroad. For the first phase, we saw concerted effortswere being made to open the 16.68 miles long Katha-Moetagyi railroad section.

The Katha-Bhamo railroad section—the 66-mile section from Katha to Ayeyawady Bridge(Sinkhan) and the 32-mile section from AyeyawadyBridge (Sinkhan) to Bhamo—will be 98 miles intotal length, and the plans are under way to build 12railway stations along the railroad. Out of 12 railwaystations, Katha railway station, Pawmamyaingrailway station, Minle railway station and Moetagyirailway station have so far been constructed. Withregard to construction of small and big bridges,arrangements are being made to build 284 bridges –

191 bridges on the Katha-Ayeyawady Bridge (Sinkhan)section and 93 bridges on the Ayeyawady Bridge(Sinkhan)-Bhamo section. So far, a total of 64 smalland large bridges have been constructed along therailroad, and the placing of tracks started.

Indeed, the Katha-Bhamo railroad is a newproject to link Katha, Shwegu, Mansi and Bhamotownships. It is sure that the railroad would contributemuch to better transport and smoother flow ofcommodities and trade in the region. The betterment intransport and trade will guarantee the uplift of socio-economic status of the local people. In fact, Kathaand Bhamo used to be far-flung regions because theyhad no direct link with arteries. In other words, localpeople for generations had to struggle hard for theirliving as their regions were difficult of access. As aresult, the living standard of Kachin, Shan and Bamarnationals living in those regions was lower than that ofthe people living in other regions. Now, all thesedifficulties are going to be overcome and all thenecessary facilities fulfilled. And socio-economicstatus of the local people is going to improve withthe emergence of new motor roads and railroadstogether with the new Ayeyawady river-crossingbridge. The government, like good parents withgenuine goodwill and loving-kindness, is buildingdevelopment infrastructures wherever necessaryacross the Union. It is doing so for the long-terminterests of the national races, regarding them as itsown children.

The Ayeyawady Bridge (Pakokku) will bepart of the Pakokku-Myintcheint-Letpanchepaw-Thithtauk-NyaungU railway. Similarly, theAyeyawady Bridge (Malun) will link the Magway-Taungdwingyi railway section on the east bank of theAyeyawady river and the Kyangin-Pakokku railwaysection being constructed on the west bank. Therefore,these bridges will play an important role in beautifying

the future of the respective regions.The Head of State gave guidance on building

the Union railway network linking the states anddivisions in the eastern, western, northern andsouthern parts of the country in order that productsand resources of various regions can be speedilytransported to the respective markets. In accordancewith the guidance, new railroads are being constructedon one hand and the old ones upgraded on the other.In 1988, there were only 2793.86 miles of railways.But now there is a total of 4338.9 miles. The Pathein-Hinthada-Kyangin railway is being extended up toPakokku. Moreover, preparations are being made tobuild the Pathein-Einme-Nyaungdon-Hlaingthayarailway together with the new Nyaungdon bridgeacross the Ayeyawady river. Measures are also beingtaken to construct Pyay-Toungoo railway across theBago Yoma, Malun-Pahtanago-Thityakauk railwayto link Nay Pyi Taw with Pathein-Pakokku railway,Sittway-An-Minbu railway, Katha-Bhamo railway,Mongno-Kengtung railway, Phayangasu-Pyawbwe-Natmauk-Magway railway and Dawei-Myeikrailway, totalling over 1200 miles.

When the strategic railways have been builtas planned, the Union railway network will emerge,connecting all states and divisions. At present, morethan 400 trains of Myanma Railways are transportingover 220,000 passengers daily along the railways allover the country.

Both having a motorway and a railroad eachon them, Ayeyawady Bridge (Sinkhan) andAyeyawady Bridge (Pakokku) are linked with therailroad network and the motorway network. Ofvarious transport means, transporting by car plays agreat part in the transport sector in Myanmar. So,building roads on a large scale nationwide is on thelist of priorities in the nation. With the concept that

(from page 8) secure and smooth transport effectively helps improvesthe socio-economic life and friendship among thepeople, the government had built inter-village roads,rural-urban roads, inter-district roads, and inter-state/division roads, and expressways till they formed atransport network. It also pays serious attention to theupgrading of roads. As a result, the total length of all theroads in the nation is now over 41,700 miles, comparedwith only over 21,000 miles in 1988. Moreover, it hasbuilt more than 39,400 miles of rural roads designed forrural development. To complete those roads andrailroads, the government had to build 232 over-180-foot motorway bridges, and 55, railbridges.

In addition, it is implementing highwayprojects in collaboration with regional countries—Asian highways to be linked with Thailand, Laos,China, India, and Bangladesh; ASEAN highwayswith ASEAN countries; Greater MekongSubregion Economic Corridors; BIMSTEChighways; India-Myanmar-Thai TripartiteHighway to be jointly implemented by the threecountries; GMS, East-West Economic CorridorHighway; GMS, North-South Economic CorridorHighway; and the highway to be built jointly byIndia and Myanmar; the highway to pass throughthe border area near Paletwa; and the project toimprove the waterway of Kaladan River.

There are four Asian highways — Nos 1, 2, 3and 14; and six ASEAN highways. The ASEAN

Furthermore, those international highwaysmeet and part each other in many sites, like a hugenetwork of highways. According to their usefulness,highways are categorized into strategic highway,primary highway, and expressway. Highwayslinked with foreign countries including Asian/ASEAN highways linked with regional countrieswill definitely make long-term contribution toMyanmar’s trade, transport and relations withregional countries.

In retrospect, British colonialists annexedMyanmar for more than 100 years, but they built onlya few infrastructural buildings just for their economicand administration benefits with the ill intention ofmaking national races distance from one another interms of relations. In consequence, the transport thenwas very poor. In that regard, a tangible consequenceis that the regions with poor transport lagged far

behind other regions in development. That is why thegovernment has been making huge investments inroad and bridge projects in a strategic way in order toaccelerate the development momentum of the regions,which once lagged behind in development, and tocomplete a transport network that covers the wholecountry including hilly regions and border areas.

Here, the government’s purpose of building transportfacilities is to improve the socio-economic life and the livingstandard of the people, and to enable the people to travel andtransport goods with convenience. From the point of nationalinterest view, the government intends to narrow thedevelopment gap between one region and another in allparts, to ensure equitable development of all parts of theUnion, and to generate harmony among the people inetiquette, morale and concept.

In conclusion, the government, in compliancewith the guidance given by the Head of State withfarsightedness, perseverance, genuine goodwill, loving-kindness, and intention for long-term interest, has beenboosting cooperation with neighbouring and andregional countries, and international friendly countriesin various sectors, while working hard to restore stabilityand peace and ensure the rule of law, and all-rounddevelopment of the nation, and to improve the education,health, social and economic sectors of the people.Therefore, the hard work the government is exerting toimprove the transport sector is an important part of itsdrive for achieving the lofty aims of the nation.

A 53-year-old was arrested afterallegedly hitting a man in the head witha raw steak. According to a MarionCounty Sheriff’s Office report, the mantold deputies Elsie Egan repeatedly hithim with the uncooked meat and slappedhis face after he refused a piece of slicedbread. The man said he wanted a breadroll.

Egan denied hitting the man withthe steak but did admit to slappinghim, saying she did it “so that he couldlearn.”

The man told deputies that Egan washis live-in girlfriend. He declined medicalassistance. Egan was charged with abuseof a disabled adult. According to onlinerecords, she has been released on $2,500bond and is scheduled to appear in courtin January. It’s unclear if she has anattorney.

authorities in Oregon went to an addressprovided by the 69-year-old man andfound the pole on a boat trailer in aSalem-area parking lot.

One killed, four injuredin pharmaceutical plant blast

HEFEI, 16 Dec—At least one person was killed andfour were injured after a blast hit a pharmaceutical plantin Anhui Province on Tuesday, the local governmentsaid. An oven in a workshop of the Renji Pharmaceuti-cal Plant Co Ltd in Taihe County of Fuyang City ex-ploded at about 5 pm, smashing window glasses.

EU, Latin American countries endlong-running dispute on bananas

GENEVA, 16 Dec—The European Union and LatinAmerican countries on Tuesday reached an agreement toend a 16-year dispute over EU banana imports, which isseen as a boost for the long-stalled Doha Round of globaltrade negotiations. Under the deal, which was struck byEU and Latin American ambassadors at the WTO head-quarters in Geneva, the EU will cut its import tariff onbananas from Latin America from 176 euros per tonne to114 euros by 2017, according to a EU statement.

In return, Latin American countries will not demand fur-ther tariff cuts, and they will also drop several legal casespending against the EU at the WTO, some of which dateback as far as 1993. BANGALORE, 16 Dec — Scientists in India say aninjection of nerve cells into damaged areas of thebrains of rats restores the animals’ spatial memoryand their ability to learn.

Scientists at India’s National Institute for MentalHealth and Neuro Sciences and the National Centrefor Biological Sciences injected a chemical into 48adult rats that destroyed neurons in the hippocampus,a structure in the brain characterized by the scientistsas the seat of learning and memory.

The researchers said they then transplantedhippocampal cells from newborn mice into thehippocampi of half the brain-damaged rats. After twomonths, the scientists measured the learning andmemory of the rats by their performance in twocommon maze tests. Results showed rats given thetransplanted cells fully recovered their capacity to learnand remember. In contrast, the brain-damaged rats notgiven the transplanted cells failed to recover, and hadmany problems learning how to navigate the maze.

The scientists said the transplanted cells led to thesecretion of growth factors that promoted developmentof neurons and other cells that give rise to neurons.

BALTIMORE, 16 Dec — US cancerpatients with insurance have access tomore drugs than do British patients, butpay out of pocket for some that Brits getfree, researcher say.

Study leader Ruth R. Faden, directorof The Johns Hopkins Berman Institutefor Bioethics in Baltimore, and colleaguescompared the costs of 11 high-pricedcancer drugs in Britain and America.Seven of the medications are free to allBritish patients, who pay no out-of-pocketcosts.

The other four are not covered in theBritish National Health Service systembecause policy-makers have determinedthe costs are not worth the limited benefitsthey provide. British patients can pay forthese drugs themselves.

Most US patients who have health

insurance have some coverage for all 11drugs, but the out-of-pocket costs forpeople on US Medicare range from$1,200 to $24,000, and because manycancer patients on Medicare are on morethan one drug, their out-of-pocket costsare often much higher, the study said.

Patients with no insurance or limitedinsurance may have no access to the drugsbecause the costs exceed $100,000annually in some cases, the study said.

For many, certain drugs will onlyextend life for a few weeks or months,and that time can be marked by severeside effects from the drugs themselves,but choosing which path to pursue at theend of life is an agonizing decision,Faden noted in an article for theDecember issue of Milbank Quarterly.

EU regulators accepted apledge by Microsoft toallow rival Internetbrowsers on its systems,ending a long antitrustdispute with the USsoftware maker.

Scientists decode memory-forming braincell conversations

LONDON, 16 Dec—The conversations neu-rons have as they formand recall memories havebeen decoded by Medi-cal College of Georgia

scientists.The break-through in recognizing inreal time the formation andrecollection of a memoryopens the door to objec-tive, thorough memory

studies and eventuallybetter therapies, said Dr.Joe Tsien, neuroscientistand co-director of MCG'sBrain & Behavior Discov-ery Institute. He is corre-sponding author on thestudy published on 16Dec, in PLoS ONE.

"It's a beginning, afirst glimpse of amemory," Dr. Tsien said."For the first time it givesus the ability to look at thebrain dynamic and tellwhat kind of memory isformed, what are the com-ponents of the memoryand how the memory isretrieved at the networklevel." The finding could

help pinpoint at what stagememory formation isflawed and whether drugsare improving it.

For their studies,MCG scientists combinednew technology and com-putational methods withcentury-old Pavlovianconditioning.

In the memory centerof the brain, they used 128electrodes capable of moni-toring a handful of neuronseach to simultaneouslyrecord the conversations of200 to 300 neurons as micelearned to associate a cer-tain tone with a mild footshock 20 seconds later.
