LETTER FROM THE PRESIDENTGreetings,
With fall upon us, I hope business is good and you all had a prosperous summer.
I was deeply saddened by the news that our dear friend and board member Clarence Freeman unexpectedly passed away November 6th. Clarence was one of three Master Ground Water Contractors in our state. He also served on the board of the Mountain States Groundwater Association. The groundwater industry lost a good man, our sincere condolences go out to the family and friends of Clarence.
The Water Well Trust has been busy earning a grant from the U.S. Department of Agriculture in 9 Southern New Mexico counties. This is the 4th USDA grant received by the Water Well Trust since 2014. Thank you for all your hard work to get these wells funded in our state.
Our fall meeting in Taos was a great success and a lot of fun! Thank you all who came out to our annual fundraising dinner and auction! Big thank you to everyone who donated and those who purchased auction items. We had a great time!
January of next year we will have an electrical class on January 19th with Wes Mozley for electrical apps, safety and code. If you have any electrical questions, this would be a good class to attend. The 20th will be our regular 8 hours of CEU’s.
Memberships renewals just went out, don’t forget to send your dues in. Wishing you all Happy Holidays!!! See you in January!

CLARENCE LEN FREEMAN SR.GRANTS WELL SERVICES INC.03/06/1957 TO 11/06/2017
Clarence L. Freeman was born in the small town of Alpine, Texas. He and his family did a lot of moving around as small children starting in Flagstaff then moving to Mesa, and Tucson A.Z. Then moving on to Colorado starting with Crawford and then Paonia where Clarence Graduated High School Lettering in Football and Basketball and making some of the best friends he would have. Clarence then left home moving to Carbondale Colorado, got married and had 2 children, and started working for the coal mine. He also worked as a snow cat driver. Clarence lived a very full life. Clarence moved to New Mexico around 1985 or 1986 to help his father run the Water Well Drilling Business. He has remained there ever since following his dreams. He has since built his dream cabin from the ground up with the help of some wonderful family and friends.
Clarence was preceded in death by his Paternal Grandparents Louise and Clarence Freeman and Maternal Grand parents Leonard and Dolly Legg also his Father Wally Gene Freeman and Best Friend Thomas Pike, Clarence Is Survived By his Mother Loretta Legg, Sister Dana Mc Donald, Brother Wally Gene Freeman II, Daughter Misty M. Freeman and companion Darrin J. Thompson, Son Clarence L. Freeman II, Grandchildren Derrick J. Salazar, Cynthia Freeman, Jonathan Freeman. Clarence was also survived by so many more than just his family, he is also survived by all of the best friends he had and he had so many there is no way to name them all. He loved everyone and everyone loved him.

Water Well Trust Receives USDA Grant for New Mexico Water Well Projects WASHINGTON, D.C. -- The Water Well Trust, the only national nonprofit helping Americans get access to a clean, safe water supply, has received a grant from the U.S. Department of Agriculture’s Household Water Well Systems program for a project to increase potable water availability to rural households in nine New Mexico counties.
The USDA grant and matching funds from the Water Systems Council will be used to fund Water Well Trust projects in nine southern New Mexico counties, including Catron, Socorro, Grant, Sierra, Luna, Hildalgo, Dona Ana, Otero, and Chaves. These areas include “Colonias,” which are non-zoned dwelling areas that do not meet current building code standards. Many Colonias do not have access to a safe water supply and need improved water well systems.
It is estimated that there are 150 Colonias in New Mexico, representing approximately 30% of the total New Mexico housing stock. High rates of poverty in the nine target counties ensure that most residents who need water wells cannot pay for the wells themselves.
The grant monies will provide long-term, low-interest loans to applicants seeking new or improved water wells in the targeted New Mexico counties. The Water Well Trust limits funding to a maximum of $11,000 per household. Loans have an interest rate of 1% with terms of up to 20 years.
To qualify for a WWT loan, applicants must be the owner and occupant of the home as their primary residence. In addition, the applicant’s household income must not exceed 100% of the median non-metropolitan household income for the state in which the applicant resides. The 2017 Non-Metropolitan median household income is $52,300 for New Mexico. The income criteria apply to both the applicant and all other occupants of the home.
Prospective applicants can download the application form and instruction letter from the Water Well Trust website at waterwelltrust.org under “Apply” at the top of the home page.
The Water Well Trust will be working with the office of Senator Martin Heinrich (D-NM) and the New Mexico Groundwater Association on outreach efforts in the nine target counties.
The Water Systems Council established the Water Well Trust in 2010 to provide clean, sanitary drinking water to Americans who lack access to a reliable water supply and to construct and document small community water systems using water wells to demonstrate that these systems are more economical.
This is the fourth USDA grant received by the Water Well Trust since 2014. In the past three years, USDA grant monies have been used to increase potable water availability to rural households in Arkansas, Oklahoma, Georgia, South Carolina and New York.

MEANDERINGS FROM JERRIGood news, Frank Scott is now taking the lead in well driller licensing for the OSE. He has lots of experience both on the rig and behind the OSE desk, so he has hit the ground running.
Now, the not so good news. Lately there has been a plethora of regulation violations. I hate to see it; I really do, especially when the violations are NOT of the new rules, but those that have been in place for 12 years. This tells me that we are not doing a good job at making the rules clear to those that have not read them.
I cannot stress this one enough, DO NOT conduct any well drilling activities without the Permit or Plan including conditions of approval and well tag!! First of all, the well owner may not understand the difference between a new well, a repair, a deepen, a replacement well or a supplemental well and tell you they have a permit when indeed they do NOT. In 2017, there have been two new wells drilled on permits to repair or deepen the old well. Secondly, several wells were drilled as the driller was thinking that an emergency authorization had: A) been filed and B) been approved when neither had occurred. This is inexcusable, if the well driller had the permit (or emergency authorization) and conditions in hand (as is required in 19.27.4.29 NMAC General Requirements for all wells and reiterated in 19.27.4.31 NMAC for Artesian well) they would have known that. A well owner who tells you that they sent a request to the OSE for an emergency authorization does not have the authority to allow you to drill. You must have written authorization from the OSE in hand to legally drill. We will continue to send violation letters and if enough accumulate in your file, we may file a claim on your surety bond or the next renewal of your license may be conditionally approved or if egregious enough may be denied altogether. We have had some unlicensed drillers make wells that we have red tagged and in one case withdrew the permit. Either way, with an illegal well they won’t be able to sell the property down the road.
There really are very few regulations regarding well construction. While there are nuances between artesian and non-artesian construction, the minimal requirements can be summed up rather easily. We are still receiving well records and logs that demonstrate that there are drillers out there that have no idea what our rules contain. This is the basics of what we expect to see on a completed well:
1. The annular space must be adequate to place a seal. The boreholes must be 4 inches larger than the outermost casing of the well. That means your bit should be 4” larger than the outermost or production casing.
a. Non-Artesian annular seal must extend from ground surface (or below the pitless if installed) and extend up to 20 feet or more bgs (if less than 4” if pressure grouting).
b. Artesian annual seal should extend through the entire drill string and if borehole is reduced to less than 4” it must be pressure grouted.
2. The non-artesian casing must be have the strength to withstand the formation and hydrostatic pressures of development and use. There is a table of approved artesian casings on the OSE website.
3. ALL well plugging must be either pre-approved on a condition on a temporary well or a replacement well permit or alternatively, the well driller may submit and obtain approval on a Plan of Plugging before it may be plugged.
4. All wells must be sealed off to prevent infiltration of surface waters and seal off formations to prevent inter-aquifer exchange. Please do not ruin a perfectly good aquifer to save a few bucks.
5. While you are there, gps the well location. We get some pretty bad locations sometimes, so we built an online tool that you can check the gps location and measure the distance from the drill location to the permit location. https://gis.ose.state.nm.us/gisapps/ose_pod_locations/ I will write a tutorial and send it to your email. If you don’t have email, call me.
6. Don’t forget to install the well ID tag and put the number on the well records and log to show that you installed it and submit the well record within 30 days of completion.
