John Adams (October 30 [O.S. October 19] 1735 – July 4, 1826) was an American statesman and Founding Father who served as the first Vice President (1789–1797) and second President of the United States (1797–1801). He was a lawyer, diplomat, political theorist, and a leader of the movement for American independence from Great Britain. He was also a dedicated diarist and correspondent, particularly with his wife and closest advisor, Abigail.

Adams collaborated with his cousin, revolutionary leader Samuel Adams, but established his own prominence prior to the American Revolution. Driven by his devotion to the right to counsel and the presumption of innocence, he defied extreme local anti-British sentiment and provided a successful legal defense of the accused British soldiers involved in the Boston Massacre. Adams was sent as a delegate from colonial Massachusetts to the Continental Congress, where he played a leading role in persuading Congress to declare independence. He assisted in drafting the Declaration of Independence in 1776, and was its foremost advocate in Congress. As a diplomat in Europe, he helped negotiate the peace treaty with Great Britain and acquired vital governmental loans from Amsterdam bankers. Adams was the primary author of the Massachusetts Constitution in 1780, which influenced the development of America's own constitution, as did his earlier Thoughts on Government. Adams's credentials as a revolutionary secured him two terms as George Washington's vice president and also his own election in 1796 as president. During his single term, he encountered fierce criticism from the Jeffersonian Republicans, as well as from the dominant faction in his own Federalist Party, led by his rival Alexander Hamilton. Adams signed the controversial Alien and Sedition Acts and built up the army and navy in the face of an undeclared naval "Quasi-War" with France. The major accomplishment of his presidency was a peaceful resolution of the conflict in the face of public anger and Hamilton's opposition. Due to his strong posture on defense, Adams is often called the father of the American Navy.[2]He was the first U.S. president to reside in the executive mansion, now known as the White House.

Facing opposition from Federalists and accusations of monarchical tendencies and despotism from Republicans, Adams lost re-election to his former friend Thomas Jefferson and retired to Massachusetts. He eventually resumed his friendship with Jefferson by initiating a correspondence which lasted fourteen years. He and his wife established a family of politicians, diplomats, and historians now referred to as the Adams political family, whose most notable member was their son John Quincy Adams, the sixth president of the United States. John Adams died on the fiftieth anniversary of the adoption of the Declaration of Independence, hours after Jefferson's death. Modern historians in the aggregate have favorably ranked his administration.

President’s Remarks Raynold L. Prusia, Sr. , PASSAR President

The Atlantic Middle States Association Annual Conference w_as recently held at Newport News, VA on August 10-11, 2018. The AMS-A member SAR Societies are: Delaware, District of Columbia, Maryland, New Jersey, New York, Pennsylvania and Virginia. Nominations for VPG Vice President General, Dr. Ernest L. Sutton and Chaplain General, Rev. David J. Felts were voted on and accepted as nominees for these National SAR Positions. The Pennsylvania SAR is to be honored for having two of our fine Compatriots as Candidates for these National SAR Positions. The Pennsylva,nia SAR held the Summer Board of Management Meeting at Ligonier, PA sponsored by the Gen. Arthur St. Clair SAR Chapter on August 3-4, 2018. Compatriot William J. McK.im, Esq. volunteered to fill the vacant positior{ as the, "Friends of the Library" Committee Chairman. Any SAR member can become a Friend of the Library for an Annual Contribution donation of $25 (or more). Chapters may also donate $25 to this Organization. Please contact William McKim at [email protected] if you, or (your Chapter) desires to donate to the National SAR, Friends of the Library. Upon making a donation, you will receive a Friends of the Library Pin. Also" at the Summer BOM Meeting, Compatriot, Former President Joseph B. McMullen volunteered to be the C.A.R. (Children of the American Revolution) / SAR Liaison Committee Chairman. We do thank Compatriots McK.im and McMullen for stepping forward and filling both of these positions. All the PAS SAR Chapters need to become involved with the Public Services and Heroism Awards Program. Emmett J. Haralson, Jr., is the Pennsylvania SAR Committee Chairman. The President Ge.,neral Warren M. Alter is promoting a special recognition for Chapters that present four different P S & H Awards and an additional cash prize for Chapters that present all five of these Public Service and Heroism Awards. There is still a Committee Chairman needed for Patriot Graves and Biographies. I will split this Committee into two parts making one position, Patriot Records and Graves Committee Chairman, and the other, Patriot Biographies Committee Chairman. This way, it should not be such a burden to hold these positions. Dee Dee and I did attend the Tiadaghton SAR Chapter Picnic that was held at Grays Run Club, Trout Run, PA. on Aug 8, 2018. It was well attended by three Former PASSAR State Presidents, as well as other Local Chapter Officers, Members and their Guest. The Tiadaghton Chapter is promoting a National SAR Medal depicting the, "Tiadaghton Elm and Fair Play Men" Medal Request, to be presented at the National SAR Fall Leadership Meeting, SAR -Medals and Awards Committee for SAR approval of this proposed Medal. It would be good to see more Pennsylvania SAR Chapter representation at the State Level BOM Meetings. The next meeting is planned for, November 2-3, 2018, Sponsored by the Continental Congress SAR Chapter, York at the. Wyndham Garden Hotel, York, PA. Please make plans to attend >this meeting and get involved with the SAR at the State Level. Keep promoting the SAR, contact or invite other prospective members to join the SAR, grow the Membership. The quarterly Board of Management (BOM) meeting was held on Saturday, August 4, 2018, at the RamadaLigonier(WyndhamHotelGroup)inLigonier,PA. It was hosted by the General Arthur St. Clair Chapter; President Ray Prusia in command. There were 29 compatriots present, 28 with voting privileges. The meeting was called to order at 0901. The U.S. Flag and Colors were presented by General Arthur St. Clair Chapter and PASSAR Uniformed Color Guard. The National Anthem was led by J. Thomas Showler, Former VPG. The Pledge of Allegiance was led by President Raynold L. Prusia and was recited by all present. 3rd Vice President, Andrew L. Lick, led the SAR Pledge. 2nd Vice President Rev David J. Felts delivered the invocation. Parliamentarian William J. McKim, Esq., PP and Chancellor, gave the summary of voting rights and announced that seven (7) members are required to make a quorum. 1st Vice President Wayne R. AGENDA ITEMS Approval of Spring BOM Meeting Minutes and 125th Annual Meeting Minutes: President Raynold Prusia called for approval of minutes from last meeting. 1st VP Wayne Strasbaugh, Esq. moved that the minutes of the 125th Annual Meeting be amended to state that the members in attendance unanimously approved the amendments to the Constitution published on pages 46-47 of the Annual Meeting booklet, such amendments having previously been approved by the Board of Management at its Spring Quarterly Meeting. Treasurer Donald E. Mengle seconded the motion. Voted on and approved – UNANIMOUS. J. Thomas Showler made motion to accept the minutes. Donald M. Knaus seconded the motion. Voted on and approved – UNANIMOUS. Treasurers Report: Treasurer Donald Mengle gave the Treasurer’s Report. It was stated that QuickBooks will be upgraded and will create receipts for dues collection. If enough compatriots’ e-mail addresses are compiled, invoices can be e-mailed to members to reduce cost. Owing to credit card rate increases, negotiated with BB&T in State College; contract reduced total costs by 14 percent. Published online banking accounts in meeting booklet for reference. PNC Ramsey account is going well. It was proposed by Treasurer Mengle that we consider transferring funds from Wells Fargo into PNC. Concerning dues collection, the Treasurer stated that it is the chapter treasurer’s responsibility to monitor dues payments through the PASSAR database and to contact chapter members that have not paid. Letters to chapter treasurers will be forthcoming from Secretary James Hall concerning an audit that must take place between September 1st and September 10th. The Ramsey attorney communicated with the Treasurer that no distribution from Ramsey account will made this year or next due to estate issues. Motion to accept treasurers report made by William E. Harry and seconded by Rev. David J. Felts. Voted on and approved - UNANIMOUS.

President’s Remarks: President Prusia welcomed all compatriots. He stated his goal to increase membership by ten percent per year and increase community outreach for holiday events. Eugene Moyer stated that honor flights are considered national Color Guard events. President Prusia also stated that a Patriot Graves Committee Chair and Friends of the Library Chair are still needed. DAR/SAR Liaison Joseph McMullen has already volunteered to be the CAR Liaison Chair. Officer Reports: President Prusia commented that written Officers Reports are contained within the meeting booklet, but additional comments were welcomed. 1st Vice President Wayne Strasbaugh, Esq. commented that he attended the Harris Ferry Chapter Awards Luncheon and it was an excellent affair. 3rd Vice President and Membership Committee Chair Andrew L. Lick elaborated on his report by explaining the membership report data was compiled from the NASSAR database showing a quarterly increase in total membership. Registrar Eric Troutman made a motion regarding his Registrar’s Report, to accept all prospective members currently approved for membership. Dr. Ernest Sutton seconded the motion. Voted on and approved – UNANIMOUS. President Prusia called for a motion to accept the Registrar’s Report. Motion made by Rev. Felts and seconded by Donald Knaus. Voted on and accepted – UNANIMOUS. District Deputy Reports: Written District Deputy Reports are contained within the meeting booklet, but additional comments were welcomed to be submitted by District Deputies. District 8 Deputy Dr. Ernest Sutton stated that Somerset Cambria Chapter activities list (on the second of two pages submitted) are missing from the meeting booklet. William Lehman commented on additional activities in Somerset Cambria Chapter including a picnic and grave dedication. He also stated that a meeting and awards banquet will be held in November at Rizzo’s restaurant in Windber, PA. Lifesaving awards and years of service awards will be given at this banquet, as well as seven Good Citizenship Medals and eleven Eagle Scout Awards. Committee Reports: Written Committee reports are contained within the meeting booklet, but additional comments were welcomed to be submitted by Committee Chairs. Public Service and Heroism Chair Emmet Harralson was not present, but Dr. Sutton stated that Emmet Harralson will create incentives for public service awards including flag streamers, awards and cash prizes. President Prusia stated that outstanding PASSAR property including trophies should be brought back to the Annual Meeting. DAR/SAR Liaison McMullen explained that no credit is given on Finder’s forms until approved by national. Additionally, Joseph McMullen stated that 250 trees are to be planted at Valley Forge for the 250th celebration, a 2026-2027 DAR project to honor patriot ancestors. Eagle Scout Chair Dr. Ernest Sutton stated that roundtables for Boy Scouts in September/October meet at same time as Cub Scouts and that age group can submit a poster. Adventure Scouts can also submit essays and orations. Eagle Scout Coordinators should come prepared to discuss all SAR youth awards. Flag Committee Chair William Harry requested that all information be provided to him for The Minuteman newsletter by April 15th to ensure timely submission to national. Chancellor William McKim, Esq. volunteered to Chair Friends of the Library Committee. A Patriot Graves Chairman was still needed. Chancellor McKim further commented on recent George Washington Endowment Fund contributions, adding to the details on Page 62, that Emmett Harralson made a pledge of $1000 and that President Prusia also contributed $400 to date. Medals and Awards Chair J. Thomas Showler stated there is no report in the booklet and nothing new to report; he announced the desire to relinquish chairmanship at end of year. Registrar Eric Troutman raised a concern regarding the abbreviations used for chapter identifications on page 64. He suggested using digraphs. The Minuteman Editor William Harry explained the Summer 2018 Minuteman mailing delay being the result of the newsletter sitting in the Pittsburgh post office for two weeks. J. Thomas Showler introduced a motion to set a new deadline for all newsletter submissions – the 15th of the month following a BOM meeting – to ensure The Minuteman’s timely release. Rev. Felts seconded the motion. Voted on and approved – UNANIMOUS. Treasurer Mengle cautioned mindfulness of the PASSAR budget when producing The Minuteman by keeping edition costs to $2,000 or less. William Lehman made a motion to consider an e-version of newsletter to be delivered to compatriots via e-mail if they choose, and then withdrew the motion after concluding that The Minuteman is already available as an e-version on the PASSAR website.

Awards: National SAR Awards from 128th Congress, Huston, TX: Presentation of 128th SAR Congress Awards to PASSAR, its chapters and its compatriots. (See Attachment) National Society SAR Historic Site and Celebration Flag Streamer: "The Siege of Fort Laurens" July 23, 2018 at Bolivar, OH, was accepted by the PASSAR representative Gary Timmons (George Washington Chapter) for the PASSAR President and presented at the summer BOM. PASSAR Certificates of Appreciation: presented by President Prusia to compatriots of the General Arthur St. Clair Chapter:

Old Business: Sponsorship of hosting the annual SAR congress was raised. Donald Knaus proposed hosting in Philadelphia in 2026, to commemorate the 250th anniversary of signing of Declaration of Independence. Wayne Strausbaugh, Esq. had suggested hosting the event in 2025, the year in which the Continental Army began as well as the coinciding with the anniversaries of the battles of Lexington and Concord. Joseph McMullen stated that we already voted to do 2024 last year; we cannot propose a date greater than five years out with NASSAR. Frank O’Donnell said that having it in 2024 will be problematic due to age of participants. It was agreed upon that there is nothing to vote on right now. This question remains open for discussion. Joseph McMullen recommended that planning commission, headed up by George Clarke, continue to research potential options for hosting the annual congress. New Business: Watson Lupher requested the setup of a $500 account to help defray travel costs associated with PASSAR BOM attendance – should a state president support defraying the cost of an attendee, a request would be submitted to state treasurer. William McKim, Esq. opposed citing the small reserve requested relative to the total potential costs. A second was needed for Watson Lupher’s proposal. The request was tabled until the Fall BOM for further discussion. Dr. Sutton asked Treasurer Mengle if 2019 and 2020 budget money could be set aside for the Rumbaugh oration contest to send a child and parent to National Congress; monies not used would return to the budget. Also, requested was money set aside to finance a one-half page advertisement in the national SAR magazine for those PASSAR members running for national office. Treasurer Mengle requested revisiting the topics during the Fall BOM allowing time to reflect on current expenses. President Prusia announced the candidacy of Rev. Felts for Chaplain General. President Prusia proposed endorsing Rev. Felts and called for a motion. Wayne Strasbaugh, Esq. made motion. William Harry seconded. Voted on and approved – UNANIMOUS. William McKim, Esq. declined his upcoming position as Vice President General for Mid-Atlantic for the 2019 Term; he requested that Dr. Sutton take the position. William McKim, Esq. made a motion to endorse Dr. Ernest Sutton for the Vice President General for Mid-Atlantic nomination. Donald Mengle seconded. Voted on and approved – UNANIMOUS. Rev. Felts discussed his articles in The Minuteman about SAR Cross and its publication as a book. Rev. Felts offered the rights to the book to state society and profit from any future sales. Publishing costs were determined to be less than $200 through Amazon. Rev. Felts made motion. Dr. Sutton seconded. Treasurer Mengle did not think PASSAR could sell the book. Dr. Sutton stated that SAR merchandise does have similar products online and that PASSAR officers should talk with Susan Griffin at NASSAR. Joseph McMullen suggested presenting the book as a gift rather than selling it, explaining that by selling the book, it could jeopardize PASSAR’s non-profit 501(c)(3) status. William McKim, Esq. moved to table discussion on funding the production of the SAR Cross Book until November. William Harry seconded. Benediction by Rev. David Felts. SAR Recessional by Jim Hall. ADJOURNMENT: President Prusia adjourned the quarterly Summer 2018 BOM Meeting at 1201.

Recently, members of the George Washington Chapter took part in the annual wreath laying at the Tomb of the Unknown Revolutionary War Soldier at Fort Laurens located in Bolivar, Ohio. This was the first Nationally recognized event for newly installed National President General Warren M. Alter. For the second year Compatriot Merryman lead all in the singing of the National Anthem and placed the chapter wreath at the Tomb. Kurt Winter placed the wreath for the

Pennsylvania Society. Compatriots Grumbling, Miller, Timmons all took part with the Color Guard and participated in the musket salute. Compatriots from 6 states took part in the ceremony.

The George Washington Chapter recently installed 5 new members at their meeting held at the Meadowcroft Museum of Rural History. General Arthur St. Clair Chapter Submitted by Anthony Keefer

Members of the General Arthur St. Clair Chapter participated in the Naturalization Ceremony for new citizens on July 3, 2018. The ceremony was held at the Visitors Center at Fort Necessity National Battlefield, Farmington, PA. The date is particularly appropriate, as July 3 was the 264th anniversary of the battle at Fort Necessity. At this battle in 1754, Colonel George Washington, commander of a small group of Virginia regimental soldiers, was defeated by a combined force of French and Indians. This battle marked the beginning of the French and Indian War.

Nineteen new citizens were sworn in by Michael Horvath, representing the United States Citizenship and Immigration Service. Among the countries represented by the new citizens were Canada, Columbia, Ireland, Russia, Germany, India, Ruwanda, France, Iraq, and Hong Kong.

Keynote speaker was Brian Reedy of the National Park Service. He told about his own ancestor who came to America in the early 1700’s, seeking religious freedom and stated that all Americans were at one time immigrants, just like those who were becoming citizens.

General Arthur St. Clair member Ralph Shupp had the honor of leading the new citizens for the first time as they recited the Pledge of Allegiance to the Flag. Connie Nicholson (Chief Tanacharison Chapter Daughters of the American Colonists, Braddock Trail DAR, and Daughters of Union Veterans of the Civil War) and Barbara Keefer (Great Meadows Chapter DAR and Chief Tanacharison Chapter Daughters of the American Colonists) distributed small flags to the new citizens. Foster Nicholson (Children of the American Revolution and Sons of Union Veterans of the Civil War) passed out copies of the Constitution and the Declaration of Independence.

In addition to the above mentioned groups, Bob Wrigley and Clark Brocht from the Somerset-Cambria SAR, Joyce Wrigley from the Daughters of Union Veterans of the Civil War, and Linda Marker from the Great Crossings DAR planned the reception for new citizens and guests which followed the formal ceremony. General Anthony Wayne Chapter Flag Recognition In 2017 the General Anthony Wayne Chapter gave a flag certificate to the Chippewa McDonald’s in Beaver Falls. On July 23, 2018, when theyrefurbished the store, the chapter was asked tosupply veterans for a flag raising ceremony at the Grand Opening of the new store. The following are pictured at the ceremony: Bill Bittner from the VFW and John Carroll, former chapter president in uniform by the flag pole, with chapter president Ron Bruce, and chapter members Steve Gray and Charles Kern saluting the flag. Paul Sweeney owner of the local McDonald's can be seen in the yellow shirt in the right of the photograph.
