Re: Draft Drury-Opaheke Land Use Plan - 520 Great South Road
Thank you for the opportunity to provide feedback on the draft Drury-Opaheke Land Use Plan released by Auckland Council
in September.
My client, Newhaven has an interest in the property at 520 Great South Road, to the North-West of the Drury Structure
Plan area. The site is currently zoned Future Urban Zone (“FUZ”) and is surrounded by residential land zoned Mixed Housing
Suburban to the North - West and West. Land to the east and south is zoned Future Urban (See diagram below).

In its resolution to undertake a structure planning exercise for the Drury and Pukekohe regions, Auckland Council signalled
an intention to bring forward re-zoning of these areas to meet significant housing demand that exists. The Council has
commenced preparation of a structure plan to be completed and approved around August 2019.
From a planning perspective, the site is appropriate for residential development as indicated in the draft land use plan. The
draft land use plan map indicates Medium Density Residential land use activity for the site, which Newhaven supports. From
a planning perspective, there are no inherent constraints on the land which would suggest a lower residential density than
what applies on surrounding residential land zoned Mixed Housing Suburban. The land is suitable for duplex and terrace
housing typologies to support intensification of the area. Newhaven looks forward to the Council identifying potential land
use zoning for land in the structure plan area.
The critical aspect for Newhaven is the timing of the structure plan and rezoning of the land. The original timeframe for the
structure plan of February 2019 has been delayed due to the need for an updated ITA, which is currently planned to be
available for in February 2019. It is anticipated that final agreement on the structure plan should be August 2019.
Newhaven is in a position to be able to commence concept design and consenting of the land for residential development
now to meet the demand for housing in this part of the Auckland region and would like to do this concurrent with the
structure plan process. Newhaven is concerned that further delays in the structure plan process will hinder this opportunity
and considers it critical that Council makes its best endeavours to meet the revised timetable for the approval of the
structure plan.
Newhaven would welcome the opportunity to meet with Council to further discuss the structure plan process and the
options to advance development of this site for residential housing.
