(a) the Minister of Environment is authorized to withdraw the land identified below from the “NorthernProvincial Forest”; and

Reference: Weight restriction on Provincial Highway No. 123 from the junction of the E.B. Campbell Hydro Electric Station to Cumberland House.

Pursuant to section 35.1 of The Highways and Transportation Act, 1997, the Minister hereby Orders:

Effective 12:01 a.m. May 12, 2016,

Provincial Highway No. 123 from the junction of the E.B. Campbell Hydro Electric Station to Cumberland House.

Shall be restricted as follows:

• the maximum gross vehicle weight not to exceed 8 000 kg (17 600 lbs);

• the maximum gross weight on any axle not to exceed 5 500 kg (12 100 lbs).

The restriction does not apply to:

• Emergency vehicles;

• Ministry of Highways and Infrastructure vehicles or maintenance equipment when conducting maintenance or accessing sites on or along the restricted highway;

• SaskPower, SaskEnergy and SaskTel vehicles when accessing sites along the restricted route.

This Order is issued on a temporary basis and will remain in effect until July 23, 2016, unless sooner varied or rescinded.

The 15 Kilometre Rule does not apply under the Order.

INCORPORATION OF THE TOWN OF GRAND COULEE1 Pursuant to section 52 of The Municipalities Act, the Council of the Village of Grand Coulee has submitted

a request to the Minister of Government Relations to have its status changed from a Village to a Town.

2 Upon consideration of the request and pursuant to section 61 of The Municipalities Act,

(a) the Village of Grand Coulee be incorporated as the Town of Grand Coulee;

(e) Tobi Duck, Administrator for the Village of Grand Coulee, Saskatchewan, is appointed to act as returning officer for the election and shall conduct the election in accordance with The Local Government Elections Act, 2015, and if for any reason Tobi Duck is unable to act as returning officer, the administrator for the Village of Grand Coulee will be deemed to be the appointed person;

APPENDIXSALE NOTICE

The Saskatchewan Egg Producers (SEP) will receive offers to purchase egg production limits as outlined in this Notice. The production limits offered for purchase entitle a licensed producer to produce a specified number of dozens of eggs per year by a specified number of laying hens. Production limits remain the property of SEP.

Production Limits Available

1 The sale shall consist of a total of 961,148 dozen eggs per year (equivalent to a base production limit of 37,781 hens). Each producer may bid to purchase the equivalent of a maximum of 3.6256% of the production limit currently owned by the bidding licensed producer.

Submission of Offers

2 Offers to purchase a production limit will be received up to 4:00 p.m. on April 15, 2016. All offers must be submitted to the Saskatchewan Egg Producers’ office: 496 Hoffer Dr., Regina SK S4N 7A1.

3 Offers must be submitted using the prescribed Offer to Purchase Form and must be submitted in a sealed envelope that is clearly marked with “Offer to Purchase Production Limit.” Offer to Purchase forms may be obtained by contacting the SEP office or through SEP’s website.

4 Only one offer may be submitted by a production limit owner.

Eligibility Requirements

5 An existing production limit owner must be in good standing pursuant to Article 11 of Board Order No. 41/06 – The Industry Management Order, and must meet the requirements of and be in compliance with The Agri-Food Act, 2004, The Commercial Egg Marketing Plan Regulations, and all Orders of SEP.

6 An existing production limit owner must also be in compliance with Board Order No. 54/11 – Start Clean-Stay Clean before production limits will be issued to that owner.

Opening of Offers

7 After the closing date for receipt of offers, all offers will be opened privately by an independent party appointed by SEP in the presence of a scrutineer appointed by SEP who is not an employee, officer or director of SEP, nor a production limit owner.

Award of Production Limits

8 Production limits will be awarded in accordance with the bids to a maximum of three point six two five six percent (3.6256 %) of the production limit currently owned by the bidding licensed producer. The successful bid price for each 25.44 dozen eggs (equivalent of one hen) will be twenty-five dollars ($25).

Terms of Purchase

9 Acceptance of an offer to purchase a production limit will create a binding contract between SEP and the purchaser.

10 A non-refundable deposit equal to 50% of the purchase price offered must be delivered to SEP within fourteen (14) days of a purchaser receiving written notice of acceptance of the purchaser’s offer. The full purchase price offered must be delivered to SEP at the time the production limit being purchased is put into production. Both payments must be in the form of a cheque, certified cheque, bank draft or money order payable to the Commercial Egg Producers’ Trust Fund.

11 A production limit purchased under this Order must be put into production within one year of the purchaser receiving written notice of acceptance of the purchaser’s offer, or in such longer period of time as SEP, in its sole discretion, may allow.

12 A production limit may be put into production either directly in the facilities owned and operated by the purchaser, on land owned by the purchaser, or indirectly through a SEP-approved lease arrangement established in accordance with the Regulations.

(a) it has not been put into production in accordance with this Order; or

14 A production limit purchased under this Order may not be transferred by the production limit owner in accordance with the provisions of the Regulations prior to the fifth anniversary of the production limit being awarded.

15 Production limits purchased under this Order are also subject to all applicable provisions and restrictions set out in the Regulations or SEP Orders.

Withdrawal of Production Limits

16 SEP reserves the right to withdraw any or all production limits offered for sale under the Order at any time before or after the closing time for receipt of offers.
