It was written by an Alumni President and sent to the CPAAA membership. I saw a bumper sticker on the way to work today. It read, "Get Involved – the World is run by People who Show Up". As someone who is perhaps overly involved – last week I had volunteer Board meetings on Monday, Wednesday and Thursday evenings – I sometimes think about printing a bumper sticker that says, "Stop Me before I Volunteer Again". However, I never have the time to do it – I am too busy going to volunteer board meetings. The fact that you are reading this tells me that you have at least a modicum of the same "affliction" I do – the need to be part of things. You attended the Citizen Academy, taking 15 to 18 weeks of your time and devoting it to better understanding a major part of your community. Moreover, you have stayed active in the alumni association – at least active enough to pay your dues and get this newsletter sent to you. I thank you for that. However, I am about to ask you for more. The members of the Alumni Association represent only a fraction of the folks who attended the Citizen Academy. Unless you are a total introvert, I am willing to wager that you made at least one or two friends during the weeks at the Academy. Do you still see or correspond with them? Are they members of the Alumni Association? If the answer to the first question is "Yes", and the second is "No", I want you to get in touch with them and invite them to join us – and not just as a dues paying member – but as one of the people who runs the world by showing up. Those of you who were unable to attend the State Convention in El Paso this year were missed. Wehad a great time and ate delicious meals. Accommodations were ideally located for travelers, and theclasses and speakers were exceptional. Thank you, El Paso CPA and Law Enforcement, for a job above andbeyond expectations.

On the evening of the Awards Dinner we gave special honorto Dale Baugh of the El Paso CPAAA. Most of you knowDale as “Santa” with his white beard and jolly personality. Unfortunately, Dale passed away before he could see thisevent in El Paso, so we honored him by wearing our Santahats and presenting his wife, Pat Baugh, with a plaque forhis dedication. [See the next page of this newsletter.] Dalemay be gone, but he will never be forgotten!

In Honor and Dedication of Dale Baugh (The following was presented at the 2015 Texas CPAAA Convention and Law Enforcement TrainingAwards Banquet):

This evening we would like to speak to our audience about a man who has been very inspiringto these conventions and to law enforcement, as well as to our State Board. When we were discussingwhat we wanted to say, the words “Honor” and “Dedication” came up many times. So we decided tolook in the dictionary to see if we actually had this right, and here are just a few samplings of thedefinitions:

The word Honor is a noun: Honesty, fairness, or integrity in one's beliefs and actions: a man of honor … a source ofcredit or distinction;To be an honor to one's family, Highly respected, as for worth and merit.

The word Dedication is a noun: Wholehearted devotion.

Definitely a fit in our minds and hearts.

In 2002 he started volunteering for the El Paso PD and continued to give of his time andtalents until July 20, 2014. He would say, "I don't do this for recognition; it's for helping fellowcitizens." He also stated, “for me it's a sense of feeling good when I go home at the end of the day; Ifeel good because I've helped make El Paso a safer place."

He was well recognized at conventions, always willing to help whenever you needed anything,always with a smile and a jolly chuckle. He was a stocky man with snow white hair and a beard, wasprobably best known for playing Santa Claus alongside his wife, Pat, as Mrs. Claus. Many of you maynow know who we are honoring tonight just by saying “Santa” … if you said Dale Baugh, you wouldbe remembering a very special man, and you would be correct!

It was Dale’s wish for the Texas CPAAA Convention to come to El Paso one day, and now weare here! Although Dale is not here to share his dream come true you can believe he is looking fromheaven, smiling with a twinkle in his eyes and saying, “Finally ... you have made it to the best city inTexas, my home, El Paso. El Paso CPAAA, your labors have made me proud; thank you.”

Dale earned this honor, and it is our privilege to be associated with his legacy to family, lawenforcement and associations across this great State of Texas. So we want to say, “THANK YOU, DaleBaugh, for inviting us to El Paso; we have enjoyed our stay. You will always be a part of our TCPAAAConventions and Law Enforcement Training Events.”

DCPAAA Gets Closer to Their Millennium Police Officers & PersonnelThe Dickinson Citizens Police Academy Alumni Association is getting closer with their new and

younger officers and personnel. Officer Tony Valdez, who is PD liaison, has set up a time during theDCPAAA general monthly meetings for an officer or other PD personnel with two years’ experience or lessto come and give a small presentation about themselves. During their presentations, the officers tell thealumni members how they got into law enforcement, where they see themselves in the future, and someof their most memorable moments in their careers to this point. DCPAAA Liaison Officer Tony Valdezbelieves that this program brings the DCPAAA members closer together with their new officers.

Dickinson Student Police Academy Closes Out SummerThe Dickinson Student Police Academy Class-X graduated seventeen students from the summer

program. After nine weeks of class and hands-on activities, the students received their certificates ofcompletion. This program is a tool for the teenagers to experience and learn what we do in lawenforcement, and they will become honorary members of the Dickinson Citizen Police Academy AlumniAssociation. The Dickinson Police Department supports the students by writing letters of recommendationand giving them moral support in their studies and endeavors.

TCPAAA Region Two met in July to learn aboutthe Mesquite Airport. Cynthia Godfrey came toMesquite in 1997 as director of the airport with over 30years experience, starting in 1995 in Michigan. Beforearriving in Mesquite she worked in the Sheriff’sDepartment from 1972 until 1983 as a female patrontaking care of the female prisoners. Then, Cynthiaworked with the DA’s office, which led to working at theairport. TxDOT has been there since the early 80swhere they have law enforcement operators whooperate the high performance aircrafts. They provideair support like chases, grass fires, lost persons,emergencies to locate something like an aircraftemergency landing.

Steven Deffibaugh, Resource Specialist I, Texas A&M Forest Service spoke to the region members inSeptember about the axe murder which took place in Wylie, Tx. Steven worked for the Collin County Sheriff’sDepartment at the time of the murder and worked the case. The murder occurred on June 13, 1980 (Friday the 13th),the same day as the release of the movie “Friday, the 13th”. The crime occurred in the 13th house from the streetcorner. Thirteen hours after murder, Betty Gore’s body was found, and an arrest was made 13 days later. John Bloomwrote the book, Evidence of Love, detailing the murder about which a movie was made and aired on television in1990. The defendant, Candace Wheeler Montgomery, was found not guilty by reason of self defense and now lives inAtlanta, Georgia.

Everyone in TCPAAA Region Two who attended the 2015 Texas Citizen Police Academy Alumni Convention andLaw Enforcement Training in El Paso had a wonderful time and really enjoyed the class sessions and hospitality fromthe El Paso CPAAA. THANK YOU, El Paso!

Corinth: On April 25, the Corinth CPAAA held its third annual "CPD Foot Pursuit" 5k race, the primary

fundraiser for our little alumni association, which netted close to $13,000! Our alumni wore many hats andput in many hours to ensure a successful event. We're motivated by the many ways we can help fundequipment, scholarships, and programs in our local and state law enforcement agencies.

The Corinth CPAAA has a scholarship fund for the Corinth Police Department’s CSI Camp, and ourmembers volunteer to assist where needed.

The Garland Citizen PoliceAcademy Alumni Association (GCPAAA)had a great time at the annual TCPAAAConvention and Law EnforcementTraining held in El Paso. It was great tohave 18 of our Alumni members attendthis year!

Garland was the winner of the $100 prize for “Best inShow” for their Exhibit Hall table, and we appreciate therecognition. We would like to thank everyone in El Paso fortheir kindness and hospitality during our stay. We met somegreat new friends, learned a lot from the training sessions, andLOVED the great steaks at Cattleman’s Steakhouse! We lookforward to seeing everyone in Corpus Christi next year!

We are very proud of Officer Mike Hatfield, who won the Ray Ramon PeaceOfficer of the Year award for 2015. Mike is the coordinator of the Garland Citizen PoliceAcademy and it is very gratifying to have his hard work and dedication recognized by thestate.

Region Three has been busy this quarter. Many members attended the Texas CPAAA Conventionand Law Enforcement Training in El Paso, which was a great time of training and lots of networking withCPAAA members from across the state. During the Convention Awards Dinner, Kyle CPAAA Member GaryAnderson was named Alumni Member of the Year for the State.

Region Three had its second regional meeting, hosted by the Austin CPAAA. Our presenter wasfrom the Austin PD Homicide Unit. We had over 50 people in attendance from around the region,including Board members from the TCPAAA.

Region Three is getting started again, and we hope to have more alumni groups from within theregion sign up and attend the upcoming meetings. Our next meeting is October 10, 2015 at 12:00 pm atthe Cedar Park Police Department. KERRVILLE

The “Kerrville Daily Times” (www.dailytimes.com) ran an article byVictoria Aldrich on September 14 which highlighted Kerrville CPA classes andexplained how helpful the CPAAA members are to the Kerrville PoliceDepartment and the community.

Ms. Aldrich’s photo features Betty Trejo and Jeff Smith showingstudents Roosevelt Fay and Bill Heinert how to raise and lift fingerprints onSeptember 3. Bill Cafferty, Kerrville CPAAA President, says Betty and Jeffroutinely help Community Services Officer Ben Eubank in the CPA classes.

HarlingenThe Harlingen CPAAA meets the on first Tuesday of the month at 7pm at the Harlingen PD.

Summertime brings some activities and we miss our winter Texas participation. We are doing 5K runs andJackson Street Market Days, among a few.

The first Tuesday in August, we participated in National Night Out. We had about 70 partners, andour Alumni grilled 2200 hot dogs! Many L E agencies participate, as well as the Fire Department and thelocal CERT team. We have an ambulance on static display, a band, Zumba, Bounce houses, tons of food,and other activities. This year, Neighborhood Watch was highlighted and had several table displays, aswell as Business Watch. The Explorers got in on the act by helping with the kids’ games and activities.

September will begin the 39th Citizen Police Academy. With a presentation by the Alumni, we hopeto forge new relationships with members of the community and have them join us.

September 26 was “Run With The Heroes RGV (Rio Grande Valley)”. Proceeds go to RonaldMcDonald House and Texas Special Olympics. The CPAAA plays an active role in supporting this run.

Fall will be busy. We have an extensive Blue Santa program and Toys for Tots, also. We are lookingforward to the cooler weather and getting ready for 2016.

Corpus ChristiIt has been a very busy summer, but the CCCPAAA continues to work hard. We had a great time at

the El Paso Convention and thank them for their hospitality. Now we are getting ready for our ownconvention next year! Y’all come!!!

The Police Explorer Post 133 recently sponsored the 2nd AnnualJohn Sartain competition in Corpus Christi, and the CPAAA assisted asjudges and actors. Our Explorerskept their share of trophies righthere in Corpus Christi.

Operation Safe Return wasa huge success, and several ofour members assisted the PD.Over 1,000 kids came throughand received school supplies, haircuts, manicures (YES!), Prints forLife, and health screenings to getthem ready for school. AtOperation Safe Return one littleboy was entranced by the CCPDDive Team. As a result, he wasinvited to a training session!

Our members are also assisting thecurrent Cadet class with training. We recentlyassisted in their Field Sobriety Testing, FelonyStop Training, and, just a few days ago,participated in scenario training. This scenariotraining was more intense than in the past – itincluded scenes of a baby drowning, an officerdown, burglary and, of course, your standarddisturbance (wife catches husband withanother woman at a hotel). Our scenarios areoff-site of the Training Academy, so thedisturbance call was actually at a nearby hotel.You should have seen some of the peoplecoming out of the rooms to see what wasgoing on! When they called the office, theywere informed that it was an exercise, butthey wanted to watch anyway.

The Corpus Christi PD sponsors a 9/11 Patriot Run, and the Alumni supports and participates inthis. The bibs for the runners all have the name of a fallen police officer, firefighter, and/or K-9 on them. It is truly an honor to assist with this run.

There was a “Back The Blue” March in Corpus Christi on September 19, and some of our membersparticipated in the march to show how much we appreciate our officers.

And last, but certainly not least, the 44th Citizen Police Academy started this last week with about30 participants. We are excited and will be doing apresentation for them at the end of the month. We hadsolicited interested parties recently at the Home & GardenShow, and it paid off! We got several new members for theclass…and sold some our of beautiful throws at the same time.

We are now getting ready to assist with the PoliceCadet Graduation on October 9, and we will present eachCadet with a special tool as our gift to them as they begintheir new careers. Then comes the holidays, and here we go! Our National Night Out is the first Tuesday in October (not sohot!), and then we will be getting ready for “Shop With ACop”. This program is sponsored by the Fraternal Order ofPolice and each child gets $100 for clothing, etc. and $25 for a toy. Each volunteer is paired up with achild who has a list of his/her sizes from underwear to shoes, and we take them shopping and then toMcDonalds! It is a very worthwhile project.
