Over the last couple of years, the City of New Castle has received requests that future planning projects focus of the needs of the City’s individual neighborhoods. In response, the Planning Commission is beginning work on a neighborhood-focused update to the City’s Comprehensive Plan. It has
prepared maps and a draft list of issues and opportunities for each neighborhood in the City.
Please join the Planning Commission on Wed., June 5th anytime between 6:30pm and 8:00pm to review work completed to date and to tell us more about the history and needs of your neighborhood. This meeting is an open house format, so plan to stay for as long ,or short as you like!
The draft neighborhood maps and issues summaries are also posted on the City’s website.

pageant covered a variety of categories and age groups. This was the first time the New Castle Jaycees hosted the pageant for Separation
Day and it was full of smiles and entertainment.

I would like to take this opportunity to thank everyone who helped to make A Day in Old New Castle 2013, a smashing success. Together we welcomed over 1,200 people to our city. It was so exciting to walk through town the week before the event and see everyone sweeping, pruning and painting. There was a feeling of camaraderie and anticipation in the air. I was deeply touched by the residents who, when they saw the re-enactors setting up on The Green, Friday night, came over to
see if they needed anything and to orient them to town. I was elated to see the people who came to town in period dress and either greeted people or demonstrated historical crafts
and occupations. These are shining examples of the original ideal for ADIONC; to offer a day of fellowship and hospitality and to educate the public about life in Colonial America. An event like A Day in Old New Castle takes much effort on behalf of the entire community. It depends on the people who open their homes and gardens, the people who serve on committees, the re-enactors, musicians, and crafts-people who set up on The Green, the tour guides, the people who sell tickets and everyone who gives up their parking for a few hours for one special day. I am proud to announce that all of the money from raised from ADIONC will stay in New Castle. The New Castle Library will benefit as will the New Castle Senior Citizen Center, The New Castle Historical Society, The New Castle Historic Alliance, and The Read House and Gardens. In addition, in recognition for their outstanding work to keep history alive, The Buttonwood School will receive a grant from the funds raised. The monies raised from the bake sale and the silent auction will benefit Immanuel Church’s outreach programs. A percentage of the tickets sales will also benefit Immanuel Church on the Green I have also been touched by the kind emails and notes I have received from visitors who visited New Castle for the first time. Everyone shared the same comment, how kind and gracious the residents were and that they couldn’t wait to recommend New Castle to their friends. 1 dash Angostura bittershow toGlass: Highballs or Punch Bowl & C.s.Add all ingredients to an ice-filled glass and stir. Garnish with a sprig of mint, fresh pomegranate and a wedge of lemon.

H E R B E DPotatoSaladWhen chopping the herbs, just run your knife over them a few times. The large pieces of herbs are not only visually appealing, but lend some texture to the salad. Blanched asparagus or string beans make great additions to this salad. Tuna works well, too, and turns this side salad into a no-fuss summertime meal.ingredients✴ 2 large eggs✴ 2 lbs baby red potatoes, sliced into
1/4-inch rounds✴ Kosher salt✴ 4 tsp champagne vinegar✴ 1 tbsp diced shallot✴ 2 tsp Dijon mustard✴ 1/4 c. vegetable oil✴ 1/4 c. olive oil✴ 2 tbsp capers, rinsed, drained and
roughly chopped✴ Freshly ground black pepper✴ 1/4 c. picked fresh dill leaves, roughly chopped✴ 1/4 c. picked fresh parsley leaves, roughly chopped✴ 1/4 c. picked fresh tarragon leaves, roughly chopped
directionsFill a small pot with water and bring to a boil. Carefully add the eggs to the water with a slotted spoon. Simmer gently for 13 minutes. Transfer the eggs to a bowl of ice water. When cool enough to handle, peel the eggs and dice into 1/4-inch pieces. Set aside. Put the potato slices in a medium saucepan and cover with cold water by 2 inches. Salt the water heavily. It should taste like seawater. Bring to a boil and then lower to a simmer. Simmer until the potatoes are just cooked through and easily pierced with a knife, about 10 minutes. While the potatoes are cooking, combine the vinegar and shallots in a large bowl. Let sit for 5 minutes. Whisk in the mustard and then slowly drip in the vegetable oil and then the olive oil while continuing to whisk. Add the chopped capers to the dressing. Season with salt and pepper. Drain the potatoes and while still warm and add directly to the bowl of dressing. Toss and season with salt and pepper. Let the potatoes come to room temperature before adding the dill, parsley, tarragon and chopped egg. Toss again and serve.

Recently, the Colonial School Board voted to hold another operating referendum vote for Tues. June 4th. The referendum vote is for 35 cents per $100 of assessed property value. With the failed referendum on February 28th, we have listened to the community. The proposed tax increase has been reduced from 47 cents to 35 cents, with the primary focus of the proposed tax amount for operating needs.The final informational meeting is scheduled to hear the proposal and for the Board to hear from you.
