ATTACHMENT 3 - GROUNDWATER MONITORING PROGRAM

Tinker AFB has taken a holistic approach to the base’s groundwater monitoring program such that a GWMU may include one or more plumes depending on source information, whether plumes are comingled, or for other reasons. GWMUs boundaries continue to be modified as necessary to reflect any new groundwater data.

Various groundwater units or areas have been identified at Tinker AFB for use in managing groundwater contamination issues. Initially, plumes were individually identified under GWMUs, with plumes identified as ‘sub-units’ and designated with modifiers which included the main GMWU number and a letter identifier (such as GWMU 2E). The four AF sites, known as CG, are labeled as CG037, CG038 (Southwest), CG039 and CG040 (Gator).

The CGs noted above, do not entirely coincide with either the GWMUs or with individual SWMUs/AOCs. CGs may include multiple groundwater plumes and their sources that fall within areas where groundwater flow directions are generally similar. In addition, plumes within a CG may be comingled or have more than one source within the CG.

This Permit lists three CAS performance standards that Tinker AFB is required to satisfy: (1) Source Control Performance Standards; (2) Statutory and Regulatory Performance Standard; and (3) Final Risk Goal Performance Standard. Tinker AFB will use groundwater concentrations in determining if the groundwater plumes continue to satisfy the final Corrective Action Objectives (CAOs) defined in the permit (i.e., plume containment). The Performance monitoring program will consist of a monitoring well network where CAOs will be assessed by statistical analyses and a POC monitoring network down-gradient of allowable contamination where no contamination above the federal MCLs for groundwater is permitted. The goal of this Permit Attachment is to establish the monitoring network, including monitoring well locations for the purpose of monitoring compliance with the CAOs.

1.0 PERFORMANCE MONITORING PROGRAM

The performance monitoring program consists of a network of groundwater monitoring wells as shown in Attachment 4 on Figures A4-3, A4-4 and listed in Table A3.1. The Performance Monitoring Network is designed to address monitoring contaminant levels in groundwater until said concentrations are conclusively demonstrated to be stable or shrinking. The Performance Monitoring Network is as follows:

A. As described in the CMI Performance Monitoring Plan, the Performance Monitoring Network consists of two types of groundwater monitoring wells:

1. POC wells are located at or near the most down-gradient and where the groundwater protection standard applies. This location lies at the on-base hydraulically down-gradient limit of the waste management area, or down-gradient of a collection of waste management areas. There are no compliance point issues related to the Hennessey Water Bearing Zone or Producing Zone since any identified

contamination in these zones is either below the MCL or is not anticipated to reach the base boundary.

2. Sentinel Wells are located immediately up-gradient to the POC wells. The sentinel wells are intended to provide an early indication of plume migration that may potentially result in the exceedance of a contaminant MCL at a POC well. Sentinel Wells are those monitoring points or those wells with concentrations at or near the MCL that are located generally down gradient to a plume with concentrations above the MCL, but where either: (1) the plume has not migrated off-base due to site hydrogeologic conditions or (2) remediation activities have reduced off-site concentrations to much lower levels.

B. The Performance Monitoring Network sampling frequency will be every 15 months, as previously established through basewide groundwater monitoring.

C. Changes in the Performance Monitoring Program will be submitted to DEQ within 60 days after the CMI Performance Review meeting for approval.

D. Approved changes to the Performance Monitoring sampling locations will be shown on updated Tables A3.1 through A3.6 in this Attachment, and Figures A4-3 through A4-4 in Attachment 4 Groundwater Monitoring Maps.

2.0 PERFORMANCE MONITORING SAMPLING AND ANALYSIS

A. All samples obtained from the Performance Monitoring Network shall be analyzed for VOCs by EPA Method SW8260B and hexavalent chromium.

B. Field measurements of field parameters including pH, temperature and specific conductivity shall be measured and recorded at the time of each sample collection.

C. Data validation shall be completed in accordance with an approved Quality Assurance Project Plan. The results of the analysis shall be presented in the annual Conceptual Site Model (CSM) Report required by Permit Provision V.E.

D. If problems are identified with either the field sampling procedures, or the laboratory QA/QC, the need to resample shall be at the discretion of DEQ.

E. The groundwater elevation shall be measured before each sample collection.

F. Data collection from the monitoring activities may be used to annually update the CSM as stipulated in Permit Provision V.E.

3.0 PERFORMANCE MONITORING DATA EVALUATION

A. Analytical data collected for each individual well’s sampling location shall be evaluated to determine if the plume is stable. Permit Provision V.B.2.b requires conclusive demonstration of a stable or shrinking plume. Applicable to only sentinel wells, acceptable methodology for demonstration of plume stability includes:

1. A non-parametric statistical procedure such as the Mann-Kendall Trend Analysis;

2. A parametric statistical procedure such as linear regression analysis; and

3. Numerical flow and transport modeling.

B. The analytical data collected from the monitoring activities may be used to update the CSM and other reports as required by Permit Provision V.D.2.

C. In accordance with Permit Provision V.D.1 the CMI Plan requires a review every three years to measure the effectiveness of the remedy in meeting the CAOs. Adjustment to data collection shall be made, as necessary.

D. Data obtained from POC locations are to be evaluated as a not to exceed with respect to MCLs for groundwater monitoring wells. No statistical summary of POC data is permitted. Any re-confirmed exceedance is considered non-compliant with respect to COAs and warrants further remedial action to contain groundwater contamination within Tinker AFB.

4.0 REPORTING

A. As required by Permit Provision V.E. the CSM report shall be reviewed annually and updated, as necessary, with new information collected during the investigation,

B. The data from performance monitoring sampling and analysis shall be submitted in the Basewide Sampling Report every fifteen (15) months.

C. The Basewide Sampling Report shall contain:

1. A narrative summary of groundwater data for each GWMU;

2. A table summary of groundwater detections for each GWMU;

3. A summary or graphical representation of the statistical analysis conducted for each GWMU;

4. A table summary of groundwater elevations for each GWMU;

5. Groundwater flow direction and velocities and the equations, calculations, and parameters used to make the calculations for each GWMU; and

6. Contour maps depicting the COC plume boundaries for each GWMU.

5.0 PERFORMANCE MONITORING CONTINGENCY PLAN

A. If COCs exceed MCLs at POC well(s), the Permittee shall:

1. Notify DEQ within seven days of receiving the results; and

2. Resample the pertinent POC well(s).

B. If the first resampling of the POC well(s) exceeds MCLs, the Permittee shall:

1. Notify DEQ within seven days of receiving the results; and

2. Resample the pertinent POC well(s).

C. if the confirmation sample of the POC well(s) exceeds the MCLs, the Permittee shall:

1. Notify DEQ within seven days of receiving the results;

2. Meet with DEQ within 30 days of the notification to identify what necessary corrective measure(s) shall be implemented; and

3. Submit a workplan to DEQ detailing the implementation of the identified corrective measure(s) within 60 days of the meeting.

6.0 MONITORING WELL CONSTRUCTION AND MAINTENANCE

A. The Permittee shall construct any new monitoring well in accordance with an approved Field Sampling Plan.

B. The Permittee shall submit a hard copy and an electronic copy of the well construction report, as-built drawing of the well, and boring logs to DEQ within 60 days after the completion of each well.

C. The Permittee shall annually inspect and maintain all performance monitoring wells. Any needed repairs will be done in a timely manner, so the sampling program is not hindered or delayed.

7.0 MONITORING WELL ABANDONMENT

A. In the event a performance monitoring well is damaged or destroyed, the Permittee shall:

1. Notify DEQ within seven business days of discovery of the destroyed well;

2. Meet with DEQ within 30 days to discuss the need to replace the well;

3. If it is decided the well must be replaced, a proposed new location will be provided to DEQ within 30 days of the meeting; and

4. The Permittee shall plug and abandon the well in accordance with Title 785 of the OAC, Oklahoma Water Resources Board, Chapter 35, subchapter 11.

8.0 TABLES OF GROUNDWATER MONITORING PROGRAM WELLS

8.1 SELECTED WELLS: SENTINEL AND POINT-OF-COMPLIANCE WELLS

Of the approximately 1,175 monitoring wells at and around Tinker AFB, the Sentinel Wells and Point-of-Compliance (POC) wells will comprise the groundwater monitoring program. There are 30 Sentinel Wells and 40 POC Wells for a total of 70 wells in the compliance monitoring program. These wells are considered the perimeter wells, (see Table A3.1 “Master List of Sentinel and POC Wells”).

8.1.1 Wells for GWMU #1: Sentinel and POC

GWMU #1 is located in the northern portions of Tinker AFB (excluding the NPL Site), monitors several plumes, and includes subunits 1A (portions of the AWACS Sector and Area A Sites), 1B (BX service station (CG042) soils), 1C (four sites: fuel site at B214, portions of the 290 fuel farm, portions of B230 and portions of B210), 1D (several sites: four fuel sites, B201, portions of B230, portions of B210, and three buildings: #283, 284, 296), 1E (portions of the 290 fuel farm), 1F (area around the Tinker AFB main gate) and 1G (portions of the AWACS Sector and the fuel hydrant system (CG041) with building #289).

Since many of the potential sources in CG037 are proximate, linking a contaminant plume to a specific source is difficult. The CG037 unit was created to address groundwater in this portion of the base as a whole due to the presence of commingled plumes and the proximity of sources. GWMU #1 roughly includes most of CG037. Table A3.2 “Sentinel and POC Wells for GWMU #1” contains the list of sentinel and POC Wells for GWMU #1. There are three (3) Sentinel Wells and seven (7) POC Wells in GWMU #1.

8.1.2 Wells for GWMU #2: Sentinel and POC

GWMU #2 is located in the west/southwest quadrant of Tinker AFB, monitors several plumes, and includes subunits 2A (former water treatment plant), 2B (former FTA area and golf range), 2C (three sites: landfill 1, FT-01, and supernat pond), 2D (portions of landfill 3 and landfill 4), 2E (landfill 2) and 2F (two sites Landfill 2 and Landfill 4).

GWMU #2 roughly includes the northwestern portions of CG037, and CG038. Subunits 2D, 2E and 2F are within CG038. Table A3.3 “Sentinel and POC Wells for GWMU #2”

contains the list of sentinel and POC Wells for GWMU #2. There are eight (8) Sentinel Wells and seventeen (17) POC Wells in GWMU #2.

8.1.3 Wells for GWMU #3: Sentinel and POC

GWMU #3 is located in the southcentral portion of Tinker AFB, monitors several plumes, and includes subunits 3A (landfill 5), 3B (two fire training areas FT-02 and FT-03) and 3C (building # 985). GWMU #3 includes the western portions of CG039. Table A3.4 “Sentinel and POC Wells for GWMU #3” contains the list of sentinel and POC Wells for GWMU #3. There are two (2) Sentinel Wells and zero (0) POC Wells in GWMU #3.

8.1.4 Wells for GWMU #4: Sentinel and POC

GWMU #4 is located in the south east quadrant of Tinker AFB, monitors several plumes, and includes subunits 4A (JETC building #2210), 4B (four sites: oil water separator (OWS) at buildings #2110 and 2101, twin hangers of buildings #2121 and 2122, and former industrial waste pit 1) and 4C (former industrial waste pit 2). GWMU #4 includes the eastern portions of CG039. Table A3.5 “Sentinel and POC Wells for GWMU #4” contains the list of sentinel and POC Wells for GWMU #4. There are five (5) Sentinel Wells and six (6) POC Wells in GWMU #4.

8.1.5 Wells for GWMU #5: Sentinel and POC

GWMU #5 is located on an auxiliary site, off-base, to the east of Tinker AFB, includes subunits 5A (landfill 6) and 5B (Gator Facility aka CG040). There is only one known plume for GWMU #5, which corresponds to the CG040. This is the only CG with a single plume. Table A5.6 “Sentinel and POC Wells for GWMU #5” contains the list of sentinel and POC Wells for GWMU #5. There are 12 Sentinel Wells and 10 POC Wells in GWMU #5.
