In 1965, Congress passed the Elementary and Secondary Education Act (ESEA) to provide financial assistance to local school districts providing programs for students who need extra help in order to do well in school, and who live in areas having high concentrations of students from low-income families.

Title I continues to be the largest program providing federal aid to education. This new, No Child Left Behind, program provides varied opportunities for school districts and communities to implement school reforms and to insure a quality education for all eligible students.

Our Goal:To improve the teaching and learning of children in high-poverty schools and continue the focus on parental involvement. In order to accomplish this goal, Title I supports new roles for school districts, states, and the federal government. Schools will decide themselves on how to allocate Title resources. District s will play a new critical role through providing consultation, coordination, and highly qualified professional development.
