1. (U) This headquarters has reviewed aubject report and concurs with the cent ant a indorsed.

2, (S) The follewing comments are considered pertinent!

a. (S) Paragraph 2b(l), page 5, discusses OV-1 flight routes for SLAR missions in SEA« The observation that increasing the range of SLAR aiasions results in decreased imagery returns is valid. However, acceptance of the recommendation to move the flight path to 10 KM off the coast of North Vietnam would result in an unnecessary loaa of aircraft, aviators and imagery results. The 20 KM flight path keeps the aircraft out of SAM range. A flight path 10 KM off the coast would be too vulnerable to SAM attacks in relation to imagery obtained. The change of the flight path to 20 KM off the coast was recommended by ACV due to the SAM threat. This headquarters does not concur with the recommendation to change the flight path.

b. (C) Paragraph 2g(l), page 1( discusses the use of keylist«. The use of only one keylist for air/ground tactical operations would greatly reduce the use of clear text transmissions because both aviation and ground units would have a common keylist. The Joint Tactical Air/Ground Keylist (AKAK-816I) is recommended as the common keylist, since it is available to all three services throughout RVN, The keylist recommended by the 212th CAB is only available in the I MR (I CTL).
