TSS: Response to AZ to CA Outage

• Sharing of Contingencies and RAS files– Began in 2013, TSS to ask for this again this fall

• WECC RAS/Contingency Format/File– Proposal to have vendor assist WECC in creating

this for 2015 base cases (start in 2014)– Outcome would be a WECC wide RAS/Ctg file that

functioned for each WECC published base case.

TSS: Joint Users Group

• To assume all MSRATF duties fall of 2014– Intend on disestablishing MSRATF Jan 2015– JUG should be the open and transparent forum for

allocating WECC funds for study software development

• New or changing standards require JUG be PROACTIVE– Work within TSS framework to meet requirements

of standards

• Rep Log– Shows steady improvement until we reset it with

new data checks• This is an on going trend

SRWG: Short Circuit Data

• MOD-032 asks for short circuit data– Voted at TSS and passed for DPM changes• Members supply short circuit data that is consistent

with steady state data• Waiting for SRWG proposed DPM changes on this• Much debate at TSS meeting and subsequent to it

– Some desire for re-voting

– MOD-032-01 requires changes in data submission practices • DPM agility needed!

MOD-032-01:R1. Each Planning Coordinator and each of its Transmission Planners shall jointly develop steady-state, dynamics, and short circuit modeling data requirements and reporting procedures for the Planning Coordinator’s planning area that include:

1.1. The data listed in Attachment 1. 1.2. Specifications of the following items consistent with procedures for building the Interconnection-wide case(s):

1.2.1. Data format; 1.2.2. Level of detail to which equipment shall be modeled; 1.2.3. Case types or scenarios to be modeled; and 1.2.4. A schedule for submission of data at least once every 13 calendar months.

1.3. Specifications for distribution or posting of the data requirements and reporting procedures so that they are available to those entities responsible for providing the data.

MOD-032-01:R4. Each Planning Coordinator shall make available models for its planning area reflecting data provided to it under Requirement R2 to the Electric Reliability Organization (ERO) or its designee to support creation of the Interconnection-wide case(s) that includes the Planning Coordinator’s planning area

SRWG: Nuances of MOD-032-01

• Nuances– “…steady-state, dynamics, and short circuit modeling

data requirements...”– “…for building the Interconnection-wide case(s)…”– “Data must be shareable on an interconnection-wide

basis to support use in the Interconnection-wide cases.”

• Practically speaking this suggests WECC map short circuit data to power flow cases to some extent.

SRWG: Data Preparation Manual

• WECC can not continue its present DPM approval practices– TSS (SRWG) is asking for up or down vote • No more editing of SRWG’s work unless grossly

incorrect– Edits happen at TSS and PCC, then back to SRWG for

changes…it takes MONTHS to do this!

• Everyone here has representation on SRWG– Are you communicating to them?– Do you have the right person there?– Does your SRWG understand your company’s position?
