everal years ago, the State of Florida adopted a law allowing Broward County cities to change their elec-tions from the second Tuesday in March to November,

which would cut city costs and perhaps increase voter turnout. Traditionally, voters have come to the polls in larger numbers when they vote in November for State and national elections.

Similarly, when the City of Pompano Beach conducts its standalone elections in March, voter turnout has historically been lackluster, and at a significantly higher cost.

As a result of the outcome of November 2008 municipal election, a cost-saving referendum was approved to transition the City’s elections from March to the first Tuesday in November of even-numbered years to be concurrent with State and National elections; extending and shortening elected officials’ terms to accomplish the transition and increasing the term of the office of Mayor from three to four years.

The next City of Pompano Beach General Election will be held on November 4th, 2014 for the following seats, and every two years thereafter:

Subsequently, on November 1st, 2016, the next municipal General Election will be held for the Commissioners of Districts 1, 2, 3, 4, 5, and the mayor-at-large whose term will expire. All candidates for city commissioner will be elected for a two year term; and the candidate for the office of mayor will be elected for a four year term.

Any person wishing to become a candidate, must be a qualified elector who has been a resident of the city for one year prior to qualifying, is registered to vote in the City, and who will have reached the age of twenty-one at the time of taking office, may be a candidate for the City Commission from the district in which he/she resides. In addition, each candidate seeking the office of city commissioner must file all the required forms as may be required by law with the City Clerk’s Office within the filing period starting at 12:00 pm, June 16th, 2014 and ending at 12:00 pm, June 20st, 2014.

culturAl ArtS UPDATEA fter years of planning to position Pompano Beach

as a Cultural Arts destination, it’s about to become a reality. In December, the City Commission unan-

imously approved the Pompano Beach Cultural Arts Master Plan, tag line“... something wonderful is about to happen”. The Plan identifies future programming objectives for five Cultural Arts facilities: the new Pompano Beach Cultural Center; the existing Pompano Beach Amphitheater; two Community Redevelopment Agency (CRA) renovations - the Hotel Bailey and Ali Building in Downtown Pompano Beach; and the historic Sample-McDougald House in Cen-tennial Park. Look forward to innovative arts programming including visual arts, music, film, theater, dance, public art, history, and historic preservation.

Hotel Bailey to open as Bailey contemporary Arts (BacA)In February, the Pompano Beach Community Redevelop-ment Agency (CRA) approved a contract with Creative City Collaborative, the organization that manages the Arts Ga-rage in Delray Beach, to operate two renovated cultural venues in Downtown Pompano — the Hotel Bailey in Old Pompano and the Ali Building on Dr. Martin Luther King, Jr. Boulevard/Hammondville Road.

Alyona Ushe, Creative City Collaborative Executive Director, has presented more than 300 concerts by international talent and emerging artists in Delray Beach and launched an array of signature series, including musical concerts, visual art exhibi-tions, theater programs, and educational and outreach initia-tives.

The team has already begun plans for phase one of the project --- opening the Hotel Bailey as Bailey Contemporary Arts (BaCA). In 2012, the CRA purchased the pigeon-filled building, and it is now poised to become the center of ar-tistic energy in Downtown Pompano Beach. The renovation is breathtaking, and will feature a dozen sunny studios for

visual artists, kilns, classrooms and galleries that can be transformed for various events including intimate concerts, film and improv. BaCA is destined to be a magnet for cre-ative energy.

The Creative City team will also open the first phase of the Ali Building later this year.

Pompano Beach cultural center coming soonOpening in 2015, in conjunction with a new Broward County Public Library, the new Pompano Beach Cultural Center will feature a cutting-edge performance and event space, Digital Arts and Media Center and visual arts exhibition space. The Cultural Center will inspire artists to experiment and will draw new audiences to Downtown Pompano’s Creative Arts Dis-trict. Innovative programming will celebrate the City’s diverse history and nurture budding cultural organizations. Cultural, literary and civic activities will be juxtaposed at a vibrant, walk-able hub and spill out onto a new Arts Plaza, across Atlantic Boulevard into historic Old Pompano and along Dr. Martin Luther King, Jr. Boulevard/Hammondville Road.

The City requested “iconic” architecture, and project archi-tects responded with a bold “inverted L” design for the new center, creating massing and structure that intertwines a central courtyard and breezeways to encourage cultural center and library patrons to intermingle and relax in the public Arts Plaza. At night, a translucent “glowing crown” will highlight the drama of activities at the Cultural Center and serve as a beacon of light for the Cultural Arts in the City of Pompano Beach.

The City plans to professionally staff the new Center in con-junction with exciting new programming at the Pompano Beach Amphitheater and to work with the Sample-McDougald House Preservation Society to integrate programming at the historic house and at other Cultural Arts venues throughout the City.

The City of Pompano Beach has hired a new

assistant fire chief. Chad Brocato was selected

by Fire Chief John Jurgle after an extensive

search involving a wide variety of candidates

from across the nation. Brocato was formerly

the fire chief for Deerfield Beach where he rose

through every rank to achieve the top position.

Following the merger into Broward Sheriff’s Of-

fice (BSO), Chad remained in Deerfield Beach,

serving as the district fire chief. On September

30th, he retired from BSO and applied for the

position in Pompano Beach.

Chad Brocato has over 23 years of experience

in the fire service.

His education and credentials include:

• Doctor of Jurisprudence (Law Degree) - Cum Laude, Nova Southeastern University in Davie

• Doctor of Health Science from Nova Southeastern University in Davie

• Master of Science in Medical Sciences - Honors, Nova Southeastern University in Davie

• Associate in Science in Emergency Medical Services - Highest Honors, Broward Community College

tions, Assistant Fire Chief Chad Brocato wrote

the following article on the serious and treat-

ment of different types of burns.

ver wonder why that blister forms when

you touch a hot stove? Our bodies are

not well-suited for tolerating high tem-

peratures. Our friends from the north

who venture to our beach and stay in the sun all day try to test

that theory. For example, a person with pale skin who stays

out in the rays of the sun often experiences what is known as

a first degree burn. In that case, the skin becomes red, pain-

ful and may show some swelling. In contrast, a second degree

burn more commonly occurs when the skin comes into contact

with an object that is very hot, like a stove or hot curling iron.

A second degree burn can also occur from exposure to a fire.

This type of burn is very painful, and it is common for the skin

to blister. In fact, the blister is a hallmark sign of a second

degree burn.

In more extreme exposures, the skin may be burned through

each of its delicate layers to develop a third degree burn. Ex-

posure to direct flames or contact with high voltage electricity

are some examples of how this type of burn occurs. Since a

third degree burn destroys the skin, it may appear charred or

have a gray color. A thick, hard scar may form at the site of

the burn.

While it is important to have a basic understanding of the types

of burns, it’s also a good idea to understand how much of the

body has been affected. A relatively minor first degree burn can

have a significant impact if it covers the entire body. Likewise,

a third degree burn (the worst type) is not as serious if it only

involves a portion of the skin that is the size of a dime. It be-

comes important for self-care and when calling the emergency

9-1-1 number to know both the degree of burn and the amount

of skin that is affected. You don’t have to use fancy terms to

n the news every day, you can almost count on reports describing disasters somewhere in the United States or the world…whether it be hur-

ricanes, fires, floods, tornadoes, water contamina-tion, snowstorms, toxic spills, terrorism, pandemic scares…the list goes on and on.

As you hear about these events, have you ever wondered how your City operates during such incidents?

When a disaster is imminent or has already oc-curred, all City departments and agencies must work closely together to save lives and protect property. This disaster preparedness team works together at the City’s Emergency Operations Cen-ter (EOC). The EOC becomes the central nerve point for the City where all city operations can be coordinated and greatly needed resources can be attained and utilized.

Recently, the City’s Emergency Manager, Kim-berly Spill-Cristiano, was able to facilitate the up-grading of the City’s EOC with new computers, displays and other needed tools through a grant provided by the US Department of Homeland Se-curity. Through ongoing planning, training and exercises, the City’s disaster preparedness team has enhanced its capabilities to better respond and recover from any type of disaster.

While the City of Pompano Beach has been for-tunate over the last few years, history reveals that disasters can and do strike our area. It is important to be prepared. describe the injuries. A basic description of what you actually

see is very helpful.

Basic treatment for burns includes stopping the burning pro-

cess as the first goal. From this perspective, you would remove

any jewelry that might retain heat and continue to cause injury.

Removing the person from contact with a hot object is also a

good example. The next step for first or second degree burns

affecting a small area of the body is to cool the area with tepid

(warm) water. The area can then be wrapped in sterile gauze

that is available from your local pharmacy.

Third degree burns or burns that involve a large portion of the

body should result in an immediate call to 9-1-1 for an emer-

gency response. While you are waiting for an ambulance, you

can still help the person. Avoid removing burned clothing. Look

for signs of circulation, like breathing, coughing, or movement.

If there are no signs of circulation, CPR is needed. If the person

is awake and alert, you can assist by gently covering the burns

with gauze that has been moistened with tepid water. If you are

unsure if the burn is serious or not, the best approach is to be

cautious and call 9-1-1.

There are also things that you should NOT do when caring for a

burn. Don’t use ice in an attempt to relieve pain. The ice can cause

additional damage because the skin has been injured. Do not ap-

ply egg whites, butter, or ointment to the burned area because

they increase the risk for infection. Also, don’t break any blisters

that form on the skin. The unbroken skin on a blister forms a bar-

rier to infection, which is lost if you break the skin open.

n 1947, almost four decades fol-lowing its incorporation, Pom-pano became Pompano Beach.

The name change was not unprece-dented; the nearby Town of Deerfield had changed its name to Deerfield Beach in 1939. The reasons for the change, however, were unique.

“It was all about utilities” said Richard Rogers in a 1971 interview. Mr. Rog-

ers, a beach resident in the 1940s was referring to the contentious issue between residents of the beach area and the City of Pompano in the immediate aftermath of the Second World War. And when he said it was all about utilities, he meant it was all about money.

As the global conflict was coming to an end, it was in-creasingly clear to many people that the oceanfront could not remain an unincorporated “colony” of Pompa-no. Beach residents and property owners may have had different ideas about what the coming years would bring – some wanted the beach area to be largely restricted to residential development while other foresaw a more commercial future -- but almost all recognized the need for a government that would oversee growth.

The City of Pompano was willing to annex the beach, but the sticking points were property taxes and the price of utilities. City officials feared that the cost of annexa-tion would not be offset by new revenues, while beach residents feared that the City would impose a surcharge on their utility rates. They also were concerned that Pompano would cherry-pick certain areas to annex, leaving others still without municipal governance.

As a way to insure that the City of Pompano would have to address the entire area, on June 15, 1946, a meeting was called by the Pom-pano Beach Improve-ment Association at the Pompano Casino to discuss incorpora-tion. Many of those at-tending had moved here from elsewhere and had little or no ties to Pom-pano. At that time, the State of Florida had fairly loose rules regarding incorporation and so when the attend-ees favored creating a new town to be named Pompano Beach, it was accomplished in short order.

Although the first town council (which included the aforementioned Mr. Rogers) was composed of some people who did not have long and deep ties to the area, it is significant that William L. Kester and M. A. Hortt, both of whom were well-respected businessmen with decades of history in the region, participated by serv-ing on a committee to draft a zoning ordinance. Some individuals might have considered incorporation a nego-tiating tactic, hoping to get a better deal from Pompano, but a few had a vision for the oceanfront that was much more upscale (similar to Hillsboro Beach) than would be possible if the beach area was part of Pompano.

The tactic worked as the Pompano City Council began to negotiate with the beach in a more serious manner. Perhaps it was instructive to the Pompano leadership that residents in both Hillsboro Beach and Lauderdale-By-The-Sea were also taking steps to incorporate.

Following a series of meetings to hammer out details, the municipalities of Pompano and Pompano Beach merged on June 16, 1947, along with the “no man’s land” in between, to form a new City of Pompano Beach. It was agreed that city services would be supplied to beach residents at the same price that was charged residents in other parts of the city. Under the terms of the merger, the existing officers of the two municipali-

ties were to remain in office, or draw their salary, until the expiration of their terms of office.

With the merger, the old town council was abolished and a commission-city manager form of government was es-tablished. In the 1947 municipal election, there were three polling places: the Pompano Casino on the beach, McNab’s Service Station at Federal Highway and Atlantic Boulevard, and Pompano City Hall. A total of 469 residents cast votes, which was about 80 percent of all registered voters in the city, and the first commissioners elected were Clyde Bland (mayor), Ted Hull, Joseph Allison, Albert Smoak and W. P. Fulbright. The first city manager was S. T. Sawyer, who served only a short while and was replaced by Horace P. Edmond.

The new municipality was a merger for the most part in name only, as the city was still controlled by the agricul-tural interests that had run the city since its incorporation in 1908. The second half of the twentieth century began de-velopments that would change Pom-pano Beach were already underway, and the beach area would become a focal point of change.

The Pompano Beach Historical Society will hold its

inaugural trolley tour of historic sites in Pompano

Beach on June 21st. The two hour narrated tour will

include not only such familiar landmarks as the Sam-

ple-McDougald House, the historic downtown and the

Hillsboro Lighthouse, but also a number of “hidden”

historic sites.

The tour will begin at 10:00 am at Founders Park (217

NE 4th Avenue, Pompano Beach). The park contains

a number of historic structures, including the

Historical Society’s restored Kester Cottages. The

cottages will be open to the public prior to the tour,

beginning at 9:00 am.

Tickets for the tour are limited and are $15.00 per

person. For information on the tour or to purchase

tickets, call 954.292.8040. The Historical Society

plans to offer the tours on a regular basis.

Clyde Bland (1890 - 1964) became the first mayor of the “new” municipality of Pompano Beach in 1947. Mr. Bland, who had previously served on the Pompano City Council, was a member of the old Pompano farming power structure.

The Pompano Casino was con-structed during the 1920s by the Blount brothers (William, George and DeVotie) at then eastern end of today’s Atlantic Boulevard. Despite its name, it did not house gambling ac-tivities; rather it was a place where residents and visitors would change into swimming attire and perhaps grab a bite to eat. Over time it became a venue for civic and social ac-tivities. It was here in 1946 that local residents gathered and decided to incorporate the beach as a separate munici-pality. The Pompano Casino was destroyed by a fire in No-vember , 1954.

By now most of you have seen all the progress and excitement going on in the City, and many of you may be wondering what all the excitement is about! 2014 will be the year of the CRA in Pompano Beach with many new proj-ects breaking ground and several coming to completion in the next few months! Here’s a recap of some of the larger

projects happening right now.

Ali cultural Arts center:Renovations to the Ali Building located at 353 Martin Luther King, Jr. Blvd are in full swing with

Phase 1 nearing completion in June 2014. A Request for Proposal (RFP) for Phase 2 which includes construction of the courtyard, parking lot and stage will go before the City Commission with tentative plans to start construction in June 2014. The full project should be complete in early 2015.

Hotel bailey:The Bailey Arts Center, located in Downtown Pom-pano Beach at 41-51 NE 1st Street, has been re-

stored with many of the original interior and façade treatments and is almost complete. This space will provide 15 independent artist studios, gallery space, and space for art and performance education. Attendees will rotate through time-tested curriculum that mixes music, acting, drawing, painting, clay, screen print-ing, dance and more! Registration for Bailey Summer Enrich-ment camps are available at www.bacapompano.org. A soft opening of the center is scheduled for April 16th at 5:30 pm.

731 retail Shoppes: The brand new 731 Shoppes are fully leased and scheduled to open in the Spring of 2014. This new

retail plaza will be the future home of Betty’s Soul Food, BG’s Catering, Edward’s Photoland, Your Financial Solutions, Realty Exchange Network, and Maneface Salon!

Old pompano & MlK Streetscape: Construction crews broke ground in January on the Downtown Pompano Streetscape project. This proj-

ect includes beautification of Martin Luther King Jr., Blvd/Ham-mondville Road between Dixie Highway and NW 6th Avenue as well as all of Old Pompano. Flagler Avenue is currently under construction and is planned to re-open in April 2014. All busi-nesses will remain open during construction. The projected completion for the entire project is Fall of 2014.

the pompano beach broward Sheriff’s Office (bSO) District is the very first bSO district to have a community Action team (cAt). the unit was formed three years ago with the vision of working closely with all city of pompano beach depart-ments and staff to detour crime beFOre it happens. the cAt unit consists of three deputies and one ser-geant. there is a wide range of functions that the cAt unit addresses including crime prevention through environmental Design (cpteD), community forums, workshops, community on patrol (cOp), fingerprint program, mobile home park program, festival events, church events, partnership with local businesses, and community outreach events.

One of the most popular cAt programs is cpteD. the goal of cpteD is to make pompano beach a safe and secure city utilizing crime prevention techniques. col-laborating with the Development Services Department, the cAt team applies the latest innovative security en-vironmental design techniques. An example of this is removing or relocating landscaping that is up against home or business that may provide a hiding space, al-lowing an individual to conceal themselves in order to break into a house or commit a criminal act when the home owner arrives home.

To utilize the new parking service, you must first register for free via the Pass-

portParking’s app or website, or by calling the local free number: 954.204.3844.

You can also register with the push of a button using Facebook.

Once registration is complete, you can pay for parking by using a mobile app,

calling the toll free number or texting your zone and space information. Mobile

payment parking also provides customers the option to receive text message

alerts and reminders five minutes prior to their time expiring. Customers will not

have to display any proof of payment as enforcement agents can view payments

through a wireless device or through the pay stations currently in place.

You don’t even have to leave your beach blanket to extend your stay on Pompano’s

beach. Use your smart phone to pay for parking and prolong your fun in the sun!

if you receive your water from the city of pompano beach you should have received your new statement utility bill. the city has finally done away with the old postcard bill. the new bill has more room to include de-tailed information about your wa-ter usage, including a compari-son to your usage the previous month and the same month last year. there is also more room to keep you informed about up-coming events and happenings within the city. perhaps best of all, there is a return envelope for those of you who like to mail your payment. For three years, City of Pompano Beach

employees have been raising money for

the American Cancer Society’s Relay

For Life. Each employee that wishes to

participate, has to “pay to play” by donat-

ing $5.00. Once the donation has been

collected, the employee receives a purple

Relay wrist band with permission to “dress

down”. While they are still required to

adhere to the City’s dress code, employees

have the opportunity to wear jeans on that

Friday. Paying to wear jeans is a great way

for employees to be part of something that

gives back to the community.

The City of Pompano Beach and Blanche Ely High School joined forces for a basket-ball challenge in an effort to raise funds for breast cancer awareness.

show of support, Pompano Beach Fire

Rescue wore pink T-shirts during the

month of October to encourage the

fight against breast cancer and to sup-

port all those who fight this horrible

disease each day.

As part of the city’s wellness program, a group of employees from the public Works and utilities Departments formed a Hoops For Health basketball team that plays bas-ketball after hours every week as part of the wellness initiative. they challenged the blanche ely High School Varsity bas-ketball team to a basketball competition to raise awareness as part of breast can-

cer Awareness Month. Although the city of pompano beach gave them a run for their money, blanche ely with the help of school principal Karlton Johnson, won the game with a final score of 93 to 90.

he City of Pompano Beach Office of Housing and Urban Improve-

ment (OHUI) is entering its third year helping Pompano Beach

businesses to thrive and create jobs. With help from the volunteer

professionals who serve on the Revolving Loan Fund Committee, seven

local businesses have received a total of $425,000 in loans. Repayments

from those loans are allowing OHUI to continue offering Revolving Loans of

$25,000 to $50,000, and sometimes higher, at the Prime Rate. Here’s how

the program works:

Using $500,000 of HUD Economic Development money, OHUI created

the Revolving Loan Fund. The Fund’s purpose is to help businesses grow

so they can create or retain jobs for low and moderate income persons.

Although the loans are much like private bank loans, the lower interest

rate reduces monthly loan payments. Lower monthly payments help cash

flow, an important ingredient for success.

Revolving Loan Fund loans can be used for a broad range of activities,

including working capital for inventory; machinery; equipment and build-

ing improvements. Any business located in Pompano Beach can apply.

Those located in the Enterprise Zone or the Northwest or East CRA may

qualify for additional incentives that will make their loan money go even

further. For example, a business in

the Enterprise Zone that puts its

loan towards building improvements

can get a refund of up to $10,000

for sales taxes on building materials

used in the project. The State of-

fers similar Enterprise Zone refunds

for equipment purchases and other

activities.

3. pompano beach children in the Arts piano competition } Each year children from Broward, Miami Dade and Palm Beach Counties come

together to compete in the largest children’s piano competition in Florida. Con-

gratulations to Kevin Deng, the winner of this year’s Steinway Virtuoso Award!

4. light up MlK } The Pompano Beach CRA kicked off the holiday season

with the 4th Annual Light Up MLK for the Holidays at Annie Adderly Gillis Park

with the lighting of the 36 foot tree! Sounds of the holiday season rang throughout

the park with a variety of local community based performances by local church

groups, mission groups and community members.

5. yuletide on Atlantic } To keep with tradition, the Yuletide Parade and

Celebration went back to Atlantic Boulevard. Congratulations 2013 Yuletide win-

The public beach is open 365 days a year. Swimming areas guarded 7 days a week 9 a.m - 4:45 p.m. During day light savings the guards extend their coverage until 6:45 p.m (early March to early September).

Restroom facilities, showers, picnic shelter and tables, barbecue grills, beach wheelchairs, and children’s playground are located on the beach.

The Municipal Pier, 222 N. Pompano Beach Boulevard, is open 24 hours a day. Food and beverages can be purchased at the Pier Concession.

The public beach has two beach wheelchairs which make the beach accessible to our special needs residents and visitors. The beach chairs are available seven days a week on a first-come, first-served basis. For more information go to Ocean Rescue Headquarters (50 N. Pompano Beach Blvd.) or ask any lifeguard.

Ocean rescuePompano Beach Ocean Rescue is a division of Pompano Beach Fire Rescue. The beach patrol consists of 17 full-time and 35 part-time high-ly trained men and women who protect swimmers along 1,200 yards of beach. All of our ocean lifeguards are certified First Responders or Emergency Medical Technicians who are trained to handle any emergen-cy and are equipped with full basic life support equipment such as AED’s and oxygen. Our agency’s lifeguard certification is provided through the United States Lifesaving Association. Ocean Rescue lifeguards receive additional training with Pompano Beach Fire Rescue. Our ocean life-guards also have extensive knowledge of the ocean and beach environ-ment and are always happy to answer questions from the public.

Special considerationsBoogie boarding is allowed everywhere on the beach, however, surfing is only allowed in designated areas. Wrist or ankle leashes are manda-tory. Stand up paddleboards have been interpreted to be the same as surfboards if inside the vessel exclusion buoys. Launching for stand up paddleboards is north of Lifeguard Tower 6 located on the north side of the municipal pier or south of Lifeguard Tower 3 located at the eastern Atlantic Avenue terminus. No craft shall be operated at a distance closer than 100

yards (300 feet) of the municipal pier. Stand up paddleboarders outside the vessel exclusion buoys are required to wear a life vest

Hobie cats, kite boarders, paddle and wind driven vessels can be launched at NE 13th and 16th Streets only and must stay 100 yards off the public beach. Boats (both sail and motor) must also stay 100 yards off the public beach. Vessel exclusion buoys are an added visual reference.

Boat and Jet Ski launching is available at Alsdorf Park on NE 14th Street Causeway and the Intracoastal Waterway. A playground and picnic area is also available at this site.

This article is required by the Federal Emer- gency Management Agency (F.E.M.A.) to sat-isfy provisions in the Community Rating System (C.R.S.) for reduced costs for flood in- surance.The following is offered to Pompano Beach resi-dents to help prevent and minimize the impact on lives and property caused by floodwaters.

Flood Hazard MapThe City’s Engineering Department has en- hanced FEMA’s Flood Criteria Map identify-ing flood zones for all properties in the city. The FEMA Flood Hazard Areas found within the City limits include Zone X, Zone AE, Zone AH, and Zone VE. The map depicts the flood hazard associated with any parcel in the City. A Summarized flood zones map is located in the Building Inspec- tions Division at City Hall and is available in electronic GIS format.

Flood riskAlthough we have been relatively fortunate formany years, the recent flooding on Halloween2011 reminds us of the possibility of a floodingevent without a major storm or hurricane. The risk of flooding within the City of Pompano Beach can increase by the presence of higher water levels within the Atlantic Ocean and the Intracoastal Waterway due to storm surge In general, property located east of State Road A1A within the City has been designated as a coastal zone which encounters greater flood-ing risk due to waves and storm surge during a significant storm event.

Flood Warning SystemThe City of Pompano Beach, in coordination with Broward County, has a warning system to notify residents of impending flood dan-ger. Warnings will be transmitted on public address systems such as the City’s website, CODE RED, television channel 78, telephone, and on a door-to-door basis. Listen for instruc-tions during times of flood risk.

Flood SafetyThese are precautionary steps to consider be-fore possible flooding:• Listen to radio or television for warnings.• Obey warning and evacuation instructions from disaster officials.• Know your evacuation zone and route.• Take your own essentials (food, toiletries, clothes, blankets, etc.).• Turn off the electricity and gas before leaving your home.• Bring a battery-operated flashlight.• Be careful at all times, particularly at night, and try to remain calm.• Do not drive through flooded roadways• Do not walk through flowing waters• Stay away from electrical wires

Flood insuranceMost homeowners’ insurance policies do not cover property losses due to flood waters. To

insure your property for flood damage, you need a flood insurance policy. If you do not have valid flood insurance, contact an agent immediately. Property owners can insure property; renters can insure possessions. The City of Pompano Beach participates in the National Flood Insurance Program (N.F.I.P.) to provide city residents with the initial quali-fication to purchase flood insurance. Flood insurance typically covers the building struc-ture but not the contents so verify your cov-erage for contents under your homeowner’s insurance. Please note that there is a 30-day waiting period after purchase before NFIP flood insurance coverage takes effect. We ap-plied to F.E.M.A. for participation in the C.R.S. program to enable our residents to qualify for lower flood insurance premiums.

property protectionThere are ways to minimize property losses from flood damage, including:• Move furniture and other household valu- ables to rooms or spaces in the upper story of a two-story dwelling or a location higher than the regular floor elevation in a single story home.• Place sandbags in strategic places around your property prior to flood status. When sand- bags are placed correctly at proper locations, they can slow up and divert flood waters.• Upgrading your property can include regarding your property to provide for on- site storage of stormwater runoff, installing an earthen berm along the perimeter, ret- rofitting the existing structure to be flood- proofed, or elevating the existing structure to raise the finish floor elevation.

Development permitsAll development (new construction, addi-tions, renovations, alterations to properties, etc.) in the City of Pompano Beach require a construction permit. The N.F.I.P. and the Florida Building Code require the entire build-ing to conform to the requirements for a new building when building repairs or alterations exceed 50 percent of the building’s market value. All applicable building permit applica-tions must conform to this requirement when submitted to the Building Inspections Division. The requirement may also apply if a building is substantially damaged. Before building on, al-tering, regarding, or replacing fill on your prop-erty, always check with the Building Division on any permit requirements. A permit may be required to ensure that the construction does not negatively impact adjacent properties. If an ongoing construction project within a City does not have a posted permit sign, please contact the City’s Building Division to report the possible violation.

Stormwater ManagementStormwater is managed through a system of pipes and drainage canals maintained regu-larly by our Public Works and Utilities Depart-ments. The Broward County Office of Envi-ronmental Services and South Florida Water Management District. Constant water flow through these canals, especially during heavy storms, is essential to flood prevention in the City. City and state laws prohibit dumping trash in waterways. Report violators to Public Works Department at 954.786.4060.

Natural HabitatNatural areas of the City provide a beneficial function by the reducing the potential severity of flooding. These natural areas typically the collect and retain stormwater runoff during rain-fall events and allow for the infiltration of storm-water into the natural ground surface, which can reduce the flooding levels within the de-veloped areas of the City. These natural areas also enhance the water quality of stormwater runoff by allowing suspended sediments and nutrients to settle during the retention period. State regulations protect those natural areas that help to reduce the risks associated with flooding. Along the beach, no new structures are permitted seaward of the Coastal Construc-tion Line without permission. Other restrictions protect some wetland areas from development.

rate reductionsOn June 11th, 1993, F.E.M.A. awarded the City with a Class 9 rating in the C.R.S. This rating earned Pompano Beach residents a five per- cent discount on flood insurance premiums. In September 1994, the City received official notification that Pompano Beach residents are eligible for an additional five percent discount, or ten percent total, on flood insurance based on the City complying with the requirements for a Class 8 rating in the C.R.S. In July 2012, F.E.M.A. awarded the City a class 7 rating so flood insurance policy holders in special flood hazard areas in the City will now receive a15% discount on their insurance premiums.
