c. Functional Classification Revision Request (pages 21-28) The Village of Homewood and the Village of Thornton have submitted a joint request to designate 175th/Brown Derby Road a local road.

REQUESTED ACTION: Approval of Resolution 02-15: A resolution supporting the removal of 175th Street/Brown Derby Road from Halsted Street to Ridge Road in the Village of Homewood and the Village of Thornton from the federal aid system.

5. 3. Agency Reports

a. IDOT Planning & Programming – Earl Dunn presented the April 14, 2015 IDOT South Region Management Monitoring Schedule, noting the following items: IL 50 at Vollmer Road traffic signal modernization and channelization project was awarded on March 6, 2015 to Austin Tyler Construction, Inc. for $1,752,295.86.

b. IDOT Local Roads –

Kevin Stallworth distributed the latest BLRS Status Sheet. He noted the following projects targeting a June letting: Calumet Park 124th St., Hazel Crest 183rd St., Hazel Crest 170th St., Lynwood 198th St., Markham California/Sussex Ave. Matteson Central Ave., University Park University Parkway. Glenwood Halsted/187th is targeting a July 2015 letting. South Holland Cottage Gr./US 6 is targeting a January 2016 letting.

c. Cook County Dept. of Transportation and Highways –

Stephen Vaughn reported that his role is now a community liaison for CCDOTH and asked that communities send him their concerns. He noted the following: Center Street is waiting for approval to advertise, 151st St. began on November 15. Gene Williams urged Cook County to acquire ROW for the final segment of Joe Orr Rd.

d. Illinois Tollway–

Bunny Anderson reported that the Tollway Board has agreed to seek an administrative rule change to increase speed limits on segments of road way along the Tri-State, Reagan Memorial and Veterans Memorial tollways. She noted that the Tollway will follow a process that involves engineering and traffic studies that will examine speed, crashes, access spacing, traffic volumes and congestion.

e. CMAP –

Holly Ostdick reported that CMAP received 120 applications totaling $600 million for the CMAQ/TAP program. CMAP staff anticipates about $250 million will be available. She also noted that, beginning this summer, the Future Leaders in Planning program will transition to a one-week summer format rather than its prior schedule of monthly meetings throughout the school year.

f. RTA – Andy Plummer reported that the RTA is participating in the Stand Up for Transportation Campaign, which has its goal the meaningful extension of the U.S. Highway Trust Fund. The joint CMAP local technical assistance/RTA community planning program call for projects will open on May 1 and close June 25. An information session will be held in June. The RTA submitted a CMAQ application for $5.5 million to fund access to transit projects. South suburban projects included in the application include: Midlothian, Richton Park and University Park. He also reported that the RTA conducted a TOD study in 2014 to gain a better understanding of the social, economic and demographic characteristics TOD areas. The study produced a number of recommendations for developing a successful TOD.

Jessica Rybarczyk requested communities notify Pace of any road closures due to community events or construction projects so that Pace can create detours and notify riders.

h. METRA –

Noe Gallardo reported on the status of capital projects in the South Suburbs. All project completion dates have been pushed back. Completion of the Flossmoor Station platform rehabilitation is planned for June 2015. The Hazel Crest Depot rehabilitation and the Calumet Station platform rehabilitation will follow, with an anticipated summer bid letting and fall construction. He announced that Metra will implement improvements to the Metra Rail-Time Tracker which will allow riders to see when the next train will arrive during special events and service disruptions and will include map representations of train locations. LCD passenger information screens will be installed in a number of stations this year. Metra will also issue a second RFP for Wi-fi on trains. The delivery of the final MED highliners will occur by the end of 2015, which will result in an entirely new fleet. Gallardo reported that ridership was up on every south suburban line in January 2015 vs. January 2014. The MED continued to have the highest percentage of on-time performance at 96.3%.

i. Active Transportation Alliance – Leslie Phemister reported that the Cook County Dept. of Public Health Healthy Hot Spots program application window will open on May 15. This program will pay for communities to develop a complete streets plan or policy.

4. STP Program Update –

a. General Program Information Thomas Vander Woude noted the ITEP and SRTS projects scheduled for the April 24 letting. He informed the committee that he had requested and received approval from the CMAP Council of Mayors Executive Committee for $3,043,984 in advanced funding to cover projects scheduled for the June and July lettings. An additional 15 project phases are programmed in FY 15 and will require advance funding to move forward. Vander Woude encouraged project sponsors to communicate with him regarding the progress of projects so that he can submit advanced funding requests as needed. Vander Woude explained the Village of Glenwood’s request for a cost increase of $145,000 total / $116,000 federal for the construction and construction engineering phases of the Halsted Street (IL 1) Intersection Improvement at 187th St. and to move the project to FFY 2015. The project is currently funded at $625,000 total / $500,000 federal in FFY 2016. If approved, the project funding will be increased to $770,000 total / $616,000 federal. The project is on target for the July 31, 2015 letting. The cost increase and schedule change were included in SSMMA’s advance funding request. The requested cost increase of 23% exceeds the 10% threshold set by SSMMA policy and requires approval by the Transportation Committee. On a motion by Gene Williams, seconded by Mike Einhorn, the committee approved the request for a $116,000 cost increase for the construction and construction engineering phase of the intersection improvement at Halsted and 187th St in the Village of Glenwood (TIP ID 07-13-0006) and the request to move that phase into FFY 2015. Vander Woude explained the Village of Matteson’s request that $240,000 in STP funds be shifted from the ROW to the Construction/CE phase of the Lincoln Highway & Kostner

Intersection Improvement. ROW is currently funded at $400,000 total / $320,000 federal in FFY 2015. C/CE is currently funded at $1,054,000 in FFY 2016. If approved, ROW will be funded at $50,000 total / $40,000 Federal and Construction/CE will be funded at $1,617,500 total / $1,294,000 federal. This project is targeting the January 15, 2016 IDOT Letting. The requested cost increase of 22% exceeds the 10% threshold set by SSMMA policy and requires approval by the Transportation Committee. On a motion by Gene Williams, seconded by Rick Reinbold, the committee approved the request to shift $240,000 in STP funds from the ROW to the Construction/CE phase of the Lincoln Highway & Kostner Intersection Improvement in the Village of Matteson (TIP ID 07-11-0042). Vander Woude thanked the committee for their approval.

b. TAG Recommendations Thomas Vander Woude summarized the April 3, 2015 TAG meeting and recommendations. He noted that the committee had received a request to increase federal participation from 50% to 80% for the construction phase of the IL 50 (Cicero Avenue) Streetscaping project from University Parkway to Steger Road (TIP ID 07-09-0025) project. The increase had been requested on the basis that the project was not a lighting project, but rather a streetscaping project. The TAG noted some inconsistencies SSMMA’s policy, voted to table the request and instructed Thomas Vander Woude to develop some alternative policies regarding the funding of lighting and streetscaping projects for review by the TAG and Transportation Committee. After discussion, the Transportation Committee agreed with this recommendation. Vander Woude then summarized a joint request from the Village of Posen and Bremen Township to upgrade 143rd/Spaulding Avenue from a local road to a minor collector street from Kedzie Avenue to Western Avenue. He noted that the project met all the criteria used to evaluate these types of requests including route length, logical termini, land use, spacing from parallel federal aid routes and traffic generators and that the TAG was recommending approval of the request. In preparation for the meeting, Vander Woude had prepared a resolution of support and requested that the committee approve Approval of Resolution 01-15: A resolution supporting the addition of 143rd Street/Spaulding Avenue from Kedzie Avenue to Western Avenue in Bremen Township and the Village of Posen to the federal aid system. On a motion by Mike Einhorn, seconded by Gene Williams, the committee adopted Resolution 01-15. Vander Woude summarized the discussion of proposed policy for securing additional CMAQ funding for South Suburban communities:. He recommended that SSMMA adopt a policy to fund Phase I Engineering for CMAQ applications that have tested well, but were rejected in favor of Phase II Engineering or Construction projects. This will prepare these projects for the next call for projects at which time project sponsors will be required to submit an application for CMAQ funding to cover subsequent phases. Because they tested well, we can reasonably expect that they will selected. This policy would apply only to this current CMAQ funding cycle and would temporarily suspend the restriction on STP funding for bicycle and pedestrian projects.

Vander Woude recommended that SSMMA identify a few regionally significant corridors within which multiple low-cost, high benefit CMAQ-eligible projects could be completed. SSMMA would work with the participating municipalities to identify projects within those corridors. Through an intergovernmental agreement between the participating municipalities, a single municipality would be designated the sponsor and would submit an application for STP funding to cover Phase I Engineering. Upon completion of Phase I, the sponsoring municipality would submit an application for CMAQ funding to cover Phase II Engineering, Construction/Construction Engineering and Right of Way (if necessary). Preliminarily, Vander Woude recommended the following corridors which are proposed Pace Arterial Rapid Transit Network corridors: • Halsted St. from US 30 to 134th St. • US 30 from Harlem Ave. to IN/IL State Line • Cicero Ave. from US 30 to 143rd Place • 159th St. from 84th Ave. to Torrence Ave. A discussion followed, during which it was noted that the Old Milwaukee trail through Crete, Steger, Chicago Heights and South Chicago Heights would be a good candidate for CMAQ funding. No formal action was taken, but the committee encouraged Vander Woude to continue developing this idea.

5. Planning and Programming Updates a. MFT Reduction

Thomas Vander Woude noted that in March 2015 the General Assembly and Governor passed Public Act 99-0002, which transferred $50 million from the MFT Account to the General Revenue Fund. This will result in a substantial one time reduction in March MFT distributions for municipalities.

b. TIGER 2015 Thomas Vander Woude called the committee’s attention to information about the 2015 TIGER program, noting the application deadline is June 5, 2015.

Dave Owen reiterated his opposition to the restriping of East End Ave from a 4 lane to a 3 lane cross-section Ed Paesel stated that there has been much discussion of a potential capital bill and that SSMMA will send out a request for projects soon.

6. Next Meeting –

Dave Owen stated that the next meeting is scheduled for 2:00 p.m. on Tuesday, May 5, 2015 at the South Chicago Heights Village Hall.

Advanced Funding Status Update

On May 19, 2015 the CMAP Council of Mayors Executive Committee granted approval for $320,000 in advance

funding, which is needed to cover the Homewood Intermodal Station Project. Details regarding this request can

be found in the following pages. An additional 14 projects are programmed in FFY 2015 and will require

advance funding to receive federal authorization.

Project Change Requests

Intermodal Rail Station Improvements

Village of Homewood

TIP ID 07-13-0021

The Village of Homewood requests a cost increase of $185,000 total / $148,000 federal STP for the combined

preliminary and design engineering of the Homewood Intermodal Rail Station Improvements. The station serves

Metra, Amtrak and Pace. The Village is working with SSMMA and the transit providers to participate financially

in this project and Metra has indicated that they can partially fund construction. The engineering is currently

funded at $400,000 total / $320,000 federal in FFY 2015. Metra has conducted a review of the station and

determined that more rehabilitation work is needed than had previously estimated. If approved, the project

funding will be increased to $585,000 total / $468,000 federal. It is anticipated that the funding for this project Agenda Page 9 of 33

an additional request would be necessary.

This is a 46% increase which exceeds the 10% threshold set by SSMMA policy and requires approval by the

Transportation Committee.

Sauk Trail Traffic Signal Installation

The Village of Sauk Village requests a cost increase of $74,000 total / $64,200 federal STP for the combined

Phase 1 and Phase 2 Engineering for the installation of traffic signals at Sauk Trail and Mark Collins Dr. and to

move this phase into FY16. These phases are currently funded at $50,000 total / $35,000 federal STP in the

Multi-Year B list. Construction/Construction Engineering is funded at $550,000 total / $385,000 federal in the

MYB list.

If approved, the funding for E1/E2 will be $124,000 total / $99,200 federal STP

The requested cost increase of 180% exceeds the 10% threshold set by SSMMA policy and requires approval by

the Transportation Committee.

Action Requested: Approval of cost increase and request to move into FY 16.

Claire Boulevard Resurfacing

139th St. to Kedzie Ave.

Village of Robbins

The Village of Robbins requested an additional $22,596.80 (federal STP) for the Claire Boulevard resurfacing,

which has been completed. The additional funding was less than 10% of the originally approved and

programmed cost ($316,800 federal STP) and is therefore within the limits of acceptability established by

SSMMA policy.

The approved Construction/Construction Engineering funding is now:

$442,793.19 total

$338,396.80 federal STP

The additional funding will be subtracted from the FY 16 mark.

SSMMA Transportation Committee

Resolution 02-15

A resolution supporting the removal of 175th Street/Brown Derby Road from Halsted Street to

Ridge Road in the Village of Homewood and the Village of Thornton from the federal aid system

WHEREAS, an approved resolution of support from a Council of Mayors is necessary to change a roadway’s

functional classification;

WHEREAS, the South Suburban Mayors and Managers Association has appointed a Transportation

Committee to review and make recommendations regarding transportation issues in the south subregion,

which encompasses thirty-five municipalities in both Cook and Will counties;

WHEREAS, the Transportation Committee is responsible for reviewing and approving the Council’s Surface

Transportation Program;

WHEREAS, 175th Street/Brown Derby Road from Halsted Street to Ridge Road in the Village of Homewood

and the Village of Thornton is currently designated a major collector road; and

WHEREAS, the Village of Homewood and the Village of Thornton have reached an agreement to vacate a

substantial portion of 175th Street and Brown Derby Road leaving the remaining road a dead end that will

no longer function as a collector road.

NOW, THEREFORE, BE IT RESOLVED that the South Suburban Mayors and Managers Association

Transportation Committee supports the removal of 175th Street/Brown Derby Road from Halsted Street to

Ridge Road in the Village of Homewood and the Village of Thornton from the federal aid system and its

reclassification as a local road.

Passed by the South Suburban Mayors and Managers Association Transportation Committee, this

2nd day of June, 2015.

RESOLUTION 01-15

RESOLUTION OF THE SOUTH SUBURBAN MAYORS AND MANAGERS ASSOCIATION APPROVING THE SOUTH REGION COUNCIL OF MAYORS

FY 2016 PLANNING LIAISON BUDGET AND SCOPE OF SERVICES

WHEREAS, the South Suburban Mayors and Managers Association represents 45

municipalities in southern Cook and eastern Will counties with more than 650,000 residents; and

WHEREAS, the Metropolitan Planning Organization (MPO) for Northeastern Illinois has

designated the South Suburban Mayors and Managers Association the Subregional Council for

southern Cook and eastern Will counties; and

WHEREAS, the Association will receive $236,815.04 in Federal Transportation Planning

(PL) Funds through the Illinois Department of Transportation for the funding of the FY 16 PL

Program (July 1, 2015 through June 30, 2016); and

WHEREAS, the attached scope of services has been developed which shows the PL work

activities required by the grant for FY 16; and

WHEREAS, the attached PL budget has been developed which shows the anticipated

expenditures and revenues of the PL Program for FY 16.

NOW, THEREFORE BE IT RESOLVED, that the South Suburban Mayors and Managers

Association approves receipt of transportation planning and grant dollars for the purposes

described in the scope of services; and

BE IT FURTHER RESOLVED, that the South Suburban Mayors and Managers

Association approves the FY 16 PL Budget of $236,815.04, funded with $156,139.78 from the

Federal PL Grant and $80,675.26 in required local match from the Association’s General Fund;

and

BE IT FURTHER RESOLVED, that this resolution be sent to the Chicago Metropolitan

Agency for Planning in order to process the grant agreement.

Council of Mayors – Planning Liaison Program

The Planning Liaison (PL) Program is funded with Federal Metropolitan Planning funds, as

allocated in the Unified Work Program (UWP). Local matching funds are provided by each local

Council. The PL Program receives Core Supplemental funds to assist CMAP, as the

Metropolitan Planning Organization for the Chicago region, in meeting Federal transportation

planning requirements including development of a Long Range Transportation Plan,

Transportation Improvement Program, and Congestion Management System. The PL Program

includes five general task areas described below that will be completed using the Core

Supplemental budget as allocated in the FY 2016 UWP.

Communication & Public Involvement

The PL program will be the basic communication link between CMAP and the suburban mayors.

PL staff will provide information about CMAP transportation policies, programs and initiatives to

local officials and stakeholders, provide feedback regarding those issues to the CMAP staff,

committees and Board and ensure that CMAP is apprised of regional and sub-regional issues of

importance to their communities. The PL program will be the primary public contact for local

government projects in the Interactive TIP Map. The PL program will actively work to assist

CMAP staff with the implementation of Go To 2040.

General Liaison

The PL program will provide staff assistance as part of the comprehensive regional planning

effort. This includes being involved in the CMAP committee structure, providing technical and

other support to help achieve CMAP objectives. The PL staff will participate in and provide input

on local planning initiatives as well as regional planning efforts surrounding the Transportation

Improvement Program, Congestion Management System, and Go To 2040, specifically the

CREATE program and other major capital projects, the STAR Line Mayors Task Force, the

IDOT Eisenhower Expressway (I-290) study, the Southeast Commuter Rail Service, the Cook-

DuPage Corridor Study, Tollway efforts (including the I-90 Corridor and IL 53 North Extension),

MAP-21 implementation/reauthorization, etc.

Program Development – Surface Transportation Program

The PL staff will facilitate the Surface Transportation Program (STP) at the discretion of local

Council methodologies while meeting federal requirements. The PL staff will assist in the

development of sub-regional annual and multi-year, multi-modal transportation improvement

programs consistent with regional strategies and will be responsible for programming STP

projects in the CMAP TIP database and for facilitating the implementation of projects through the

Illinois Department of Transportation.

Program Monitoring

The PL program will work with local officials, regional, state and federal agencies and

consultants to ensure the timely, efficient and effective implementation of transportation projects.

This will include providing regular project status reports as well as close coordination with

CMAP and IDOT staff for all locally sponsored projects. The PL program will be responsible for

Active Program Management, as well as review applications and assist in implementation for

locally sponsored STP projects. The PL program will take an active role in the Congestion

Mitigation and Air Quality (CMAQ) project application review, selection and implementation

process. Additional assistance, monitoring and review will be provided for the Safe Routes to

The PL program will provide technical support and assistance regarding transportation issues to

CMAP and local governments. It will provide data and analysis regarding issues of importance to

regional or sub-regional agencies.
