    Weve got to hand it to Houston andAustin for bringing in the scariest headlines.Well done.

    All of the above reports, with the exceptionof the WOAI Radio piece, dealt with theMemorial Day, not Fourth of July, weekend. TheWOAI Radio story was a vague item about theuly 4 holiday, which offered no statistics, and

    led with this example of non-reportage:Fourth of July was the best holiday

    weekend for the New Braunfels waterrecreation industry in 21 years, but boy did

    they leave a mess. All of the stories had a few things in

    common a sense of surprise that crowdscreate a mess, a take-for-granted attitude thatthe numbers the City reported were accurate, afailure to ascertain the commensurate increasein activity that precedes any litter situation,and a botched opportunity to ask why the Cityrefuses to manage the waste of river visitors,

    while it merrily manages the waste of thosevisiting the parks and downtown. Well breakit down for yall.

    Where There arePeople, There is WasteNowhere, at any time, in thehistory of mankind, havepeople lived without generatingwaste. We have landlls for just

    this reason. There will alwaysbe a sector of the population that

    disposes of their garbage improperlybecause they are awful people, and anotherthat litters because they are distracted. Casein point from my years working at Disneyland:

    Hundreds of sweepers attend to the MagicKingdom every day, doing nothing but pickingup garbage, often from owerbeds and otherplaces one wouldnt expect to nd it. And thatsin a closed environment where trashcans areplaced mere steps from each other. Theres noexplanation for the litter, other than as a forceof nature, personal responsibility seems tofade as people nd themselves in increasinglylarger groups. As the Third Reich showed us,

    feelings of guilt diminish when actual guiltspreads out. Its like Nutella.My time with Disney taught me that lack of

    personal responsibility shows up in other waysas well people who would normally wait fora green light to cross a street had no problemat all walking out in front of a giant horse, ora double-decker bus, or an old-timey car goingdown Main Street, USA, simply because theywere having fun, and because, as we all know,nothing bad can happen to you while yourehaving fun. Its group stupidity, and while I neverlitter, I know Ive walked in front of my share ofold-timey cars. Its the same principle at work.

    Disney has a choice in how they handlethese things. They can allow their horses totrample tourists to teach them a lesson, or theycan acknowledge the reality of the situation,and manage it. They know that smart peoplebecome less smart in groups, so they keep aneye out for the results of that less smartness.By the same token, the City of New Braunfelsknows that when people show up at LandaPark, or Hinman Island, or Cypress Bend, orthe rivers, that people will be in possession ofthings that will eventually need to be thrownaway, and those things will either end up in agarbage can or on the ground or in the water.Like Disney, the City has a choice too. Create asystem for handling waste, or complain aboutthe problems that ensue from not having one.

    you deal with at home ends up in your garbagecan, or simply accumulates on surfaces aroundyour house. Now, take away your garbagecan, and see how long before your homebecomes a living Hell. One day? Two days?

    Go ahead and try, and let me know when itbecomes unbearable for you. Wont be long.

    There are trashcans in Landa Park. Thereare trashcans at Hinman Island. There aretrashcans at Cypress Bend and all the otherparks. Remove those trashcans, and watchthe garbage pile up. It will. Because peopleleave stuff. The City knows this, acknowledgesthis, and does something to mitigate it in theaforementioned areas. Of course, they couldjust ban disposable containers in the parks andremove all of the garbage cans, and Id beinterested in seeing how that works out.A oatdown the Comal takes a few hours, with norestrooms or trashcans along the way . Imaginethe nightmare if restrooms and trashcans wereonly available in the parks every few hours.

    If we accept that human activity produceswaste, and that waste not managed results inlitter, it shouldnt be too difcult to see whatneeds to happen to keep litter from piling upin the rivers: either seize control of the riversfrom The Great State of Texas and ban allhuman use of them (likely impossible, yet aplan worth pursuing to some) or provideplaces to dispose of trash so it doesnt becomelitter to complain about later (easy).

    We know people are coming, and weknow that much of what they are bringingalong will become waste. There should betrash boats every 50 feet. There should berangers handing out empty mesh bags at theentrance to the river and picking up the fullones at the exits. There should be rangersstanding in the water where possible, taking

    trash from people oating by. There should bethese things, but there are not, because thishas never been about litter. Its always beenabout discouraging tourism, and nothing doesthat better than complaining about a litterproblem which was created by a refusal tocollect the garbage in the rst place. Photoopportunities and such.

    Perhaps we should all just have an

    honest discussion about the real problems:Bad behavior on the part of some tourists,bad behavior on the part of some locals,

    and bad behavior on the part of some riverarea residents that think they own the place.If everybody respected the fact that privateproperty is private, and public property ispublic, wed have no problems at all downthere. Thats a conversation worth having.

    Why Believe the Numbers?Theres no good reason to believe City Hallsinsistence that litter is up 438 percent. All theother newspapers noted above bought thatstatement wholesale. But this column wascreated from the discovery that back in 2011,the City outright lied about how much litterwas collected. They did it two ways:

    1) They reported every 60 gallon trashbag collected as 60 gallons worth of trash,even if they were as little as one-quarter full, (a400% fudge factor), and

    2) They reported trash collected frompark garbage cans as river litter. Take thatin. They reported thousands of gallons of landbased, properly disposed of trash as littercollected from the river itself,and used thosenumbers to create a political crisis. The riverwas being polluted, after all, by garbage incans hundreds of feet away from the water.

    If were going to treat garbage collectedas a reason for draconian action, I think weregoing to have to shut down, well, everything.Sorry, folks. It seems your ofce/restaurant/grocery store has produced some garbage.Youll need to close up shop.

    So forgive me if Im skeptical. City Hall

    has a well-documented history of creatingwaste numbers out of thin air and misreportingothers. I discovered these shenanigans while Iwas a reporter at KGNB, and started writingthis column shortly thereafter. If City Staff andCouncil hadnt played games with the numbersin order to inuence public opinion, this columnnever would have existed. Ouch. All thetrouble weve caused looking into corruption

    and incompetence at City Hall started with thetrash numbers. Talk about being in the rightplace at the right time! #gamechanger

    Of Utmost ImportanceHeres another item that needs to be addressed.Lets say that all the trash numbers are legitimate.Stop laughing. Seriously. Just just try and hold

    it together for a moment. Come on now.Lets say the numbers are legitimate. Ok,

    now Im laughing. Ok, wait.

    Alright. I m good. Ok, let s say thenumbers are legitimate, that this yearsMemorial Day litter take is indeed up 438percent over 2013s. There are two morevariables to consider:

    1) Is it possible that we simply had morepeople on the rivers, and theres no litter increase,and possibly a highly newsworthy decrease, when calculated on a per capita basis? Afterall, there were far fewer people on the riversin 2012 and 2013, and with a disposablecontainer ban in place, there should have beenzero litter to remove. More importantly

    2) What were the cleanup dates?Thats critical. Lets say last Memorial Day

    weekend had a cleanup the Thursday beforethe weekend, and another the Tuesday after(a ve-day window), and this year we had acleanup two Thursdays before the weekend,and another two Tuesdays after (a twenty-daywindow). The actual days dont matter here,so dont get caught up in that. What mattersis what the cleanup calendar looked like in2013, compared to the cleanup calendar in2014. We dont know which days, or howmany, are in those cleanup windows.

    If you want numbers that can belegitimately compared, those windows needto be identical, as do the man-hours. Nobodyhas addressed either, and the fact that othermedia outlets havent even raised the questionis disheartening. These are the key facts thatneed to be considered, and until we knowwhat they are there is absolutely no reason toaccept the Citys assertion that litter is up. No

    reason. None. At all.Its ok, though. We asked the City forthe cleanup dates and man-hour information.Stand by while they retroactively create it.

    New Braunfels vsThe NothingIn a surreal maneuver, the City of New Braunfels

    led an appeal recently, but no one is certainwhat case was appealed.

    The brief led with the Third Court ofAppeals in Austin does not mention the nameof the case, the court from which the caseoriginated, or the legal reasoning for theappeal, other than to mention no less than 163times that the City cant be sued.

    We cant be sued, the brief reads. Wecant be sued. We cant be sued. We cant be

    sued. We cant be sued.Besides the numerous mentions that theCity cant be sued, the ling also makesseveral bizarre and irrelevant arguments:

    1). A hypothesis about how many rabbitscould t into a sock. City attorneys answeredthat it depends on the size of the sock and thesize of the rabbits. We cant be sued.

    2). A lengthy discussion as to why the hubof a wheel appears to be going backwards.The argument concluded it was due to somekind of wheel magic. We cant be sued.

    3). Asked, Why dont girls like me? Is itbecause we cant be sued?

    4). Argued that New Braunfels is awashin demons and cans and the current situationmust be stopped.

    5). Wrongly claimed that the City was thebirthplace of jazz.

    When the Third Court of Appealsdemanded that the City Attorneys ofce

    name what case New Braunfels was actuallyappealing and why it was doing so, theAttorneys ofce replied in a letter that read, infull, Leave me alone.

    City ofcials say they dont know who ledthe appeal and are equally troubled about thematter. However, during a recent City Councilmeeting, ve members voted in favor of theappeal, arguing that they did so because theydidnt know what was going on.

    The Universe is ReallyFreaking Me Out Researchers from the physics department atthe University of Marijuana Studies (UMS) inBolder, Colorado, have shaken the eld with atheory that the universe is older than itself.

    Delivering their ndings at the recentSpooky Theoretical Physics Conference inVienna, the UMS team opened their discussionwith, Check this out, dudes.

    The researchers theory states that SpaceTime is all around us and the universe is, like,made of Space Time and is also in Space Time.

    And its, like, really, really heavy. So heavy,it, like, messes with Time and stuff. You knowwhat Im saying?

    While delivering their results to theconference, UMS members would often stareoff into space, eat pizza and, at one point,argued that if the universe were a pizza, whattoppings it would have.

    Stop arguing, team member Kyle Fortonsaid at one point. Everyones going to knowwere stoned. Eventually the research teamagreed that it would taste purple.

    Conference attendees were intrigued bythe theory.

    Well, they didnt actually offer any validproof to their ideas, said Gunter Claus, headof the physics department at the University ofMunich. But, I dont know, the universe is kindof weird like that. Is there any pizza left?

    Last year, UMS quantum physicists publisheda groundbreaking study, Think About It: On ThatLevel, Man, Everything Is So Small That Its Big.

    Everyone, out of the water!Rising to a new level of cognitive disconnect,the New Braunfels City Council passed anordinance that would allow people use of theComal and Guadalupe rivers, provided that noone actually enter them.

    Council members reasoned that sincecongestion on the rivers made it impossible foremergency personnel to reach people in troubleon the waterways, the only recourse would beto ban people from the rivers so that emergencypersonnel could reach them easier.

    City Attorney Val Acevedo advised councilmembers they could pass the ordinance because

    you are all powerful. We cant be sued.Some are accusing the City of simply trying

    to nd a way to keep tourists from coming toNew Braunfels. This accusation was also leveledagainst the City during its can ban ordinance,which continues to weave its way through thecourts after it was declared unconstitutional.Since the ban was ordered to be lifted, the City

    says it has picked up a million-billion poundsof trash out of the river, enough trash to stretchto where the angels live.

    The newest controversial ordinance comesfast on the heels of last months ordinance thatclosed off downtown to all people in orderto preserve the Citys unique and historicdowntown area.

    According to a City news release, bothordinances are tools designed to help localofcials and law enforcement do somethingabout this continuing people problem.

    Since I am a native exan and have

    lived here my entire life, I have never

    thought much about the number of

    arts and/or crafts that represent our

    fair state. I have seen giant exas stars

    for sale at antique stores, fairs, ea

    markets, etc. Because my job requires

    that I travel quite a bit, I have become

    friends with many people from other

    states and can honestly say they love

    their home states just as much as any

    exan. However, you dont see the same

    state-inuenced themes as you do in

    exas. Why is that?

    Proud but Puzzled

    Dear Puzzled: Everyone seems to have

    one of these metal monstrosities, but in my

    research I have yet to discover one person

    who remembers actually buying one. Almost

    everyone says they received their Texas-

    themed item as a gift, but can never recall from

    whom the gift came from.

    I have heard a number of horrifying tales

    regarding this strange phenomenon.

    Some months ago, I found in the

    basement a welded metal sculpture of a

    star surrounded by a circle, but I havenever been to Texas, said one 36-year-old

    Wyoming woman. At night I can hear it

    scuttle around down there. I refuse to go

    into the basement anymore.

    I spoke to one man who sold old pewter

    ware at various fairs in Englands Cotswolds.

    After locking up the goods in his van one

    night, he was aghast the next morning to ndevery pewter tankard and plate had turned

    into windmills each adorned, as usual, with

    the Lone Star.

    The worse part is that they arent even

    good windmills, he said. How am I supposed

    to sell these things? Theyre all shite.

    Of course, England is struggling with its

    own Union Jack virus problem.

    As of yet, I am not sure why this is

    happening only that it is, indeed, happening.

    But should we be scared?

    boat! So were forced to seek new ingredients and avors for our guests. I saw some perfect g

    while in port last weekend and knew I could do something special with them. Although thes

    ingredients may be uncommon to you, they can be found at your local grocery store and you

    can create a unique appetizer for your family and friends. Bon Appetit!

    Roasted Fig Salad

    1/2 cup extra-virgin olive oil

    1/4 cup sherry vinegar

    2 tbls sugar

    1 tsp salt

    1/2 tsp freshly ground pepper

    12 fresh gs, halved

    3 oz chvre (goat cheese)

    1/4 cup heavy whipping cream

    1 tsp fresh lime juice

    2 tsp chopped fresh chives

    8 cups spring mix salad greens

    3 oz thinly sliced prosciutto, chopped

    Whisk together rst 5 ingredients until blended. Drizzle 3 tablespoons vinaigrette ove

    g halves, and reserve remaining dressing. Grill gs, covered with grill lid, over medium-hi

    heat (350 to 400) for 2 to 3 minutes on each side or until tender. Remove from heat, and

    cut g halves in half. Cover and chill 30 minutes. Combine chvre and next 3 ingredient

    in a food processor. Process until well blended, stopping to scrape down sides. Toss greens

    with remaining vinaigrette. Spoon chvre mixture in the center of each plate. Top with gprosciutto, and greens.
