•  1989 National Defense Authorization Act –  President commits DoD to the War on Drugs

Ø  JTF-4: Key West, FL (now JIATF South) Ø  JTF-5: Alameda, CA (now JIATF West, Honolulu) Ø  JTF-6: El Paso, TX (now JTF North)

•  August 1995: AOR expanded to include the Continental United States (CONUS)

•  October 2002: U.S. Northern Command established –  OSD directs USNORTHCOM to review JTF-6 mission

•  June 2004: Commander USNORTHCOM directs JTF-6 transformation to JTF North –  Expanded Mission and AOR

•  September 2004: JTF-6 redesignated JTF North •  October 2008:

Ø  JTF-N OPCON to the JFLCC, US Army North Ø  NORTHCOM AOR expanded to include Bahamas,

Puerto Rico and the US Virgin Islands

Be the most effective integrator of DOD capabilities for Law Enforcement Agencies in support of

homeland defense

Joint Task Force North supports Drug Law Enforcement Agencies in the conduct of Counter Drug/

Counter Narco-Terrorism operations in the USNORTHCOM area of responsibility to disrupt

transnational criminal organizations and deter their freedom of action in order to protect the homeland.

Purpose:    Protect  the  Homeland  

Key  Tasks:  

Ø  Engage  DLEA,  US  Interagency,  and  Partner  NaIon  stakeholders  to  strengthen  relaIons  through  unity  of  effort  to  deter  and  disrupt  TCOs  

Ø  Support  interagency  mission  integraIon  through  visibility  of  all  NORTHCOM  CD/CNT  operaIons  -­‐-­‐  improving  synchronizaIon  and  integraIon  with  DLEA  

Ø  Enhance  DLEA  capacity  through  intelligence  and  informaIon  sharing,  operaIons,  training,  and  planning  support  

Ø  Increase  DLEA  ability  to  reduce  illicit  traffic  through  the  employment  and  integraIon  of  unique  DOD  capabiliIes  into  DLEA  operaIons  

Ø  Gain  and  maintain  Knowledge  Superiority  to  learn  and  adapt  faster  than  networked  threats  (TCOs)  

End  State:    Enhance  Drug  Law  Enforcement  Agencies  capabiliIes  to  more  effecIvely  disrupt  and  deter  TCOs  while  military  units  gain  valuable  mission  essenIal  task  training.
