SUBJECT: 2018 FINAL REVIEW AND AWARDS CEREMONY21 April 2018

a. The 2nd AJROTC Bn (Heights HS) will be responsible for the joint services color guard. The National (Heights), US Army (Heights), US Air Force (Westbury) and US Navy flags (Madison) will be carried. The Corps Colors Rifle Bearers (Heights) will be armed with M1903 Springfield rifles.

b. The Corps Colors will form centered on the Corps formation to the front of the 3rd Brigade.

c. Only the school colors (JROTC issued) and Honor Unit with Distinction Flag will be carried by individual units. The initial position of school colors will be approximately four (4) steps behind and centered on the school staff.

d. Each SAI/SNSI/SASI will ensure that color bearers carry colors correctly and that the color guard is properly instructed as per TC 3-21.5. All colors must be on 9.6 foot staffs.

5. Uniforms:

a. All male cadets (whether participating in the event or in the stands) will wear the issued cadet service uniform (short sleeve) with trousers and female cadets will wear the issued cadet service uniform (short sleeve) or skirt when worn for religious reasons. AJROTC male and female cadets will wear the issue beret only (No garrison caps). Cadets will not wear the neck tie/tabs due to warm weather considerations.

b. NJROTC and AFJROTC cadets (whether participating in the event or in the stands) will wear the summer uniform as prescribed by current CNET and Air Force regulations.

c. All authorized awards, decorations, and accouterments will be worn.

d. All Color guard units will, in addition to the summer uniform, wear chromed or school helmets, white gloves, white scares, black or white pistol belts, and black or white leather flag carriers. Spats are not authorized wear by any color guard members.

e. Instructors will wear the ASU,(long sleeve with jacket) or Service Equivalent uniform with appropriate awards and decorations.

6. Arms and Guidons: No arms or Company Guidons are utilized or brought to the stadium.

7. Time:

a. All units positioned on the Butler gym floor will conduct a rehearsal 0800 hrs, 21 April 2018. Following the rehearsal units will be given a break before reassembling for the ceremony.

b. All units will be positioned by 10:00 A.M., and brought to the "AT EASE” position.

c. When prompted, Brigade Commanders will bring their units to “ATTENTION”. Follow the prescribed script as shown for the 2018 FINAL REVIEW & AWARDS CEREMONY.

8. Formations:

a. Units (Battalion Commander, Battalion Staff, Color Guard and CSM/MCPO/CMSGT) will form on the gymnasium floor as shown in the attached Battalion Formation diagram. The staff (Personnel Officer, Operations Officer, Logistics Officer, and Executive Officer) will line up two (2) steps to the rear, at close interval, and centered on the battalion commander. The organizational color guard will form the third rank, four (4) steps to the rear, and centered on the battalion staff. The battalion CSM/MCPO/CMSGT will form in the fourth rank, one (1) step to the rear, and centered on the battalion colors.

b. All other cadets and instructors will have designated seating in the stands. Each school is authorized to bring a minimum of 50 cadets (10 on the floor and 40 in the stands).

9. Transportation:

a. Each school will be provided with one bus, paid for by the DJROTC Office. Buses will arrive at the Butler Field House NLT 7:45 A.M. on 21 April 2018. After unloading, the buses will park in the large parking lot adjacent to the WEST side of the field house.

b. Instructors will place signs on the front right windshield for identification. Buses not required will be released as soon as possible. Instructors are advised to record the bus number and get the name/cell phone numbers of the drivers for their assigned buses.

10. Special Instructions:

a. Though we are conducting the event indoors, JROTC instructors will conduct the applicable weather safety briefing prior to arrival at Butler, and take steps necessary to prevent dehydration and other health related incidents.

b. Senior instructors should consider the physical abilities and maturity of each cadet permitted to attend the final review. Senior Instructors should not allow cadets to participate in the Final Review who are not capable of adhering to the physical requirements of prolonged standing.

c. Senior instructors should consider individual cadet behavior prior to issuing permission slips. If a cadet is incapable of behaving in an acceptable manner, that individual should remain at school or at home.

e. Cadets should be reminded of the following:

(1) Hand-carried items such as purses, cameras, and cell phones are authorized for those cadets in the stands but they are solely the responsibility of the cadet. There is no place for proper storage or security of valuables.

(2) Cadets must be well groomed, shaved, haircut, and on their best behavior.

(3) One bus per school will be provided for their transportation to and from Butler Field House, and they are to utilize this transportation.

(4) Cadets must not bring any media devices IPODs, etc. to the Final Review. Correspondingly, cadets should not be seen with earphones, ear buds, etc. during this event.

f. SAI/SNSI/SASI are responsible for assuring that no cadets are left behind at Butler after the Final Review. The name of the instructor designated to stay behind at the Field House to check on their cadets will be submitted to this office NLT 19 April 2018. POC this action is 1SG Baines

INITIAL FORMATION

ANNOUNCER (Cadet Marenco): The announcer team this morning will consist of Cadet Cecilia Marenco – HSLJ, High School for Law & Justice and Cadet Nazirah Farach Rojo, Westbury High School, Houston ISD. The proclamation from the Mayor of Houston will now be read by (Cadet Farah Rojo).

ANNOUNCER (Cadet Marenco) I will now introduce the Corps Command Group consisting of the top cadets in the Houston JROTC Corps of Cadets as determined by a cadet evaluation board process. Please direct your attention to the front center of the formation to the Corps Group.

2. PRESENTATION OF THE COMMAND TO THE REVIEWING OFFICER

a. COT and staff take their initial post. The COT faces his/her staff and unit formations.

b. When the COT has taken his post, the COT commands: "BRING YOUR UNITS TO ATTENTION AND PRESENT ARMS."

Brigade commanders respond (in sequence): “BRIGADE, ATTENTION” & “PRESENT, ARMS.”[Colors will move to Attention, assume the position of “Carry Colors” at the command “ATTENTION”, and then slowly dip the Organizational Colors]

c. When all Brigades are at PRESENT ARMS the COT will salute then direct "BRING YOUR UNITS TO ORDER ARMS AND PARADE REST."

Brigade commanders respond (in sequence): “ORDER, ARMS” & “PARADE, REST.”[Colors will move to Order Colors, then Parade Rest]

d. When all units are at ORDER ARMS and PARADE REST, the COT faces the reviewing stand, and the Corps staff reverses.

e. The COT and Corps staff assumes the position of PARADE REST.9

3. PRESENTATION OF COLORS AND HONORS TO THE NATION

a. The COT directs "BRING YOUR UNITS TO ATTENTION."

Brigade commanders respond (in sequence): “BRIGADE, ATTENTION” [All Colors (to include Honor Unit flags) will move to Carry Colors]

The COT commands "ALL COLORS, CENTER (pause), MARCH." [School Organizational Colors ONLY will move by most direct route, to a position behind the Corps Colors]

On the preparatory command, “ALL COLORS, CENTER”, the Corps Staff faces to the left. On the command of execution “MARCH”, the Corps Staff marches forward to a position at the right front of the reviewing stand and conduct a right face.

ANNOUNCER (Cadet Farah Rojo): Ladies and Gentlemen, The Organizational Colors are formed with their respective battalions and will participate in “Honors to the Nation.”

b. The COT salutes the Reviewing Officer and reports: "SIR, THE COLORS ARE PRESENT."

The Reviewing Officer returns the salute.

The COT terminates his salute and executes about face.

The COT directs "BRING YOUR UNITS TO PRESENT ARMS."

When all units are at PRESENT ARMS, the COT commands: “COLORS, PRESENT ARMS”. The COT executes about face and over the right shoulder gives his Staff Present, Arms and salutes.

ANNOUNCER (Cadet Farah Rojo): Ladies and Gentlemen, please stand for the National Anthem sung by Cadet XXX from XXX High School.

"NATIONAL ANTHEM" will be sung without accompaniment.

c. Upon completion of the National Anthem, the COT & Corps Staff terminates their salute. The COT then commands, “COLORS, ORDER ARMS”.

d. The COT then faces about and directs: "BRING YOUR UNITS TO ORDER ARMS."

Brigade commanders respond (in sequence): “ORDER, ARMS”.

e. The COT then commands, “COLORS, POST - MARCH”.The Organizational Colors will execute an “About Face”. At the command “MARCH”, move by most direct route to their original unit positions.

The Corps Colors will conduct the Reverse March, Forward March, Right Flank March and move to a position in front of the 5th Brigade Command Group.The COT moves to his original position after the Corps Colors clears out.

f. The COT then directs: "BRING YOUR UNITS TO “PARADE, REST”.

g. Brigade commanders respond (in sequence): “PARADE, REST”. [Colors will move to Order Colors, then Parade Rest]

4. AWARDS

a. The COT is now facing the troops. The COT directs “PERSONS TO BE HONORED CENTER, MARCH." On the directive PERSONS TO BE HONORED, cadets designated for the awards formation enter from the Corp’s left entry and march across the front of the Corps formation and forms three ranks.

ANNOUNCER (Cadet Farah Rojo): The AWARDS GROUP has been formed to your front and will move forward to receive their awards. I will announce the award and the recipient prior to each presentation.

b. After the Awards Group is formed, the COT executes an about face then salutes the Reviewing Officer and reports: "SIR, THE AWARDS GROUP IS PRESENT."

The COT then moves to a position to the right of and facing the front rank or to the rear of the awards group (depends upon spacing).

As soon as the COT has moved, the Announcer reads the awards as they are presented.12

(1) First, the citation will be read, then, as each individual's name is called, he will move one step forward and remain there until all in the sub-group receive their awards.

(2) When all persons in each sub-group have received their awards, the left flank cadet will command: "RIGHT, FACE; FORWARD MARCH” and exit the formation area through the same door they came in.

First Rank

AWARD #1: The District Non-Service Weapon Drill Team Award, a (Rotating) gold plated Cup and a 1st Place trophy is awarded to the Heights High School Non-Service Weapon Drill Team for having won the most honors during the school year. A medal pendant is also presented for each member of the Drill Team.

AWARD #2: A trophy is awarded to the Bellaire High School Non-Service Drill Team for having won the second most honors during the school year. A medal pendant is also presented for each member of the Drill Team.

AWARD #3: A trophy is awarded to the Furr High School Non-Service Drill Team for having won the third most honors during the school year. A medal pendant is also presented for each member of the Drill Team.

AWARD #4: The District Unarmed Drill Team Award, a (Rotating) gold-plated Cup and a 1st Place trophy, is awarded to the Madison High School Unarmed Drill Team for having won the most honors during the school year. A medal pendant is also presented for each member of the Drill Team.

AWARD #14: Lamar High School earned the award for 2nd best Secondary Color Guard in HISD. They receive a trophy and a medal pendant for each member of the Team.

AWARD #15: Bellaire High School earned the award for 3rd best Secondary Color Guard in HISD. They receive a trophy and a medal pendant for each member of the Team.

AWARD #16: The JROTC Physical Fitness Trophy is awarded to Bellaire High School for having the top HISD JROTC Physical Fitness team in the Male Cadet Category. A medal pendant is also presented for each member of the PT Team.

AWARD #17: A Physical Fitness Trophy, second place Male Category is awarded to Scarborough High School. A medal pendant is also presented for each member of the PT Team.

AWARD #18: A Physical Fitness Trophy, third place Male Category is awarded to Lamar High School. A medal pendant is also presented for each member of the PT Team.

AWARD #22: The JROTC Sporter Marksmanship Trophy is awarded to Heights High School for earning the top HISD JROTC rifle team. A medal pendant is also presented for each member of the Rifle Team.

AWARD #23: The JROTC Sporter Marksmanship Trophy is awarded to the Scarborough High School for having the second best rifle team in the district. A medal pendant is presented for each member of the Rifle Team.

AWARD #24: The JROTC Sporter Marksmanship Trophy, is awarded to Bellaire High School for having the third best rifle team in the district. Medal pendants are presented for each member of the Rifle Team.

The All-District Top Three High Firers Award, Sporter Category, is awarded to:

AWARD #25: Cadet Carlos Lopez, Heights High School for having fired the highest aggregate scores in the HISD JROTC District Rifle Matches.

AWARD #26: Cadet Gustovo Gonzalez, Scarborough High School for having fired the second highest aggregate scores in the District Rifle Matches.

AWARD #27: Cadet Michelle Vidal, Scarborough High School for having fired the third highest aggregate scores in the District Rifle Matches.

AWARD #28: The Superintendent’s Trophy is awarded to the Houston ISD JROTC program exhibiting the highest degree of academic, leadership and community support acumen coupled with superior competitive team involvement in Drill, Marksmanship, Physical Fitness and overall program assessments. This year’s recipient of the prized rotating cup is XXX TBA High School.

c. After the Superintendent’s Trophy award, and the Awards Group has departed the floor, the COT and Corps Staff will come to Position of Attention, execute a right face, return to the center of the formation & halt, execute a left face and come to PARADE REST.

[During this part of the ceremony, LTC McGhee and the awards team will move to the respective Corps/Brigade Staff locations (starting with 5th Bde). The Brigade Cdr will call his/her Staff to ATTENTION to receive awards then resume the position of PARADE REST.]

AWARD #30: Each year the Outstanding First through Fourth Year Cadets are determined based upon results of the annual HISD JROTC Outstanding Cadet Leader Evaluation Board. The winners are promoted accordingly and are designated as the Corps and Brigade Staff. The 1st through 6th Place finishers in each year group will receive medallions indicating their place in this year’s competition. The winning 4th Year Cadets will receive a beautifully designed “shadow box” highlighting their accomplishments during their tenure in HISD JROTC.

AWARD #31: The Distinguished Leadership Award is also presented to the 4th Year cadet who finished 1st place in our annual Outstanding Cadet Leader Evaluation Board and has displayed the character and moral fiber indicative of such an award.

AWARD #32: The Willie M. Bratcher Distinguished Leadership Trophy is presented to the Unit of the cadet who has been selected as the most outstanding graduating senior and appointed to the position of Corps Commander. Lieutenant Colonel Bratcher, Director of JROTC from 1985 through SY 2001, for whom this award was established, will make the presentation.

Receiving this award on behalf of his unit is Cadet Flores, the district’s most distinguished cadet for school year 2017-2018. Also in attendance are Mr. Michael McDonough, Principal of Bellaire High School, the instructors CW4 Jennifer Collins, CSM Brian Briggs and SFC Christopher Souba.
