From November 1961 to November 1963, there were 34 protective researchises established or reactivated in the state of Texas, and given investi-itive attention . The following table summarizes this activity .

For a synopsis of each of the investigated cases, see the first fourections of the appendix, which follows .

In addition to the cases investigated during this period, there were 115'exas cases in which the subjects were not judged to present a current hazarderious enough to warrant investigation, but who would bear watching foruture indications of increasing risk . Most of these cases originated frometters, phone calls, and unwelcome visitors . A few representative examples,f uninvestigated cases are included in the final section of the appendix .

The trend in the volume of protective research information received haspeen continuously rising for many years . In 1943, approximately 9,000 items>f information were received ; in 1953, the total had increased to more than.7,000 items; and in 1963, the total exceeded 32,000 items .

ATE OF ORIGIN: October 30, 1963

ORIGIN : A student at North Texas State University reported infor-mation to the Dcn'con Police Department ; the Demo: : Police1);partment gave i-c `co the Dallas Police Department; andthe Dallas'Police Department contacted the Secret Service .

DETAILS : The student informant related that a fellow student hadasked him and several others to drive to Dallas and talkwith General Walker .

The subject and several otherswent to Dallas and here able to talk with General Walker:They were invited to return to Dallas for the U .S . DayRally, and later for Ambassador Stevenson's visit . Thesubject is supposed to have been present when theAmbassador was spat upon .

The Dallas field office made an investigation.

The subject told the informant that something was beingplanned for President Kennedy when he visited Dallason November 22, 1963 .

Pictures were obtained of the subject and others of thegroup, and were provided all security personnel (TradeMart, behind the head table, etc .) .

VALUATIY1 OFDEG= OF

DANGER : No threats were made . The subject is alleged to havemade derogatory r-marks, to the effect that he andothers planned to grub the President's d--- in theground."

ACTION : All security units were alerted and pictures provided.

UBSEQUENTACTIVITY: Investigation cc:n>>ieted on December 12, 1963, by the

Dallas office in Dcaton, Texas . Subject believed notto have been involved in any incident concerning thevisit of President Kennedy . Subject placed in "tripfile" for attention on any future trips.

Subject is alleged to have stated "we have somethingplanned to embarrasL< President Kennedy during hisvisit to Dallas, Texas ."

BACKGROUND OFSUBJECT : During investigation, subject denied making-a statement

about any incident manned for the forthcoming visitof President Kennedy. He alleged to be a former memberof the "Klan" in Arkansas and the National StatesRights Party, and is presently a member of the JohnBirch Society .

EVALUATION OFDEGREE OF

DANGER : Nothing was develoo,:d to indicate that the subjectshould be considered dangerous to the President .

The Protective Research Section was unable to associatethe letter with anir ki.o-:'i subject . The Dallas officemade an extensive inves - ,iLa`, on of directories, thePolice Department, and the Pest Office Department in aneffort to make an association . ALUATION OFDEGREE OF

DANGER :

The Dallas offico dcte:n .ned that the subject shouldreceive psychiatric tr--atment, although he could notbe considered dan erous at this time . The parentspromised that the subject would be given psychiatrichelp, and that they would advise this Service in theevent the subject took an interest in the President .

ACTION : Periodic checkups were not deemed necessary.

MSEQUENTACTIVITY: The Protective ReLcarcA Section requested a follow-up

investigation.

ORIGIN : The U .S . Air Forcc, Cu__^s:rell Air Force Base, providedthis Service with information that the subject madean angry telephone call and threatened the life of thePresident .

DETAILS : Investigation determined that the subject telephonedthe air base and complained about the sonic boomsdestroying his property and disturbing his family .

The subject denied threatening the life of the President,The air force allcEed that subject made the remark, "ifaction is not ta~ce. n to stop the booms, I will go toWashington and blow the President out of the state ."

On September 17, -1 u2, the subject called the White Housiand talked with an agent of this Service . He made thesame complaint aoou~- the sonic booms ; related that hiselderly mother was being disturbed; but did not makea threat at this time .

ORIGIN : A citizen reported co the FBI office in Amarillo thatthe subject, while at a brid=e party, stated that hewould donate $1,030 toward tho assassination ofPresident Kennedy . The F3I provided this informationto the U.S. Secret Service ; .

DETAIIS : Investigation determined that the subject is a reputableprofessional man in his community. The informant andthe subject have been at odds with ong another for years.When asked about the alleged statement, the subject saidthat he had been misquoted; `.-hat he actually had said "itwould be worth $1,000 to have Kennedy removed from office ."

ALUATION OFDEGREE OF

DANGER : Investigation revealed the subject to be a responsibleperson; a professional man ; well thought of by associates ;and no r6cord of mental illness . Subject was notconsidered a security risk or dangerous to the safetyof the President.

ACTION : Periodic checkups were not deemed necessary. Thismatter was discussed with the U.S . Attorney, and prose-cution was declined .

ORIGIN : Postal Inspector provided statements from postal e~-ployees relatin, that the subject remarked that hewould kill the President if he weren't married anddidn't have a family.

DETAILS : Subject denied making such a statement . He said thathe is an outspoken man and opposed to the Presidenton many political issues, but that he respects hisoffice and would never attempt to harm him physically.

VALUATION OFDEGREE OF

DANGER : Investigation indicated that the subject was "blozringoff steam." Assoc-iatus sta.ed that he is an outspokenperson, . but believe; 1L.rz to be a responsible lair-abidingcitizen of good repute in his community. No mentalillness was determined . Subject claimed he felt noanimosity toward the President and denied making adirect threat.

ACTION : Case was discussed with U.S . Attorney and prosecutionwas declined. Ire Houston field office did notconsider the subject to be dangerous, and checkupsnot deemed necessary.
