United nations Police Play an invalUable Role
Since UN Police are typically deployed into situ-
ations where trust in host-state policing is low
or non-existent, helping to restore condence isthe very rst task. But increasingly, UN Police are
being called upon to do much more.
The role o policing in peacekeeping operations
has expanded signicantly over the past decade.
Where once it was considered innovative or UN
Police to help Governments build or restructure
national police services, such mandates have be-
come more common. The more than 14,000 UN
Police currently deployed are deeply engaged in
acilitating recruitment, training, administrative
arrangements and the renovation o inrastruc-ture. They are helping Governments to set up
transnational crime units and carry out reorms o
security sectors. As these and other demands be-
come more technical, so does our need or more
specialized police ocers.
Given the growth o UN policing eorts in both
numbers and complexity, I welcomed the request
rom the General Assemblys Special Committee
on Peacekeeping Operations to report on the
unctioning o the Police Division and the chal-
lenges UN Police components ace in the eld. Myreport*, the rst on this issue, highlights the continuing need to proessionalize our approach, some-
thing that Ms. Ann-Marie Orler has made a hallmark o her tenure as the UNs top cop. The United
Nations also needs to establish a strategic ramework, provide better guidance and ensure that the
specialized knowledge we acquire is retained and reapplied.
Our uture eectiveness in this area also depends on our ongoing eort to ensure that at least 20 per
cent o UN Police are emale by the end o 2014. I am strongly committed to this initiative, and I am
encouraged that we are hal-way there. Achieving this goal will help us to engage more eectively
with women in post-confict settings. It is also essential or implementing Security Council resolutions
1325 and 1888, which called on the Secretariat to increase the number o women in eld operations,
mainstream a gender perspective and better address sexual and gender-based violence.
United Nations Police play an invaluable role in post-confict peacekeeping and peacebuilding environ-
ments. This magazine describes and brings to lie many o the important themes that were developed
in my report. I commend it to a wide global audience.

this opportunity to address the United Na-tions policing community. I am aware o theimportant role that United Nations Police areincreasingly undertaking in our operations.
First and oremost, I want to thank the menand women who have served under the UnitedNations fag as police ocers. You make impor-tant contributions to building lasting peace.Today we have more than 14,000 United Na-tions Police rom 86 countries. We are grateulor the ongoing support o the United Nations
Member States.
The role o UN Police continues to evolve, withan increasing demand or specialized capacitiesto ulll mandates to protect civilians, as wellas to create or strengthen national capacity toaddress challenges, particularly those relatedto community-oriented policing, transnationalorganized crime and border management. Sup-port or national police development is otencentral to our ability to hand over securitytasks to national authorities.
The rst multidimensional United Nations peacekeeping operation that I visited since ocially as-suming my unctions as Under-Secretary-General was UNMISS, the mission in South Sudan. There Iwitnessed rst hand the important training work that United Nations Police carry out to develop andstrengthen the policing capacity o this new country. Helping to build accountable and trusted policeservices is essential or security and rule o law, or the protection o civilians and or democraticgovernance. I look orward to consolidating and expanding this work in South Sudan and elsewhere inthe years to come.

PRoessionalism: Un Policing 2012The United Nations Police Division is coming into its stride. Following a decade o growth, with his-torical numbers o UN Police deployed in United Nations missions and an unprecedented number oproessionals hired by the United Nations to lead, manage and develop the work o these UN Policeocers, today we are beginning to see real change.
We are attracting and recruiting more specialized ocers. We are shaping the lessons learned into com-prehensive guidance or them to use when acing the tasks they are called upon to undertake. We areaddressing problems that arose ollowing such a rapid growth o the use o Formed Police Units and thestrong emphasis o many Security Council mandates or the United Nations to shit rom peacekeepingto early peacebuilding by helping to orm or re-establish national police services in countries wherewe are mandated to assist.
At the same time we continue to expand our expertise to build national capacities that can challengeorganized crime in post-confict settings, we are working in a number o countries on reorming policeservices and we assist the Department o Political Aairs in six missions, including in Libya.
In the case o Timor-Leste, where UN Police had an executive mandate since 2005 we are on the cuspo relinquishing and ully handing-over these powers to the Timorese. As the elections approach we areconsistently ocusing on our mentoring role and preparing to scale down our numbers. In an innova-tive approach, which is being copied in other missions including Liberia, the United Nations is hiring19 policing specialists who will stay or a longer period o time and continue to work with and netune the Timorese National Police and other UN partners as the United Nations peacekeeping operationbegins to drawdown.

In order to eld such expertise, in such great numbers, is not an easy task. And we know it can be donebetter and that is what we are striving to do.
We also need to ensure that each United Nations Police ocer upholds the highest moral and ethicalstandards. In October o last year the United Nations Secretary-General Ban Ki-moon hosted a screen-ing o the lm The Whistleblower, which depicts the shocking history o massive human rights abusesaided and abetted by some members o the United Nations Police working in the peackeeping opera-tion in Bosnia and Herzegovina at the turn o the millennium. I was glad that this lm was shownto UN sta and our Member States, but I was sad and rustrated to see such grievous violations ohumanity, morality and the law.
Over the last ve years every ocer has signed an undertaking upon his or her deployment to amission area, stating that he or she has read and understood the code o conduct or UN personnel.This undertaking restates the Zero Tolerance policy in the rst person, making each o these PoliceOcers personally accountable. This undertaking also states the consequences that these ocersmay ace i they do not comply. I speak to UN Police leadership in operations regularly and I call onthem to keep me inormed about preventive measures they are taking. But I strongly believe that more
needs to be done by Member States and by senior UN leadership in mission areas. We have to reachzero occurrences.
The United Nations Global Eort, to increase the number o UN Police serving in UN missions to atleast 20% by 2014, is also an important initiative to both help deter human rights violations by UNPolice and reach out to victims o gender-based violence in post-confict environments. Police servicesmust represent the societies they serve. We launched this eort in 2009 and since then we have raisedthe ratio rom 7 per cent to 10 per cent. An important part o this challenge is to have Member Statesincrease the number o emale police in their services in order to make it possible or more to be sec-onded to the United Nations.
Female police ocers play an important role as security providers, mediators, investigators and train-
ers in reconstructing police services around the world. They have a major impact as role models or thepopulations whom they serve.
With the strong support o Secretary-General Ban Ki-moon, who never misses an occasion to highlightthe need or more highly qualied women in the United Nations, and the Deputy Secretary-GeneralAsha Rose Migiro, who participated in the International Association o Women Police annual meetingthis year, the United Nations can reach its goal by December 2014.
I welcome all Member States working to recruit emale police ocers into their national services andhelping us nd highly qualied emale ocers or our peace missions. The Police Division will continueto make an extra eort to help Member States and will organize targeted regional trainings or emalepolice ocers throughout 2012 to ensure that they have the skills needed to join UN peacekeeping.

Un PolicingIn the 1990s some o the United Nations peacekeeping operations had a mandate to reorm, restruc-ture and rebuild national policing institutions and other law enorcement agencies, including those inBosnia and Herzegovina, Haiti and Mozambique. Since 2003 every United Nations peacekeeping opera-tion launched has included capacity-building as part o the policing mandate. Currently 15 out o the18 missions where UN Police are deployed include this work in their mandates.
These mandates entail activities that are generally undertaken in two distinct phases. In the rstphase assistance is provided to national authorities to help provide security and to assess policinginstitutions through specic unctions such as mapping the criminal justice and security sectors, insti-tutional assessments and through a census and identication o policing personnel.
In a second phase, specic capacity-building activities are undertaken such as support or vetting,training and certiying police and other law enorcement ocials in accordance with national andinternational standards. Critically, support is oten provided at multiple levels or institutional devel-opment, including by eecting changes to the policy and legal ramework, administrative procedures,personnel management and the provision o the nancial and material means to allow the concernedpolice and law enorcement agencies to ull their mandated unctions.
This section o the UN Police Magazine gives a diverse sampling, rom ve o the 18 missions where UNPolice are deployed, o the invaluable role that UN Police play in helping to build accountable policeservices. It describes the practical implementation o capacity-building and highlights some o theimportant partnerships that make this work possible.

In the second hal o 2011, ollowing the post-election crisis, UN Police working in the peacekeepingoperation in Cte dIvoire, acilitated the donation o $US 100,000 o equipment to the Ivorian PoliceAcademy, the Directorate o Territorial Surveillance, the Adjam Police District and the 1st District oPlateau Police Station.
Equipment was delivered through our separate Quick Impact Projects and included 41 computers, 41UPS units, 16 printers, 12 photocopiers, 12 scanners, 20 boxes o paper, 40 registers and 60 ink pack-ages. These projects were developed with the Government o Cte dIvoire to support essential securityservices. The material is used to increase the operational capacity o these security services.

UN Police in Cte dIvoire have organized many specialized trainings since the election crisis. An ex-tensive training was organized or 141 Ivorian police ocers working or the Directorate o TerritorialSurveillance (DTS) to reinorce their general inormation capacity. The training included an interactivemethodology to assist with inormation gathering.
UN Police also trained 70 Ivorian ocers rom the Technical and Scientic Police Unit in ngerprintingtechniques, judicial photography (the descriptive images and the crime scene) and criminal investiga-tions (methodology o the criminal investigation).

democRatic RePUblic o tHe congoIn the Democratic Republic o the Congo the UN Police have supported the Police Nationale Congolaise(PNC), with a nationwide census o active duty ocers. The goal o the project is to register, withdigital photographs and biometrics, all active PNC ocers. The registered ocers are given PNC iden-tication cards. This enables the Ministry o the Interior and Security to administer its work orce andensures that PNC ocers are accountable to the public they serve.
Other core reorm, restructuring and rebuilding tasks include: vetting potential police ocers, assist-ing with the selection and recruitment process based on proessional, academic, physical, medical andpsychological standards refecting the diversity o communities to be served.
UN Police assist with institutional development and training, they help to develop and implementpolicing policies and they address the legal ramework modiying local police practices to conorm toprinciples o democratic policing and international human rights norms and standards.

Between August and November 2011 UN Police helped to train more than 800 PNC police ocers inSouth Kivu to provide security or the elections on 28 November. These trainings targeted the MobileIntervention Group o the PNC and included practical training in techniques or public order manage-ment as well as techniques or maintaining and restoring public order.

Peace: KeeP it. bUild it.Strengthening the rule o law is critical to the maintenance o international peace and security. Asrecently stated by the Secretary-General, todays multi-dimensional peacekeeping operations include,
among others, specic mandates on police, justice and corrections, as well as security sector reorm,disarmament, demobilization and reintegration (DDR) and mine action. During my visit to Port-au-Prince in December, I witnessed that the rule o law remains a key challenge in Haiti, which is aectedby economic and nancial weaknesses and ragile security.
It is signicant that preliminary ndings o the application o our UN Rule o Law Indicators state that64 per cent o the population believes that the Haitian National Police (HNP) are relatively eectiveat controlling crime. This rst benchmark provides an important measure or uture perormance. Mostimportantly, UN Police supported HNP colleagues in the drating o the 2012-2016 HNP DevelopmentPlan, which sets out national priorities to ensure a broader based national programme with the ulti-mate goal o strengthening the rule o law in Haiti. Assisting with the earliest implementation o thisplan presents an opportunity to strengthen national ownership and improve security in the country.
The innovative Community Violence Reduction (CVR) programme, which orms part o a wider DDReort in Haiti, consist o a spectrum o community-based projects targeting urban neighbourhoods.Large-scale, labour-intensive projects employ youth at risk. Prison inmates are reintegrated into soci-ety. The programme also supports small enterprise start-ups and proessional skills training or women,the provision o legal-aid and sexual and gender-based violence reerral, as well as civil-military

One o the most important qualities thatany police service needs to successullycarry out its duties is the trust o the citi-zens it serves. In post-confict situationsthis trust is oten missing. In Haiti this hasbeen one aspect o policing that the Unit-ed Nations has addressed. To restore trust,UN Police have expanded Haitian NationalPolice (HNP) training initiatives and have
re-launched with Haitian police authoritiesthe HNP Vetting Process to ensure thatall police ocers know international humanrights standards.

At the end o October more than 2,000United Nations military, 600 UN Policepeacekeepers and more than a hundred Hai-tian National Police carried out a our-day
joint operation to target criminals operat-
ing in Port-au-Prince. Operation Hope,as the exercise was named, took place inthe Bel Air and Martissant neighbourhoods.The aim was to disrupt criminal activitiesand nd suspected criminal gang members,some o whom had escaped rom the cen-tral prison ollowing the 2010 earthquake.Operation Hope was requested and co-ordinated by the Government o Haiti to

demonstrate that criminal activity will not be tolerated. Following the our-day exercise a number ocriminals and suspected prison escapees were arrested. The operation was ollowed by the delivery ocivilian and military assistance missions in the neighbourhoods targeted.
b trEach new potential candidate or the HNP is screened. Haitian authorities, with assistance rom UNPolice, undertake a series o background checks. Each candidate must pass a rigorous written, physicaland medical exam. I successul, the new cadet becomes a part o a Promotion, which is a seven-month course designed to introduce them to policing standards and techniques and to sensitize themto community-oriented policing and rule o law standards.
UN Police have overseen 22 Promotions since 2004. The 22nd, which had more than 875 cadets washeld at the Police Academy in Port-au-Prince and was completed in May 2011. The 23rd Promotion,which is in the process o being launched, addresses Sexual and Gender-Based Violence (SGBV), rape,orced under-age marriage and spousal abuse. Cadets, who successully complete the seven-monthtraining, undergo a urther 12 months o eld training, beore they become non-commissioned police
ocers.
Specialized UN Police units that ocus on gender-related issues are in place to mentor the cadets romthe 23rd Promotion when they nish their basic training. Many o these ocers will be tasked withpreventing gender crimes.

UN Police organize specialized training courses with the HNP. In April 2011 a First Aid Instructor Train-ing programme was launched with support rom the Canadian international non-governmental AgencySt. Johns Ambulance. The course has a ar-reaching impact due to its train-the-trainer methodology.Over 1,700 HNP ocers have been trained and it is envisaged that another 7,000 will be certied in
the coming years. This course is designed to give rst aid training or rst responders so that policeocers have sucient knowledge to administer basic lie-saving techniques. All UN supported policetraining programmes are designed to build Haitian capacity.

The United Nations Development Programme (UNDP) unded a specialized investigations centre orthe National Police o Haiti (HNP). The installation includes video and audio recording equipment toenhance the operational capabilities o the Central Directorate o Judicial Police working in the PNH.Between August and October the new centre was used to train 80 Judicial Police ocers. Six UN Policeand a UNDP instructor taught Haitian police about gathering inormation rom suspects, investigatinga crime scene, collecting and saeguarding evidence and conducting searches.

In August 2011, the President o Haiti, Michael Martelly and the Director General o the Haitian Na-tional Police Mario Andrsol requested additional support rom the UN Police in Haiti to re-launch thevetting and certication process or all active HNP ocers. The 2010 earthquake destroyed the vettingdatabase that had been built rom 2006 to 2010 and only 10 per cent o the data was recovered. O themore than 8,500 dossiers lost, almost 3,500 background checks have now been completed and enteredinto the new database since the Government o Haiti made this request.

Two years ater the earthquake in Haiti more than a hal a million people are still living in InternallyDisplaced Person (IDP) camps in dierent parts o the country. This is a third o the original numberbut remains a serious concern or the Government o Haiti and the United Nations.
Approximately 400 UN Police ocers and hundreds o ocers rom the Haitian National Police (HNP)patrol the seven largest IDP camps and 70 smaller sites where displaced people continue to live. TheUNPOL IDP Unit is led by Commander Jean Pierre Synnett, who has overseen the implementation otwo crime ghting techniques to address and reduce criminality: crime mapping and environmentalassessment.
The rst approach was to respond with traditional policing. The UN and Haitian Police doubled thenumber o ocers patrolling. By increasing our presence in camps, we hope to deter any possibleexpansion o criminal activity, but more needed to be done, explained Synnett.
UN and Haitian Police began to map criminal activity with the objective o creating a database to iden-tiy what actions can be taken to prevent crimes. Because perpetrators will maximize vulnerabilities,identiying what types o crimes are committed and where they occur provided the UN and HaitianPolice with inormation or strategic solutions.

For example, many o the sex-related oences occurred around public washrooms and many oenderswere gaining access to the camp through broken exterior gates. UNPOL criminal analyst, Fatima Yigit,explains: Geographical and environmental assessments could provide insight into how better to pre-vent such crimes rom happening by reducing the opportunity and target actors.
One preventive measure, in cooperation with camp community leaders and help rom humanitarianagencies, was to ensure that there was proper lighting around public washrooms and that the wallsand ences around the camps were secure. Systematic approaches such as crime mapping and envi-ronmental assessment help reduce crime.

It all began with an idea and an empty water bottle in the basement o the Liberian National
Police (LNP) headquarters. Two UN Police ocers deployed to work in the Liberian National PoliceForensic Section to transer knowledge on rearms and ballistics, were discussing with Liberiancolleagues about how they could equip the orensic lab with a bullet catcher, a tool that will stopa bullet without damaging it, in order to match bullets to the weapons rom which they were red.
A bullet catcher is a common tool in many police orensic labs, but in Liberia in 2009 there wasneither a budget to buy one nor a substitute. The police ocers Joaquin Machado rom El Salvadorand David Hukportie rom Ghana and the Head o LNP Forensic Unit, Chie Superintendent AlphanB. Lumeh, began working together on theories to build one with material that was available inMonrovia.
Ater some experiments the team was ready to take their ideas to the United Nations engineering
base, known as Starbase. In the UN workshop, under the supervision o Mrs. Jean Dziuba, the Chieo the UNMIL engineering section, they built an apparatus capable o stopping a bullet shot rom anassault rife (AK 47) without harming the projectile. Since that project was completed the LiberianNational Police have been able to conduct ballistic print comparisons. This bullet catcher continuesto be used today.
As any law enorcement agency can attest, having the ability to do orensic testing on bullets takenrom a crime scene, greatly enhances the ability o police to determine what has taken place.

soUtH sUdanThe United Nations Mission in the Republic o South Sudan (UNMISS) was launched on 9 July 2011.Police capacity-building is an integral part o its mandate. Security Council resolution 1996 instructedthe mission to strengthen the capacity o the South Sudan Police Services through advice on policy,planning, and legislative development, as well as training and mentoring in key areas. In the broadercontext UNMISS was deployed to consolidate peace and support national peacebuilding priorities, coregovernment unctions, basic services, the establishment o the rule o law and the development o thesecurity sector.
Many o the best practices and lessons learned by the Police Division have inormed the capacity-building activities o this mission. Here is an overview o some activities.

Since 10 July the Police Division has deployed 382 UN Police ocers, rom 31 dierent countries, to
South Sudan. The UN ocers are deployed to the 10 States o South Sudan where 22 County SupportBases have been set up. O the 382 police, 64 or 18 per cent are emale ocers. The UNMISS Policemandate underlines strengthening the capacity o the South Sudan Police Service (SSPS) through ad-vice on policy, planning and legislative change, as well as training and mentoring in key areas.
In total, 900 UN Police ocers were mandated by the Security Council. Keeping in view the absorptioncapacity o the mission, deployment o the ocers will be done over three phases rom 2011 to 2013.In the rst phase, ending in July 2012, UNMISS will deploy 550 ocers in the mission area.

Since July 2011 UN Police in South Sudan have organized 65 training courses. More than 2,300 SouthSudanese Police ocers have beneted rom these trainings including 156 emale ocers. The train-
ings have covered all aspects o policing rom orensic investigation, criminal investigations, commu-nity policing, child protection, interviewing techniques, human rights and rule o law courses, customsadministration, gender awareness, highway motorcycle patrol training, trac accident investigation,trac management, data bank entry and others.
The Transitional Constitution o South Sudan has declared English as the ocial language. In orderto improve English prociency in the police, courses in English Language, Radio Communication andListening/Interviewing Skills are also organized. A special English prociency course was developed oremale ocers in the Special Protection Unit in the Western Division in Juba.
Basic police training was given to 550 SSPS Ocers in Rumbek and more than 700 ocers in Bor.
All trainings are organized with the South Sudanese Police Authorities and support or these trainingwas provided by UNMISS, the United Nations Development Programme, the United Nations Oce orDrugs and Crime and the Governments o Germany, Japan, Norway, South Arica, the United Kingdomand the United States.

UN Police concluded a three-month, motorcycle highway patrol training in September 2011. The course,which was launched immediately ater South Sudan became a new country, was aimed to equip theSouth Sudan police to oversee the saety and security o the 180 kilometre Juba Nimule Highway. Thehigh rate o road trac atalities on this highway is o great concern. With the support o the UnitedStates Government, which provided unding or the training and the motorcycles, UN Police quicklydeveloped and implemented this training course. The trained highway patrolmen, which include twowomen, will be based at three strategic locations along the highway.

A new bi-weekly radio programme called Police and the Community was launched by UN Police,the South Sudan Police Service and the UNMISS/Fondation Hirondelle radio station, Radio Miraya, inSeptember 2011. The programme encourages listeners to call the guest speakers, ask questions andshare inormation. Each programme delves into a specic policing topic, such as crime prevention,road saety, community-oriented policing, police obligations and responsibilities, some programmesdescribe the legal ramework o South Sudan, human rights and citizens rights. The goal o the series,beyond inorming the citizens o South Sudan about legal issues and ways to protect themselves, is tobuild condence between the SSPS and the communities they serve. As a best practice, UN Police haveused UN supported radio since the 1990s.

But we are also mandated to take action, she added.The mission had a strong human rights mandate and was set to monitor, investigate, veriy and reporton human rights. This means that we will have human rights oces in your states and in severalcounties and they will have to monitor the situation on the ground. I something happens, they areobliged to report on it.

sPecial Political missionsUN Police are working in eight special political missions in Aghanistan, Burundi, Central Arican Repub-lic, Sierra Leone, Guinea-Bissau, Iraq, Libya and Somalia, which are, with the exception o UNAMA in A-ghanistan, administered by the Department o Political Aairs. Most o these are assistance or integratedpeacebuilding missions and a small contingent o UN Police act as advisers to UN leadership on policingmatters, including on reorm, capacity-building and training. One recent example that demonstrates whatthis work entails is described in the report o the Secretary-General.

The Police Division worked closely with the Department o Political Aairs in planning the United Na-tions mission to Libya (UNSMIL) rom the earliest stages, with a special ocus on mentoring and advis-ing on the development o the Libyan police. Two UN Police ocers were deployed immediately aterthe Security Council authorized the ormation o the mission, and today there are three UNPOL in Libya.

In his statement, the Prime Minister said that this model police station, constructed with unds romthe UNIOGBIS helped the country to meet international human rights standards and reinorced its e-ort to develop community policing. He stressed that an important aspect o this new model policestation was its stang and specialized ocers who would ocus on gender-related policing and theprotection o citizens. The station will be staed with male and emale ocers, recently trained inpolicing practices, including techniques aimed at orging improved relationships with the communitiesthat they will serve.
The Bairro Militar police station is the rst o twelve stations that will be built around the country.This project is being undertaken in the context o a security and justice sector reorm project thatUNIOGBIS, the Peacebuilding Commission and the Government are implementing.
The Special Representative added that the Peacebuilding Commission would disburse $US 16.8 mil-lion to support the construction o police stations, court buildings, a legal training centre, projectsto address drug tracking and transnational crime and projects to assist women and young peopleto nd jobs.

United Nations Police Adviser Ann-MarieOrler stressed that emale police peacekeep-ers bring diverse skills to peacekeeping andact as role models demonstrating that wom-en need not only be victims but have a roleto play in the security o their communities.
Since its inception in 1915 the IAWP hasworked to ensure that womens lives are reerom discrimination and that their contributions are recognized and they are treated with respect anddignity. Given that the mission o the IAWP is to strengthen, unite and raise the prole o women incriminal justice internationally; working in partnership with the United Nations toward this end makesperect sense.
With a delegation o more than 50 emale police ocers rom United Nations peace operations, host-state police services and emale police ocers rom Police Contributing Countries, United NationsPolice Division participated or the third time at the IAWP Annual Training Conerence. The conerenceis attended by over 600 emale police ocers rom almost 60 countries.

inteRnational emale Police PeaceKeePeRaWaRd 2011UN Police ocer Shahzadi Gulam rom Pakistan was the recipient o the rst International Female Po-lice Peacekeeper Award in 2011. At a special ceremony at the opening o the International Associationo Women Police annual conerence, the Deputy Secretary-General o the United Nations Ms. Asha-RoseMigiro delivered the award to Ms. Gulam. The award, which was established by the International As-sociation o Women Police to recognise the contribution o emale police ocers in peace operations,was developed in 2010. Ms. Gulam was recognized or her overall career as a pioneer in her nationalservice, where she began working in 1985, and or her work as a emale police ocer in three UnitedNations missions, which includes two tours in Timor-Leste.
In 1997 Ms. Gulam was the rst Pakistani emale police ocer deployed to the UN mission in Bosniaand Herzegovina where she worked or one year. In 1999 she joined the UN mission in Kosovo or twoyears, in 2007-2008 she went to Timor-Leste as an UNPOL or one year and in January 2010 she ac-cepted a second assignment with the United Nations peacekeeping operation in Timor-Leste, where shewas deployed as a UN Police Team Leader.
On her most recent assignment, Ms. Gulam was co-located in the capital district o Dili in the Vulner-able Persons Unit (VPU) o the National Police o Timor-Leste (PNTL). In this position she has playedan exceptional role ensuring that suspected criminals are brought beore courts o law in a timelyashion. Shahzadi Gulam has shown enthusiasm, diligence and zeal in her work with the VPU, DiliDistrict, in a complex context. Timor-Leste is a post-confict country where domestic violence is themost common crime and where victims are oten challenged in presenting complaints and ollowing thelegal process. Despite these diculties UNPOL Gulam has played an exceptional role in supporting andprotecting vulnerable persons, explained Luis Carriilho, the UN Police Commissioner in Timor-Leste.

I was born in a remote village oPakistan in a predominantly tradi-tional, patriarchal society, she said.Against all the heavy odds I decidedto work as a police ocer. It was notan easy task in itsel.
First, Ms. Gulam joined the PunjabPolice, where she worked or the in-vestigation unit. Then she becamea member o the Punjab HighwayPatrol, where she was instrumentalin improving the provinces tracsystem.
In Bosnia and Kosovo I believe that Ibecame a role model or local women
and my example encouraged them tojoin their police. The newly electedPresident o Kosovo, Atiete Jahjaga,is a ormer police ocer. Her exampleshows that it is possible to crack andbreak the glass ceiling.
Ms. Gulam also spent time as thePakistani police contingent com-mander in Timor-Leste, where shewas in charge o 27 Pakistani ocers.
As UNPOL Team Leader with the VPUin Dili she has made headway with acase load o 411 pending investiga-tion. Within a year she had helpedto solve more than 70 o these cases.
As a UN Police ocer she is responsible or receiving and acting on complaints submitted by vulner-able people, especially women, children and those with disabilities. Beyond traditional police work,Ms. Gulam has taken on VPU duties such as seeking medical assistance or victims o child abuse anddomestic violence and addressing issues related to human tracking.
She was instrumental in involving a number o non-governmental organizations in assisting victims o
sexual assault and abuse. She has also enhanced the VPU with a child-riendly investigation room andadjacent garden and playground.
Timor-Leste is a typical post-confict society, where domestic violence is rampant, explained Ms.Gulam, who said her job is especially dicult when victims do not report to the police.
Many victims decline to provide testimony because they are araid or unaware o their rights. In re-sponse, Ms. Gulam has assisted with public awareness programmes about the Timorese law adopted in2010 which declared domestic violence a public crime.

Each UN peacekeeping mission nominated two ocers or the award. Ms. Gulam was surprised to bechosen, and passed the credit to her commanding ocers and PNTL colleagues.
My wish is that I do something good or the Timorese. I was away rom the mission at the time whenthe news broke. I jumped when I received the news, she said. To be honest it was my dream. Myriend told me about the IAWP. I looked it up and saw all the women rom Europe and Canada and theUnited States; I thought that I could never get this award.
sexUal and gendeR-based violence tRainingThe Police Division developed a series o regional United Nations trainings on Preventing and Inves-tigating Sexual and Gender-based Violence in post-confict societies based on the standardized UNPolice training curriculum.The training was designed or post-confict environments and prepares police ocers with a broadknowledge and skills base to assist their host-state counterparts in preventing and investigatingcrimes o sexual and gender-based violence.
The training is based on the UN Police Gender Toolkit developed by the Police Division in 2010. Modulescover a broad range and include understanding the dynamics o sexual and gender-based violence, prob-lem solving, mentoring and core skills such as crime scene investigation, interviewing victims and takeinto account preventive measures to protect vulnerable communities such as women and children whoare oten targets in post confict environments. The training explains accepted United Nations standards.
The rst training was held in June 2011 in the Philippines. Over a two week period 19 participantsrom 13 countries were trained to be able to return to their countries to present this new curriculumto police ocers beore they are deployed to a UN eld mission.

Other training-o-trainers courses were delivered in Rwanda in July and August, in Germany in Novem-ber and in Uruguay in December.
In 2011 more than one hundred police training experts rom more than 50 countries participated inthese courses. The Police Division is planning our in-mission training courses or UN Police ocers andhost-state police and ve regional training courses or police contributing countries in 2012 and 2013.

The UN Police Division designed and began the dissemination o a United Nations Police
Standardized Best Practices Toolkit on Gender and International Police Peacekeeping. It is acollection o proven good practices, checklists and standard operating procedures that canbe readily used by UN Police ocers in UN missions. The UN Police Gender Toolkit is aimedor the use o UN ocers at the strategic, operational and tactical level. In 2012 the PoliceDivision plans to roll-out an electronic training version o the Toolkit. Part o the moduleso this Toolkit are to be used by the police contributing countries and the UN InternationalNetwork o Female Police Peacekeepers to promote the Global Eort launched by the UnitedNations in 2009.

consolidating oRmed Police UnitsFollowing a review o Formed Police Units (FPUs) and increased demand to have them in missions,the Police Division has addressed the recruitment and training procedures or these units. Currentlythere are 60 FPUs deployed in six UN peace operations. One o the main areas o concern has been thereadiness o FPUs to undertake a wider spectrum o tasks which includes public order management,protection o United Nations personnel and acilities and support to police operations that require aormed response and may involve high risk.

The rst o a series o trainings or FPU trainers was held in November-December 2011 in Kadarpur,India. The six-week, specialized training was attended by 54 police ocials rom 23 countries. Thetraining covered essential police tactics and techniques, public order management and crowd control,shooting skills and sel-deence.
FPUs are an eective and ecient tool in support o national police and other law enorcement agen-cies. In recent evaluations, however, many units have been ound to be under-equipped, under-trained

and lacking in eective command and control arrangements. In addition, some o their basic equip-ment is missing or non-operable, such as armoured personnel carriers and expendable items, such asammunition, are not replenished in time. These deciencies seriously hamper the operational capaci-ties o these units.
This new training is the longest and most demanding. Participants undergo periodic testing and onlythose who successully complete the entire course will be certied as UN FPU Trainers. The Police Di-vision, in co-operation with the Integrated Training Service, is working to develop a global cadre ocertied UN FPU Trainers who will be able to prepare FPUs not only in their own country but will alsobe able to train in regional training centres and as part o multi-national Mobile Assistance Teamsworking in third countries.
Two other FPU training-o-trainers will be undertaken in 2012.

Proper pre-deployment assessments can increase the overall eciency and operational eectiveness o
FPUs deployed to eld missions. The Police Division is revising the guidelines on how Special Police As-sessment Teams (SPAT) evaluate FPU personnel. The SPAT assessment, which is a compulsory step priordeployment, comprises language, rearms, crowd control and others special police unction assess-ments. It also ocuses on the verication o the proessional background o FPU personnel and specicpre-deployment preparations, including training, received by the unit. SPAT teams provide advice toauthorities o the police contributing country on actions that can be taken to nalize the deploymentand strengthen pre-deployment preparation.
Current SPAT procedures were developed in 2006. Due to the new challenges and the revised FPU Policydated 1 March 2010, the guidelines now need to be modied.
The Police Division conducted a SPAT review workshop at the end o November in Jordan to solicit
input rom Member States, specically those States that are providing FPUs to the UN. Thirty-threeparticipants rom Member States and six FPU experts rom eld missions were consulted on the newguidelines. The discussions ocussed on a review o the selection criteria, assessment procedures, cer-tication processes and human resource management systems.

Transnational tracking has risen to a level that revenues or criminals can exceed the entire nationalincome o some developing states. Post-confict countries are especially vulnerable to being looted otheir natural resources or used as transit zones or all manner o contraband. Preventing these fows,which oten originate in the poorest countries and conclude in the richest, is an international respon-sibility and one that can only be tackled collaboratively.
There are several ways o going about this. Alongside Interpol, UN Police have been involved in theWest Arican Coast Initiative. This initiative has supported the creation o specialized TransnationalOrganized Crime investigative units within the national police o several o the countries o the region.In addition to investigating the crime locally, these units are starting to talk to one another. Fosteredby an international agency, these domestic police investigators seem to have taken on board the spirito international cooperation.
This kind o collaboration is especially important in a region like West Arica, where criminals cancross borders easily but where police remain constrained within their national jurisdictions. It is alsoimportant because the stakes are high. The region has been plagued by instability, and many o thecountries are both small and poor. Without international partnership, powerul criminals can enjoyvirtual impunity, despite the best eorts o the national law enorcement agencies.

I think we are only beginning to realize the potential o international police collaboration. Too oten,borders that are invisible to criminals are impenetrable barriers to us. We have made great progress international arrest warrants, 24/7 inormation sharing, the Commission against Impunity in Guate-
mala much o this would have been unthinkable in the recent past. But we have a long way to gobeore we have the ability to outmanoeuvre oenders wherever they may hide.
In a very real sense, all police are peacekeepers. The police have a unique ability to address the causeso conficts beore they erupt into violence. By dealing with community issues in a civil context, wecan reduce tensions. By promoting police reorm, we can help repair relations between the public andthe state. By helping incapacitate those who promote the use o violence, we can help promote stabil-ity. By ensuring public security, we can help thwart armed confict.
As the other international agency employing police rom all over the globe, Interpol would be an idealpartner in this and other police assistance work in countries where instability threatens but where warhas not yet occurred. We could work together on articulating police universals, including standards,
good practice, and codes o conduct. This is uncharted territory, and the potential is limitless.
But in the end, international police cooperation breaks down to relationships between people. As bothInterpol and UNPOL work to create a global community o police, we can pool our collective resourcesand transcend the borders that inhibit eective cooperation. This is the only rational response tocrime in a globalized world.

The Police Division continues to seek highly qualied police ocers to work in UN missions. The cur-rent UN Selection Assistance Team ocuses on language and driving competencies, as well as shootingskills (or armed police components). The Police Division is expanding the scope o the Selection As-sistance Teams so that they can capture more o the key skills required. There is a particular short-age o experts in specic areas: criminal investigation procedures, crime prevention, organized andtransnational crime, orensic analysis, human tracking specialists and experienced ocers who haveenorce land, air and sea border security.
With the expansion o UN Police mandates in the area o reorm, restructuring and rebuilding, well-qualied sta with expertise in change management, organizational development, nance, administra-tion, personnel and career management, training and human resource development are needed.
For longer term recruitment and to guarantee the highest quality ocers, the Police Division is estab-lishing posts within the UN or some o these positions. The availability o civilian posts will widen thepool o potential candidates to include police ocers in active service, retired police ocers, as wellas civilians. The UN Security council has recognized this approach in Timor-Leste, where there are 19proessionally recruited ocers who may stay beyond the peacekeeping mandate, and in Liberia whereup to 10 ocers are being recruited.
