VCAA BULLETIN VCE, VCAL and VET NOVEMBER 2011 3

Australian Curriculum and the VCE/VCALT h e A u s t r a l i a n C u r r i c u l u m , Assessment and Reporting Authority (ACARA) has begun to revise the first 14 draft courses for the senior secondary component of the Phase 1 Australian Curriculum. As part of this process, ACARA has written to each state and territory curriculum and assessment statutory authorities seeking their views on the draft curriculum design principles. The VCAA Board will be discussing this issue at its November and December meetings to develop feedback.

As I have discussed previously, there are more complex design issues for the senior secondary curriculum than there are for the Foundation-10 years. The most obvious and important issue is to be clear about the role and status of achievement standards for curriculum which is assessed and reported within the formal requirements of accredited certificates. As you would be aware, each jurisdiction has its own assessment, reporting and certification arrangements. Of course there are many underlying similarities but each have developed and evolved within their own settings. Consultations have been undertaken and decisions made which reflect local settlements. In principle, there is no reason why these cannot continue as we move to the delivery of common content in certain areas of the curriculum. On the other hand, the development of common curriculum may well lead to discussion and debate about the feasibility and desirability of moving to more common assessment, reporting and/or certification, building on the base of the common content.

The VCAA will be providing initial feedback on the design principles in their own right, assuming no other structural changes. We have a strong commitment to our existing two

CeO’s columncertificates which we believe provide excellent pathways suited to the range of students studying at Years 11 and 12 in Victoria. Our intention is to participate in the development of the curriculum content for the Australian curriculum and make judgments at the appropriate time about their incorporation into our certificates. Our first priority in 2012 will be to work with our schools and other key stakeholders in providing feedback on the revised curriculum drafts as they are produced for consultation. We will be notifying schools early in 2012 about opportunities to participate in consultation forums on the revised draft courses in English, Maths, Science and History as they are released for feedback. We will be also reporting on developments in the Phase 2 subjects at that time.

VCAA BulletinsA final reminder to all VCE teachers to subscribe to the online VCAA Bulletin VCE, VCAL and VET. It is your sure way to receive important information directly from the VCAA to your inbox.

End of year greetingsAs this is the final Bulletin for the year, I would like to thank all VCE, VCAL and VET staff for their continuing commitment and support. The successful provision of the many and varied courses for tens of thousands of young Victorians requires energy, expertise, cooperation and goodwill. I am happy to say we see all of this every day in our dealings with schools. I trust that you will all enjoy a richly deserved break and come back refreshed for the many challenges and opportunities that 2012 will bring.

Analysing your school’s VCe resultsThese sessions are designed to increase the knowledge and skills of school staff in accessing and using VCE assessment results information. This information can be used to:• identify strengths and weaknesses in your school’s VCE

performance against particular curricula• inform professional learning discussions with fellow

teachers around improving student performance.

Sessions on analysing your school’s VCE results cover information that will be useful at various levels within schools, from the classroom teacher (e.g. results on individual examination items) to the school leadership team (e.g. trends in study results).

These sessions are hands-on; participants will be given an opportunity to analyse their own school’s VCE results in the training room. Sessions will cover both the VCE Data Service (VCEDS) and VCE Examination Results Service (VCEERS) and are designed to be informative and practical for both new and experienced VCEDS and VCEERS users.

Where possible, schools are encouraged to send two staff members to a session; participants find it beneficial to discuss findings from their analyses with colleagues during the training.

Please note that, due to the number of PCs available in the rooms used for this training, places for each session are limited.

examination feedback survey

An online survey of examination feedback will be available throughout November to all teachers of Units 3 and 4 VCE

studies and scored VCE VET programs developed in Victoria. The survey will give teachers the opportunity to provide feedback on the 2011 end-of-year written VCE examinations. The survey is accessible at: www.asr5.com/vcaaor under ‘Latest News’ on the VCAA website.

All Units 3 and 4 teachers are encouraged to complete this survey, which will take approximately 10–15 minutes. Results will be used to provide feedback to examination setting panels and the VCAA.

VCe Review and implementation

VCe Assessment Handbooks 2012

The revised studies for implementation in 2012 are Accounting, Australian and Global Politics (formerly

International Politics), English Language, Industry and Enterprise, Media, Outdoor and Environmental Studies, Product Design and Technology (formerly Design and Technology) and Sociology.

An assessment handbook for each of these VCE studies is published for the accreditation period of the study and these are available from the VCAA website at: www.vcaa.vic.edu.au/vce/studies/futuresd.html

Assessment handbooks are no longer printed and distributed to schools.

VCE teachers should note that the companion document Administrative Procedures for Assessment in VCE Studies supporting study-specific assessment advice contained in assessment handbooks is located on the VCAA website at: www.vcaa.vic.edu.au/vce/generaladvice/index.html

VCe extended investigation – proposed studyIn 2007, the VCAA commissioned a report investigating the feasibility of an extended project option within the VCE. This report explored a range of both national and international education jurisdictions, in which a different form of independent research project had been incorporated into the senior secondary certificate. The report presented detailed case studies of the curriculum and assessment arrangements in six systems; investigated the feasibility of these models in relation to the VCE; and proposed a set of options for developing a similar type of extended study in the VCE.

In 2010, the VCAA commenced development of a study design for a new VCE Units 3 and 4 study that would provide students with the opportunity to undertake extended independent research.

8 VCAA BULLETIN VCE, VCAL and VET NOVEMBER 2011

VCe GeneRAl ADViCe

A reference group including schools was convened to discuss the draft of the new proposed VCE Extended Investigation study design and trial, and has met on several occasions.

Aims and structure of the proposed VCE Extended Investigation studyThe study is designed to enable students to:• construct rigorous, searching research questions• design and undertake an independent investigation• understand and apply research methods• undertake an in-depth learning in a chosen area of

investigation • develop as independent, critical and reflective learners• develop project management knowledge and skills• analyse and evaluate results• develop skills in written and oral presentation• use their learning experiences to support their personal

aspirations for higher education and career development.

The study is comprised of a Units 3 and 4 sequence: • Unit 3: Designing an extended investigation• Unit 4: Presenting an extended investigation.

2012 trial of extended investigation at Year 10An initial trial of a scaled down version of the study will occur in 2012 in thirteen schools. This will involve schools implementing key structural elements of the current draft of the VCE Extended Investigation Study Design, modified to suit local circumstances and available resources. This will provide the opportunity to conduct a ‘proof of concept’ trial with a focus on the proposed processes for external approval of individual research questions, the proposed assessment structure and the development of associated teaching and learning support materials.

2013 VCe extended investigation pilotPending the outcome of the 2012 trial, the VCAA expects to conduct a pilot of the VCE Extended Investigation in 2013.

In the latter part of 2012, schools will be invited to express interest in piloting the VCE Extended Investigation Units 3 and 4 study in 2013. It is expected that students who successfully complete the pilot in 2013 will receive an unscored Units 3 and 4 sequence for satisfactory completion purposes and will be eligible for an increment towards their ATAR. Schools will be notified of the expression of interest process through the VCAA Bulletin VCE, VCAL and VET.

VCe implementation – online sessionsThe VCAA is running two online sessions via Collaborate (formerly Elluminate), to support the implementation of the newly re-accredited VCE Outdoor and Environmental Studies and VCE Sociology. These online sessions are open to all Victorian government, Catholic or independent school teachers currently teaching or intending to teach these studies and are free.

VCe Achievers

Sienna Harris – timboon P-12 School

Sienna is passionate about the environment, in particular the ocean, and has been an active member of the local Coast Care and Surf Life Saving Clubs for many years. She has been described in the press as an ‘environmental warrior’ and the list of her accomplishments is long.

‘The beach has become my life and there’s no question that it’s going to be my career’, says Sienna.

Community-based achievementsFollowing her passion for the environment, Sienna attended a two-day Power Shift Youth Climate Summit at Deakin University in 2010 and this year represented the South West Victorian region at the Power Shift Youth Climate Summit in Brisbane. Power Shift is a project of the Australian Youth Climate Coalition – an organisation whose mission is to build a generation-wide movement to tackle climate change before it’s too late.

In Year 10 Sienna undertook work experience at Coastcare in Geelong under the Department of Sustainability and Environment. Coastcare encourages community volunteers to care for their coast and this inspired Sienna to launch a Regional Youth Coastal Network aimed at educating students about the beach and encouraging them to meet regularly to discuss actions they can take to preserve our wonderful Southern coastline.

Sienna’s involvement in Coastcare has opened other doors; for example, the opportunity to talk at a Western Coastal and Marine Forum at Deakin University and at the Bellarine Catchment Network Coastal Forum in Queenscliff last year. It also inspired her to consider a career in the area of conservation.

Last year Sienna was appointed a Youth Councillor on the Corangamite Shire Council. This is a new initiative aiming to give young people an opportunity to have a voice and provide input into local government policy and initiatives. She was a driving force behind the petitions to government to reverse its decision to cut the Tuesday bus service between Timboon, Simpson, Cobden and Camperdown, a service essential to connect rurally isolated youth, elderly and the disabled.

Other local activities for Sienna have included the Our PlaYce Program where she was involved in organising a Battle of the Bands competition and other Freeza events. The aim of Our PlaYce is for young people to identify a need within a shire and devise a plan to address it. As a member of the Corangamite Youth Council and Our Playce Team, she wrote and submitted an application for a Women’s Leadership Grant in order to run a local Women’s Youth Leadership Day; assisted with the organisation and running of the annual Corangamite Youth Achievers Awards, and helped to open a Youth Space in nearby Terang.

School-based achievements Sienna is both School and House Captain this year. She coordinated the school’s World Vision 40 Hour Famine program and regularly pitches in to help with a wide range of school activities such as musical productions, sporting events and canteen duty.

FutureSienna has applied for a Bachelor of Environmental Science degree course at two universities – Wild Life and Conversation Biology at Deakin University and Ecology and Sustainability at Griffith University in Queensland. ‘Whatever direction life takes me, I know I will fulfil my dream of becoming an environmentalist. I would like to be able to give back to my community and enlighten and educate others about the importance of protecting our environment.’

Angus Pritchard – Plenty Valley Christian College

Angus is committed to making a difference in the lives of others. Through his interactions with young asylum seekers he has cultivated friendships and sought to make their lives better while in detention. As a volunteer CFA fire-fighter, Angus is responsible for protecting the lives and property of those in his community.

Community-based achievementsAngus was inspired to visit asylum seekers in detention after researching the topic for a VCE English oral presentation. ‘I wanted to escape the hysteria generated by the topic and explore for myself what detention centres were really like. There are people who are very vocal about this issue, yet few have experienced detention centres firsthand.’

On his many visits Angus was deeply moved by the plight of the detainees. Most were Hazara Afghan boys aged 16 to 18, alone in detention after escaping war and persecution. Many did not know whether any of their families were still alive.

The detainees rarely received visitors their own age so Angus was a welcome guest.

He describes the atmosphere at the centre as tense, and many of the boys were stressed and depressed about their confinement. Also the detainees only receive schooling on three days out of 25. So to improve their daily lives in detention, Angus persuaded his school’s art department to run lessons.

Like many teenage boys, Angus and the detainees bonded over sport. This inspired him to organise a soccer match between them and students from his school. Angus worked hard to persuade the detention centre management of the benefits the game could have on the detainees’ morale. ‘The detainees were really excited by the idea because it gave them something to look forward to. The game also inspired ongoing friendships between my school friends and the boys from the detention centre.’

Some of the asylum seekers Angus befriended have been released into community detention where they can now work and study. Angus still maintains close friendships with them; he has

taken them on tours around Melbourne and has been invited to a premiere of a documentary featuring some of the former detainees.

For two years Angus has been a volunteer CFA fire-fighter for the Diamond Creek Fire Brigade. He is the youngest member of the brigade where he is training to extinguish different types of fire. He also educates the community about fire safety. ‘I love my work. There have been a few wake-up calls at two in the morning to attend traffic accidents in the cold and rain, but despite that I find it very rewarding.’

School-based achievementsAngus is coordinator for the school’s Youngbloods Youth Donor Program, which involves encouraging and organising students to donate blood. ‘By getting students to donate with their friends, it makes this potentially unpleasant experience easier to deal with and it also develops civic pride’.

Angus has been a House Captain for many years, leading and encouraging his House in many sporting competitions. As male valedictorian, Angus will speak at a school presentation on behalf of his Year 12 peers.

Future plansNext year Angus would like to study for a degree in Bio-medicine at the University of Melbourne. After that he hopes to become a doctor in the Defence Force or work for Médecins Sans Frontières (Doctors Without Borders). ‘I really want to work as a doctor in the remote areas of Afghanistan, but all my Afghan friends think I’m crazy!’
