1. INTRODUCTION

1. The Central Mekong Delta Connectivity Project (CMDCP) will improve connectivity in the Mekong Delta Region and provide efficient access from Ho Chi Minh City to the Southern Coastal Region through construction of two cable stayed bridges across the Mekong River and associated roads: Component 1 – Cao Lanh Bridge (2.4 km) and approach roads (5.4 km); Component 2 – Interconnecting Road (15.7 km); and Component 3 – Vam Cong Bridge (2.97 km) and approach roads (4.08 km).

2. Resettlement Plans (RP) have been approved, for Dong Thap Province & Can Tho, City by ADB on 5 April 2013. A RP Addendum for a new access road in Tinh Thoi commune (Dong Thap Province) was approved on 24 November 2014. ADB also approved detailed IRP for Dong Thap Province and Can Tho City on 17 March 2015.

3. A Social Action Plan (SAP) has also been prepared and approved by ADB on 7 May 2013 and MoT on 4 July 2013. Finally the HIV/AIDS and Human Trafficking Prevention Program has been approved by ADB in June 2013 and by MOT on 26th August 2013.

3. CIPM is the representative of the executive agency (MOT) and is responsible for internal monitoring. As per agreed RPs, CIPM has to submit quarterly monitoring report to ADB and MOT. This report constitutes the resettlement & social monitoring report No.6 (QR#6).

2. OBJECTIVES OF INTERNAL MONITORING REPORT (IMR)

The objectives of the monitoring program are (i) to ensure that the standard of living of AHs are restored or improved; (ii) to monitor whether the overall project and resettlement objectives are being met; (iii) to assess if rehabilitation measures and compensation are sufficient; (iv) to identify problems and risks; and (v) to identify measures to mitigate problems.

5. The range of activities and issues that need to be recorded and verified, include:

Compensation, allowance payments and delivery of assistance measures to AHs;

Re-establishment of AH settlements and business enterprises;

Reaction of AHs, in particular, to resettlement and compensation packages; and

Re-establishment of income levels and living of AHHs

6. QR #6 covers the period from mid-December 2014 to end of March 2015. During this period, the External Monitor conducted a mission (5 to 16 January 2015) and provided CIPM with recommendations. Answers to the EM comments have been sent to ADB/DFAT in February 2015. ADB/DFAT also provided comments on the QR#5 in January 2015. Answers to these comments have been sent in February 2015.

3. STATUS OF LAND ACQUISITION AND RESETTLEMENT ACTIVITIES

3.1 Status of Resettlement Activities

7. A total of 1,773 HH (1,515 HH in Dong Thap Province and 258 in Can Tho City) are affected by the project. Compensation is now completed at 98.2% for the whole project (98.2 % in Dong Thap Province and 98.0% in Can Tho City). 31 HH are not yet compensated due mainly to pending grievances. Annex 4 presents the reasons why these HH have not been compensated. 90 HH (5%) didn’t yet handover their land; most of them are building new house and will handover when their

house will be built.

8. Civil works started for all packages now except package CW3B. Table 1 presents the status of resettlement activities.

3.2 Relocated Households

9. A total of 565 HH will need to relocate as their house is totally affected and their remaining residential land is not viable. 349 HH opted for self-relocation and 213 to relocate in a serviced resettlement site. 3 HH didn’t yet decide.

10. At the time of the preparation of the report, only 23 HH relocated in a RS and built a house among a total of 207 HH who received a plot of land in a RS (see Table 3). 184 HH didn’t relocate yet even if they received compensation and handed over their land. Reasons for not building a house on the plot allocated are the following: i) some HH kept the plots as an investment and are planning to sell the plot; ii) some AH want to keep the plot for their children; iii) some HH find plots in resettlement site too small for their family.

11. Annex 2 presents cases of HH who received a plot but didn’t move to a RS (see cases #3 & 4 in An Binh & Tan My communes).

3.3 Status of Payment of Compensation

12. Compensation is almost completed for all components (98%). The total compensation costs for Dong Thap province is VND 884.5 billion (41.2 M USD). Compensation was made under the Government and Province budget (part of component 1 and component 3) and under ADB OCR loan (part of component 1 and component 2). Up to now disbursement reached 840.1 billion VND (39.2 M USD).

13. In Can Tho City, compensation was done under the Government and City budget. The total resettlement compensation cost is VND 212.1billion (9.9 M USD). Up to now the Government has funded VND 178.4 billion (8.3 M USD).

3.4 Status of Land Hand Over

14. Among the 8 packages, all have been awarded and 7 received Notice to Proceed (NTP) and are under construction; only package CW3B didn’t receive NTP.

3.4.1 Package CW1A

15. Package CW1A is the package which experiences the more serious delays regarding compensation and handover of land.

16. There are 17 Households (4,684 m2) in An Binh commune, 7 HH (4,017 m2) in Ward 3 and 3 HH (6,563 m2) in Tinh Thoi commune, who didn’t handed over their land to contractor due to grievances or land dispute. Most of the HH who lodged grievances are located along NH 30 in An Binh commune.

17. This situation leads to difficulties for the contractor to implement civil works in some sections of the package (construction of the Linh Son and Tinh Thoi bridges, temporary bridge for the Dinh Chung Bridge).

18. The resettlement task force is struggling to solve some cases, especially the case of Mr.

Nguyễn Văn Hủ (Linh Son bridge) and the case of the Huong Thao Petrol Station along NH 30.

19. For Linh Son Bridge, the case of Nguyễn Văn Hủ who refuse to hand over his land is now reviewed by the Supreme People’s Procuracy of Vietnam (see Annex 3 p45, Ward 3). His land was sold by public auction due to non-reimbursement of a loan at the bank and the new owner received compensation. Mr. Nguyễn Văn Hủ claims that his land shouldn’t have been sold and he should have received compensation.

20. The case of the Huong Thao petrol station also lasts for more than one year and hampers works for the contractor. 5 HH (5 brothers and their family) are living in the petrol station which is still in operation. An agreement was reached in December 2014 and compensation plan was submitted to Dong Thap PC on 15/12/2014. However the owners have now new requests: i) Same compensation rate for all land (not divided into categories or raise of 10% of compensation for land if CHFLD is keeping 2 categories. According to them because the petrol station is a special business, compensation should take this into account. On 20 March 2015, PC of Cao Lanh District met them to reach an agreement. The report on this meeting is under preparation.

21. New compensation rates have been issued for Le Minh Chi wood factory and the Huong Thao petrol station (raise from 4.950 to 5.860 M VND/m2). These new rates for residential land will also apply for the other HHs along NH30 who have residential land affected. CHLFD submitted additional compensation plans for 25 AHs based on these new rates in March 2015. Appraisal Committee reviewed the additional compensation plans on 19 March 2015 and is preparing a report to CHFLD for the revision of the compensation plans. The 9 AHs who complained are included in the 25 AHs and already agreed with the new compensation rates for residential land.

22. Even if most of the cases are now solved or being solved soon (except Mr. Nguyễn Văn Hủ and the Huong Thao petrol station), it will take time before HH will hand over their land (i.e. delay for approval by PPC, compensation to AHs and relocation of AHs). Approval of additional compensation plans is expected by the end of April.

23. Regarding the area under a local road project (bypass of Cao Lanh City, see QR #5) which is partially used by the ramp to the interchange, Dong Thap PPC and CIPM agreed to consider these HHs as AHs under the CMDCP and will request use of ADB loan to compensate them (see section 4.4).

3.4.2 Package CW1B

24. For the Cao Lanh Bridge (package CW1B), all land has been now handed over to the contractor for both the northern and southern sections (Tinh Thoi commune).

25. The 3 HH along Provincial Road 848, in Tan My commune were compensated in February 2015 and finally handed hand over their land to contractor in early March 2015 after 2 years of negotiations. This situation affected the construction area at P24 & P25. Construction started now for

these 2 piers.

26. Eight different compensation plans were prepared by CHLFD and submitted to Dong Thap PPC for approval during the negotiation and numerous meetings were necessary with the 3 HH over a 2 years period to reach an agreement.

3.4.3 Package CW1C

27. Construction started in January on this section. 6 AHs still didn’t handover their land due grievances (at the interchange with PR 849). 5 of them want the project to acquire all their land. Change in the design is considered as it is small land acquisition for 5 of the HH. There was no progress since the last QR for this package.

3.4.6 Package CW2C

30. Construction started in January 2015 for this package. 42 HH still didn’t handover their land as presented in Table 11.

31. Delay in handover occurred along NH80 (Binh Thanh commune) where 38 HH didn’t handover their land. They are waiting to build new house before handing over their land. Handed over is expected by the end of April. 2 HH in Dinh An commune will also handover their lance once their house built.

32. 2 HH complained about the compensation rates for residential land along NH80. They request compensation rates between 2.5 and 3 M; current rate is 1.8 M VND/m2. SIAC, the independent valuer, made a new survey and confirmed the rate of 1.8 M VND/m2. CHLFD explained the results of the survey to the 2 HH. The 2 HH however maintained their complaint.

3.4.7 Package CW3A

33. In section of package 3A in Dong Thap province, all 207 HH have handed over their land. For section of package 3A in Dong Thap Can Tho City 100 % of land (including Gentraco affected area) has been handed over to the contractor and civil works are ongoing). 109/110 AHs received compensation; among the 109 AHs, 57 own graves only.

3.4.8 Package CW3B:

34. 144/148 HH have been compensated and 108/148 HH (73.5%) handed over their land. 39 HH have not yet handed over their land (15 HH along the 1.5 km section). Contract has been awarded for this package but NTP has not yet been issued.

3.5 Obstacles on the Right-of-Way

35. Several infrastructures (electric lines, telecommunication lines, water supply pipes etc.) are not yet relocated for all components. Annex 4 presents the obstacles on the Right-of-Way (ROW). These obstacles hampered the progress of civil works in most of the packages.

4. OUTSTANDING RESETTLEMENT ISSUES

36. This section presents the outstanding issues regarding resettlement.

4.1 Land Assets in the 4 Interchanges

37. At the 6th PCC meeting on 11 November 2015, CIPM explained that the 4 interchange and intersection loops should not be acquired at the moment as it is at initial stage of the project implementation and the fund for compensating this land has not yet been clarified. During the April review mission it was agreed that DDIS will update the costs estimates for land acquisition and will develop alternatives, if feasible, to acquire the entire area of the land within the loops. The information will be available for the next PCC meeting planned in August 2015.

38. HH who have land in the interchanges start to be affected by the construction progress. 2 HH pointed the lack of water (cases # 14 & 15) due to the closure of irrigation channels. Some HH have also problems of access. Decision to acquire the loop is expected by all HH as well as local authorities.

39. DMS was already conducted in 2013 for HH located in the loops of the interchanges. Among the HH who are eligible to the IRP (losing more than 10% of productive, vulnerable HH, business affected) most of them (85%) are already eligible to the IRP and choose an income restoration activity. Most of the HH affected by loss of agriculture/garden land in the loops are also affected by the RoW or the ramps of the interchanges. 21 HH located in the loop are not yet included in the IRP list but will be eligible once the clearance of the loop will be decided (see Table 12).

40. Annex 1 presents the list of these 21 HH. As the IRP will start soon, it is recommended that these HH will be included in the list of eligible IRP. However, official approval from CIPM and ADB is required. These HH could be included in Phase 2 or 3 of the IRP implementation in Dong Thap Province.

4.2 Thoi Thuan RS

finally reached an agreement in December 2014 regarding costs and transfer of funds.

42. Funds were transferred on 30 January 2015 to the owner of Thoi Thuan RS. The owner of the RS completed infrastructures and allocated for relocated HH. HH can start to build house anytime now. However by the end of March 2015, no HH started to build house.

4.3 Access Road for Ward 6 RS

43. The main access road to Ward 6 RS is under construction; however, a house belonging to the army has to be moved. According to CHLFD, no fund is available in 2015 to remove the house. Construction is now stopped for the main access road.

44. A new access road is now completed from a local road (see photos below). The road to reach the RS, from this access road, is under construction and will be completed by the end of May 2015. Once completed, the 19 HH, who were allocated a plot in the RS, could start to build house.

4.4 HH Affected by Local Project

45. In An Binh commune, the DOT of Dong Thap province planned to build a 15 km bypass of Cao

Lanh City. The start of this bypass is located at the location of the interchange with NH30. Compensation started in 2010; land was cleared however the project stopped due to lack of funds.

46. 4 HH were identified in the QR #5; however on some land, several houses are built and are considered as AH (i.e. family of Mrs. Nguyen Thi Ba who owns the land include 5 houses belonging to different family members). Finally 10 AH are now identified.

47. Most of the HH under the local project were compensated in 2010 and handed over their land. However the 10 AHs refused compensation due to low compensation rate for residential land (PPC rate proposed is 1.2 M VND/m2; compensation for AH under the CMDCP was 4.95 and now 5.8 M VND/m2).

48. These AH were not considered as AH under the CMDCP because compensation plans were prepared under a local project, before the approval of the CMDCP. There is a lack of fund currently to compensate these AHs from local budget. Dong Thap PPC and CIPM agreed to use ADB loan for compensation. However official confirmation is needed from CIPM/ADB regarding the use of ADB loan for these 10 AHs. Once confirmed, these 10 AHs will be considered as AHs under the CMDCP.

49. In March 2015, CHFLD submitted compensation plans for these 10 HH. In these compensation plans, the same rates as AHs under the CMDCP applied. The Appraisal Committee reviewed the additional compensation plans on 19 March 2015 and is preparing a report to CHFLD for the revision of the compensation plans. If CIPM/ADB confirmed the use of the ADB loan to compensate these HH, the compensation plans will have to be modified (new compensation plan to be under the CMDCP).

50. These HH will also be entitled to the IRP if they are eligible (i.e. landless HH). Table 10 presents the characteristics of these 10 HH. Annex 2 presents 2 cases in this situation.

51. Regarding the HH with young children who built a temporary house (see QR #5) behind their family land, the HH is not included in the list because they built the house after the cut-off date and on land which has already been handed over. They were living before in the house of the husband’s

father (Mr. Dang Van Toi) who will receive compensation. Both the father and the family living in temporary house plan to move to My Tho RS if compensation is sufficient. The HH will also be entitled to the IRP.

52. We should note that the 10 HH were not be informed about the submission of the compensation plans. According to CHFLD, it is because the DMS was already signed and the new compensation plans only update the compensation rates for land. Information is needed for these HH.

4.5 Complaints from Households who are no Longer Affected Due to the Reduction of the Construction Yards

53. During the November 2014 ADB/DFAT review mission, CHLFD requested the Mission to allow use of loan funds for providing assistance to the 47 HH who affected under the initial project design. It was answered that the Mission has no objection to use loan funds. However ADB/DFAT requested a review of the methodology and verification used for the assistance to be provided to the households.

54. At the request of CIPM a draft report on this issue was prepared by DDIS and submitted to CIPM on 18 December 2014. However a new assessment will be conducted by a team of experts will be establish to review the proposed assistance and determine the support for loss of income.

55. At the time of the preparation of this report, the new assessment was not completed. Once completed, DDIS will update the report with new costs verified by local Authorities. DDIS will also review the methodology used for the assistance once the new assessment will be completed.

4.6 Guidelines for Self-Relocated HH

56. ADB/DFAT requested the preparation of guidelines for self-relocating households who may run the risk of building houses on non-residential land and could not be compensated for structures

in case they have to move again.

57. Since April 2014, CIPM/DDIS discussed this with CFLD/CHLFD, local authorities and self-relocating households. Many self-relocated HH were also met. Annex 2 present such cases (#5 to 9).

58. During RP preparation, few HH wanted to self-relocate and most of them planned to build a house in a RS. HH changed their mind for the following reasons:

HH find land use fee in RS too high and want to buy cheaper plot to have more money to build the house;

HH want to relocate close to their former location (RS are judged generally too far);

HH have other land or land belonging to relatives to build a house;

Ca Na RS (44 HH) was cancelled in Binh Thanh commune;

59. Most of the 349 self-relocating HH have now moved. Authorization to build a new house is the responsibility of the commune/wad people’s committee. Three communes were met (My An Hung B, Binh Thanh and Tinh Thoi) to assess this process. Discussions were also held with cadastral department staff in charge of authorization to build house.

60. All communes have a master plan indicating the purpose of land use for all plots in the commune/ward. These plans are generally posted at commune/ward office (see Figure 4). This plan is updated every year and all HHs are informed through their village leaders.

61. According to local authorities, almost all HH who want to build a house go to commune/ward authorities to get information. HH have to fill an application form to build a house indicating the location, type of house dimensions of plots etc. This application form is reviewed by local authorities (cadastral department) which decide if the HH can build the house or not. In Tinh Thoi, the cadastral department staff indicated that 95% of HH who want to build a house contacted them.

62. This was confirmed during meetings with AHs (see Annex 2 cases # 5 to 9) and other cases raised in previous QR. Most of the HH contacted local authorities to build their house. In some cases they didn’t, because they bought a plot they knew it was residential land and in compliance with master plan.

63. Commune/ward authorities indicated that affected by the CMDCP are more informed than other HH due to their numerous meetings at commune/ward and discussion on relocation. CLFD/CHFLD, at the time of compensation, also informed AHs who plan to self-relocate to contact local authorities for building a new house.

64. Management of building permit and commune/ward development improved significantly in Vietnam the last 10 years and the management is quite strict now. If a HH built a house on a non-appropriate plot (not in compliance with planning or plots doesn’t meet standards) he is generally stopped (refer case raised in Can Tho by the EM in his third report).

65. Cases of HH who self-relocate on agriculture/garden land exist but are limited5. HH have to build house along existing roads with existing services (electricity, water etc.). Change of land use purpose is also possible. In My An Hung B, local authorities said they have a special policy for the project if HH want to build on non-residential land along an existing road, it is possible if the HH committed that he will ask for the change of land-use purpose.

access; however if the loop of the interchanges are cleared, these HH will be relocated.

66. Based on the meetings with local authorities and self-relocating HH during the last year, we consider that the preparation of guidelines is not necessary. What is important is to inform HH, who plan to self-relocate, to contact local authorities for information. This was done during public meeting and during individual meetings. CFLD/CHFLD also told self-relocating HH to contact local authorities at the time of compensation. Local authorities are in charge of building permit management and give all necessary information. Regulations and procedures already exist and are provided by local authorities.

4.7 Self-Relocated HH who didn’t Receive Infrastructure Development Grant

67. In Dong Thap Province, in component 2 (Binh Thanh Trung and Binh Thanh communes) some self-relocated HH met indicated that they didn’t receive the infrastructure development grant (i.e. 45 M VND) and refused to hand over their land.

68. According to CHLFD, most of these HH first indicated that they will relocate in a RS and then change for self-relocation. CHFLD is preparing additional compensation plans which have been submitted to Dong Thap PC for approval.

69. To speed-up the process of handover, CHLFD made advance payment to some HH before the final approval from PPC. DDIS will continue to follow-up the payment of this allowance.

4.8 Problems Met with Electric Lines

4.8.1 110 kV Electric Line

70. Part of a 110 kV transmission line is located in the RoW and affects contractors work. 10 towers will need to be removed (2 towers in Ward 3, 2 in Tinh Thoi and 6 in Binh Thanh).

71. Bidding documents were prepared by CHFLD and were submitted to the Department of Planning and Investment (DPI) on 2 March 2015. Documents are now under review by DPI.

72. CHFLD will meet HH living around the existing towers in early April 2015. The purpose is to discuss with HH and to get agreement with AHs on the proposed location of the towers. Land

acquisition will be necessary for the foundations of these towers and under the lines some land use restriction can apply. The project policy will apply for these HH in case of land acquisition.

4.8.2 210 kV Electric Line in An Binh Commune

73. Two towers of a 220 kV line are located just outside the RoW. However the safety area around these towers, encroach on the RoW. No civil work is possible within this safety area. Two options are possible: i) temporary interruption of power in the electric line (period of 2 days); or ii) removal of these towers. Removal of these towers will lead to additional land acquisition. The Southern Power Management Board has been contacted to analyze both options.

5. GRIEVANCE PROCESS

74. Dong Thap Province established a task force to manage the Project grievance redress process. 170 grievances remain in the Province. Around 25 grievances were solved during the last 3 months.

75. Most of the unresolved grievances involved pending adjustments that have been agreed in principle, with the expectation that they will be resolved soon (See Annex 3 for details on each case).

76. Solving grievances is a time consuming process and some grievance are still not resolved after more than one year. Solving the cases of the 3 AHs in Tan My commune took nearly 2 years and mobilized a lot of resources; 8 different compensation plans were prepared and numerous meetings were held. We should note that even if HH made grievances most of them were compensated and handed over their land; only 28 HH were not compensated and 90 HH didn’t yet handover land.

77. Table 14 presents a summary of the status and reasons of grievances. The main reasons for grievances are the rates for land, mainly residential land, (23 cases) and structures (16 cases). Many HH (83) request compensation for irrigation ditches and local roads as they claim ownership of these infrastructures. This type of claim is however minor and didn’t hamper construction (HH handed over their land even if the grievance is not yet solved).

78. This is the case of the wood factory of Mr. Le Minh Chi along NH 30. Part of his requests were solved and he received compensation, dismantled his wood factory and handed over his land. However he maintained some complaints (new grievance sent on 30 January 2015).

6. INCOME RESTORATION PROGRAM

6.1 Can Tho City

79. ADB approved IRP for Can Tho City on 17 March 2015. 137 participants have been recorded (52 agriculture activities; 48 vocational training; 37 small business).

80. Meeting to start implementation was held on 26 March with SC & WG. Steps to implement the IRP were discussed and agreed; these steps are presented in Annex 6.

81. The first step, confirmation of choice of activity by beneficiaries, started at the beginning of April. List of the AHs with their preliminary choices were posted at commune/ward office. HH were informed by various ways (radio announcement; notice to households by the village head etc.). AHs will have 3 weeks to give feedback on their final choice.

82. During the meeting, an issue was raised by the SC: they want to open an account at a commercial bank (Viettin) and not at the State Treasury as agreed. The reason they gave is because procedures for this account are too heavy (some regulations may delay disbursement i.e. obtain 3 biddings to buy animals).

83. According to ADB Controller's Department, the Minister of Finance have to approve the opening of an account at a commercial bank. Minutes of meetings were prepared. Steering Committee of Can Tho also sent an official letter to CIPM regarding their request to open an account at a commercial bank.

6.2 Dong Thap Province

84. ADB approved IRP for Dong Thap Province on 17 March 2015. 1,175 participants have been recorded. 824 AHs chose agriculture activities, 59 vocational training; 271 small business7. Contract was signed between CIPM and CLFD of Can Tho City on 2nd April 2015.

85. Meeting to start implementation was held on 3rd April with SC & WG. Steps to implement the IRP were discussed and agreed.

86. The first step, confirmation of choice of activity by beneficiaries, started on 6 of April. List of the AHs with their preliminary choices were posted at commune/ward office. HH were informed by various ways (radio announcement; notice to households by the village head etc.). For small business, all HH were met directly for additional explanation. AHs have to fill a form and give feedback on their final choice. Annex 7 presents photos of the disclosure of list of AHs in different communes in Dong Thap Province and of meeting with participants who choose small business.

87. The division of the IRP in 3 phases due to the large number of HH was discussed. The 3 phases were established based on the time of compensation (HH compensated the first will be in Phase 1; i.e. Dinh An and Tan My communes). However, the Representative of Agriculture Extension Center didn’t agree this division; she would prefer phases based on geographic area (i.e. adjacent communes to start together). Types of activities also depends of the season (i.e. flower plantation could be conducted only during specific time.

88. It was agreed that Agriculture Extension Center, for agriculture activities, DOLISA for training and Women’s Union for small business will prepare an implementation plan by 26 April by commune. This plan will include a detailed schedule for each activity identified in the IRP and review of the phases. This plan will be reviewed by CIPM/DDIS.

89. A first disbursement plan was prepared and attached to the contract. This plan may be adjusted following the agreement on the implementation plans.

90. Preparation of implementation plan is an important exercice for Dong Thap as it may help stakeholders involved (SC & WG) to take ownership of the IRP. Up to now, IRP was seen as an imposed program by ADB/CIPM/DDIS. In Can Tho ownership of the IRP is done since the beginning.

7. SOCIAL ACTION PLAN

7.1 Capacity Building on Gender

91. A first round of training workshops on capacity building for gender mainstreaming was conducted in Dong Thap province and Can Tho City in September 2014. A second round will start in April 2015. As requested by ADB/DFAT in their comments on the QR #5, members of CFLD/CHFLD will be included.

7.2 Employment Opportunities for the Local People

92. As part of the social action plan, employment of local people has to be promoted. Information related to employment of local people during construction were collected and were presented in the QR #5. One of the results of the survey was that women represent only 1% of the local employment out of the 12% of the local employees. A specific survey to identify any obstacles for local women to be recruited will be conducted in April –May 2015.

93. The social and gender specialist will be mobilized in April and May 2015 and will conduct these activities.

8. HIV/AIDS AND HUMAN TRAFFICKING PREVENTION PROGRAM

94. The following activities were conducted during the last 3 months.

95. Training Workshop. The Year 1 training workshops were organized in November and December 2014. The training was given to; i) district and commune implementing partners; ii) outreach educators (OE); and iii) for peer education (PE). Four trainings were organized in Dong Thap and two in Can

Tho,

96. Information Education & Communication (IEC). 4000 leaflets, 720 posters for HAPP/HTPP and 60 peer educators’ kits were distributed.

97. Condom distribution: 25.000 condoms were distributed in the project area;

98. Provincial Aids Center (PAC) in Dong Thap and Can Tho carried out the outreach educators and peer educators activities (December 2014, January 2015). These activities include:

Group meeting for peer educators and women and supporting meetings for outreach educators;

Organize IEC and Behaviour Change Communication (BCC) campaigns;

99. Supervise the HAPP/HTPP activities carried out by PAC: i) group meeting, IEC and Behaviour Change Communication (BCC) campaigns; and ii) mobile service for HIV/STIs screening, testing and consultancy (April, 2015);

100. Workplace HAPP

9. MONITORING INDICATORS

101. This section includes the progress against monitoring indicators as agreed with the M&E advisor. However some data are not yet available now.

9.1 Land Acquisition and Resettlement
