• NO: Naturvårdsmål – orört
Role of forests in carbon cycle
• Carbon storage: In 2005, the total amount of carbon in forests was estimated to be 638 Gt (billion ton).– Living biomass: 44% – Deadwood: 6%– Soil and litter: 50%
• Carbon sequestration: forest growth sequestrates about 2 Gt carbon annually
Source: FAO Global Forest Resource Assessment 2005
Impact of human activities on carbon storage sequestration in forests
• Afforestation and reforestation: leads expansion of forest area, increase carbon storage sequestration in forests
• Deforesttaion: reduce carbon storage sequestration in forests
• Forest protection against wildfire, pests, and various forms deforestation:
• Silvicuture: typically increase carbon storage sequestration in forests
• Timber harvest and utilization– About 3 billion m3 per year (corresponding to 2.1 Gt carbon removed from the forests). – Reduce carbon storage in forests– Reduce carbon sequestration in the short-run, but may increase carbon sequestration in the
long-run

“Forest carbon” balance• Change in carbon storage in forests = carbon sequestration – harvest –
deforestation (incl. emission through burning of forests)
• Carbon sequestration = F(carbon storage in forests)
• Carbon in harvested biomass
• Carbon storage in HWP in 2002 (Perez-Garcia, et al. 2006) – 4.5 Gt C in HWP products in use, increases by 1.2% per year– 3.4 Gt C in HWP products in landfills, increases by 2.4% per year
• Harvested biomass substitutes other materials (fossil fuel, steel, concrete etc)
carbon storage in HWP
emission to atmosphere
Strategy to enhance the role of forestsin climate change mitigation
• Increase carbon storage in forests
• Increase carbon storage in HWP
• Increase the substitution effect
• Require optimal balance between the growing stock in forests and harvest of biomass
Policy Issue
• Faustmann rotation (free market solution) usually is shorter thna the Maximum Sustained Yield rotation
• Increase rotation age would increase carbon storage in forests and timber harvest in the long-run
• How to motivate forest owners to harvest at longer rotations?– What is the socially optimal roattion age?– What is the optimal design of policy?
Socially Optimal Rotation Age
C = regeneration cost (SEK/ha) p(T) = stumpage price at age T (SEK/m3)pc = social benefits of carbon sequestration (SEK/m3) r = discount rate V(T) = growing stock of timber at age T (m3/ha)g(t) = timber growth at age t (m3/ha/year)q(t) = rate of decay of harvested timber at time t (%)d = time period during which the harvest timber completely
decays

An example• Scots pine, site index T20 and T24 • Planting density: 2300 trees/ha for T20, 2600 trees/ha for T24 • Two thinning in each rotation • The lowest rotation age is 80 years for T20 and 70 years for T24. The longest
rotation age considered is 200 years. • An increase of the growing stock of timber by 1 m3 reduces CO2 in the
atmosphere by 1 ton. • The biomass will decay completely at a single time point (5 years after clear-
cutting). • CO2 price: 37.5, 370, 937.5 SEK/ton. • Discount rate: 0.1, 1, 2, 3%.

Conclusions
• It is socially optimal to increase CO2 sequestration by increasing the rotation age.
• The socially optimal rotation age could be much longer than the optimal rotation age for timber production.
• It depends to a large extent on the social discount rate and the price of CO2.
• Could be economically non-sustainable.
