SAMPLE TASK 1(Level 2)Read the text and complete the task below.
SMART PAINT CREATES CHAMELEON TANKS01 Nov 2002
Tanks that can repair themselves and change colour on the battlefield are being developed in the US. A team of researchers based at the New Jersey Institute of Technology, along with the US Army's Armament Research and Development Center are working on the smart machines. Military vehicles including tanks, trucks helicopters and weapon systems will be covered with a coating that has been embedded with nanotechnology. The microscopic electromechanical machines - known as nanomachines - will send signals to Army personnel, alerting them if the coating is impaired.
If tanks are corroded or scratched, the vehicles will be able to detect it and heal
themselves. The coatings could also reduce the sensitivity of explosives, making them safer for soldiers to handle. Perhaps most importantly, tanks would turn chameleon, creating instant camouflage and making themselves virtually invisible on the battlefield. "Smart coatings technology will make our armed forces more hi-tech and more effective," said New Jersey Congressman Rodney Frelinghuysen. The US army is keen on the idea of smart coatings because the paints used now are expensive and labour-intensive to apply. Army leaders estimate that the cost of repairing vehicles' surfaces amounts to $10bn each year, $2bn of which is related to painting and scraping.

Bookstores are filled with hundreds of volumes on leadership and management, many promising the "secret" to being an effective leader. But there are no secrets to good leadership, other than common sense and hard work. Do you remember that first Town Hall meeting when I arrived at State over a year ago? We talked about the qualities and demands of leadership. I laid out some of the principles that are important to any organization if it is to succeed in its mission and maintain the highest morale among its ranks. Let me recap and add a little more.
Dare to be the skunk at the picnic. Every organization should tolerate rebels who tell the emperor he has no clothes. This is not a license to be mean or rude. But make the tough decisions, confront people who need it, reward those who perform best. Speak your mind. Work toward consensus building but don't hide from reality.
The day people stop bringing you their problems is the day you have stopped leading them. Open your door and encourage folks to come in with their ideas and opinions. Let them argue with you. The people in the field, in the trenches, are closest to the problem and that is where the real wisdom lies.
It is people who get things done. Plans don't accomplish work. Organizational charts don't either. People do. That's why every individual is important. 'Set yourself the goal of creating an environment where the best, the brightest, the most creative are attracted, retained and unleashed.
Challenge people to reinvent their jobs. Even large organizations can wither when leaders won't challenge the old, comfortable ways of doing things. Effective leaders create a climate where people's worth is measured by their willingness to learn new skills and seek new responsibilities, thus constantly reinventing their jobs.
Perpetual optimism is a multiplier. Do not pollute the atmosphere with pessimism. The ripple effect of a leader's enthusiasm and optimism is incredible. The Marines call this a gung ho attitude: we can change things, we can achieve the impossible, we are the best. The Marines are right. Avoid whining and blaming. Embrace optimism.
In any crisis, occasionally stop and step away from the confusion and shouting. Ask yourself two simple questions: What am I doing that I shouldn't be doing? and, What am I not doing that I ought to be doing to influence the situation in our favor? Work actively to shape the crisis and create success.
Come up for air. Demand excellence from people but also insist that they have lives outside the office. You don't have to prove to anybody that you can work 16 hours a day if you can get it done in eight. Surround yourself with people who take their work seriously, but not themselves.
Of all the little lessons above, the one about people as the ingredient that makes the recipe work stands out. People are the most important part of any organization. That is why leadership is an art; management a science. At the end of the day, leadership is getting people to use their full talents to support your shared objective. That requires all that we've said above, to be sure; but above all it requires caring deeply about the people you are leading— about their training, quality of life, their todays and their tomorrows. Without that caring, it's all dull science—and doomed to fail sooner or later.

1. Example of a candidate’s performance at Level 3
The World today is more hectic than ever, and the amount of
challenges that we are facing increases day by day. This constant
speeding up of our daily routines requires an ever increasing
necessity to communicate more effectively and more efficiently. So
how do we deal with this notion of ever decreasing amount of time
that we have available, as if time was sand that runs through our
fingers? We are coming up with new technological solutions that
facilitate us in preserving precious time that we need for our other
daily tasks.
One such technological innovation is tele-conferencing. Not so
long ago, if you had to discuss an important issue with your
collegues from different cities, you would have to take a day or two
from your office, in order to travel to a place where you could all
meet and discuss this important issue. This stands even more so
for chiefs of departments, or some other higher ranking individuals
in your company. When there is an important issue to be resolved,
it can not be done by merely talking on the phone. Documents have
to be shown, details discussed among collegues, and this can not
be accomplished by a simple telephone call. So what did people
come up with? They enabled multiple phones to be connected at
the same time, and attached a camera to each phone. In addition,
they equipped the rooms where these teleconferences would take
place with video projectors, thus simulating a real conference office.
The end result is pletora of hours saved for a company and for
people working in it (not to mention financial benefit). This extra
time could now be well spent on other important tasks that had to
be done, i.e. holding other important teleconferences…
But what is the cost of this technological step forward? By
itself, the price of human alienation derived from these artificial
contacts through teleconferencing would not be substantial, but
when you add to this all the hours spent in front of the computer
screens typing documents, or even corresponding through e-mail,
you come to an alarming amount of time that people spend “talking”
to the computer screen instead of face to face communication. This
in return will inevitably lead to degradation of “people skills” which
we direly need in our interaction with the people that surround us -
our family and our friends.
So did we really gain with these new technological
communication enhancements, or is it in the long run just another
step forward that we will regret? Only time can tell.
2. Example of a candidate’s performance at Level 3
During my lifetime, modern ways of communication have
become so common and widely accepted that almost no one
remembers what was everyday life like without computers, cell
phones, the Internet and all other high-tech devices. Modern
technology has most certainly made our lifes easier. If we need to
contact someone, even during the night, all we have to do is dial
that person's cell phone number or simply send an e-mail. While
communicating with someone, geographical distance has become
quite irrelevant. The Internet has transformed the whole world into a
small village where everyone is known and reachable. That is very
useful by the means of modern business conducting and also very
appropriate in the terms of staying in touch with friends from all
around the world.
As people have become slaves to their work and spend most
of their days isolated in their offices, modern technology, especially
the Internet, has made the socialisation process easier. If you don't
have time to go out and meet someone, you can always use the
Internet chat rooms to talk to a friend you already know or meet a
new friend who shares the same attitudes, values, ideas and life
orientation. So, it is not so difficult to find your “soul mate“ any
more. But unfortunately, communication via Internet can not
replace a real life communication. It is deprived of real emotions
because the Smiley face in the Internet chat can not replace the
warmth of a real smile seen on your friend's face, nor it can replace
a hug when it is needed the most.
This fact leds me to the conclusion that modern technology
most certainly gives a new dimension to our everyday life but it will
never be able to compensate our need for face to face
communication, because only that type of communication fulfills our
common need for closeness in interpersonal relations.
3.. Example of a candidate’s performance at Level 2
In my opinion the best invention of the 20th century is
computer and whatever he brings with him including especially the
Internet. Computer made our lives much easier. I can't even
imagine how was world funkctioned before all that information
technology.
Regarding information technology in general we can in every
moment find out what is happening in any part of the world. Also we
can learn about different people, nation, culture etc., because all
that we can find on our screens. One of the biggest advantages is
that I can see and hear through computer screen my friend who is
now living in Australia. He has been living in Australia since 2002.
and ours only contact is through that little square on my desk.
Such as I can speak I can make contact with thousands of
other unknown people and hear how they live, what are differences
among me and them.
But all that were advantages. What about disadvantages.
Generally speaking when we talking about something there are
always some good and some bad issues. In my opinion there is
one enormous disadvantage. And that is how we manage our face-
to-face contacts. After all we in general and me personally
neglected this kind of contact. people nowadays don't have a time
to spend with their best friends, They are always in hurry to serve a
little square God on their desk. Social contacts have been
decreased since the time we met our new best friend.
However when we need something, when we need help, we
won't ask our friend from chat room or wherever he is, we will ask
our friends from our childhood. In hard times we always looking for
a friend with whom we were playing in sand when we were just tiny
tods.
Finally, computers are wealth but only if we know how to use
they advantages.
