IB-05 Waste Services Report (6-5) Report dated 17 June 2008 from the Director of Public Works & Services Recommended: That this report be received and noted. The following information is a summary of the activities of Waste Services for the month of May 2008. 1. Domestic Garbage During the month of May 2008 a total of 1109.6 tonnes of domestic garbage was collected

compared to 1212.6 tonnes for the same period in 2007. This represents a decrease of 103 tonnes on the previous year.

2. Recycling Service During the month of May 2008 a total of 829.1 tonnes of material was collected for reprocessing compared to 955.5 tonnes for the same period in 2007. This represents a decrease of 126.4 tonnes on the previous year. Recycling

Details of the various materials collected for May 2008 are as follows:

3. Trade Waste A total of 444.4 tonnes of trade waste was collected in May 2008 compared to 429.1 tonnes collected in 2007. This represents an increase of 15.3 tonnes.

4. ‘Your Call’ Clean Up Service

During the month of May 2008 the Free Rubbish Removal (Council Clean-up) Service collected a total of 97.9 tonnes of material compared to 95.1 tonnes collected in 2007. This represents an increase of 2.8 tonnes. There was also 25.5 tonnes of dumped material collected in May 2008 compared to 43.1 tonnes collected in May 2007. This is a decrease of 17.6 tonnes compared to the previous year.

5. Garden Waste Service During the month of May 2008 a total of 128.1 tonnes of garden waste was collected for reprocessing compared to 74.24 tonnes for the same period in 2007. This represents an increase of 53.86 tonnes compared to the previous year.

6. Household Garbage (Not including Clean Up) per Capita During the month of May 2008 a total of 17.8 kilos per capita was collected compared to 19.4 kilos collected in 2007. This represents a decrease of 1.6 kilos on the previous year.

7. Recycling per Capita

During the month of May 2008 a total of 13.3 kilos of recycle material per capita (Not including Garden Waste) was collected compared to 15.3 kilos per capita for the same period in 2007. This represents a decrease of 2 kilos compared to the previous year.

8. Total Waste

During the month of May 2008 the total waste tonnage was 2732.1 tonnes compared to 2924.84 tonnes for the same period in 2007. This represents a decrease of 192.74 tonnes. This includes total waste figures comprising of Domestic, Trade, Recycle, Garden waste, Council Clean Up, Dumped Rubbish, Litter and Street & Gutter.

Waverley Youth Art Award - 12 – 22 June 2008 Waverley Council has been hosting the Youth Art Award at the Bondi Pavilion for over 25 years. Over the years, many wonderful works have been exhibited and some students have gone on to become professional artists, including Martine Endur, Louisa Dawson and Fiona Lowry. They have both done very well for themselves, won many awards and have previously been recognised at our awards at the start of their careers. Yet this is not the most important outcome. Waverley Council is very supportive of a strong cultural life for residents, and this award gives young artists living or studying in the Eastern Suburbs the unique opportunity to have their artworks hung in a gallery. This is a way of validating their passion and burgeoning artistic talent. This year we had the largest number of entries ever. We received a total of 323 pieces. The standard is great, and it is wonderful to see a fabulous range of portraits, landscapes, ceramics and mix media works. In 1978 Waverley Council established a cultural centre at Bondi Pavilion. To mark this 30 year history, artists, teachers and curators with a long association with the Pavilion have been invited to be involved, including this year’s judges: Damien Minton, the Director of the Damien Minton Gallery and the talented artist Carlos Barrios.

2008 Youth Art Award Night

Madeline Cruise, Youth Art Award first prize Open Category, with the Mayor, Ingrid Strewe Waverley Senior’s Concert Seniors from local nursing homes enjoyed the flamenco tunes and dance of El Duende Flamenco, with many of the guests enjoying the taste of Spain. Light refreshments of tea, coffee, biscuits and cakes were provided by Bondi Pavilion staff. Further concerts will be held on the first Wednesday of each month. Waverley's Literary Award – New Sponsor We are delighted to announce that Waverley Council has received a triennial grant of $80,000 from the Copyright Agency Limited (CAL) to allow

its prestigious literary award, now known as 'The Nib': CAL Waverley Library Award for Literature to continue, following a review by Westfield of the application of its funds for community purposes. Over the six years since its creation, the Award has become one of the nation’s major literary awards, recognising excellence in research in the creation of literary works of merit. Previous winners have included Gideon Haigh, Helen Garner, John Bailey, Geoffrey Blainey and Barry Hill. The generous support of CAL has enabled an increase in the winner's prize to $20,000 and all finalists continue to receive the Alex Buzo Shortlist Prize. This is an exciting time in the Award's development and it is anticipated that, over the next couple of years, another long term corporate partner will be found to support this significant literary event. In the meanwhile, it's business as usual, with nominations now open for 2008. Further information about the Award is available at: www.waverley.nsw.gov.au/library/award Fred Hollows Exhibition @ Waverley Library Waverley Library was proud to host the Fred Hollows Commemorative Exhibition developed by the Hollows Foundation to celebrate the life of Professor Fred Hollows and the work of the Foundation The exhibition was on display from 2nd to 12th of June 2008 in the Library Foyer and was in view for the thousands of visitors to the Library during those two weeks. It is 15 years since the passing of Professor Fred Hollows (1929-1993), known and admired for his tireless contribution to indigenous Australians and eye health. This exhibition, which will be travelling throughout the library network, comprises professionally produced panels which contain information and images relating to Fred Hollow’s career, particularly highlighting work that he pioneered and which still continues today. It highlights the importance of the Foundation and its ongoing success and raises awareness of the deficiencies of services throughout developing communities. The New South Wales launch for this travelling exhibition was celebrated at Waverley Library on the 2nd June 2008.with a launch by the Mayor of Waverley, Councillor Ingrid Strewe. Also in

attendance were the Hollows family represented by Gaby and Emma Hollows, Hollows Foundation members, and other community representatives.

Fred Hollows Exhibition The Actors’ Forum As part of its 2008 season, the Actors’ Forum will be presenting a reading of Harold Pinter’s “Betrayal” in the Library Theatrette at 2.00pm in the Library Theatrette on Sunday 6th July. Each year, the Actors’ Forum presents a series of high standard readings by professional actors and directors. These are held at a variety of locations within the Metropolitan area including Waverley Library and have proved to be extremely popular to our patrons and the general community. HSC Forum The lecture program: Ride the HSC Wave 2008 is now underway. This series of sessions has been organised by the Eastern Sydney Libraries Co-operative which includes Botany, Randwick, Waverley and Woollahra Libraries. The events have been designed to assist students in relation to the content of the HSC and secondary school syllabus. The sessions being supported by Waverley are: Business Studies & Report Writing – Saturday

“Friendly’’ Library Notifications - SMS The Library continues to look at ways of improving services and help its patrons. This will shortly include the patrons’ choice of receiving notifications in relation to reservations or outstanding items by SMS. Patrons will have the ability to opt for the convenience of a text message or remaining with standard notification by letter – whichever is more convenient for each registered member. This service has been successfully introduced in other public libraries around Australia. It has been well accepted as a means of contributing to environment protection by minimising the wastage associated with the generation of paper notices. An additional positive is the reduction of cost associated with the traditional mail-outs. Patrons get the message almost immediately and can call in when they are out and about instead of having to be home to receive their notifications.

State Funding for NSW Public Libraries A report to the June FESP Committee meeting outlined concerns about changes to State Government funding for NSW public libraries resulting from the Strategic Review of NSW public library funding commissioned by the NSW Government in late 2007. Particular concerns included further reductions to overall funding available to public libraries from the State Government and concerns that the per capita subsidy amount may be jeopardised. The Report, by the former Independent Pricing and Regulatory Tribunal chair, Dr Tom Parry, was released in April 2008 and recommended a new State funding distribution arrangement and the introduction of a funding model that: Retains a per capita subsidy amount Contains a meaningful component that ensures

an acceptable minimum level of access to library services across the State, with transparent allocation criteria which are determined with input from key stakeholders

Retains a grant component that is targeted to strategic outcomes, including the reinforcement of cooperation between councils to deliver regional and State wide development outcomes.

Beach Theft Campaign success Evaluation of the 2007 Beach theft campaign indicates that we were successful in warning people to protect themselves from theft at the beach last summer. Funded by the Crime Prevention Division of the NSW Attorney General’s Department, the

project delivered a number of strategies: signage, promotional material, bin stickers, outreach, education through performance on Bondi Beach and a mobile locker unit. New statistical evidence supports anecdotal feedback that the campaign made a difference: 25% decline in the number of reported incidents

17.5% increase in Bondi Pavilion locker use for the busiest month of the year

The manager of one of our busiest backpacker hostels commented that he received one report of theft from a guest last summer, compared with 10 in 2006. He believes that “beach theft has definitely declined”.

Starting School Waverley Council in partnership with Woollahra Council and the Department of Education hosted a Transition to School Information Evening. This is an annual event that is now in its 3rd year. It was held on Thursday 5th June in the evening at Rose Bay Secondary College. A talk was presented on "Preparing your Child for School" and was given by Katey DeGioia PhD, an Early Childhood Lecturer at Macquarie University. Representatives from eleven local public schools were present to speak with parents, answer questions and provide information about their schools. Free child care was also provided and 110 parents attended with Waverley Mayor, Ingrid Strewe, and Woollahra Mayor, Geoff Rundle in attendance. The response from the evening was very positive - a great opportunity for parents' concerns to be answered about what to expect when their child starts school as well as discussing common concerns with other parents.
