BHOPAL
Though the Madhya Pradesh gov-
ernment has Madhya Pradesh
Bhavan and Madhyanchal at New
Delhi, the ministers and bureaucrats of
the state prefer to stay in expensive hotels
at a considerable cost to the exchequer.
In a revelation, courtesy to right to in-
formation query it has come to light that
Ministers Vijay Shah, Nagendra Singh,
Jagdish Deora, Kailash Vijayvargiya,
Narayan Singh Kushwaha, Narottam
Mishra, Karan Singh Verma, Jai Singh
Maravi, Nana Bhau Mahor, Anup Mishra,
Ranjana Baghel, Gopal Bhargava, Mahen-
dra Hardia, Manohar Untwaal, Gauris-
hankar Bisen, during their Delhi tours
had stayed in hotels, running up billsworth lakhs of rupees.
Amongst bureaucrats, IS Dani, Manoj
Goyal, MK Rai, Devraj Birdi, RK Swai,
Manish Rastogi, Devendra Singhai, BP
Singh, SR Mohanti, RS Julania, Prabhan-
shu Kamal, Snehlata Shrivastava, AP
Shrivastava, K Suresh, Bharat Yadav,
Vishesh Gadpale, SPS Parihar, Deepak
Khandekar and Abha Asthana are the
ones who preferred to stay in hotels than
government guest houses during their
Delhi tours.
Not only this, bureaucrats of principal
secretary level, including Anil Shrivasta-
va and Manoj Jhalani, who stayed at Mad-
hya Pradesh Bhawan for months while on
their deputation at the Centre, did not
make any payment.
Shrivastava stayed at Madhya Pradesh
Bhawan for more than 7 months at Delhi
and owes Rs 1,03,363 to pay as lodging bill.
Similarly Jhalani, who stayed for 4
months at the same place in two turns, has
to pay a bill of Rs 66,763.
According to RTI activist Ajay Dubey,
the state is already facing malnutrition
while its ministers and bureaucrats are
spending lakhs in staying in hotels.
Govt owned 6flats lying vacantfor 16 years
The state government had bought 6
flats for Rs 32 lakhs from Delhi De-
velopment Authority in 1997 for
providing lodging facility to its officers
and employees in Delhi. It is strange that
in past 16 years, no officer has availed this
facility. As per information, these flats,
situated at Indrapuram, are 25 kilometres
away from the main city. This matter wasalso raised during audit of these flats too.

Who are Nairobi mall attackers al-Shabab? All you need to know
Islamist terror group al Shabab
claimed responsibility for a horrific
26/11 style terror attack on an up-
scale Nairobi mall on Saturday after-
noon local time, saying that it was in re-
taliation for Kenyas military involve-
ment in Somalia. The attack has killed
at least 43 people and injured more than
200, according to the latest reports.
However this toll is likely to rise fur-
ther, especially since a number of gun-
men are still holed up inside the mall
with an unspecified number of
hostages. Shortly after the attack, al
Shabab claimed responsibility via its
Twitter feed, and said that it has many
times warned Kenyas government that
failure to remove its forces from Soma-
lia would have severe consequences.
al-Shabaab is a Somali offshoot of
the al-Qaeda. However as this CNN
analysis report notes, Al-Shabaab has
long been regarded as a regional off-
shoot of al-Qaeda, its leaders only de-
clared their formal ties to the interna-
tional terror organization in February
2012. al-Shabaab means The youth in
Arabic. The group is fighting to establish a
strict Islamic state in Somalia. The
group describes itself as waging jihad
against enemies of Islam
Its indiscriminate bombing strate-
gies that saw many civilian and Muslim
casualties came in for criticism from
other branches of the al Qaeda includ-
ing Osama Bin Laden himself. It is note-
worthy that the group reportedly es-
corted Muslims out of the mall before
indiscriminately firing and throwing
grenades inside.
al-Shabaab was originally engaged
in combat with the Somali government
and a multinational force called AMI-
SOM, the African Union Mission in So-
malia, which has been conducting
peacekeeping operations with the back-
ing of the United Nations. Led by Ugan-
das army, AMISOM succeeded in forc-
ing al-Shabab to retreat from Mo-
gadishu, Somalis capital, in 2011. Last
year, more than 2,000 Kenyan troops
joined hands with a Somali clan to evict
al-Shabab from its last urban strong-
hold, the port town of Kisimayo. How-
ever it evolved its fighting methods In-
stead of force-on-force fighting with
AMISOM, it switched to terrorism.By
avoiding direct military confronta-
tion, according to a UN report, it has
preserved the core of its fighting force
and resources.
According to the US National Count-
er terrorism centre, al-Shabaab is not
centralized or monolithic in its agenda
or goals. Its rank-and-file members
come from disparate clans, and the
group is susceptible to clan politics, in-
ternal divisions, and shifting al-
liances.
According to this media agencies re-
port, The group is believed to be re-
sponsible for attacks in Somalia that
have killed international aid workers,
journalists, civilian leaders and
African Union peacekeepers. It has
struck abroad, too. It was responsible
for the July 2010 suicide bombings in
Kampala, Uganda, that killed more
than 70 people, including a U.S. citizen,
as they gathered to watch a World Cup
final soccer match.

enyan authorities suspected
that terror groups other then
al-Shabaab could also be in-
volved in the deadly attack in an up-
scale shopping mall . Al-Shabaab, a
Somalia-based terror outfit having
links with al-Qaeda, claimed respon-
sibility for the attack. Meanwhile,
the Kenyan security agencies came
under serious criticism for the way
they handled the disaster. The agen-
cies had no prior information about
the attacks and it took a long time for
the specialised forces to reach the
spot.
The local police initially prepared
themselves for an armed robbery in
the mall. The effort to flush out the
terrorists, including a woman, wasnot over even after two days and the
death toll was expected to rise more.

Esipisu was reportedly defensive
while giving interview to news chan-
nels over the gruesome incident that
saw the death of many foreign na-
tionals, including two Indians. He
said the way of reacting to a terror
attack is not always uniform.

An Indian man was shot when
he failed to answer a question
on Islam posed by a heavily-
armed gunman who had struck at a
mall in Nairobi
Joshua Hakim saw gunmen, some
of whom looked to be teenagers,
strapped with ammunition belts.
They were carrying AK-47 assault ri-
fles. "They were firing indiscrimi-
nately, they shot a lot of people," the-
guardian.com quoted him as saying
Sunday. During a lull in the firing,
the gunmen spoke in Swahili for
Muslims to identify themselves and
leave.
Hakim covered the Christian nameon his ID with his thumb and ap-
proached one of the attackers. He
showed the plastic card.
"They told me to go. Then an Indian
man came forward and they said,
'What is the name of Muhammad's
mother?' When he couldn't answer
they just shot him," he said.
It was not clear from the media re-
port whether the Indian was injured
or fatally shot.

Merkel's conservative ChristianDemocrats (CDU) and their
Bavarian sister party, the Christian So-
cial Union (CSU), emerged as the biggest
winner in Sunday's federal election, offi-
cial results showed early Monday. The
pair garnered 41.5 percent of the vote,
while the largest opposition party, the
centre-left Social Democrats (SPD), took
25.7 percent, according to the results,
Xinhua reported.
The Green Party, the SPD's favoured
ally, captured 8.4 percent, and the LeftParty got 8.6 percent, showed the provi-
sional poll results. Merkel's junior coali-
tion partner, the Free Democrats (FDP),
however, failed to retain its seats in par-
liament, with its disappointing share of
4.8 percent falling short of the five per-
cent minimum needed to enter parlia-
ment.

BHOPAL: Swami Akhileshwaranand Giri urged
the state government to immediately take into its
possession 66.08 acres agriculture land in village
Khajri, Chhindwara, on which Asaram Bapu has
set up his ashram. A thorough probe should be
conducted by the administration how Asaram
Bapu encroached upon the agriculture land and
set up ashram, Swami Akhileshwaranand Giri
has demanded.
Swami Giri said the land originally belonged to
hisrelative LateRaghuveerDayal Agnihotri,who
donated 66.08 acres agriculture land in May 31,
1923 to a trust Sanskrit Pustakounnati Sabha
Vidyapeeth,Etawah,UttarPradesh.Nowthe trust
does not exist, the saint said. The land was given
for setting up a Sanskrit Vidyapeeth. In due
course of time the trustees died and the trust no
more exists now, he said.
In January 15, 1996, Chhindwara then addition-
al collector KR Pirda appointed the Chhindwara
tehsildar as administrator to look after this land
since there was no authorised person nominated
by the trust in Uttar Pradesh to look after it and
certain persons encroached upon it claiming as
trustees. The then additional collector also in-
structed the administrator (the tehsildar Chhind-
wara) to remove encroachers and auction this
agriculture land, if needed, to earn revenue to be
used for maintenance of this land.
Swami Giri claimed if this order of the addi-
tional collector would have been executed proper-
ly bysuccessivedistrictcollectors in Chhindwara
the land would never have been encroached upon
by any person. He has sought information from
the district collector, Chhindwara, how construc-
tionsweredone on theagriculture land,who gave
permission for construction, in whose name the
landis mentionedin revenuerecordand themed-
icines manufactured there are under license or
not.

and Rural DevelopmentJairam Ramesh
has said the credit for passing the Land
Acquisition Bill- 2013 went to all politi-
cal parties and not to Congress alone.
The bill, passed after an exercise of twoyears, is an unprecedented measure.
Talking with media persons at MPCC
office, Ramesh said the BJP tried for six
years to get the bill passed during the
NDA government.
On a question of political parties ac-
cusing the Congress of trying to get po-
litical mileage from the bill, Ramesh
said, We are not saints or an NGO and
we will surely bring our success in get-
ting the bill passed before the people
during the poll. The union minister
said real estate lobby and others made
various efforts to thwart the efforts for
the bill and had submitted objections.
The State governments acquired the
land for private builders and handed
over to them. Land should be acquired
for public purposes, he said.
Ramesh said bureaucracy only fol-
lowed the instruction of political mas-
ters in case of land acquisition. He said
the bill is expected to contribute in re-
duction of influence of naxals in affect-
ed districts because the problem rose
from land acquisition row.
He said chief minister of Madhya
PradeshShivrajSinghChauhan andhis
officers had suggested amendments in
the bill and they were accepted.
The MP government suggested relax-
ation in land for land provision for ac-
quisition for irrigation projects. We putthem up again in Lok Sabha even when
thebillhad already passedthereand got
approval on the amendments. Replying
to questions, he said project like Sardar
Sarovar dam of MP would not be affect-
ed because of the bill but farmers will
get justice. He said retrospective provi-
sionsof thisbillwould beput inplaceby
people affected by the dam projects. Be-
sides it will benefit farmers of Batta
Parsaul where Rahul Gandhi had held
agitation againstMayavatigovernment.
The union minister described the
Right to Information Act implemented
by the UPA government, along with
right to education act, forest dwellers
act as milestones.
It provided a tool to people to get ac-
cess to government and obtain officials
documents and now has become mill-
stone for the government but it would
continue.
