4. Public Time -

Chris Garner attended and requested further information in reglation to the proposed traffic calming scheme for Weldon, noting that residents of Priors Hall were not happy at the increase in Parish Council precept. 5. Minutes

The minutes for the meeting held on 6th March were approved as a correct record.

6. Precept statement

The preept statement was disseminated to the meeting and was considered to have been covered during the public speaking time.

7. Police

In the absence of the police, the latest crime figures for the parish were provided to the meeting who noted several attempted break-ins of both dwellings and businesses, with one additional burglary and two non-domestic burglaries. In addition offences of theft of a vehicle, criminal damage and theft were reported.

The meeting briefly discussed vehicles parking on pavements and grassed areas, with it being noted that there was currently no offence for parking on a pavement unless the vehicle concerned was causing an obstruction. Parking outside Weldon Primary School was highlighted as an ongoing issue.

A village walkabout would be undertaken the following day at 10am, with walkabouts in Prios Hall also scheduled.

An update was requested from the Community Warden in regard to an overgrown hedge in Church View. It was noted that part of the hedge had died, with the remainder owned by the homeowner.

A request had also been made by the Chair for the hedge to be taken out by RS Components that obstructed the view near the zebra crossing. It was noted that preparation work had been undertaken on the A43 in readiness to repair a number of potholes.

Cllr Watt reported that he had attended a briefing for Priors Hall, phase 2 on 25th March, where a discussion had been held regarding the A43 and the roundabout to Priors Hall. It was considered that it may be worth requesting a meeting with the new developer of the site in regard to safety concerns at the roundabout. Discussion was held regarding the potential of a pedestrian crossing over the A43 between Priors Hall and Weldon village.

10. Finance

The following payments were approved: Weldon Tree & Landscapes £1,175.00, Local Trader UK £137.00, J Lewis £1.021.45, LGPS £340.69. CBC £4,714.80.

It was reported that a grant from the Co-op Community Fund had been received to pay for a swing in the new play area.

11. Speeding Working Group

There was no update available since the previous meeting. Further details would be supplied to the May meeting.

12. Neighbourhood Development Plan

It was reported that all parish councillors had been sent a draft of the Neighbourhood Plan (NP)questionnaire and members were requested to review and provide feedback on the document. A number of non-parish councillors would then be asked to complete the questionnaire to ensure it was fit for purpose prior to being delivered to parishioners. It was noted that funding for delivery of the questionnaire would come from central government, not the precept.

Thanks were provided to Cllr Anton and his team for the work invested in the NP to date

13. Village Newsletter

It was reported that the first village newsletter had been heavy on information, with further engaging and relevant content required for future editions. Information regarding the community garden would be provided in the next edition, as would details of the new playground and plans for Phase 2 of Priors Hall.

14. Playground

It was reported that the new play equipment at Rose Avenue was nearly complete, with just installation of the zip wire remaining. A number of sponsors were thanked for their generous funding, with £45,000 being received from sponsors. An official opening ceremony would be arranged and invites sent out.

Cllr Pope requested that Weldon Pre-School be included on promotional material as their name had been used to obtain a portion of the funding. In addition he queried the installation of baby swings and noted the high level of litter at the site.

15. Woodland Park

The Chair reported that a 100 page document detailing soil samples analysed by a private firm had returned with no further action required. The Environment Agency had no record of contamination at the site on their website. It was requested that the clerk circulate the document in question and add the item to the agenda for May. The cost of an independent soil survey would also be obtained.

16. Grant Applications

The Chair requested approval of a £500 grant for the Priors Hall Residents Committee to be used to fund their proposed open day. This was unanimously approved.

17. Safe Crossing

It was considered that this had already been covered earlier in the meeting

17.191 Junior Parish Council: Will not be available until the July meeting. Cllr Taylor & Cllr Watts to Liaise with Priors Hall school to offer the same opportunity.

17.192 Police / Neighbourhood warden

(a) Police update and monthly statistics

• Parking Bridge Street / Chapel Road: The advice of the Parish Council is to report, with photographic evidence, any illegal parking, there is very little we can do.

(b) Neighbourhood warden update

• Dog fouling in Church View: This should be reported to the neighbourhood warden or Suzanne Preston. A point was raised that as you can’t get through at this point that the dogs who are fouling must be local to Church view. Clerk to speak to Suzanne to request a ‘spray’ exercise.

17.193 Borough / County councillor update: Priors Hall Park has been ‘repackaged’. It was brought before the Development Control Committee and it was agreed with Corby Borough Council / Delloites / Development Committee that there would be a clean break. Nothing owed (inc section 106) would be carried forward.

It was Resolved that the payments be made in accordance with the Local Government Act 1982 and subsequent amendments.

b) Annual audit: The clerk read out the 8 statements in section 1 of the annual return. Upon completion the form was signed by the clerk and the chairman. Accounting statement for 2016 / 17 was confirmed as correct and duly signed by the chairman.

17.196 Speeding Working Group: Update & date of next meeting: Update was given in the annual Parish Meeting. Next

meeting Monday 5th June, 6:30pm.

17.197 Neighbourhood Development Plan (AV/KT): A ‘logo’ has been created which was reviewed and approved by all councillors present. We now need a group of residents to

road test the survey before we go public with it. Next

meeting planned for week beginning 15th May.

17.198 Village newsletter (AV): Some complaints received about non delivery will be followed up by Cllr Vickers. There is a lack of content coming from the councillors, Cllr Vickers requests that all councillors contribute if they can. Please read the proofs and comment when they are sent round.

17.199 Playground

• Progress and future development: Cllr Walker will give an update at the next meeting.

• Vandalism: Smoking and violence has been reported in the vicinity of the new park as well as vandalism. There is also an issue with children speeding on their bikes. Cllr Vickers will address the issue in the next newsletter. Anyone who sees illegal behaviour should report it via 111 or speak to the PCSO.

17.200 Woodland Park (JR): Cllr Reed raised concern about the presence of slag in the woodland park. The clerk had sent around the summary of the survey completed by Corby Borough Council in 2014 that there is no contamination to the soil in the area.

Cllr Gardner confirmed that he had looked a little further into obtaining additional clarification. An electronic survey, essentially the work that Cllr Gardner had already done would be £1000 + VAT. A new site survey / soil testing would run into tens of thousands of pounds.

Cllr Reed stated that he felt the testing was inadequate and therefore irrelevant. Ground investigations are limited and there are no certainties, echoed by the judge in the case brought against CBC in 2009.

Cllr Watts and Cllr Gardner stated that it’s moving it that’s the problem not if it’s just ‘sitting there’. The best thing to do is to

leave it alone.

Woodland Park working party will monitor the situation and bring the situation back to full council if required. NDP will ensure this area is designated not to be built on. ‘Do not disturb the slag’.

17.201 Councillor Vacancy: 4 candidates have put themselves forward for selection. Interviews will take place before the next meeting.

17.202 Safe crossing between Priors Hall (Weldon Lakes) and Weldon: No update at the moment, we have had a journalist from radio Northampton who is eager to take this up. We should get an update after the county council elections.

Cllr Taylor commented that no thought was given about moving between the two places. Cllr Vickers commented that we need to consider all options, put forward the best solution. Cllr Watts commented that we cannot stop a trunk road, a crossing would not be practical. Children cross this road every day to get the bus for school, maybe they should consider re-routing the bus service too? Maybe it should be a 40?

It was agreed that the speed working party would put / keep this on their agenda.

17.203 Correspondence received by the clerk not covered above: Cllr Perkins requested that key forms were returned and the forward of grant application forms.

Clerk confirmed that she will be on holiday for the next meeting, Cllr Pope was due to take the minutes but he has send his apologies for the next meeting Cllr Perkins has agreed to minute the next meeting.

The bus shelter outside the Londis is smashed, clerk to follow up.

17.207 Co-option of new Councillor

Four applications were received and interviews took place and Roderick Pearce was appointed new Councillor. Cllr Priem proposed and Cllr Taylor seconded that this appointment be accepted. The members were all in favour.

17.207 Public Time (15 mins)

Brendan Singer raised two concerns:The Tip on Kettering Road. He reported that on his visit to the tip

recently there was a queue of traffic back to the dual carriageway. Several members of the public have voiced their concern over this. The tip

is closed on Wednesdays and Thursdays which means Fridays are very busy. Mr Singer is concerned that soon there will be a fatal accident. Vehicles not wanting to access the tip are overtaking the line of traffic waiting to enter and causing a hazard to vehicles leaving the tip. This matter has been reported to Highways and details are to be forwarded to the Clerk for investigation.

Congestion on Church Street. Mr Singer voiced his concerns over parking on Church Street, especially when weddings and funerals were taking place. Lorries are also using Church Street to bypass the centre of Weldon. This street is very narrow and sooner or later there will be an accident. He suggested that Church Street be made ‘one way’. The matter will be brought up at the Highways meeting this month.

Mrs J. Player voiced her concern over the Glebe Farm application as her property backs onto it. Apparently, the plans have been changed. The council objected to the original plans but have not received a copy of the new plan. Mrs Player is concerned about the height of the houses to be built and has had no reply to her letter of objection. It was decided that the clerk contact the Planning Department and ask why a copy of the revised plan was not sent to the Council.

17.210 Police/Neighbourhood Warden

17.211 Police update

• PC Mark Webster reported that there was nothing major happening in Weldon. Regarding the play area there were some issues with older youths but a lot of the rumours turned out not to be true. Littering is still a problem and although the litter bin is emptied regularly it is never full! The neighbourhood warden is visiting the site regularly.

• There have been two burglaries in Weldon.

• The roundabout in Oundle Road is proving hazardous to

road users, especially in the early morning. Traffic is going in the wrong direction and a ‘No Entry’ sign was suggested. It was decided that the clerk look into this.

17.212 Borough/County Councillor update

Cllr Bridget Watts reported that there was a new Mayor Matt King. He is the youngest mayor we have ever had. The Council is very busy at the moment with the General Election.

County Council. Cllr Naden-Horley was present at the meeting and reported that she would be attending the Highways Meeting. Cllr Groom mentioned the state of the footpath connecting Woodlands to Oundle Road and asked that this be discussed. Cllr Naden-Horley asked that the clerk send an email to her to attend our meetings together with an agenda and minutes of the last meeting.

17.213 Planning

17/00188/DPA – Proposed dwelling – Manorfield, Bridge Street, Weldon

Cllr Walker was concerned about the dangerous corner and that the widening of the road should take place before building begins.

He commented that four lots of footings are already in. A neighbour has complained that the builder has taken some of her land. The builder has since gone into liquidation.

17/00253/DPA – Construction of temporary playground, Priors Hall Development Site.

Cllr Taylor reported that the residents nearby were happy with the plans and were all for it

17.215 Speed Working Group

Cllr Watts reported that she had been on holiday and will organise a meeting as soon as possible.

17.216 Neighbourhood Development Plan

Cllr Taylor reported that they had £10,000 to prepare and print out the questionnaires and these should be circulated to a number of

venues e.g. playgroups, pubs, cafe, the doctor’s surgery and possibly the village fete. The questionnaire will ask the parish what facilities they need and he hopes for a 50 – 60% return rate. He suggested paying a company to knock on people’s doors.

17.217 Village Newsletter

Cllr Vickers reported that there was not a newsletter this month due to limited content. Cllr Gardner reported that the Priors Hall

newsletter came quarterly and that we should do the same, but not at the same time of the month. Cllr Taylor suggested a photo of each councillor and a bit about them.

17.218 Playground

Cllr Walker reported that vandalism was not as bad as rumoured. The climbing frame has been replaced, together with another picnic

bench. The provisional opening ceremony is the 24thJuly, 2017 and will involve lots of children and young families.

17.219 Allotments

Cllr Walker reported that 6 new people had taken up allotments and there were still 6 to let out. He agreed to email Cllr Watts about the availability of these allotments.

The Community Garden will take up 2 allotment sites and a lot of work is involved. It was suggested that community service workers help to clear the site. There is a good metal shed on the land and the unsightly tyres are going to be removed.

17.220 Woodland Park

Cllr Reed is to set up a meeting of the committee. The slag heaps will not be removed as that would be dangerous. It is to be included in the

Neighbourhood Plan that no building take place on this land.

17.224 Public Time: The following comments were made by the public:

• Playground: New playground is causing issues for the surrounding residents: Cyclist speeding through the alleyway are a danger to pedestrians. Noise pollution – music at 8 or 9 at night. Noise of the Zip Wire hitting the post from before 8am. Cllr Groom suggested that they should contact the police if there is evidence of criminal behaviour. Do not approach directly if you do not wish to be on the receiving end of foul language.

17.226 To discuss Matters arising from these minutes only. Cllr Watts confirmed that the gym equipment in Woodside Park was beyond repair and would not be replaced.

17.227 Police / Neighbourhood warden

(a) Police update and monthly statistics

• Nothing major to report. The Blue Bell in Gretton was broken into recently so be vigilant.

• Speeding is still high priority

• Playground: Complaints have been received and the PCSO has been patrolling. Concern was raised that there were youths on the roof and it is suggested that the village hall committee will need to address that.

• It seems to be lessening though as the number / frequency of calls is reducing dramatically. Note that police cannot be everywhere all the time so if you don’t call they can’t attend.

Cllr Groom asked for an update on the Dog Fouling problem within the village. Dog patrols will be taking place in

Cllr Gardner commented that the new crossing outside RS Components is dangerous as people are stepping out

from behind the hedge. He stated that they had planning permission for road markings but there doesn’t seem permission for the crossing in place and therefore it may be illegal.

(b) Neighbourhood warden update: Olivia sent her apologies that she was unable to attend the meeting but sent the

• Following on from the latest walkabout in Weldon, a few issues were highlighted in terms of overgrown vegetation – this was forwarded through to our Environmental Services to cut back however we were advised that Kier do not undertake any ground maintenance work in the village but that it is down to Weldon Parish Council. The areas of concern were the junction of Deene End/Oundle Road and the junction of School Lane/Oundle Road.

• Patrols continue of Rose Avenue play park – no issues to report. Graffiti was removed by Neighbourhood Warden Allan during the last walkabout.

• Housing are still looking into reports of Anti Social Behaviour in East Crescent – please continue to support them by reporting any incidents of concern through to the Police on 101

17.228 Borough / County councillor update: County Councillor Sandra Horley introduced herself. She stated, with regard to speeding in Weldon she would try and assist where she can. She is to arrange a meeting with keir to find out what we can and can’t do.

months by the County Council – is this taking place?

• East Northants Council Environmental Services should be investigating the smell coming from the tip. Is this taking place?

Cllr Horley promised to follow up and report back at the next meeting. Cllr Watts advised that she would follow up

regarding the smell as she had previously dealt with it. Clerk to email a copy of the minutes to Cllr Horley in advance of the next meeting.

17.229 Planning: The following planning applications were discussed:

Cllr Walker raised a couple of points which require investigation: Bridge Street, they have started work – was the road layout changed to take into account our objection?

Woolpack – We need clarification as to what this is going to be. Cllr Groom suggested that a WPC representative should attend Development Control Committee meetings.

Who owns the triangle of land where Oundle Road and Stamford Road meet? Ron McKeller was looking into it but we haven’t heard anything? Cllr Watt and Cllr Watts to follow up.

Village Green: We need to fence off the village green to stop the builders using it as they are due to start work on the football pitch imminently – Cllr Preim suggested rope and stakes. The clerk reminded that the Parish Council do not own the land and is doubtful that we have the right to erect fencing of any sort on land belonging to someone else. Cllr Pearce stated that it was his understanding that it belonged to the developer and would be gifted to the borough council when the development was complete.

It was agreed that Cllrs Walker and Pearce would keep an eye on development and report any concerns.

• Cllr Gardner has emailed S Barnwell at NCC insisting that, as the PC has put so much money aside to find this project, they want a future proof solution based on up to date data. She has arranged a further meeting with the engineer

• Re marking of the Zebra Crossings will be done as part of the scheme.

• Although we are paying and that gives us a say we must also comply with their standards and rules.

• Cllr Groom suggested that we go back and insist on push outs on the Kettering Road and Stamford Road.

A member of the public asked why we cannot ask the builders of the garage for a donation as was mentioned by them or 106 monies. Cllr Gardner assured him that any Section 106 monies we are due will be pursued but confirmed we are not able, as a Government body, to approach them directly for a donation.Date of the next meeting will be fixed when further meeting with the engineer has taken place and new plans received. Update at the next meeting.

17.232 Neighbourhood Development Plan (AV/KT) We are aiming to distribute the survey in September. Update at the next meeting.

17.233 Village newsletter (AV):• No longer monthly as insufficient material, the

councillors present suggested that every 3 month may be more suitable or when there is an important message to get out. Cllr Vickers will pick up at the next meeting.

17.234 Playground: Cllr Walker gave the following update:• There has been no vandalism on site, but he has been

informed that the village hall committee have had to

• A member of the public stated that it is not just local residents that are being affected. Residents along Corby Road are also being impacted.

• Cllr Walker confirmed that illegal activity should be reported to the police, especially as it appears that there is a know ‘ringleader’.

• The member of the public stated that foul language is a major problem

• Cllr Walker will speak Weldon Primary School and Cllr Gardner to Priors Hall to see if we can get the message out directly to the children

• Consider a design a poster competition

• Cllr Walker to investigate a rubber end for the zip wire

• The Village Hall committee will be contacted directly regarding access to the roof – Suzanne Preston will contact

• New frame going in mid July

• A donation has been made by the equipment manufacturers so we can organise an ‘official opening’ – date TBC

• Cllr Preim stated that we should look at providing some discounted or free access to adrenaline alley – we don’t provide for 13-18 yrs olds, maybe if we did they wouldn’t hang around the play area?

• Cllr Gardner stated that as adrenaline alley is a business this was not something we could do but we do need to consider this group

• Cllr Watts asked if ‘what they want’ may come out of the NDP survey?

• Talks are taking place re using one plot as a community garden

• May need to fund skips for rubbish removal – Cllr Walker to establish cost.

17.236 Correspondence received by the clerk not covered above: Have received complaints about two areas of verge not being cut. Clerk to confirm with contractor if they are on the original contract or make provision for them to be added. Will also obtain quote for maintenance of the village green.

Cllr Bridget Watts has been asked to look into this matter. The current status, according to the BC, is unknown. As soon as we get information from the planning department we will act on it. The deadline of 14

days from 15th August for objections to be received has now passed. Sixteen objections have already been received. Cllr Walker proposed that we obtain a copy of the plans and organise a meeting and invite parishioners to attend and also that a strong letter be sent to the chief executive of CBC. This was seconded by Cllr Priem and all members voted in favour.

Ann Wallington complained about the noise of the zip wire in the play area, and the amount of abuse from the public. Cllr Walker suggested putting a rubber buffer at either end of the zip wire.

(b) Neighbourhood Warden UpdateOlivia reported that the dog mess in Weldon has improved and that

new bins are to be installed. She has received positive feedback on the sprayed dog poo.

She is monitoring the parking in Spinney Road which is very congested because of the flats. The garages are not fit for purpose. She

stressed that if there are any problems the residents should contact the Police.

Cllr Vickers proposed and Cllr Taylor seconded that we get CBC’s report to stop littering.

17.260 Borough/County Councillor update

Cllr Kevin Watt reported that the Borough Council has purchased the Matalan building generating more income for the council. The current financial state is healthier due to New Homes bonus.

17.261 Planning

17.262 Village Green

Cllr Walker stated that he had asked Lloyd to cut the strip adjacent to the road adjoining the football field in order to keep it up to village green status. 4 willow trees have been shredded. Cllr Walker is seeking approval to pay Lloyd for all grass maintenance in Weldon. The council were all in favour. Cllr Larry Gardner is going to ask the clerk to find out the actual plans as the builders have to put it back. (Section 62 of the 2004 Government Act relates to this)

17.263 Finance

Monthly Receipts and Payments were approved. Cllr Walker reported that the play area was completed and payment will be made in the next couple of weeks.

17.264 Speed Working Group

It was reported that the Highways Authority needs more information on vehicle numbers. It was suggested that we install pop-outs

(chicane) on either side of the zebra crossing on Stamford Road.

The Speed Working Party met on 17th July and it was proposed that a pop-out chicane be installed in the High Street before the bus stop and one further down on the other side of the road with priority arrows.

Oundle Road has passed the safety audit.

Bridge Street Parking. County Cllr Sandra Hatton reported that further visits had been made regarding parking restrictions and that the corner should have been widened. She commented that a change to the entrance to Weldon be made with gates and more information on safety. Cllr Gardner said that he would get in touch with Sarah

Barnwell.

Concern about the painting of the zebra crossing was shared by all members and it was decided to get this done as soon as possible. The beacon poles also need painting.

17.265 Neighbourhood Development Plan

Cllrs Vickers and Taylor reported that they are to hold a series of surgeries on the survey.

These are as follows:

• Wednesday 11 October 6 – 8pm ... Weldon Village Hall, annex

• Saturday 14 October 10 – 12.00 .... Priors Hall Community Centre

• Saturday 21 October 10 – 12.00 .... Weldon Village Hall annex

• Thursday 26 October 6 – 8 pm .... Priors Hall Community Centre

The survey is ready to go and people are invited to drop in for a chat.

Mr Richard Mugglestone (Project Delivery Manager, Midlands Rural Housing) joined the meeting. He is working with rural communities. CBC has

requested they carry out a survey on affordable housing in each parish of the borough. Mr Mugglestone will assess the housing need and hopes to re- house the people in that village within the next five years. There will be a 7 – 8 page questionnaire to assess what the needs are i.e. rent / shared ownership.

Cllr Vickers suggested it would be a good idea to have a combined survey. Everyone was in favour and Cllr Vickers will liaise with Mr Mugglestone.

17.266 Village Newsletter

Cllr Vickers reported that he had plenty of information to put in the newsletter i.e. the litter problem, neighbourhood survey and social behaviour. He is hoping to get feedback, especially on the Precept for

traffic calming measures. Cllr Taylor stressed the importance of the social media site and Village Trader.

17.267 Playground

Cllr Walker reported that the opening ceremony for the new play area is to be 7 September at 2.30pm. Sponsors are to be invited and ice-cream will be laid on. Cllr Walker said that the people objecting to the play area are in the minority and that antisocial behaviour is being monitored.

The chair congratulated Cllr Walker on his work on the new play area.

17.268 Removal of sports equipment from Woodland Park

Cllr Walker said that the sports equipment was removed because it was broken and dangerous. The Council commented that they should be replaced. He suggested applying for a lottery grant.

It was agreed that the clerk speak to CBC asking them to replace the equipment.

17.269 Correspondence received by the clerk not covered above

There have been 2 applications for grants:

1. Priors Hall Local Community School have no funds and want to set up a Forest School with outdoor wildlife. The cost is £2000 and they are requesting £1500 to pay for seats, bird boxes etc. The Woodnewton Academy are raising money through cycling and other ventures. Cllr Priem proposed and Cllr Vickers seconded that this be granted.

2. Busy Bees Baby and Toddler Group are opening on 14 September. Young mums at Priors Hall and in Weldon Village are invited to attend. The sessions are every Thursday 9 – 11am

during term time. There will be a £2 nominal charge. The parish nurse will be on hand to speak to new mums at intervals. St Mary’s Church are asking for £750 towards the running of this group and the hire of the hall. Cllr Walker proposed and Cllr Priem seconded.

17.270 HR Committee

The HR Committee is down to 2 people. Cllr Taylor proposed and Cllr Watts seconded that Cllr Pearce be co-opted onto the committee.

17.259 Speeding Update: Sarah Barnwell (Highways): In summary Sarah gave the following update:

• Updated traffic data needs to be recorded. As soon as the exercise has been carried out it will be forwarded.

• 2 original proposals have been reviewed and one new proposal for Stamford Road has been put forward

• Public consultation will follow once a proposal has been selected and the traffic survey finished

• Public consultation will include a letter drop to the affected resident and consultation with the Parish Council both of which can be shared publically

• The selected plan will have NCC approval and fit all legal requirements so will have no barriers to implementation

• Comments were made regarding the siting of the ‘table’. Sarah confirmed that the precise details will be finalised after the traffic survey and in conjunction with PC consultation

• Repainting of the zebra crossing is scheduled. It’s ‘on the list’

• Cllr Watts raised the possibility of noise pollution if cars hit the ‘table’ at speed

• Suggestions of pop outs were raised, these have previously put forward by local residents as a preferred option. Sarah stated that research has shown that these only become effective if there is a traffic flow rate of 400+ cars in both directions and the last traffic survey in Weldon showed less than half of that

• Cllr Vickers asked that if essentially we are paying can we not just have what we want? Sarah stated that any scheme had to fit into the ‘rules’ before it can have highways approval. They have years of experience of

the most suitable solutions in all situations and they would not support a solution that did not fit best practice

• It was suggested that plans selected should be shared with the entire community as effectively everyone was paying. Justification as to the chosen solution should be included

• It was also suggested that the recording of current data will not take into consideration the significant expansion facing Weldon at the moment.

17.260 Public Time (15 mins): The public made the following observations in response to the report by Sarah Barnwell:

• The data recorder should be placed at the start of Stamford Road

• An ‘entry feature’ will slow cars down before the hit the speed bump

• The new plan circulated means that vehicles are already 1/3 into the village before they hit any speed restraint

• Vehicles don’t slow down for the current island so putting new ones in is not going to help

• Our views should trump that of the engineer as we live here he doesn’t! Sarah commented that the views of the public are taken into account BUT the engineer is responsible for ensuring the safety of the wider public

• The public should be consulted not just the Parish Council

• How close are we to the traffic levels required for build outs? Sarah responded that, at last count, less that half the volume was recorded

• It is speed that is the issue not volume

• There was a hit and run last week

• Speed cameras have been visiting do they not record numbers? What speeds were recorded?

• Sarah commented that speed and volume data would be recorded independently from the police data

• Cllr Groom commented that other areas of the country have success with build outs with significantly lower traffic volumes than are being suggested

• Sarah commented that views have changed recently and we have to work with up to date advice. Many build outs built 8 or 10 years ago have had to be removed

• Cllr Groom stated that we are trying to stop the rat run, if you put in build outs it will make the short cut through the village less attractive

• If we had to remain at a 30, could it not be reduced to a 20? Sarah stated that the aim is to get the road 30 compliant first. Waiting for the results of the review commission to be published due early next year

• Corby Old Village is majority 20mph? Different situation, roads are narrower etc

• Should we not have been given funding for traffic calming through the village when Priors Hall was given planning permission

• Cllr Vickers commented that we wanted to be complete by the end of the financial year. What do we have to do to achieve this? Sarah said she will go back to the engineer and provide an update at the next meeting.

• Cllr Vickers asked for confirmation of when we have to have agreement by to achieve end of the financial year. Sarah stated not too soon, she will confirm at the

• Cllr Watts asked if they were sure a single solution would suffice. Cllr Gardner stated that this is just a proposal at the moment, more discussion needs to take place

• The main aim of the exercise is to deter drivers from driving through the village. Do we have enough money to do this? Is there going to be a need to increase the precept again next year? Cllr Gardner commented that this was not in the plan

• CBC do not take care of our village, we need to stope HGVs coming through the village. Sarah commented that you cannot close the village to HGVs completely as Fire engines need access as do HGVs making deliveries and busses even

• Determined drivers will get through. You can’t stop traffic only slow it down

• Sarah commented that this is why build outs only work in high volume areas because you need a vehicle coming the other way to slow oncoming vehicle down

• Data recorded now is meaningless as we need to future proof the village

• Cllr Watt commented that a raised table by the cricket pitch would make it safer for children to cross

• Cllr Pearce commented that feelings are so high he is concerned that the residents may take things into their own hands

• Cllr Gardner stated that we need to get this sorted

• Cllr Vickers confirmed that we were looking for an agreement on the solution by the end of November.

• Vehicles parked up on Bears Lane are causing an issue. Mark will be speaking to them and giving the a ‘word of warning’

• Play area / Zip wire – there is a buffer on there at the moment but the feasibility of adding an additional buffer is being looked into. If there is a cost implication to the additional buffer the Parish Council may have to find the funding as it is unlikely that Culture and Leisure will be able to fund it

• Wardens and the police are monitoring the area and Corby Business Academy have been informed as their uniform has been spotted.

• Cllr Vickers mentioned the replacement of sports equipment in woodlands park. How do we go about getting it replaced? Suzanne Preston commented that Culture and Leisure do not have the capital to replace the equipment but may be able to help with grant applications / fund raising. It was proposed that a working group be set up to move this forward. Cllrs Vickers, Groom, Gardner volunteered. Cllr Walker will be asked to join as the most experienced councillor in terms of parks / fund raising.

• The community safety team have met with the village hall committee to advise on safety / security measures. A local resident commented that things had improved recently.

17.262 Borough / County councillor update: Cllr K Watts gave the following update:

• Julie Mead – community policing initiative is going forward. Rural officers will not be called to do other duties / deal with staff shortages in other areas

• Clinical commissioning group – review of healthcare in Corby. Emergency care is over used. Urgent Care centre costs £60 a visit. Some people have made more than 100 visits. 70,000 visits over a year of which 10,000 required no treatment. It is an urgent care centre but is being used as a GP surgery.

17.276 Speeding Update: Sarah Barnwell (Highways): In summary Sarah gave the following update:

• The traffic survey showed that speeds on the 85

percentile are down by 10% compare to the 2015 data

• The number of vehicles in June 2015 was 25,130 this has increased to 27,946

• She concludes that police enforcement must be having a positive effect

• The engineer is now putting a proposal together which we should have before the next meeting, based around a raised table in the middle and ‘something’ either side

• In a 30mph speed limit if the mean speed is less than 35 then it is deemed compliant. The mean speed during this survey was 31.4mph

• Accepts that this is only one point on the road and that vehicles could be doing higher speeds at different points.

Cllr Vickers asked what is being considered, what about the request for build outs? Sarah confirmed that the data

showed that build outs would not solve the problem as the volume of traffic is too low.

Borough Councillor Watt reminded Sarah that we are facing a significant increase in traffic with a further 4,000 houses being built within the Parish in the next 5-7 years.

Cllr Watts asked what is being done about the zebra crossing as last month Sarah had stated that it was due to be repainted. Sarah confirmed that it was on the list to be done. Cllr Walker stated that there had been several near missed on the crossing and asked if it was going to take a death to get this actioned. Sarah commented that unfortunately it was not top priority as it was not as bad as other crossing in the county. Cllr Pearce noted that there was also an issue with parked cars.

17.277 Public Time (15 mins): The public made the following observations in response to the report by Sarah Barnwell:

• What does ‘hoping’ for a solution mean? Sarah: 2 drawings were put forward but they were rejected and they were working hard to provide an additional solution before the December meeting.

• This has been going on for four years, I am unable to sell my house because buyers are being put off by the volume and speed of traffic. This needs to be dealt with in a prompt and efficient manner. Sarah: We have been looking at this since 2015 but we had no funding.

• Can we have an assurance that it will be ready for the next meeting? Sarah: The engineers have said they will have an option before the next meeting.

• Can you circulate it to the councillors before the next meeting so we can move this forward?

• Speed watch 10yrs ago showed there was a problem not 2yrs.

• What happens after the next meeting? How long does it take to actually implement? Sarah: There is a process that needs to be followed. We are legally obliged to notify those impacted and they are given 21 days to comment. If all goes smoothly we are looking at the period between Christmas and the end of the financial year for work to take place.

• We wanted a chicane it works well in Market Harborough and there is less traffic there. Sarah: Our engineers are ultimately responsible for public safety and for the effectiveness of the solution implemented.

• Traffic flow and speeds have gone down because there was a police camera van there the day before.

• You have not interpreted the figures correctly: 27,946 vehicles 16,511 (well over half) were breaking the law

and speed limit – that’s 59% of vehicles of those: 4519 were doing between 30 and 35, 2198 between 35-40, 659 between 40 and 45, 200 between 45 and 50, 51 between 50 and 55, 19 between 55 and 60 and 4 between 60 and 65

• Figures in 2015 were said to be ‘relatively high’ but now you are saying that, what amounts to, almost half a million extra vehicles are year is not a problem?

• You should visit at 7am – this is the most dangerous road in the UK (in his opinion)

• Cllr Preim commented that he doesn’t feel it is up to the engineers, why can’t we put we put in chicanes if we are paying – what gives you the right to dictate to us? Developers can do what they like, put roundabouts, pedestrian crossings why can’t we?

• If this is not sorted and sorted soon we will put our own chicanes in! (public)

• Cllr Watt – why don’t you bring the engineer to the next meeting? He can explain his drawings and reasoning behind them?

• Cllr Vickers – Good idea, let them justify their design

• (Public) Why can’t we have red strips in the road as you approach the 30mph zone like the ones in Collyweston? Sarah: The average speed there is worse than here, they have not been effective.

• You don’t even believe this road is busy do you? Sarah: Yes I do and I am doing all I can.

• Who is the engineer working on this? Sarah: Chief / principle engineer.

• Cllr Vickers: Can we meet with him before the next meeting? Sarah: Will send dates – Clerk to liaise.

• Cllr Watts: The problem is we have lots of designs but if they don’t include chicanes then no one is going to be happy!

• Public – Why can’t we trial chicanes? Sarah: they have proven to be ineffective at ‘low’ traffic volumes. We have to go with the most up to date research.

Other issues brought up in public time:

• Minutes and agenda were not available on the website. Cllr Walker confirmed that the agenda was displayed on the notice board on Wednesday before the meeting along with the minutes. Cllr Gardner advised that a date by which the minutes would be available would be agreed with the clerk.

• School Lane: Several reports of speeding vehicles and near misses. Can we add this to our radar.

17.278 Police / Neighbourhood warden

(a) Police update and monthly statistics

• No police representative was present. No Crime stats were provided ahead of the meeting.

(b) Neighbourhood warden update: The following update was given by Lennie who attended on behalf of the Neighbourhood warden team:

• Talk with Weldon Pre School (nursery) regarding litter and conducted a litter pick in the immediate area – children really enjoyed this and it encourages them to look after the environment they live and work in. This was organised by Suzanne (Rural Pride Officer)

• Conducted a litter presentation at Weldon School – highlighting issues found in the area and what can be done to improve them. Encourages children to take

responsibility for their community and look after the environment. This was organised by Suzanne(Rural Pride Officer)

• Concerns received regarding parking along Chapel Road during school times. Patrols have been organised with Police colleagues which will take place shortly. If obstructive or dangerous parking is observed please report this through to the Police on 101 providing them with the vehicle details

• Ongoing issues reported regarding Weldon Village Hall and damage/ASB at this location – this is being investigated by Suzanne and the Community Safety department

• During the last meeting concerns were raised over the bridge and existing weight limit which construction traffic are using to access the new developments. Karen (Neighbourhood Warden) is looking into this and will provide an update separately once dealt with

• Next walkabout is Tuesday 9th January 2018 meeting at 10am at Weldon Village Hall

• Neighbourhood Warden Olivia will be changing areas as of January so will not be covering Weldon after this date. The wardens for Weldon will be Karen Millsop and James McCabe

Cllr Watt reported inconsiderate parking along The Avenue in Priors Hall Park and requested polite parking notices

be put on those vehicles. She was advised that PC Devlin should be contacted. Cllr Gardner advised that the PHP Management Company had already contacted the police.

17.279 Borough / County councillor update: Borough Cllr K Watts gave the following update:

• Urban & Civic have taken over at PHP. The A43

crossing will be raised.

County Cllr Sandra Naden-Horley arrived at 20:06 and gave the following update:

• Pedestrian crossing painting – she has been assured that this is on the list. Cllr Vickers stressed we were concerned that Sarah seemed a little unsure of where we were on the list. He asked wat we have to do to get a date. Cllr Naden-Horley advised that she wasn’t aware of a date at the moment but she would contact Sarah this week.

• ‘Please drive carefully’ village entrance signs have been funded by her Empowering Councillors fund. Cllr Vickers stated that it may cause upset if these suddenly appear when we are still waiting for the zebra crossing to be repainted. All agreed that they were still a good idea and thanked her for the grant. Cllr Gardner commented that he would like to see more planters in the centre of the village to make it feel more ‘village like’.

17.280 Planning: No new planning applications have been received since the last meeting.Priors Hall Community Governance Review: The button

was essentially ‘pressed’ at the last DCC meeting where they approved the start of the governance review. The whole process does take 2 years.

Cllr Gradner commented that some residents are not happy and felt bullied into signing the petition. The plan also cuts Priors Hall Park in two.

Cllr Watt stated that in his opinion this is based soley on the last precept increase. Will the Neighbourhood Association effectively become the new Parish Council? Do they have any idea of what that involves? Cllr Gardner commented that this may well have come sooner or later anyway as a Parish Council will 6,000 houses in is not practical.

d) PHPNA Arts Panel Grant Application: A grant application has been received by PHPNA Arts panel for funding to provide a website to bring art to the community. Unanimously approved.

17.282 Neighbourhood Development Plan (AV/KT):• Questionnaire update:

o Surveys are out, we were alerted to a small number of addresses missed. We have 40 spares to cover those houses.

o A member of the public asked if we were planning to analyse different parts of the parish separately. We advised that this was planned.

o Cllr Vickers asked for volunteers to carry out a door knocking exercise to encourage people to complete their survey and assist if they have any issues. Several councillors volunteered

17.283 Village newsletter (AV):• Date of next issue: December

17.284 Footpath damage Oundle Road: The pavement on the way up to the new development on the Oundle Road is damaged. Cllr

Walker stated that the holes in the pavement are difficult to see in the poor light of winter. He stated that there had been a few slips and falls. Cllr Pearce commented that the damage has been there for approximately 16 months. Cllr Perace to send some photographs of the area to the clerk who will then report it to Highways. Cllr Naden-Horely will follow this up once it has been reported.17.285 Public open space waste bins Oundle Road: The offer to provide bins on the Village Green land has been withdrawn as CBC have confirmed they cannot be emptied as the land is privately owned. To be revisited when ownership has been

transferred to the Parish Council.17.286 Metal detecting on Parish Council land: All Councillors agreed that it was not appropriate to allow metal detecting on Parish Council land. Particularly that the parks are to be enjoyed by all residents and not for the benefit of just one or two and the inconvenience of others but in addition there is concerned that some of the land may be contaminated which, whilst this poses no risk to the public as it is, if disturbed could present a Health & Safety issue.17.287 Overgrown Trees – Church yard: Whilst it has been accepted that some of the trees have been cut back the church have requested that some pollarding takes place. The church cannot be viewed from Church View! Cllr Walker will request that Weldon Tree & Landscapes Ltd ascertain the extent to which pollard is required and provide a quote for carrying out the work. To be reviewed at the next meeting.17.288 Village Hall issues – The village hall committee have

requested a meeting which has been arranged for 7th November. This will be attended by Cllr Gardner, Cllr Vickers, Cllr Pearce and the clerk.17.289 Correspondence received by the clerk not covered

requested that Cllr Groom provided an email address to ensure timely delivery of meeting documents and to enable effective communication between meetings. Cllr Vickers stated that he felt it was essential due to the nature and urgency of some email content and suggested that he was missing out on some subjects.

17.299 Speeding Update: Sarah Barnwell (Highways): In summary Sarah gave the following update:

• A site meeting took place with the engineer involved

and a number of Parish Councillors on 21st November

• The engineer had been in contact the planning department at CBC regarding the Weldon Park development. It has been indicated that they are intending on installing a build out at the end of Stamford Road. It was re-iterated that this is not yet confirmed

• With this new information it is now proposed that we install a similar build out at the other end of Stamford Road and a raised table in the middle

• Final costings are not available however the two features should be covered by the money we have available

• Please note that we will need certain assurances from Corby Borough Council and the developers regarding their proposed works before we are happy to construct this option.

• The design shown for the priority working is a single island with a cycle lane running through the back. These calming features have been spaced in line with the permitted regulations and based around the developers initial positioning. However, the design may change upon receipt of developers proposal because, as mentioned last night, we need to mirror the

developer’s design in order to avoid confusion and potential hazard.  It is also beneficial to have the features evenly spaced to maximise the benefit. 

Cllr Vickers asked what the next steps were and what date can we expect a final accepted design. Sarah stated that we need to wait for the Weldon Park developers to confirm the build out. We do not want to push too hard for a decision and risk the relationship they have built with them. Cllr Vickers pushed for a date and asked if it was likely to be before the next meeting. Sarah stated that it was more likely to be towards the end of the financial year.

Cllr Watts stated that if the ‘sticking point’ is CBC then she and Cllr Watt will chase this up and update us at subsequent meetings.

Cllr Groom questioned who will put in the build out for the developers and if it would be possible to do the three

features at the same time to save money? Sarah advised that they may hire a contractor. A member of the public, with professional knowledge of the area, stated that we would be able to go out to tender to those with the correct professional status. It was agreed that we will look into this once a final design has been confirmed. Sarah has since confirmed the following with regard to using an outside contractor. “At last night’s meeting, a question was asked about the parish council procuring the work through a separate contractor.  As this is much larger scheme than others where we can issue a licence (eg installing a bench) I have asked for advice on this from my colleague who deals with this type of agreement with developers. 

In this situation, the Parish would essentially become the ‘developer’ for these works, and would need to enter into a

legal agreement with us under S278 of the Highways Act 1980 (commonly known as a S278 Agreement). I understand there

are fees for this, although I also understand that there may be

some flexibility to reduce fees for other public administrative bodies.  A Minor Works Agreement would cover works up to at least £50k value, but more extensive work would need a different

Agreement.

Before entering into the Agreement, our S278 Team would need to see and approve the design of the calming works, and would also need to know that you have appointed an experienced Project Manager to act as your agent to manage the contractor you appoint.  They will also need to approve the Contractor as part of the Pre Start procedure, and will need to ensure that the contractor is suitably qualified and experienced with appropriate insurances in place. 

Cllr Gardner thanked Sarah for her attendance at the meetings. Sarah will not be attending the meeting in January.

The drawing distributed by Sarah at the meeting is in appendix 1.

17.300 Public Time (15 mins): Public comments related to the speeding issue and are documented above. There were a lot of positive comments regarding the proposal and support for the suggested scheme.

17.302 Borough / County councillor update: Borough Cllr K Watts gave the following update:

• NCC cuts – the number 67 bus will be impacted, comments should be forwarded to NCC. It was explained that cuts are unavoidable due to the dramatic increase in Social and Child Care Services in the County.

• Public Libraries will be impacted as NCC encourage the move towards Community Libraries, this is commonplace in other counties.

Cllr Groom commented on a number of faulty streetlights. The Clerk reminded Cllr Groom that he should direct residents to

Street Doctor, link available on the website homepage, where they will get an immediate incident number which can be followed up or contact the clerk who can log it for anyone unsure of how to do so.

17.303 Planning: The following planning application was reviewed: 17/00583/DPA | Demolition of existing dwelling and erection of 4 No new dwellings consisting of 2 detached and 2 semi-detached dwellings with access, associated parking and amenity areas | 143 Corby Road Weldon NN17 3HU: Object.

The Parish Council voted unanimously to object to this planning application on the following grounds:

• Highways – the entrance to this site is close to a busy roundabout and next to a commercial site with a high volume of traffic, vehicles accessing the rear properties are likely to encounter a dangerous exit.

• Not in keeping with the surrounding properties both in design and in density.

• Loss of amenity – little consideration has been given to the needs of Weldon residents. We have a huge number of new built detached and semi-detached family homes but there is no provision for the ageing population. Bungalows are much sought after and in short supply within the Parish and therefore the destruction of bungalow to provide more, unwanted family homes is not meeting the need of the local area.

• Parking – there appears to be insufficient parking for the number of bedrooms per household.

• Loss of habitat – huge areas of green space in and around Weldon are being torn up and built on. Back filling, such as this, contributes significantly to the loss of green space available to wildlife.

• Insufficient infrastructure to support further building within the parish. With the cumulative effect of building on Priors Hall Park and Weldon Park there is simply no more that Weldon can take, school places, roads, doctors etc just do not have the capacity to cope with an additional 3 properties.

17.305 Neighbourhood Development Plan (AV/KT):• Questionnaire update: Good response was received,

we are waiting for the hard copy surveys to be returned to us which will then be input for analysis.

• Next steps: All data input by end of January following which analysis will take place.

• Date of next meeting: Beginning of February - TBC17.306 Grit bins: We need to review all Grit bins owned and maintained by the Parish Council. Six bins were listed which include:

• Old Gretton Road / Chapel Road

• Bridge Street, near the village hall

• Bramblewood Road

• Kettering Road / Church Street

• Woodlands Road nr Oundle Road

• Water LaneCllr Preim will check all of the above mentioned grit bins and

confirm if any need refilling.

17.307 Commemoration of Chair and Clerk: Cllr Preim has arranged to have the board updated and has received a quote of £30.50. All agreed to this expenditure. Cllr Preim will organise to have the plaque updated.

17.308 Trees in Church View: Investigation into the issue identified 23 trees that needed maintenance, some being 70 or 80 ft high. One quote has been received which values the work required in excess of £5,000. Cllr Walker will seek two further quotations with a view to the contract being awarded at the next meeting allowing the work to be carried out before spring. Cllr Taylor will confirm if planning permission is required as he had submitted a similar enquiry to carry out maintenance on trees in the Church Yard. Clerk confirmed that all 23 trees are on Parish Council Land.

17.309 Village Planters: A number of planters in the centre and on the entrances to the village have been proposed. There was mention of solar lighting in the planters at the entrances to the village. A resident had previously mentioned possible sponsorship and the availability of recycled planters being obtained. It was proposed that a sub-committee be form to move this project forward as budget has been allocated in the next financial year. The following councillors will form this sub=committee: Cllr Gardner, Cllr Pearce, Cllr Vickers and Cllr Groom. The first meeting will be arranged by Cllr Pearce before the new year.

17.310 Community Garden: Suzanne Liverman attended the meeting to give an update on this project.

A meeting had taken place on the 9th November. During that meeting it was felt that the best way forward was for this to be organised by the Parish Council to avoid the group having to set up as a charity and gain funding from other sources. All agreed to support this model and Cllr Taylor proposed the setting up of a sub-committee. All agreed. The sub-committee will consist of Cllr Taylor, Cllr Walker and Cllr Watts. First meeting will take place on Thursday 21st December at 5:30pm.

A budget of £500 to kick off the project was proposed by Cllr Taylor and all agreed.

An event will be held, possibly the 10th / 11th February to clear the site. Details to follow in January once the sub-committee have met.

17.311 Woodside Park – Outdoor Gym: Cllr Walker is talking to Grantscape with regard to obtaining funding. It

was agreed that we need to explore other avenues such as National Lottery, Tesco, Co-op etc.

Cllr Vickers will speak to Tesco and Cllr Preim will look into Co-op, Cllr Walker will continue with a Grantscape application. Update at the next meeting.

17.309 Correspondence received by the clerk not covered above: The clerk read out Cllr Reeds letter of resignation. It was decided that a gift should be purchased for Cllr Reed as he has provided the Parish Council with years of loyal service. Cllr Gardner proposed £50 as a gardening gift voucher be purchase funded by chairman’s allowance. Clerk to arrange.

The clerk stated that she had received an email from the preschool stated their displeasure at not being included on the plaque of sponsors for the new playground. Cllr Walker stated that unfortunately it was limited to those who had made a significant financial contribution. Clerk to respond.

18.006 Speeding Update: Cllr Vickers commented that there have been numerous communications since the last meeting from one resident and, in response, from Sarah Barnwell. Cllr Vickers stated that we should be more involved with what is happening regarding the developers and their obligations regarding section 106 and how that impacts our scheme. Cllr Watt stated that CBC are involved on a planning level and she will attempt to find out more details for us. Cllr

Vickers suggested that we need to speak directly to the developers and that perhaps we can come to some agreement between us. Cllr Vickers confirmed that he has asked for costings on the original designs and expects to receive them within the week. The resident, Simon, is also able to provide a costing for the design he believes will be a better fit so we will have all the information we require. Cllrs Walker and Preim voiced concerns that the developers original plans for roads already put in did not go according to plan. Cllr Vickers asked the clerk to arrange a meeting with Persimmon Homes. Clerk to take forward.

18.007 Public Time (15 mins): Simon stated that the drawings presented by Sarah at the last meeting had been put together in haste before the meeting. He states that the build out blocks 3 drives and the entrance to the cricket club and that there is a much better location for it in front of green space. He stated that the raised table was not required and that he could provide documented evidence of the effectiveness of build outs in similar locations / situations. He stated that speed humps / raised tables caused noise pollution and have a negative environmental impact. There was further comments about maintaining whatever we pay for going forward and the need to ensure that it is adopted.

Another gentleman pointed out that whatever we do it does need to be approved by highways and we need their permission. If you don’t follow the advice of highways and whatever is installed leads to injury to persons or damage to vehicles / traffic accidents then we will be liable to prosecution.

Cllr Preim stated that the original diagram shows the chicane is clear of the new houses at Deene End however if we moved the chicanes closer together there might not be a need for the raised table.

Simon stated there will be a need to close the road for a minimum of 3 weeks, the lead time is approx. 10 weeks.

Due to the low number of councillors in attendance and key members of the Speed Working Party being amongst those missing it was decided to organise a Speed Working Party meeting to discuss the plans in light of suggestions and comments from the public. Meeting to be arranged with the

Clerk.Angela, PHPNA, raised concerns about the disconnect between

Weldon village and Priors Hall Park and the need to work towards a more joined community. We have common issues and we don’t want the ‘divide’.

She raised concerns about the lack of grit bins in Priors Hall Park and asked why there are no Parish Council bins. The clerk advised that we would not be able to place bins on private land and as the highways had not been adopted they were still private property. The clerk suggested that they need to speak directly to the management company and offered to do that on behalf of the residents. Angela confirmed that they were in direct dialogue with Urban & Civic and she would follow this up.

The Clerk will attend the next PNPNA meeting on Thursday 11th January 2018 at 19:30.

Cllr Watt commented that PHP residents are entitled to come to Weldon and remove grit from Parish Council grit bins for use on Priors Hall Park.

Urban & Civic will also be invited to the next Parish Council meeting.

18.008 Police / Neighbourhood warden(a) Police update and monthly statistics: An email has been

received to confirm that police presence will be provided for Parish Council meetings. All clerks have been provided with the ability to access crime reporting. The figures for December were not available ahead of the meeting but it was agreed that they would be recorded within the minutes for public information. If available when the minutes are being produce. As of this time December figures are still not available online.

(b) Neighbourhood warden update: No update available, no one in attendance. It has been confirmed that the Wardens will continue to try and attend meetings but cannot guarantee attendance. An email update will usually be sent prior to the meetings where attendance is not taking place.

18.009 Borough / County councillor update: No update.

18.010 Planning: The following planning application was reviewed: 17/00654/DPA | Proposed single storey side and rear

extensions | 5 Kings Road Weldon: No objection.

Weldon Landfill Site: 17/00058/WASVOC, 17/00059/WASVOC & 17/00059/WASVOC. A decision was made to postpone comment on these application until we have more understanding of the future plans. Planning meeting to be organised for 12th January. Clerk to request an extension to the period to comment.

18.012 Neighbourhood Development Plan: Manual input of the data from the survey forms has begun. Completion is estimated to be end of January after which analysis will then take place. Next NDP meeting will take place in February to plan the next steps.

18.013 Grit bins: (Please see public time regarding Grit Bins On Priors Hall Park). Weldon Parish Council Grit bins have a solid mass of grit in them which needs to be removed and refreshed with new grit. Clerk to arrange. Thank you to Councillor Preim for his work investigating the state of the bins.18.014 Parish Councillor Vacancy: Required notice will be displayed within the next few days, a notice will also go into

the newsletter and on the website. Anyone interested should contact the clerk for further information. Closing date will be set for 12th February 201818.015 Trees in the pocket park obscuring the Church: Six companies have been out to view the job but we have only received 2 quotes. It was resolved to go with the quote which was the cheapest but also that we have personal knowledge of the standard of their work. Awaiting confirmation from Cllr Taylor regarding permissions required. Cllr Walker to take forward. Cllr Watt to forward Tree surgeon details.18.016 Village Planters: Initial meeting has taken place with some very positive ideas including planting on the village green and the

triangle of land in the centre of the village. Further meeting within the next month and a further will be given at the next meeting.18.017 Community Garden: Planned activities – The first activity will ‘the big clear up’ where residents will be asked to come along and give a hand clearing and preparing the site. There will be a BBQ lunch for those participating and Tea and Coffee / squash available. Going forward an activity will take place on the 2nd Saturday of the month. It is proposed that the garden will be open to anyone who wishes to have a go at planting / growing. Everyone will be welcome. Flyers have been designed and will be going out shortly to all houses and then will be placed in school bags nearer the date. The sub group will meet 24th January to finalise details.18.018 Woodlands Park – Outdoor Gym: Cllr Walker has not been able to obtain confirmation of support from CBC for this project but will continue to push for a response. Chris Stevenson confirmed why the original equipment was decommissioned so that might be a path of communication should he continue to get no response from Rachel Richardson. Cllr Vickers has spoken to Tesco and we are not on the list for consideration for the next round of funding. Cllr Walker has also spoken to Grantscape. We need to look at putting in a application to the National lottery. A meeting will be arranged with Suzanne Preston to discuss further as she was a significant help with the Rose Avenue play area. 18.019 Correspondence received by the clerk not covered

18.025 Speeding Update: Sarah Barnwell gave the following update:

• They are awaiting confirmation of the costs of the current plan, these should be available before the next meeting;

• They are working within the budget given by us

• Draft copies of the plan, still to be finalised, were handed out

11/11 the British Legion has the village hall booked. They are planning a tea party to include children’s activities. Other suggestions are t-lights on the village green as well as being involved with the Beacon lighting which is happening nationally / Bugle playing.

It was suggested that it would be useful to contact other groups such as the Military Vehicle association, schools etc

Cllr Gardner suggested that the Parish Council form a working party. Cllrs Vickers, Priem, Walker and Taylor volunteered to form the working party.

Cllr Groom suggested that they approach the WREN to ascertain if landfill tax could provide some funding. Deadline is 14th March for the next round of funding.

Mr Wallington requested that the Parish Council organise the beacon lighting and possibly provide some live

entertainment.

Clerk to send grant application forms to Cllr Priem to apply for Parish Council funding and register to confirm participation in the beacon lighting.

18.027 Public Time (15 mins): Re traffic calming one member of the public stated that he was unhappy with the positioning of one of the build outs and the inclusion of a raised table due to noise pollution. He also stated that it will prevent the village green gate being used.

Sarah replied, advising that the public consultation would allow residents to give their opinion. Also stating that they had tracked vehicles, including those which would be likely to enter as part of a village fair and they are able to use the village green gate, although she understood this to be infrequently used.

A short debate between the member of the public and Sarah took place in which he stated that he felt the siting of the build out was personal as it was he who had been campaigning all this time and that outside number 29 was a better place for it and that it would devalue his house. Sarah agreed to speak to the engineer to assess if this was possible but stated they were trying to keep the scheme balanced and work with current data.

Cllr Gardner suggested that the final design be displayed at an open meeting with the engineer in attendance, before we go out to consultation.

18.033 Grit bins: All grit bins have now been emptied and refilled. Cllr Watts confirmed that Weldon Parish Council will fill any grit bins placed on Priors Hall Park by Urban & Civic.

18.035 Trees in the pocket park: Planning permission application has been submitted, awaiting decision. Cllr Watts that the current tree warden is coming to view on Wednesday.

Cllr Priem stated that there are two trees in Spinney Road which have fallen down and the third one is dead and at risk of falling. The owner advises that they cannot be felled as there is a TPO on them. Cllr Walker to request that the Tree Warden view these trees while visiting the pocket park.

18.036 Village Planters: Raised beds will be will be done once the traffic calming has been complete.

18.040 Village issues:• Pavements: Oundle Road Will not be addressed until

Mulberry Homes have finished. Cllr Vickers advised that the pavement near the garage is being damaged by turning lorries.

• Lighting: Approach to East Cresent / Oundle Road – lights have now been fixed.

• Litter bins: Problems with the dog bins, do we need more? Maybe litter bins as dog waste can now be used for dog waste. Cllr Vickers suggested that two additional bins were required, one near the garage and one near the luggage shop. Cllr Gardner asked who will empty them if we put them in. Clerk to confirm.

• Village caretaker: It was agreed that it would be a good idea but we require further information regarding our legal responsibilities. Cllr Watt suggested that a ‘friends pf Weldon’ group could do the basic duties. To be discussed at the next meeting.

• Noticeboard: Cllr Walker circulated a design which was approved by the council and confirmed by the village hall representative. One quote was selected and approved at the cost of £1798.00. All approved the purchase of the noticeboard.

18.045 To approve the Minutes of the Meeting 5th February 2018. It was resolved to accept the minutes as a true and accurate record of the meeting which took place on 5th February 2018.

18.046 To discuss Matters arising from these minutes only. Clllr Groom stated that he had not received a hard copy of the minutes. Cllr Gardner apologised as he had previously agreed

to hand deliver them once he had received them via email however he has been ill. Cllr Vickers re-iterated that he feels email contact is vital so as not to miss out on developments between meetings. Cllr Groom stated that there were borough councillors that don’t receive their correspondence by email.

18.047 Speeding Update: Cllr Vickers stated that there appears to be confusion about what the stakeholders actually want. 2 different schemes have been suggested. We need to establish once and for all what it is the stakeholders are suggesting / which scheme

they support and why. Cllr Groom asked if it was just a chicane that was being planned. Cllr Gardner advised that the local residents have put forward an alternative suggestion which they would like to be investigated. Cllr Gardner suggested that we need a meeting between the speed working group and local residents to establish what is the best scheme and how we should proceed. Clerk to organise. Cllr Groom commented that he thought anything other than a chicane wouldn’t work. The discussion carried on into public time. Cllr Vickers stated that we also need to meet with persimmon homes. Clerk advised that the meeting was being arranged and would take place prior to the next monthly meeting.

18.048 Public Time (15 mins): Simon commented that the raised table will remain but it will be in the form of a raised zebra crossing, the current zebra would be raised and repainted. Cllr Vickers questioned if the kerb / pavement would be raised to the same level, Simon confirmed that it would. Cllr Watts asked what would be the NCC view. Simon stated that he had spoken to the engineer who had produced the original design. He advised that if we used NCC to provide the work we are unlikely to get much more than a raised table for our money. We need a section 278 agreement and then go out to tender. NCC will need to sign off the final design and then we can select who we want to build it.

18.049 Police / Neighbourhood warden(a) Police update and monthly statistics: No up to date were available prior to the meeting.

(b) Neighbourhood warden update: The Neighbourhood warden was not available for the meeting however sent the following update which was read out by the clerk:

Manor House Care Home, Bridge Street; received a complaint from a resident about people visiting the home and parking inconsiderably where they are making it difficult to access/exit their driveway. From speaking with the manager at the care home, they are trying to limit the

number of vehicles parking along Bridge Street and assured that most of the vehicles parking there are not belonging to them.

Howitt Yard; area near to the cricket ground, had report of kids playing in an area of debris, I spoke with the owner of the land and this has now been cleared.

Bramble wood Road; had report of black bags of rubbish being left next to the salt bin and footpath. After investigating, no evidence has been found however it looks like it could be a local resident litter picking the area. Will continue to monitor.

18.050 Borough / County councillor update: Cllr Watt advised that he had received concerns from Priors Hall Park residents about the gasification

plant. He stated that he was trying to arrange a visit to a similar facility to allay fears.

Cllr Watt advised that when Gretton had a good turn out for their NDP consultation with over 270 in attendance. They had put up banners and leafletted every house.

Cllr Watts advised that NCC highways had allocated £4m for adrenaline alley roundabout improvements, a crossing is ‘possibly’ in the mix.

Cllr Watt advised that the trees cut down at the side of the cricket pitch had essentially been pollarded down to nothing however they are currently being investigated as this shouldn’t have taken place.

Cllr Naden-Horely advised that she had received complaints about the roads around Weldon Park, mud on the road and flooding. Cllr Vickers asked if there was a Health & Safety rep on the development. Clerk to investigate. Cllr Groom stated that there are 2 cars parked on the corner of the Oundle Road, they are not illegal but causing issues with visibility. Cllr Priem advised that this could be cars

displaced by the traffic lights. Cllr Groom suggested that yellow lines may be the best option.

Cllr Groom stated that around Midland Logistic Park the deers had been displaced, he has informed the local press and the police and environmental services have been informed.

Cllr Naden- Horely gave an update on the situation at NCC. In September 2017 leadership asked the LGA to do a peer review which raised concerns about the management of NCC. In 2016 there were concerns that they would not be able to set a legal budget but they were able to find the additional money that they needed. The 2017/2018 budget was insufficient for need, this is a combination of not enough funding from government and an increase in the need for services especially adult social care and child services. KMPG are currently carrying out an audit and have issued an advisory note that additional savings needed to be found. 25 back benchers moved a vote of no confidence in the leader of the council. They are now looking at selling Angel Square to balance the books. The consultants will issue a

report on the 16th March at which point we should know more. There is a 4 year plan to take the council forward which they intend to take to the government to appeal for additional funding. Libraries closing across the county has been paused however all mobile library services have been halted. Cllr Watt commented that libraries should be run by the community, they become the hub of that community. Cllr Naden Horley advised that the trading standards budget has been halved. There is also talk of forming a unity authority although she does not think that is a viable option as the areas are too diverse. Cllr Watt stated that a large number of the services are already shared so it makes sense.

arranged for the 6th, 8th and 9th March. Cllr Walker expressed concerns about the residents of the new village coming through Weldon. Cllr Groom stated that the new village will have a main road to the A43 roundabout and 3 roundabouts between Deenethorpe and Weldon.

(c) Priors Hall Community Governance Review: The following objection will be submitted by the clerk: The Parish Council would like to confirm that they wholeheartedly object to Priors Hall

Park forming a new parish for the following reasons:

> The Parish Council have worked hard to ensure that the old village an newer parts of the parish work together

> This proposal also involves splitting Priors Hall in two

> Many residents use the facilities of Weldon Village and in fact are encouraged to do so> Residents that signed the petition did so as a result of incorrect information such as being

promised a huge discount in council tax, being told that PC precept was paying for electricity to light streetlights in Weldon Village. We have had reports of being ‘bullied’ into signing

> Priors Hall Park is well represented on Weldon Parish Council> There is expected to be a lack of interest in the role of Parish Councillor. Members of the

residents association have advised they would not be interested > They have no real plan to form a Parish Council and seem totally unaware of how to run a Parish Council, none of the ‘ring leaders’ have been seen in the public area at a Weldon Parish Council meeting.

In conclusion, we accept that at some point in the future the size of the Parish may become such that something like this needs to be considered however that is not now. We need to work hard on forging community spirit and not splitting it down the middle. If this proposal is approved it will adversely affect the lives of both those on Priors Hall Park and those in the rest of the Parish.

Grant Application: St Mary’s church have applied for £1000 to help Increase the hours of the Children and Families’ Worker. “Since starting this role in February 2017, the Children and Families’ worker has established a weekly playgroup. Over 20 mothers and 30 children from the parish have attended already since September 2017. With an increase in hours, we would add another group, thus reaching out to more mums, especially those new to this area; encourage family life through parenting and marriage courses and provide emotional support through listening and counselling.

Essentially we want to be a point of contact for advice and support for family life within the parish. This grant would enable us to move closer to this objective.”

All agreed to the provision of the grant to St Mary’s.

18.053 Neighbourhood Development Plan: Next meeting to take place on 13th March 2018 7pm to discuss how to proceed to formation of plan document. Data split by geographic area to be provided by Cllr Taylor.

18.054 Parish Councillor Vacancy: As a complaint has been received by the clerk that the

closing date was unclear. The process will now close Sunday 25th March 2018.

18.055 HR Committee: Cllr Walker confirmed that a replacement is required for Cllr Reed on the HR committee. Cllr Taylor is happy to join the committee. Cllr Groom also

wished to be part of the committee. Clerks review to take place on Monday 26th at 6pm before

18.056 Village Planters: Four planters have been planted, hay planters have been purchased (will be installed shortly), slabs have been cleaned around the war

memorial. The fence around the green is next on the list. A meeting of the memorial

committee will take place on Sat 21st April at 10am, followed by fence painting.

18.057 Community Garden: Planned activities: The first community activity took place as advertised. It was very well attended by an enthusiastic bunch of helpers. The skip

was filled by 11am, and the site cleared of rubbish and strimmed by the end of the day. The next stage is to dig and weed before rotovating. The next ‘big dig’ is planned for

March 17th 10am – 2pm, tea and biscuits will be provided. Cllr Walker commented that we may loose the shed, he will keep us informed.

18.058 Woodlands Park – Outdoor Gym: Meeting set for Wednesday 21st March 2018 at 7pm. Cllr Walker to confirm with other attendees.

18.059 Mobile library services: All mobile library services have been cancelled by Northamptonshire County Council until further notice. Regular users of the service

have been advised individually by letter.

18.060 Village issues:• Litter bins: Cllr Vickers has suggested two additional bins. Cllr Perkins

suggested that we need a third new bin outside Londis. The bin by the bus stop was taken out and was supposed to be moved to outside Londis but was just taken away. Cllr Pearce advised that they were £425 each, Cllr Watts suggested that they can be purchased through CBC for approximately £200. Cllr Vickers suggested that all councillors considered the need for any additional bins and come back to the clerk if they consider other bins are required by Monday 12th March 2018. Clerk to follow up on emptying of bins once they have been installed.

• Village caretaker: This topic requires in-depth consideration therefore due to time constraints we will postpone the discussion until the next meeting.

• Noticeboard: Cllr Walker has sourced an alternative. The new quote is £1,666 plus VAT. All agreed to accept this quote. Clerk to order on behalf of the Parish Council. Cllr Walker to arrange installation.

18.061 Correspondence received by the clerk not covered above: Contact has been received from the contractor who has been awarded the work on the trees in the Pocket Park. Planning permission has not yet been received even though it has been more than 6 weeks. Cllr Taylor who submitted the application confirmed that no contact had been received for CBC planning. The clerk confirmed with the council that we are not happy for the work to start until permission has been received.

Finding fitness have contacted the clerk advising that they can provide activity days during the school holidays which can be grant funded. The company concerned also assists in obtaining the funding. Clerk to circulate details, discuss at a later date.

Community Packback have sought permission to carry out work on the lanes from PHP over the A43 – all agreed to grant permission.

Cllr Perkins has noted that the bus shelter is damaged. Clerk to report.

Cllr Gardner apologised that he had been ill and unable to deliver them as promised.

18.067 Speeding Update: Residents meeting took place and agreement reached on the preferred solution. We then met with the developers. They are new to the scheme as it has changed

hands from one area of persimmon homes to another. They have stated that they need 4-5 weeks to understand their obligations, we will then feed in our intensions and it will take an additional 4-5 weeks for the new design then plans will be submitted followed by a public consultation. Cllr Watts asked who will quote for the work or will we go back to Highways? Cllr Vickers replied that we will get three quotes, highways, outsourced, developers. Getting 3 quotes is good practice. Cllr Groom asked if highways were aware of the timescales? Cllr Gardner replied that highways will not be involved until we go back to them, although he is aware that one of the residents talks to the design engineer involved.

18.068 Public Time (15 mins): The following items were raised by the public:• Weldon village and bypass footpath is almost unpassable, the Kettering Road

by the recycling centre is particularly bad, the mud on the pavement is an inch deep. Cllr Groom volunteered to approach the Land Fill owners directly as they have been good in the past. Cllr Watts stated that it should be escalated, Cllr Vickers suggested that we should also speak to the Nursery along the road about the impact it has on them.

• Has any progress been made regarding a pedestrian link between Priors Hall Park and Weldon village. A A43 crossing, what is the view of the Parish Council? Cllr Groom stated that the Priors Hall Park developers have previously promised to install a bridge. Cllr Watts suggested that this was no longer a realistic possibility. She stated that £4m had been allocated to adrenaline alley roundabout, some of which may be used for a crossing. Weldon Park developers may also get involved. Public opinion is quite strong especially on Priors Hall Park, the parish is physically split. Were CBC planning department thinking of how the split would impact the parish as a whole when they gave the initial planning permission. Cllr Watts said that a bridge would take millions of pounds where as a zebra crossing is much more feasible. Cllr Vickers asked if we should write to our local MP and highlight the split in the community which is being caused.

18.073 Neighbourhood Development Plan: The group have met twice since the last Parish Council meeting. A template document has been selected and sections have been allocated to the team. We are using the strengths of each member of the team. Other help would be appreciated. Two members of the public also offered to assist. Cllr Priem suggested that if we were looking for historic photographs we should try and locate the box left behind by Ron Sismey. Cllr Priem thinks it is in the village hall, he will investigate further. Next update will be in the June meeting.

18.074 Parish Councillor Vacancy: Six candidates. Interviews to be arranged 23rd April 7:00 - 8:30p. Clerk to organise.

18.075 HR Committee: Unable to meet due to prior commitments of one of the councillors. Date of clerk review to be confirmed.

18.076 Village Planters: Project continuing well, full update next meeting. We are trying to support local events too. Public stated that there seems to be some clashing in events between Priors Hall Park and Weldon village. Clerk to include a PHP tab on the website including events.

18.077 Community Garden: Planned activities: Dig took place, less well attended than the ‘kick off’ but the

required activities were completed. Going forward there will be a ‘dig’ on the 2nd Saturday of each month, planting will begin in earnest in April. Residents do not have to wait for ‘Dig days’ they can help out whenever they have some spare time. We may require a new shed at some point. Cllr Groom suggested asking Persimmon Homes for an old port-a-cabin. Cllr Vickers suggested an old shipping container may be more appropriate.

18.078 Woodlands Park – Outdoor Gym: Cllr Vickers and Cllr Walker met with a designer to establish what could be achieved and to produce some plans which could be used to enable us to gain public opinion which is required for funding applications going forward. Essentially there are two types of gym equipment, broadly ‘full body’ equipment such as cross trainers and exercise bikes and body weight toning equipment and then calisthenics equipment. We will produce an initial design, go out in the village newsletter to gain opinion and then finalise the design before applying for funding. We have a good case for funding. Cllr Watts suggested that we should approach CBC for funding asap as the future is uncertain.

18.080 Litter Bins: We have established 3 locations where additional bins are required. Cllr Watts reminded everyone that the new budget cycle starts in April so we may be able to get funding for them. Cllr Groom suggested that the footpath over the bridge towards the Church where the teens meet may benefit from a bin. There was a general consensus that it would be unlikely that they would use it.

18.081 Noticeboard: One discussed in the previous meeting is on order. The current one will be used at the allotment by the Community Garden project. Whilst we have had an email from a resident suggesting a more cost effective option we would like to confirm that the one chosen is more in keeping with the surrounding than the suggestion made.
