SHEET METAL AND AIR CONDITIONING CONTRACTORS ASSOCIATION

3

October 9, 2014

On behalf of the Western States Council International Association of Sheet Metal, Air, Rail and Transportation Workers, welcome to the 39th Annual Western States HVAC Industry Golf Tournament.

In celebrating 126 years, our Training and Union continue to deliver superior craftsmen to the industry, enabling the unionized sheet metal and air conditioning industry to consistently provide quality installation of HVAC systems. The apprenticeship and training programs we offer are unequalled. As our priorities are, exceptional education and career opportunities for workers, these goals could not be achieved without our contractor partners and professional engineers who share our philosophy.

We applaud our HVAC industry partners who value the principles we model through our training and craftsmanship. This year’s HVAC Energy Efficiency Hero, California Assemblymember Susan Bonilla, as well as those HVAC Energy Efficiency Heroes from previous years, whom we esteem, from education, research, contracting, and government, have proven themselves to be equally dedicated to quality and performance. For our future and for the future of our children, we are committed to continue our work with these heroes.

So, while we honor this year’s HVAC Energy Efficiency Hero, it is my hope that you will take advantage of the opportunity to network that the tournament and banquet bring.

Sincerely,

Bruce WordPresidentWestern States Council

Honoring

Susan Bonilla

Assemblywoman Susan A. Bonilla was first elected to the California State Assembly in November 2010 and represents the 14th District, which includes Contra Costa County and Solano County. She is chair of the Assembly Business, Professions, and Consumer Protection Committee, and sits on the Assembly Utilities and Commerce Committee and the Assembly Health Committee.

In 2013, Assemblywoman Bonilla coauthored SB 54, which requires

that only journeypersons and apprentices who have graduated from a state-approved apprenticeship program with advanced safety training can be hired in a wide scope of refinery work throughout California. This law requires that outside contract workers be paid prevailing wages, a provision which discourages the economic incentive to hire lower-skilled workers at lower wages.

As a member of the Utilities and Commerce Committee,

Assemblywoman Bonilla has been a champion for energy and efficiency. She was co-author of the Renewable Energy Diversity Act, which ensures that the State’s public utilities procure a diverse and cost-effective variation of new and existing renewable resources to meet the state’s renewable portfolio standard. She was also instrumental in facilitating the passage of SB 1371. This bill directs the California Public Utilities Commission and the California Air Resources Board to develop a comprehensive leak detection and repair policy for natural gas utilities, not only saving energy, but reducing pipeline emissions that are harmful to both the public and environment.

7

Mission:The Mission of the Joint Committee on Energy and

Environmental Policy is to promote responsible environmental policy in the State of California and

encourage efficient HVAC market transformation through collaboration with industry stakeholders and regulatory

agencies.
