EBC*L Structure The Organisation

On international level the EBC*L is hosted by two organizations:

The International Centre of the EBC*L is based in Vienna, Austria and managed by Victor Mihalic (CEO). EBC*L International is responsible for supporting the existing countries, the international distribution of the EBC*L and the further development of the EBC*L system.

The Council Business Competence for Europe in Paderborn, Germany is composed of leading European professors for business management. Chairman of the Board is Univ. Prof. Gerhard Ortner. The Council has the function as professional back stopper and provider of academic and strategic leadership.

The "Exam Centers" and "Training Centers" can be institutionalized un-der the same roof but they can be separate as well. Our company View-POINT is ETC/EC.

EBC*L Core Knowledge Concept:The EBC*L core competence concept enables an effective and efficient ex-change of business economic knowledge to enhance both private improvement in general and career opportunities in particular. It conveys gen-eral and specific expert knowledge. Both are indispensable components of contemporary general education and are definitely counted among the funda-mentals of professional vocational training.The EBC*L core competence concept has been developed because of the necessity of economical and administrative practice to establish a conceptual basis for target orientated cooperation of all those participating in the process of target achievement. Experts coming from economy and public administration cooperated with academic authorities in the field of economy and pedagogy.By means of imparting the knowledge and abilities certified by the EBC*L core competence concept the addressees shall get a level enabling them to follow technical expressions used by business management experts, to understand their way of acting and to realize their decisions. The EBC*L core competence concept aims at making of its addressees practice-orientated competent busi-ness dialogue partners.It is not the aim of the EBC*L core competence concept to certify expertise in the particular subjects specific economic subjects. It is reserved to organisations of the tertiary education and special vocational institutions to impart and certify high specialised knowledge in marketing, hu-man resource and management control. Besides imparting certified business management knowledge the EBC*L core competence concept aims at supporting general functional competences. Due to the conception of the examination and the quality insur-ance measures the successful examinee of an EBC*L examination demon-strates a couple of “key competences” that both educational policy and peda-gogy call generally indispensable for an active participation in society.

Among others the following are counted to these key competences:Problem Solving Competence: • Analyzing problems and find solutions • Being ware of relations and dependencies (linked thinking) • Capability to chose one alternative out of a multitude (decision-making authority) • Critical reflection of decisions already made regarding their targets and methods

As far as the arrangement of the contents is concerned the situational demands of the work life and practical experience are taken into consideration. In addition to that these issues are preferred to the systematic claim of managerial and economic pedagogical theories. Results according to the research in vocational training as well as enquiries and awareness regarding to further education in practice are taken into account. The criterions for the didactic reduction and the tightened content are on one hand the individual lack of knowledge on the other hand topics frequently coming up in commerce. In this respect the EBC*L core competence concept is at least practice orientated twice, without completely renouncing theoretic covering and systematic structuring. Economic Pedagogical / Didactical Background

1- Target Groups: Non-business Economists and ExpertsThe educational achievement is still aimed at non-business economists. The individual topics shall not be imparted as expert knowledge, e.g. gaining the knowledge level of a marketing expert, or achieving the level of a staff executive or a controller. (This kind of education still remains with universities / universities of applied science / special training courses)However, successful EBC*L examinees shall know the way of how business economists think, how to realize their conceptions and shall be an understanding conversational partner.

2- Content: Levels and ModulesLevel A includes business economic core knowledge that is required for: - Understanding the economic objectives and the general framework of an enterprise and consequently being able to act and react accordingly (entrepreneurial thinking and acting) - Being able to understand today’s politico-economic questions(e.g.. globalisation)

Level A covers the core knowledge of business economics.This is absolutely necessary for getting all further economic topics in coherence and subsequently for being able to understand them.Level B is based on proficiencies of level A (= core knowledge).Level A already comprehends many fiscal terms, which are put into practice within Level B. Therefore the knowledge of these terms is a prerequisite of

Level B and those having passed EBC*L Level A disposes of an excellent basis making it possible to cope with the learning targets of Level B. So in many respects Level B can be understood as the “execution- and realiz-ing knowledge” of Level A.

3- The Learning Targets: Operationalisation and Systematisation The learning targets are operationalised according to the differential di-dactical scheme and put together in a learning target catalogue. The learning target catalogue offers a graduation in 3 clearly separated parts:

• Overall learning objectives • Detailed learning targets • Topics

The tripartition shall serve as a well-defined guideline for: • Publishing houses willing to create EB*L preparation material • Trainers and teacher willing to creates seminaries or training units for preparation purposes • Candidates preparing for the EBC*L examination

The learning target catalogue follows the process of economic planning and is therefore meant to illustrate the coherent meaning of the different aspects operational planning and its tools.This is also true for a couple of expressions and systems often mentioned in enterprises, yet used in a rather isolated way such as benchmarking, data warehouse, knowledge management and balanced score card. By means of the arrangement of the learning targets the coherence of sense shall be made obvious in order to make it possible for the particular terms to be integrated into the system “enterprise”.The leaning targets of the EBC*L competence concept require a certain orientation as far as application, realization and problem solving is con-cerned. The question “why” plays an immanent role and does not claim for detailed knowledge (e.g. listing numerous aspects and definitions) but for sufficient and rather broad understanding of the topic focussing on practical realization.It is our target to concentrate on an equilibrium of width and depth of practical management issues and therewith certify a comprehensive and open-minded understanding of trans-sectoral business management.

So, for example the marketing expert shall be able to retrace the actions set by the financial department or understand the point of view and atti-tudes of the production department and vice-versa.The owners of small businesses do have to comply with such an attitude anyway and incarnate all managerial functions in one person.Furthermore the learning target catalogue is in line with this postulation because the different modules always refer to general core knowledge contents of level A.The learning targets themselves as well as the depth of how they were dealt with were reduced to the relevant practical knowledge of the tar-get group which before had been scrutinized to that effect. The minimum standard of answers is also in line with the target group.The learning targets were chosen for being internationally applicable too.The adaptation that has to be done on a local level shall not exceed 10% of the total number of learning targets in order to guarantee the interna-tional comparability of the standard.Topics that are often subject to amendments and those being relatively country-specific are omitted in some way in order to assure the highest reliability for all partners involved. That’s why for example there are no tax issues in the learning target catalogues. 4- Examination and Evaluation: Transparency and Sustainability Those interested in doing the examination are provided with sample ex-aminations, sample solutions and certified preparation material which will show them the structure of the test and the way questions have to be answered in order to achieve a positive result. The most important criteria for passing the EBC*L examination is the fact that the examinee is able to show by means of his answers a certain level of necessary manage-rial understanding. Due to the emphasis on practical working experience the learning targets do not go into detail as far as complex mathematical schemes are concerned. Therefore calculation methods such as func-tions, curves and equations are set aside.Evaluator seminars prepare experts to do the correction in a way accord-ing to the EBC*L directives. Sample solutions may be additionally used as evaluation frame. Due to the didactic reduction clearly shown and rea-soned up above the learning input for being able to pass the EBC*L ex-amination can be kept in moderation.

The learning effort per level shall not exceed 60 to 100 hours, a fact that shall reflected in the scope and volume of the preparation material as well as in the training.

International quality control is a crucial thing. The reason is, that it has to be certain that each holder of an EBC*L Certificate really has proved the knowledge what contains the common syllabus– no matter if he has done the exam in Vienna, in Spain, Italy or The Netherlands. So severe quality assurance measures have been set. Preparatory Centres have to be accredited and the persons involved have to do training in special workshops.The exams are supervised by invigilators has sent by EBC*L International. The exam papers are sent in sealed envelopes direct from EBC*L International, Vienna. So nobody in Nigeria will know what questions the exam contains in advance (even the invigilators do not know them).The Evaluation of the exams is also done by EBC*L International Office Last but not least every EBC*L certificate is printed and issued directly by EBC*L International, Vienna.

The Innermost Core: Level A “General Knowledge”The innermost core is the basis comprising the essential fundamentals of practice-oriented and realizable business competence .Although in this connection there is necessarily some specific expert knowledge it can be qualified as “general education” due to the fact that it gains broad impact on privately and professionally realizable business competence.In this logical hierarchical process of self-contained learning the innermost core of the curricular concept is called level A - “General knowledge” of the EBC*L and is the first level r within the core knowledge concept.

The Medium Core: Level B “Planning Knowledge” Around the innermost core you find a concentric layer being the medium extended core of competences for economic thinking and acting used and needed in business organisations. This level comprises knowledge necessary for the realisation of strategies to meet corporate objectives and to take the appropriate measures – under the condition of keeping operating efficiency permanently in mind.Within this logical hierarchical process of self-contained learning the middle core of the curricular con-cept is called level B - “Planning knowledge” of the EBC*L core compe-tence concept.

The Outer Core: Level C: “Leadership Knowledge”The two interior core layers are covered with a “pall” dealing with a va-riety of aspects in the field of “leading” within economic institutions as a whole and human resource management as the interpersonal and inter-active influence of the individual action. In this logical hierarchical process of self-contained learning the outer core of the curricular concept is called level C - “Leadership knowledge” of the EBC*L and is the third learning level within the core knowledge concept.
