Arreza, the Philippine National Red Cross, and SBMA Health and Welfare officials welcomed the challenge as we draw near to the holiday season in which blood banks are critically low. Service clubs such as Rotary, Lions and Knights of Columbus will also be asked to participate. One of the factors leading to the proposed success of this drive is Ocean Adventure’s generosity in providing the first 100 donors with free admission tickets to their facility. It is expected this campaign will be the largest in Freeport history. Everyone is encouraged to give the Gift of Life. For further information, please call the Chamber office at 252-3180.

Dear Fellow SBFCC Members, Your Chamber continues to play a very active role in our community. We have adopted the playground at the Boardwalk area and we will be refurbishing the equipment and maintaining it so that children will have a safe, clean and attractive place to play. We hope that others will follow our lead and adopt some of the other playgrounds in the Freeport that are in need of tender loving care. Last month we kicked off our "Ten Outstanding Law Enforcers” recognition program aimed at recognizing Officers who set the example for professionalism in the performance of their duties. Citizens are encouraged to nominate those officers who have excelled in jobs providing a high level of service, performing an exemplary act or whose conduct sets an example for others to emulate. By recognizing the best performers, it is hoped that others will strive to follow in their footsteps. I would respectfully suggest that we all would be well served to look for the good that is taking place within a difficult and challenging assignment. The "Gift of Life" is something very precious and something that most of us can give. Donating blood is of the highest order and as we approach the busy holiday season the need grows more pronounced. Your Chamber in cooperation with SBMA, The Philippine Red Cross and Ocean Adventure will hold a Blood Drive on Tuesday, November 21, 2006, at SUBAC Performing Arts Theater. In addition to the satisfaction the donors will receive, in knowing that their selfless gift could help save a life, each contributor will receive a complimentary admission ticket to Ocean Adventure. SUBIC BAY FREEPORT – John E. Corcoran, President of the Subic Bay Freeport Chamber of Commerce, announced that in recognizing the shared responsibility between the SBMA Law Enforcement Officers and the community, in the maintenance of the Peace and Order in Subic Bay Freeport Zone, the Chamber has established a new program to recognize and award SBMA Police Officers for their exemplary performance and significant contribution to the Freeport’s performance as the country’s premier economic zone. Corcoran said that he had appointed SBFCC Director Peter Tumanda to head up the program. Its purpose is to highlight the cooperative efforts between Law Enforcement officers and the community in safeguarding the peace and order in the community. This search is seeking policemen who have actively mobilized, involved and organized the community to become fellow vanguards of the community. The search was open to all Law Enforcement and Investigation Officers operating inside the Subic Bay Freeport Zone who have been in service for at least one year. It aims to recognize and reward law enforcers whose performance has been considered to be exemplary, according to criteria such as excellent community service, excellent performance in a project or similar undertaking, recognition of exceptional leadership, personal dedication and commitment to the organization, commitment to the Freeport’s culture and social spirit, development of innovative ideas/concepts and initiative and appearance. The Final Board of judges will choose the winners, based on the said criteria. Maximum of 2 Commissioned Officers and 8 non-Commissioned Officers may be declared as winners of the competition. Each awardee’s will receive a cash prize worth Php 5,000.00, a trophy and admission tickets to Ocean Adventure. The award will be presented once every year. The nomination process was launched October 1, 2006 and ended October 31, 2006. The declaration of this year’s winners will be awarded on November 28, 2006 to coincide with the SBFCC General Membership Meeting of the Chamber. FREEPORT CHAMBER ANNOUNCES ITS PARTICIPATION IN ADOPT A

PLAYGROUND PROGRAM SUBIC BAY FREEPORT - SBFCC President John E. Corcoran recently announced the Chamber’s commitment as being one of the first locators to adopt the Children’s Playground located at the Boardwalk on Waterfront Road. After executing the MOA with SBMA last week, the Chamber President added “The Chamber’s unwavering support in community service missions such as the Adopt A Playground Program provides value added service to the community”. He added that he anticipates other locators and service organizations will become as involved as SBFCC in providing clean, maintained and safe areas in which children may play. The said program gives locators the opportunity to select and manage one of the 39 original playgrounds available for “Adoption” from SBMA. The program is geared to restore and revitalize the dilapidated playgrounds and to provide well-maintained recreational facilities for the children in the SBF community and for the visiting public.

Texas Instruments eyes Expansion in Subic

U.S. semiconductor firm Texas Instruments Inc. the world's biggest maker of chips for mobile phones, is scouting for an area either in the Philippines or China to build a new plant that will require investment of about $1 billion, a Philippine government official said.

Texas Instruments, which has a plant in Baguio City in northern Philippines, is looking for 20 to 30 hectares to build a new plant, Armand Arreza, administrator and chief executive officer of the Subic Bay Metropolitan Authority, told reporters.

"The intention is to build a sister plant for redundancy and back-up," he said, adding Texas Instruments hopes to select the site within the year.

Arreza said he has offered a 28-hectare area inside the Subic Bay Freeport near Manila in a meeting with the Philippine head of Texas Instruments, Norberto Viera, last month.

The Philippines will also offer another site, Clark industrial zone, for consideration, he said.

But the SBMA administrator said Texas Instruments is also considering locating the plant in China.

A major consideration in the selection of the site will be power cost since the biggest expense — $2 million a month — in its Baguio plant is energy consumption, Arreza said.

Arreza said a technical team from Texas Instruments visited Subic Freeport last month to make an initial evaluation.

Texas Instruments Philippines, which Arreza says contributes about 40 percent of the group's output worldwide, currently operates in a 25-hectare complex inside the Baguio City economic zone where it has undergone at least four expansion projects since its establishment in the 1970s.

The area could no longer accommodate further expansion. The Baguio plant manufactures digital signal processors and digital light processors for cell phones and liquid crystal displays.

Cebu Pacific now regular flights from Cebu to Clark

Cebu Pacific is now making regular flights from Cebu to Clark and vice versa, according to Presidential Assistant for Central Luzon Renato Diaz. "This is a healthy development for our tourism industry," said Diaz, in a talk to newsmen during a job fair he spearheaded here in connection with the job creation program of President Gloria Macapagal-Arroyo. He said with Cebu Pacific, tourists from Cebu can now fly directly to Clark, visit Central Luzon then motor to Northern Luzon via Pangasinan for a stop-over to the Hundred Islands and Manaoag before proceeding to La Union and Baguio and thereafter to Vigan and Laoag. This is the first time that a direct flight from Cebu to Clark and vice versa was established, he said.

With Cebu Pacific, investors from Cebu can now see in lesser travel time the potentials of Clark and Subic, including other areas in Central and Northern Luzon without passing though Manila anymore. Diaz said that, on the other hand, traders from Central and Northern Luzon can now bring their products for sale to Cebu and the Visayas through the airline. "This is what we call cooperation and integration. We are now integrating the tourism in Cebu with ours in Central and Northern Luzon," said Diaz, one-time presidential assistant for Northern Luzon. He said this was made possible by the Arroyo administration which is bent on integrating resources of regions for better Philippine economy.

SBMA TOPS NSCB STATS ON APPROVED FDI PLEDGES IN H1

Subic Bay Metropolitan Authority (SBMA) remains the leading investment promotion agency (IPA) in attracting the most Foreign Direct Investments (FDIs) into the country as it posted P68.1-billion worth of pledges during the first semester of the year. Compared to last year’s first semester, SBMA-approved FDI pledges saw a huge growth rate of 18,366 percent from P368.8 million to this year’s P68.1 billion. According to the report submitted by the National Statistical Coordination Board (NSCB) to President Gloria Macapagal-Arroyo, the committed investment posted by the SBMA from committed FDIs accounted for 59 percent of the total P116.5-billion FDIs recorded from January to June this year. “In the first six months of 2006, the SBMA Board of Directors approved a total of 68 new projects worth

a hefty P69.5 billion. 98 percent of this amount came from FDIs,” SBMA Chairman Feliciano G. Salonga said. In the second quarter alone, the SBMA-approved FDI pledges reached a total of P16.7 billion, up by 11,144 percent compared to last year’s P1.5 million. In the same period, FDI pledges in the manufacturing sector increased from P9.3 billion last year to P24.8 billion. The 167.6-percent increase was attributed largely to the FDI pledges contributed by the SBMA, particularly by Chinese glass manufacturer Hebei Jingniu with P16.2 billion, and Taiwanese manufacturer of semi-finished and finished goods Yienson Manufacturing Corporation with P624 million. Back in the first quarter, the SBMA topped other IPAs by posting a total committed investment worth P51.7 billion, 99 percent of which accounted for P51.4-billion worth of FDIs. Other IPAs contributing investment pledges include the Board of Investments (BOI), the Philippine Economic Zone Authority (PEZA), and the Clark Development Corporation (CDC). Meanwhile, SBMA officials are seriously promoting the Freeport to attract more FDIs, generate more jobs for the residents of nearby towns, and at the same time, support the President’s 10-point economic agenda, as well as complement the Metro Luzon Beltway. “The continuous entry of FDIs into the Freeport is primarily the result of the SBMA’s rigorous effort in promoting the Subic Bay Freeport as an ideal investment haven in the Southeast Asian region,” Administrator Armand C. Arreza attributed. Arreza added that for the rest of the year, the SBMA is eyeing to attract more Korean, American and Taiwanese investors to set up shops here. Trips to Singapore, Saudi Arabia, Vietnam and Japan were also made by SBMA officials as part of its marketing effort. As of August, there are a total of 719 registered enterprises in the Subic Bay Freeport with a cumulative investment of $3.705 billion.

SUBIC BOARDWALK TO REPLICATE MALATE-INSPIRED NIGHT STRIP

Inspired by the lively night life made famous by the Malate area in Manila, the Subic Bay Boardwalk will open up a similar night strip complete with food stands, entertainment and fun-filled activities that will run from September to the summer of 2007.

Dubbed as the “Waterfront Strip”, which will cover the whole Boardwalk area, the strip will have an array of restaurants, bars, cafés and fast food stalls accompanied by souvenir and specialty shops. Weekend entertainment like musical shows and concerts will also be featured.

According to Subic Bay Metropolitan Authority (SBMA) Deputy Administrator Ferdinand Hernandez, the Boardwalk area is the prime venue for a night strip.

“Waterfront Road, with its hotels and other establishments, has become an attraction for both tourists and local residents to visit, making it the most ideal event venue in Subic Freeport,” he said.

Hernandez further added that the Waterfront Strip is envisioned to give guests a taste of Manila-style gimmickry.

“We want to give our guests a taste of an exciting nightlife, similar to Manila’s scene. It’s going to be your regular street hang-out and party place by the Bay,” Hernandez stated.

The project, which is an undertaking of the SBMA and supported by different tourism stakeholders in the area, is aimed at boosting the tourism scene in the Freeport and provide an avenue for establishments to exhibit their products and services.

The strip opened September 29 and promises to provide fun and entertainment every weekend thereafter.

Stalls from KFC, Yellow Cab Pizza, Pancake House, Pacific Grill, Jollibee, McDonald’s, Sam’s Pizza, Dencio’s and Mongkok Noodles to name a few, are open at the Waterfront Strip from 4 pm to 2 am.

Bases dev’t agency: Expressway will open on time

Despite a slight delay in the construction of the 93.7-kilometer Subic-Clark-Tarlac Expressway (SCTEx), its implementing agency, the Bases Conversion and Development Authority (BCDA), is optimistic that the tollway project will be completed on schedule. Led by BCDA president Narciso Abaya, the BCDA Board recently signified the agency’s commitment to the speedy completion of the SCTEx as it intensified its monitoring of its Japanese partners - Hazama-Taisei-Nippon (HTN) Joint Venture for Package 2 and the Kajima-Obayashi-JFE Engineering-Mitsubishi Corporation (KOJM) Joint Venture for Package 1 - in the construction of the four-lane tollroad. According to BCDA records, as of September 13, 2006, a total negative slippage of 11.6146 percent was noted for Package 1, which stretches from Subic to Clark. Target accomplishment for the date is 49.1504 percent of the total work, but only 37.5358 percent has been completed. Package 1 cost some P12.7 billion and construction is expected to be complete on November 16, 2007. For the P8.27-billion Package 2 (Clark-Tarlac Section), a negative slippage of 6.7777 percent had been recorded. With a contract duration of 850 working days, construction has been ongoing for 511 days. It is expected to be completed by August 18 next year. The whole project has a negative slippage of 9.7068 percent. Abaya said when the SCTEx becomes fully operational late next year; the toll road will link the Subic Port in Subic Bay Metropolitan Authority (SBMA) to the Diosdado Macapagal International Airport (DMIA) in Clark Special Economic Zone (CSEZ) and the Luisita Industrial Park in Tarlac. The SCTEx will serve as the

backbone of a new and highly competitive economic corridor of the country in the Southeast Asian region. Once the SCTEx is operational, it would only take some 30 minutes to travel from Clark to Subic and vice versa. Likewise, it would only take a mere 20 minutes to travel from Clark to Tarlac and vice versa. The SCTEx is a flagship project of President Gloria Macapagal-Arroyo and is espoused under the Medium-Term Philippine Development Plan (MTPDP). At 93.7 km, the SCTEx will be the longest toll road of the country.

PEZA moves to ensure Hanjin expansion

THE Philippine economic zones administrator and the Subic Bay Metropolitan Authority (SBMA) are in talks over allowing a Korean shipbuilder to expand its facilities in the Subic Bay Freeport.

The Philippine Economic Zones Authority (PEZA) chief, Lilia de Lima, said the agency may declare parts of the Hanjin Heavy Industries and Construction of Korea that fall outside of SBMA as a special zone in response to the request of SBMA.

Armand C. Arreza, SBMA administrator and chief executive officer, had approached PEZA to declare the idle land next to Hanjin’s expansion facility as a special zone as it falls outside the free port operator’s jurisdiction.

De Lima sounded amenable to the plan, telling The Manila Times that they are looking into ways to lend the SBMA a helping hand.

“Suppliers [to Hanjin] want to be close to them [the expansion facility], so I think its best that we look at how we can make that happen,” she said.

Hanjin earlier expressed its intention to invest $1 billion in the construction of additional facilities for its local operations,

including a training center and water-treatment facility.

Arreza said Hanjin’s facility would eventually occupy 500 hectares in the Redondo district.

“Hanjin’s expansion is for approval of the SBMA board. This additional area would house the company’s support facilities, including the training center and the water-treatment substation,” he said.

Arreza related that Hanjin has decided to undertake the expansion in two phases, with the first phase covering approximately 240 hectares slated for completion in 2011, and the second phase covering 150 hectares, a total of which falls short of Hanjin’s overall expansion quote.

Arreza said the ship maker already has 12 orders of ship vessels, with the first ship to be delivered by 2008. Because of the orders, the company needs some 3,000 welders and is in fact hiring 200 new welders each month.

The project is projected to generate at least 15,000 new direct jobs for workers in Subic.

Hanjin, the fifth-largest shipbuilder in South Korea, said its investment in Subic is part of its global strategy for competitiveness in the shipbuilding industry by expanding its operations overseas. --Rafael S. Santos

NEW CLARK FIRM PREXY BEGINS STINT

The Clark Development Corporation (CDC) will have a new leader at its helm. Business leader Levy Laus is officially starting his stint as CDC president. He will be addressing CDC directors, officials and employees, as well as officials and personnel of the Clark International Airport Corp. (Ciac), locators and other guests. Laus expressed gratitude to President Gloria Macapagal-Arroyo for giving him the privilege and honor to lead the state-owned firm. "We will continue the President's vision of a productive employment and low-cost economic activity inside the Clark Special Economic Zone," Laus said. He said his other programs for the CDC will depend on the information he will be receiving in his first few days in office, with the intent of crafting programs needed to be able to achieve the objectives of the firm. Laus, who is also the president of the Pampanga Chamber of Commerce and Industry (PamCham), was appointed by President Arroyo to the CDC top post early September after his predecessor, Antonio Ng, resigned. Earlier, traders and executives expressed excitement over Laus's appointment, saying it was a "whiff of fresh air".

"Mr. Laus will come in to CDC bringing with him two decades or more of corporate experience. He will come in like a whiff of fresh air," said Edgardo Pamintuan, chairman of the Subic-Clark Area Development Council. "I am sure he (Laus) will help me in fast-tracking major projects of the President and to reduce, if not totally remove, red tape for the benefit of locators and investors and eventually help put up components for the mega logistics hub," Pamintuan said. City Mayor Oscar Rodriguez, whose city benefited from the assistance of Laus to community development, said Fernandinos are happy for the incoming CDC president. "It is a well-deserved appointment," he said. Representative Rey Aquino also said Laus's leadership at the CDC is timely, especially at the time when the President has poured in major programs for areas north of Metro Manila. "Mr. Laus's expertise in business and civic organizations would be a great push for Clark, and eventually to the City of San Fernando, the province and the whole nation," said Aquino, explaining that Clark generates employment and provides income for the National Government. "I think President Arroyo is expecting much from Clark that is why she chose Mr. Laus to head the ecozone," Aquino added.

Central Luzon mission to woo US investors

A TEAM of local government officials from the Central Luzon region, north of Manila, was in California on a mission to drum up investment opportunities for American companies, especially in information technology-enabled services. The weeklong sortie started Sept. 26 and ended on Oct. 4. Mission head Tomas Joson III, governor of Nueva Ecija province, said in a Sept. 19 letter to Trade and Industry Undersecretary Elmer Hernandez that the Central Luzon Investment Coordinating Council (CLIC) would meet with executives of various US firms. The CLIC team also includes Governor Josefina de la Cruz of Bulacan province, Governor Bellaflor Angara-Castillo of Aurora province, and representatives of the provinces of Zambales and Pampanga. Joson said the team hoped to get insights on what American businessmen were looking for and issues that concern them. The team also wanted to exchange ideas on how the Philippines and Central Luzon could be promoted to foreign investors. He added that Central Luzon provinces were taking part in the 21st Philippine-American Exposition Home Show and Auto Show in Los Angeles. Joson said CLIC had been actively promoting the region through road shows and promotions, with the last mission sent to Hong Kong earlier this year. He added that the Anhui Investment Mission in Hong Kong led to a visit to Clark in Pampanga of a delegation at least 300 Chinese businessmen, who also went around Central Luzon to scout for business opportunities. Central Luzon hosts the Subic Bay Freeport as well as the Clarkfield and Poro Point investment

areas, all of which were former military facilities converted into business enclaves. A new expressway linking Clark and Subic is under construction. The tollway is planned to extend all the way to Tarlac in the northwest and to Dingalan, Aurora in the east. Last July, President Gloria Macapagal-Arroyo announced in her State of the Nation Address the creation of “super regions,” including a “Metro Luzon urban beltway” encompassing Metro Manila and Central Luzon and Southern Tagalog regions. The other super regions are the North Luzon agribusiness quadrangle; Central Philippines covering most of the islands between Luzon and Mindanao; Mindanao and the cybercorridor that covers pockets of areas equipped with information and communication technology infrastructure.

Pass Clark tax bills, 2 more LGUs ask Senate

Local legislative bodies in areas surrounding Clark Field are urging the Senate to expedite the passage of bills that would uphold and honor government’s commitment to grant tax and duty-free incentives for investors in the Clark special economic zone.

Two resolutions, which were passed by the sangguniang bayan of Capas, Tarlac, and Porac, Pampanga urged the senators to grant businesses in Clark the same privileges given to locators at Subic Bay Freeport zone

Capas Resolution No. 054-2006 stated that many of the residents of Capas, who are employed in more than 400 firms operating inside Clark, would be adversely affected once the investors decide to pull out their operation in the event the government fails to honor its commitment.

The Capas resolution also stated that "the Supreme Court, in its July 2005 ruling, has nullified the tax incentives, thereby effectively disallowing CSEZ to continue granting tax and duty free privileges. The ruling adversely affects the operations of foreign and local investors, and the livelihood of more than 45,000 CSEZ workers and their families and several thousands more who indirectly draw income from corollary businesses in transportation, food and beverage, tourism, among other services.

Capas and Porac towns are located in contiguous base areas identified under the Republic Act 7227 or the Bases Conversion Development Act of 1993. Other towns included in the reverted base lands are Angeles City and Mabalacat both in Pampanga, and Bamban in Tarlac.

Pending at the Upper Chamber is Senate Bill No. 2259, an act declaring a one-time

amnesty on certain tax and duty liabilities, inclusive of fees, fines, penalties, interests and other additions thereto, incurred by certain business enterprises operating in the Special Economic Zones and Freeports created under Executive Order No. 80, series of 1993; Proclamation No. 984, series of 1997, pursuant to Section 15 of Republic Act No. 7227, as amended, and for other purposes.

Also under consideration by the Senate is Senate Bill No. 2260, an act amending Republic Act No. 7227, as amended, otherwise known as the Bases Conversion and Development Act of 1992, and for other purposes.

Both the resolutions of Porac and Capas stated the approval of the Clark bills in the Senate would resolve the impasse and prevent the transfer of the major industries in the ecozone to other Asian countries.

For this year, Clark has registered 15 percent export growth with some R54 billion in annual income, and has remitted R1.2 billion in taxes to the national treasury.

Approximately R35 billion worth of investments have been poured in Clark since the creation of the economic zone in 1993. These may go down the drain if no legislative measures are undertaken to restore the tax and duty-free privileges of Clark investors.

Earlier, Gov. Mark Lapid of Pampanga joined the workers, investors inside CSEZ, officials and staff of Clark Development Corp. (CDC) in urging Senate to approve the Clark incentive bills to prevent the transfer of the investors in the ecozone to other Asian countries.

Lapid was prompted to appear in the Senate because of his fears over massive loss of jobs if the investors decide to pull out of Clark.

Know what makes for a bad password. By Kim Komando, Microsoft Small Business Center Whether it's a few PCs or hundreds on your network, there’s one thing that can separate your system from being compromised: a great password. Why? Hackers want access to anything and everything. If they can guess your user name and password, you might as well have given them your wallet and the keys to your building. 1. Don't be complacent: Attacks can and do happen. Hackers are a devious bunch and will stop at nothing to get into your network and files. They use three different methods to get to you: brute force, dictionary attacks and social engineering. Brute force is the most time-consuming method. Basically, it involves a program that tries every combination of letters, numbers and keyboard characters to guess your password. It starts with trying every character, and then tries two-character combinations and so on. The longer the password is, the exponentially more difficult it becomes to crack. A password that is eight characters in length and utilizes lower- and upper-case letters, numbers and keyboard characters won't be cracked for two years. This underscores the importance of being as random as possible when choosing your password. Another method of attack is through the use of custom dictionaries. These dictionaries are filled with words and names, but also number and letter combinations, such as 11111 and abc123. Simple passwords such as "duke" or "ilovemydog" can easily be guessed.

TIPS FOR TOP-NOTCH PASSWORD SECURITY

The third and most effective method of attack is social engineering. This involves someone with criminal intent soliciting a password directly from a user. Many people divulge their passwords to co-workers and strangers without even realizing it. For example, most small businesses don't have a dedicated information-technology staff. A hacker posing as someone from your company's Internet service provider could call in and get an unsuspecting employee's password by "testing the service." The hacker might request the employee's user name and password to log in and test the connection from the ISP's end. If the hacker sounds authoritative and legitimate enough, your whole network could be compromised. If your business rents space in a larger facility, strangers probably roam the hallways unnoticed. A few innocent questions or a watchful eye can be disastrous. 2. Know what makes for a bad password because the attacks described above are becoming increasingly more common, you don't want to use anything in your password that's personal and easy to guess. Keep in mind the following don'ts: - Don't use only letters or only numbers. - Don't use names of spouses, children, girlfriends/boyfriends or pets. - Don't use phone numbers, Social Security numbers or birthdates. - Don't use the same word as your log-in, or any variation of it. - Don't use any word that can be found in the dictionary — even foreign words. - Don't use passwords with double letters or numbers.

Some of the worst passwords are: password, drowssap, admin, 123456, and the name of your company or department. Finally, never leave it blank. That's a surefire way to let the bad guys into your system. 3. Get proficient at creating good passwords A good password is one that is easy to remember but difficult to guess. That sounds like a paradox, but it's really not. There are a couple of different ways to create difficult-to-crack passwords. One is substituting letters with characters and numbers. To make it easier on yourself, try to use numbers and characters that resemble the letters they are replacing. For example, you would never want to use the word "password" as your password. If

you change it to p@7sw0rd!, you've got something that would take some time to crack but is fairly simple to remember. Another method is to use the first letters of the words in a favorite line of poetry or a verse of song. "Hail, hail the lucky ones, I refer to those in love" becomes "H,hTL0,IR2t1L." The best passwords are at least eight characters in length and use a combination of numbers, keyboard characters and
