History

• On July 15, 1970, seven (7) voluntary

organizations came together to meet and

discuss how to improve responses

• National Voluntary Organizations Active in

Disaster is born (National VOAD)

1979 by executive order,

President Carter created the

Federal Emergency Management Agency

(FEMA)

The Robert T. Stafford Disaster Relief and

Emergency Assistance Act of 1988

•State, Tribal and local governments have

primary responsibility to respond to disaster

•Federal assistance is designed to supplement

State, Tribal, Local governments

•FEMA may task any Federal agency to provide

assistance

• NIMS provides a systematic,

proactive approach to guide

departments and agencies at

all levels of government,

nongovernmental

organizations, and the

private sector to work

seamlessly to prevent, protect

against, respond to, recover

from, and mitigate the effects

of incidents, regardless of

cause, size, location, or

complexity, in order to reduce

the loss of life and property

and harm to the environment.

Service (CNCS) which manage the

Americorps, NCCC, VISTA programs.

• The National Centers for Independent

Living maintained by the FEMA Office

Disability Integration and Coordination

Donated Resources – FEMA Policy 9525.2: Released 02/06/2014

• Eligible Public Assistance applicants have

the ability to recoup up to 100% of their

Emergency Work project costs, even when

the disaster-level cost share is 75%

Federal/25% State/Local. In order to be

considered for eligibility, applicants will

document:

• Emergency Work project costs including all

Force Account expenses and contracts.

Examples of Emergency Work include

feeding/sheltering operations for disaster

survivors, Emergency Operations Center

(EOC) activation, sandbagging, road

closures, public safety and any other

actions taken by an eligible applicant to

save lives and to protect improved property.
