Dear Winnebago County 4-H Members, Leaders, and Families, It is with great enthusiasm that we invite you to another successful year in 4-H! On behalf of our UW-Extension office staff, we would like to thank you for your continued involvement in the Winnebago County 4-H Program. For those of you joining us for your first 4-H experiences, welcome to a program that will offer educational opportunities in safe, inclusive environments, surrounded by other 4-H families who enjoy having fun! 4-H members can enroll in Winnebago County 4-H at any time of the year. Members who are re-enrolling are expected to do so by November 20. In order to exhibit projects at the Winnebago County Fair, 4-H members must be enrolled in all interested project areas by January 31. New members may also enroll at any time of the year, and in order to exhibit at the Winnebago County Fair, they must be enrolled by January 31. Through your involvement in Winnebago County 4-H, you are joining a 4-H network of over 7 million youth members nationwide! With ongoing support of adult volunteer leaders and 4-H parents, local 4-H programs are able to thrive through countless volunteer hours, as project knowledge is shared and positive relationships are fostered. You will find that 4-H has a long-standing tradition of developing life skills in young people through hands-on activities (learn by doing) as 4-H members continue to learn citizenship and leadership while promoting healthy lifestyles. Speaking of traditions, 4-H is a 100 year-old program that has evolved from a once rural-based youth organization to incorporating members from all communities and interest areas. Young people in 4-H learn skills in areas of science, cultural arts, agriculture, and more! Members use their heads, hearts, hands, and health as they achieve their goals in yearly 4-H project work. As a Winnebago County 4-H family, you become involved by joining a local community club. Clubs typically have regularly scheduled monthly meetings where an officer team of elected youth members lead club meetings through an agenda of activities, community service events, project meetings, and more! Members who seek involvement beyond their club and project areas are invited to participate in county-wide 4-H opportunities such as Lego Club, 4-H Camps, National Youth Science Day, and more! As 4-H members gain years of experience, they may elect to apply for county- and state-organized opportunities, such as leadership trips, being a camp counselor, and state leadership teams. There is something for everyone in 4-H, and if you happen to find yourself seeking an additional fit for your interests, please contact a 4-H leader or our UWEX office, as we would be happy to suggest further 4-H opportunities! What is 4-H?

4-H is a positive youth development organization that empowers young people to reach their full potential. A vast community of more than 6 million youth and adults working together for positive change, 4-H enables America’s youth to emerge as leaders through hands-on learning, research-based 4-H youth programs and adult mentorship, in order to give back to their local communities.

4-H prepares young people to step up to the challenges in their community and the world. Using research-based programming around positive youth development, 4-H youth get the hands-on real world experience they need to become leaders. Young people who are a part of 4-H have the opportunity to explore all types of science, health, and citizenship programming delivered through 4-H clubs and camps, as well as afterschool.

4-H is the youth development program of the United States Department of Agriculture’s National Institute of Food and Agriculture and the Cooperative Extension System of the nation’s land-grant universities. Wisconsin 4-H is a program of the University of Wisconsin-Extension in partnership with state, federal, and county government in each Wisconsin county.

In a safe and enriching environment, 4-H brings youth and adults together to learn everyday skills with hands-on learning. Working on activities from animal and plant sciences to robotics, 4-H members learn problem-solving skills that can make a positive impact upon their community. 4-H helps youth:

meet the diverse challenges of today’s world,

build self-confidence,

learn responsibility, and

make positive decisions. In Winnebago County, anyone who is in 5-year-old kindergarten to one year past high school graduation can join a local 4-H club and become a 4-H member.

What do 4-H members do?

4-H clubs meet once a month to discuss club and project goals, and to do fun activities. Members can help out in their local communities as volunteers and youth leaders. 4-H members can also participate in out-of-state trips and international exchanges, Lego® Robotics, create artwork, camp out and enjoy other

outdoor experiences, or take care of an animal. These are just a few of the many opportunities that 4-H members have the opportunity to become a part of! Take some time to speak with other 4-H members and leaders to learn about project and activity offerings in Winnebago County to see where your interests fit!

4-H Emblems and Symbols

Emblem:

The national 4-H emblem is a four-leaf clover with the letter “H” on each leaf.

The Four H’s and Pledge:

The four H’s stand for Head, Heart, Hands, and Health. These four H’s represent the four-fold training and development in which members participate. This meaning of the four H’s is clearly given in the pledge below.

I pledge …My Head to clearer thinking …My Heart to greater loyalty …My Hands to larger service, and …My Health to better living, for my club, my community, my country, and my world.

The Colors:

Green and White are the 4-H colors. The white background of the flag symbolizes purity. The green 4-H emblem is nature’s most common color in the great outdoors, and green is also the color of springtime, life, and youth.

“Learn By Doing”

Motto:

The national 4-H motto is: “To Make the Best Better.”

4-H Terms

4H Online/ Enrollment

For the enrollment system for members and leaders, you will need a computer, internet access, a valid email address, and a web browser to input your information. Youth enrolling by January 31 have the opportunity to show at the fair as members of Winnebago County 4-H. Members enrolling after that date can participate in club activities and county educational activities such as summer camps.

4-H Membership

Youth in 5-year-old kindergarten through one year past high school are eligible to join 4-H.

4-H News & Views

The every other month Winnebago County 4-H newsletter that is e-mailed or mailed to families and is available on the web at http://winnebago.uwex.edu/4-h-youth-development. The 4-H News & Views provides information about 4-H meetings and opportunities at the county, district, state, or national level offered to 4-H members, leaders, and parents.

4-H Year

The 4-H year starts on September 1 and ends August 30 the following year.

Activity

4-H activities are short-term educational and/or social experiences that all Winnebago County 4-H members may participate in. Many 4-H activities are also open to non 4-H members.

Cloverbud

Youth in 5-year old kindergarten through second grade enroll in the Cloverbud project. This 4-H project introduces the members to 4-H. These members do not enroll in any other projects.

Constitution & Bylaws for Winnebago County 4-H Clubs & Projects

All 4-H clubs and some countywide projects have a set of written rules for their operation. Each member should become familiar with the Club’s or Project’s Constitution and By-Laws early in the year to learn about your responsibilities as a member of the club organization.

Explorer Youth in grades 3-5 are suggested (but not required) to enroll in the “Exploring” project where they can sample/learn about a variety of project options. They can also enroll in additional projects.

Graduation from 4-H

Graduating from 4-H signifies that a member has successfully completed their career as a 4-H member. Some 4-H members graduate the same year as high school graduation; however, individuals have an option to extend membership one year beyond high school graduation.

JPCC

This abbreviation stands for the James P Coughlin Center located at 625 E. County Road Y, Oshkosh. The county facility is home of the Winnebago County UW-Extension Office and serves as the meeting place for several 4-H events and activities.

Membership Dues

All members are assessed $10.00 for membership. This covers insurance, Wisconsin 4-H Foundation donation, and project support. Local 4-H clubs may have additional dues and will determine when all of the dues are to be paid.

New Leader Orientation

All adult volunteers must attend a new leader orientation session and undergo a background check before they are allowed to work with youth and serve as a 4-H leader. Sessions will be listed in issues of News and Views, as well as first year leaders being notified.

Project

4-H projects are long-term, educational experiences that only youth enrolled in that project may participate in. Projects are listed on pages 12-17 or online at: http://winnebago.uwex.edu/complete-project-list-2/

Record Book The Winnebago County 4-H Member Record Book is a great tool for setting goals for the year as well as recording all of your 4-H accomplishments. Record book pages can be found at: http://winnebago.uwex.edu/4-h-record-book-forms/ 4-H Record Books are turned into your club leaders in August or September.

UWEX

This abbreviation is used to refer to the University of Wisconsin-Extension. 4-H is the youth education program of UW-Extension.

Winnebago County 4-H Leaders Association

All enrolled Winnebago County 4-H youth leaders and adult leaders make up the Winnebago County 4-H Leaders Association. The 4-H Leaders Association meets three times a year at the “All County Meeting”. The 4-H Leaders Association Board of Directors is the executive branch of the Association that provides support for the Winnebago County 4-H Program and meets monthly. Wisconsin 4-H Youth Development Code of Conduct

The Code of Conduct sets forth guidelines by which 4-H members should conduct themselves when representing the 4-H Youth Development program. When completing member and leader enrollments through 4HOnline, each enrollee will agree to abide by the Code of Conduct.

Who’s Who in 4-H

Club Level

4-H Member

Any youth in 5-year-old kindergarten through one year past high school who joins a 4-H club is a 4-H member. These members are invited to participate in county-level 4-H events and activities.

4-H Organizational Leader

The Organizational Leader is responsible for the organizational part of the club. Some clubs have assistant and/or co-organizational leaders. The leaders seek the help of club activity project, and resource leaders, as well as parents to take on leadership responsibilities in the 4-H club.

4-H Activity Leader

An Activity Leader can assume a number of different responsibilities in a club. Some examples include conducting activities and providing leadership with older members in doing service projects.

4-H Project / Resource Leader

A project/resource volunteer leader helps 4-H members as they learn about, make, or participate in a particular 4-H project area. This person can be a 4-H parent who agrees to help with a project or a person from the community who has knowledge in a particular subject. Once a parent or community member agrees to assume this role, they need to enroll, pass a background check, and complete the mandatory volunteer orientation.

4-H Youth Leader

4-H members enrolling in the Youth Leadership project can help younger members in the club, a project area, or other educational activities. They may serve as a club officer, camp counselor, or 4-H Ambassador. By doing this they grow, mature, and learn leadership skills.

4-H Ambassador 4-H members in grade 6 or above who promote 4-H throughout Winnebago County, organize all-county events for 4-H youth and families, and provide leadership in Winnebago County 4-H are Ambassadors.

Parents and/or Guardians

Parents and/or guardians are very important to the success a child will have in the 4-H program. Parents and/or guardians are encouraged to attend their 4-H club meetings, project meetings, and countywide events with their child to learn more about 4-H and support their child’s involvement.

County Level

4-H Leaders Association Board of Directors

Winnebago County 4-H Leaders Association Board of Directors conducts fundraising events such as pizza sale and the Dipper food stand at the Winnebago County Fair to support county opportunities for members, families, and leaders to enhance 4-H youth education and development programs at local, state, and national levels. All registered 4-H leaders are members of the Winnebago County 4-H Leaders Association. Elected leaders serve on the Board of Directors to provide guidance and decision-making for the 4-H program.

4-H Project Committees

Winnebago County 4-H has committees in the Dairy, Goats, Shooting Sports, Foods, Horse & Pony, and Dog projects. These groups plan and conduct county-level educational events, activities, and meetings.

4-H Resource Leader

A volunteer who is willing to answer project or activity questions for other volunteer leaders or 4-H members is considered a 4-H Resource Leader.

4-H Youth Development Educator and Youth and Science Educator

These two professionals provide guidance, education, and oversight of the many 4-H Youth Development programs offered through the UW-Extension office.

Enrolling in 4-H

Youth - General information: Enrollment in a 4-H club is done via 4HOnline. You will need a computer, internet access, a valid email address, and a web browser to input your information. If you do not have such access at home, consider using your local library to complete your 4-H enrollment. The directions for enrolling are found on pages 21-26 or online (wi.4honline.com) through a link on the first page of the enrollment process.

Youth must be affiliated with a club before they may sign-up for any projects. A list of all clubs is on pages 3 and 4 or at http://winnebago.uwex.edu/4-h-youth-development.

Grade level is determined by grade in school at time of 4-H enrollment. Youth who are home-schooled must declare a grade. Youth are eligible for membership beginning with 5-year-old kindergarten through one year following high school graduation. If a youth drops out of school, they will be considered as if they had stayed in school and would complete their 4-H membership as the same time their grade cohort would complete their membership.

Youth may add or delete projects until January 31 of the current 4-H year and still represent 4-H at the Winnebago County Fair if they meet all other requirements.

Winnebago County 4-H offers a variety projects and activities. Please be aware that not all project areas have planned educational offerings. There are three levels of support for these projects.

1. Countywide Level – a volunteer or group of volunteers have come forward to teach that project to any 4-H members in Winnebago County who are enrolled. The following project areas have county-wide support:

The list of countywide projects may change during the year. More may be added or removed at any time based on the availability of leaders. Watch email and the 4-H News & Views for additional opportunities throughout the 4-H year.

Some projects also have leaders and meetings at the club level.

Some of the countywide projects have dues over-and-above regular 4-H county and club dues and participation expectations.

2. Club Level – there may be a volunteer who is willing to teach or serve as a particular resource in that

project to members of their club who are enrolled.

Project support available at the club level varies widely between clubs and also may change at any time during the year based on the availability of leaders. For questions regarding club leaders, please ask your Organizational Leader.

3. Independent or Individual Study Level – Due to the number of project areas offered, not all have

volunteers on the countywide or club levels to teach that project. In this case, the member is expected to learn on their own with the help of his/her family and appropriate resources such as 4-H literature, the library, community resources or workshops, or the internet.

Literature Several projects have informative literature which will be helpful to all 4-H members, families, and leaders. We encourage you to purchase literature that focuses on your project(s). You may order your literature direct from National 4-H Supply. To order online, their website is: http://www.4-hmall.org There are copies of literature available at the UWEX office to look through before purchase and also checkout materials you can take home for free for a set time.

4-H Projects

4-H projects are long-term, educational experiences that only youth enrolled in that project may participate. A 4-H project is what a 4-H member learns, makes or does; for example: learn to grow a vegetable garden, build and program robots, sew a dress, or train a dog. Projects vary from aerospace to woodworking, birds to rabbits, and clothing to vegetables. Youth have the opportunity to enter their work at the Winnebago County Fair.

4-H members must enroll in at least one project each year. Members in 5-year-old kindergarten through second grade may only enroll in the Cloverbud Project. Starting in third grade, members may enroll in any projects.

Each 4-H club will try to connect project leaders and project members. Project Leaders are to notify members when and where the project meetings will be held. Most projects will require at least three project meetings and often more are held. When there is no Project Leader, the member will be expected to work individually. As a family, you can use the 4-H project literature to guide your learning.

Some 4-H projects hold countywide meetings or educational offerings in addition to individual club meetings. Some examples include: Archery, Dog, Horse, and Goats. The family of a 4-H member should take an active interest in the youth’s project(s). Assist, encourage, offer advice, but remember the 4-H member Learns By Doing.

Listed on the following pages are the projects youth may enroll in as a Winnebago County 4-H member. They are in alphabetical order.

A couple of reminders:

1. Youth in 5-year-old kindergarten through second grade enroll only in the Cloverbud project.

2. Some animal projects have additional requirements, which will be explained by the Project Committee. 4-H Activities and Events

Each club may have special activities throughout the year. In addition, there are countywide activities and events that 4-H members may participate in. The listing below is only a partial listing. Many other project-related activities and events are held annually. All events are listed in the 4-H News and Views.

Camping A variety of activities and learning experiences await summer campers including crafts, swimming, campfires, evening programs, and more at Camp Upham Woods, at Wisconsin Dells, Wisconsin.

Base Camp is for youth presently in grades 3-8. Base Camp is a great place for cabin camping, swimming, hiking, canoeing, crafts, and making new friends. Campers spend 4 days and 3 nights at Upham Woods in Wisconsin Dells!

Watch the 4-H News and Views for camping registration information or check the Winnebago County 4-H website for camp registration forms, usually in April. Camp counselors will complete an application in the fall and participate in counselor training and camp planning throughout winter and spring. Counselors must be in grade 9 or above.

National 4-H Week The first full week in October is set aside each year to recognize and promote 4-H across the country. Each year a theme highlights the week. Help promote 4-H as a family or in a club activity, write a press release, or invite a non-4-H friend to an upcoming meeting!

Officer Training This is held annually for club officers to provide them with ideas and helpful hints about their jobs and responsibilities.

Oratorical Speaking Contest Open to youth throughout the county. Participants prepare and present a speech or demonstration that is evaluated by a judge. Registration forms will be available on the 4-H website. This event is co-sponsored by the Oshkosh Noon Optimists and Winnebago County 4-H Youth Development Program.

Winnebago County Fair The Winnebago County Fair is held annually in August. The Winnebago County Fair is great opportunity for 4-H members to display the items made in their 4-H project and/or to exhibit project animals. This is a major event where many people see what 4-H members do and an excellent opportunity to celebrate the successes and learning in a 4-H year!

All exhibits (except many animals) are judged by the “face-to-face” judging system. With this system, for every exhibit each 4-H member talks directly with the judge. The member’s age and experience are taken into consideration in the final placing. The placings include ribbons awarded of: Blue – 1st, Red – 2nd, White – 3rd, and Pink – 4th. Yellow – “Merit Award” ribbons are presented to a selected number of outstanding exhibits. Select projects may also be considered for Wisconsin State Fair exhibition.

4-H Awards and Scholarships

“I Dare You” Award The “I Dare You” Award is offered to 4-H members who are at least 14 or older and are nominated by their club leader. Members who demonstrate personal integrity, lead well-rounded lives, and possess a willingness to assume responsibility should be considered for this award. Club leaders should nominate youth for this award who are “emerging” leaders. Two award winners are selected annually from Winnebago County.

4-H Key Award 4-H members who are at least a junior in high school, have been in 4-H for at least 3 years, and have been in the youth leadership project for 3 years are eligible to apply. Each county is allotted a maximum number of 4-H Key Award recipients, which is 2% of their older youth enrollment.

Winnebago County 4-H Alumni Award This special award recognizes a former Winnebago County 4-H member who has gone on to use 4-H skills in their success. Current contributions to 4-H may help to identify the candidates, but are not required for selection.

Friend in 4-H A 4-H individual or group making outstanding leadership or service contribution to 4-H is recognized with the Friend in 4-H. The nominee must be currently enrolled as a leader or member.

Friend of 4-H A person or group outside of 4-H making an outstanding contribution to 4-H leadership, service, or other support is selected annually as the Winnebago County Friend of 4-H. The “Friend of 4-H” is not currently enrolled in 4-H. In addition, the individual should have meaningful involvement in 4-H and be committed to the philosophy of 4-H.

Volunteer of the Year An individual who has done an exceptional job as a volunteer in the past year is recognized as the Volunteer of the Year.

Scholarships The Winnebago County 4-H Board of Directors annually awards scholarships for educational experiences beyond high school to Winnebago County 4-H members. The Paul Stevenson and Judith Gruzynski Memorial Scholarships are also awarded annually to 4-H members pursuing further education.

4-H Trips

Citizenship Washington Focus

CWF is a week-long citizenship and educational experience held at the National 4-H Center in Washington, D.C. Open to 4-H members in grades 10 – 12, youth apply and interview for this opportunity. The 4-H Leaders Association provides a partial scholarship to those selected.

American Spirit A nine-day bus trip to Philadelphia, Boston, New York, Niagara Falls, and Lexington helps delegates increase their understanding and appreciation of American Heritage. Youth delegates are in grades 8-10 and are strongly encouraged to attend Wisconsin 4-H & Youth Conference before attending 4-H American Spirit. Youth apply and interview for this opportunity. The 4-H Leaders Association provides a partial scholarship to those selected.

National 4-H Congress This six-day trip in November is an opportunity for service learning and leadership for youth. The trip is open to youth in grades 10-12. National 4-H Congress trip takes place in Atlanta, Georgia. Youth apply and interview for this opportunity. The 4-H Leaders Association provides a partial scholarship to those selected.

National 4-H Conference Apply to be one of Wisconsin’s selected youth to spend a week in Washington to attend this working conference held at the National 4-H Center. Each participant selects an issue (i.e. education, promotion, environment, violence) and works with other youth from across the country to develop plans that help direct future 4-H programming. Youth must be in grades 10-12 of the program with a maximum age of 18 as of January 1 of the travel year.

Space Camp A five-day bus trip to Huntsville, Alabama to explore the fascinating world of aerospace, astronomy, and technology is offered the end of April with registrations due in December. The trip is open to 4-H members in grades 6-8 with the maximum age of 15 at the time of the trip. Youth apply and interview for this opportunity. The 4-H Leaders Association provides a partial scholarship to those selected.

Wisconsin 4-H Youth Conference This four-day 4-H conference is held annually on the UW-Madison campus for members in grades 7 – 10. Youth apply and interview for this opportunity. The 4-H Leaders Association provides a partial scholarship to those selected.

After completing each of the five authorizations,

click on the “continue” button.

This is the Clubs/Projects/Groups page, where you will select a 4-H club and projects for the current 4-H year. On the Clubs tab: 1. Select the correct club from the

drop down menu and click on it.

2. Be sure to click “Add Club”.

3. Click the “Continue” button.

Note: The “continue” button will take you to an

optional health form. It is not required at the time

you are enrolling, but will be required to

participate in certain events and activities. After

you have completed the form once, the

information will be retained. You can return to

4HOnline to update information that may have

changed since the last time it was completed.

Scroll down and click on the “continue” button if

you do not want to fill it out at this time.

On the Projects tab:

1. Under “Select a Project” click on the

drop down menu and select the first

project for this youth.

2. “Years in Project” – must have 1 for 1st

year members. For returning

members, enter the number that

reflects your experience. For example,

if this is the beginning of your second

year in the project enter 2.

3. Click on “Add Project”.

4. For each additional project that you

want to add, repeat the steps above.

After you have entered all your project(s), click on “Submit Enrollment” and you are done!

Entering Additional Youth or Adult Leaders in Your Family

If there is another youth (or an adult leader) in your family enrolling in 4-H, repeat this process for them.

There is an option to “copy parent information from another youth record”. Using that option will shorten the

process for entering additional youth.

Enrollment Approval

After your enrollment has been submitted, it is sent to your club leader and county UW-Extension office to

be approved. If there are any problems with your enrollment, such as incorrect or missing information, you

will get an e-mail asking you to complete the missing information and resubmit the enrollment. If there are

no problems, you will receive an e-mail stating that your enrollment has been accepted. E-mails related to

your enrollment will be sent to your family e-mail address. If you do not receive an e-mail from 4HOnline in

your inbox, please check your junk mail folder.

Use 4HOnline throughout the Year

Keep your login (family email address) and password handy so that you can log in to the program and update

your records whenever you need to. You will have access to your online record throughout the year to update

personal information, look up your family members’ enrollment in clubs, projects and leadership roles, read

newsletters, receive announcements about 4-H activities and more.

Re-Enroll Members/Leaders

Created: July 15, 2014 Updated: September 3, 2014 – added Enroll as Youth/Adult choice; added post 12th grade.

OVERVIEW

This document explains the process of a family re-enrolling members and leaders in 4HOnline.

GETTING STARTED

To get started with the re-enrollment process, log into 4HOnline with your family email and password.

On the family home screen, click on the orange button labeled Continue to Family.

On your Member/Volunteer list, find the family member you wish to re-enroll and click on Edit next to their name.

RE-ENROLL

At the bottom of the next screen, click on the button for Enroll for 2015-2016.

If the youth is over 17 years old, a box will appear asking if you wish to enroll as a youth or an adult. If the youth is graduating from 4-H and wants to continue as an adult leader, then choose Enroll As Adult, otherwise select Enroll as Youth.

You will now see the Personal Information that you entered when you first enrolled. Look over the information and make any corrections. If the youth was in 12th grade last year, you must select the grade for this year, either Post High School Education or Not in School. When you are done, click on Continue.

Next is the Additional Information screen where you will need to accept the agreements and answer the Photo Release and Accommodations questions. Click Continue when done.

The Health Form for members is optional at enrollment, but you could be asked to complete it in the future if you attend any events that require one. Click Continue when done. If you are an adult volunteer and see the Volunteer Screening page, then it has been 4 years since the last time a background check has been completed. You need to check over the answers to the questions and correct as needed. This page will only appear every 4 years. Click Continue when done.

On the Participation -> Club screen, confirm the correct club is listed. If you serve in a volunteer role (but not as a project leader) click on Edit and select the volunteer type. Click on Update to save the change. Click on Continue when done.

On the Participation -> Projects screen, confirm all the projects you are enrolled in are listed. Add any missing projects. If you are dropping a project, click on Edit for that project and then click on Delete. After making sure all your projects are listed correctly, click on Submit Enrollment.
