I hope you all had a nice Christmas and the New Year 2014 has certainly come in with a big bang.
I would like to welcome Val Aldridge to the Parish Council who I am sure will bring a lot of good ideas which will benefit the village.
We will be organizing a litter pick in the spring when hopefully the wind and rain has gone away, look out for time and date on the Parish notice boards.
I have had several complaints about dog owners NOT picking up after their dogs, could I please ask all dog owners to be responsible as this sort of litter is not nice and in some circumstances can be dangerous.

This year Cornwall Council will be increasing the Council Tax by 1.97% which will be the first increase in over 4 years, it has needed to do this to help protect frontline services for example Adult Social Care and Children’s services. This budget, which was agreed by the full Council on 26 November, was based on making savings of £42.2m in 2014/2015 with an agreement in principle to increase council tax by 1.97%. With further reductions of £36m in Government funding expected by 2015/2016, and £93m by 2018/2019, this means the Council will need to find savings of up to £195m over the next five years. On the 14th of January a motion for demanding that the government seriously looks into Fairer Funding for Cornwall was supported by Cornwall Councillors “In the autumn statement given in December, the Chancellor recognised that there are additional costs associated with the rural nature of councils such as Cornwall. Cornwall receives a government grant of £408 per person. In comparison, the grant given to the London borough of Hackney is £1,041 per person. If Cornwall was given the same grant as even the average urban council then we would get £48 million more next year. That is enough to prevent the loss of a lot of front line services.” Our message to the minister is that Cornwall has already done a huge amount to save money and we have more savings in the pipeline. But the services that the people of Cornwall rely on are threatened by the extent of his cuts.” I am getting a number of people approaching me who are very concerned over the announcement proposing cuts to the mobile library service, I have written my objections to Cornwall Council highlighting my concerns; please help support me and those who use this valued service by also writing to Cllr Adam Paynter at Cornwall Council. Carharrack parish despite being approximately 4 miles from Redruth and 8 miles from Truro is a very rural parish it has only one shop and no post office and the bus services have now been severely reduced. The Mobile Library Service is very important to this community and it makes a real difference to how people in rural areas live their lives. I am very aware of the huge savings that Cornwall Council will have to make to balance the budgets however there must be some way of ensuring that services such as the Mobile Library continues to support those living in isolated rural communities.
Bus services are another area where government cut backs are hitting the most vulnerable and services in the mining village have been affected by withdrawing the Sunday service and reducing all of the evening services. I am trying to arrange a meeting with Nigel Blackler the Head of Transport at Cornwall Council to see if there is any way of getting back some of these services. I also have written to the MP George Eustace expressing my concerns over the lack of Government funding for rural communities and have been encouraging others to do the same.
European Metal Recycling, United Downs. An appeal against Cornwall Councils Planning Committees decision to refuse the application had been lodged at the last minute. All objectors may speak at the appeal and all original objections will still stand. The appeal will be heard on the 19th of February 2014 and will start at 10am at the Council offices Dolcoath Camborne
Not exactly related to Carharrack but I have helped with the St Day community litter pick around the village clearing many bags of litter the worst area is Church Hill and it is very disappointing to see that within as few days of clearing this part of the village people are continuing to throw rubbish into the hedgerow along this road.
My Community Chest Funding has received a good number of applications from organisations from within the village and I am hopeful that they will all receive the funding they have requested to help continue to support the community.

Not a lot of people know this:

Firstly, may I, on behalf of committee and club members, wish everyone a very happy and prosperous new year.
How about coming to join us in our club? We are always looking for new members with new ideas. Our club members are ‘happy go lucky’ people and I’m sure that you would enjoy a few hours with us on the first Monday of every month at the Mills Hall in Carharrack, between 2.00pm and 4.00pm. We usually have live entertainment, either talks, demonstrations or music and of course we mustn’t forget the tea and biscuits.

The Highs and Lows of ‘Living the Dream’
For many years it was the dream of Daniel and Lora Newman to live off the land. They wanted to develop a sustainable lifestyle in which they grew their own food and contributed as little as possible to the pollution of the environment.
In 2008 they bought a one acre field in Carharrack parish and set about the business of small scale farming with a polytunnel, a fruit cage, a woodlot, an orchard and pigs, chickens and ducks. Their first son, Piran, arrived in 2009 and his brother Hugo in 2011. At first they were living in a caravan but this was too small for their growing family so they eventually replaced it with a wooden building
which they made cosy with a stove made from a gas bottle and windows looking out over their smallholding. They believed that they were showing the way for other families to follow into the uncertainty of the 21st century with the ever expanding human population and the spectres of climate change and species extinctions that face us all. But the present intruded painfully into this simple lifestyle. Daniel and Lora’s wooden dwelling was on the wrong side of the planning laws. Over many months they tried to hang on to their lifestyle but it became Increasingly clear that they were going to have to remove their modest dwelling and move off the land. They finally dismantled their home at the end of October and left for a temporary sojourn in France. They hope to return to Carharrack and use this experience to do it differently next time. One of the more heartening aspects for Daniel and Lora of this otherwise rather sorry tale is the amount of support that they have received from people in the parish who have bought produce from the farm, offered moral support and signed petitions. They would like to thank all of these warm hearted folk even though the outcome for them was probably inevitable. They hope that their story will not discourage others from living off the land but that it will act as a cautionary tale. If you want to build a home on the land as well as farm it there are planning laws and procedures that have to be observed very carefully and there are, unfortunately for them, no short cuts. Can facebook improve the mobility of the residents of Carharrack?
The bus services are becoming less frequent and the fares have gone up. Many people without cars are finding getting around, especially on Sundays and in the evening, increasingly difficult. I’m sure that many people with cars would like to be able to help out. This facebook page should make this possible.
A facebook community page has been set up called ‘Carharrack Car Sharing’. If you have a facebook account it can be easily found by typing the name of the page into the search box at the very top of your facebook home page. (If you do not have a facebook account but have an internet connection it takes only a minute to set one up and it is quite free.)
The purpose of the page is to try to match people who need a lift in the local area with drivers who have empty seats and would be happy to carry a passenger. You don’t have to be a car owner to join in.
If you would like to find a lift or you would be happy to take a passenger on a trip (e.g. to Truro or Redruth) then type your request into the ‘status’ bar (it says ‘what have you been up to?’). The individuals concerned can then make arrangements between themselves by adding ‘comments’ to the request.
It’s up to you now, the residents of Carharrack, to become even better neighbours.

From April 2013 2 year old funded places are available to most families with an income of less than £16,190 per year. The children that have been receiving this funding have settled well and are enjoying exploring our space and are beginning to learn how to be independent and choose from a wide range of activities inside and out.

NEWS FROM ST DAY & CARHARRACK COMMUNITY SCHOOL
Once again we have had a busy beginning to 2014, with 8 more children joining us since Christmas! This shows that our school continues to thrive and be valued by more and more members of the community. As a result of this rapid rise the Governors have decided to open an additional class in the morning to create smaller teaching groups for literacy, numeracy and science for pupils in Key Stage 2.
And next year the roll is set to rise again! If your child is due to start our school in September 2014, as soon as official notifications are sent to you from County, we will be writing to you with details of our Transition Programme.
Looking forward …. we have started to work once again with Cascade Theatre Company on a project bringing the generations together through reminiscence workshops with the aim of using the memories to devise a creative production at the end of the Summer Term along the lines of Bal Kov and Sticklers, involving the whole school community.

CAMBORNE & REDRUTH LIVE AT HOME SCHEME
Camborne and Redruth Live at Home scheme is part of Methodist Homes, offering support and friendship to people over the age of 60.
The charity works with the elderly who are living in their own homes who may be feeling lonely and isolated. Its office is based at
All Saints Community Centre, Tuckingmill.
The Live at Home scheme began in Camborne in 1992, expanded into Redruth and now has more than 200 members.
It is mainly funded by the Big Lottery.
Its activities include one to one befriending in the member's own home, where a volunteer visitor comes once a week
for a friendly chat.
These volunteers have all had CRB checks and referrals from ex or current employers. Can you help? New volunteers are always needed.
There are also activities In Carharrack
there are coffee mornings on Tuesday mornings each week from 10.00am to 12noon, when we have entertainment, which could be
a speaker, quizzes, bingo, gentle exercise, or crafts.
Once a month we go to a pub or hotel in the area for a Sunday lunch, where all the members can get together for a chat.
We have a monthly trip to places of interest in West Cornwall. We have been to Caerhays Castle, Kingsley village for shopping, a
cinema trip, and the pantomime at Redruth, this year.
Members of the Live at Home scheme receive a bimonthly newsletter with details of all forthcoming events.

In addition to the local Household Waste Recycling Centre at United Mines, SITA UK also manages a further 12 centres across Cornwall on behalf of Cornwall Council. They operate the landfill site at Connon Bridge, near Liskeard, and plan to build the Cornwall Energy Recovery Centre at St Dennis where residual waste will be put to good use, producing enough energy to power the equivalent of 21,000 homes.

Sunny Days Nursery - OFSTED INSPECTION
The OFSTED inspector visited on 8th January and awarded us a ’good’ grade. It is a lovely report and will soon be available to view on the Ofsted web site. If you would like a copy please ask. The report celebrates that ‘staff know the children well and provide interesting learning experiences based on children’s individual preferences, interests and abilities.’ When the inspector came it was a very wet day and she watched safely from the warmth of the classroom, commenting ‘children enjoy fresh air regardless of the weather’ as the children enjoyed exploring how the rain puddled and made marks on the play area surfaces, reporting ‘Children confidently follow good hand washing procedures and dress themselves appropriately to play outdoors in all weathers.’
The inspector found that ‘children develop good social skills, are well behaved and display good manners’ as a result of the support that they are given by our team. The report ends ‘Overall, the nursery is a well organised provision, with a committed staff team. Parents are valued and included and children’s needs are met well.’

THE MILLS HALL TRUST
By the time you’ll be reading this article Easter will be rapidly approaching if not upon us and hopefully the weather will have improved a little !! As with all buildings we have to make sure that all is well with the fabric of the Mills Hall as well as daily cleaning and maintenance. We have spent a fair bit of time and money on the annexe room and it is now looking very smart with fresh paintwork and new carpet. We still are hoping to fit a window into the back wall which will allow some natural light and ventilation into what has always been a slightly uninviting space – this will then give us another room for functions and meetings. Unfortunately our Treasurer, Laura Currie, has moved to a new area because of work and we are now looking for a new Treasurer and committee member to bring the Trust up to its full numbers. If you would be able to give a small amount of time (4 meetings a year which last roughly an hour) we would love to hear from you. The Mills Hall is a very important part of village life and needs you !!!
Carharrack players panto is almost here – oh yes it is !! – and the scenery and quality of performance has to be seen to be believed. Yet again we are very lucky to have such a talented set of people who work really, really hard to entertain us.
ICE’s Easter Fair is also coming around pretty quickly and the group is already planning and organising for a busy and successful day. There will be an Easter Egg Hunt around the village again as well as Face painting, Egg decorating, refreshments and lots of stalls so make sure you keep the date free.

Carn Marth lies a couple of miles southeast of Redruth and is one of the series of ancient hills that run down the backbone of Cornwall stretching all the way to Lands End. That they have attracted people through the ages is hardly a surprise. From before the Bronze Age they have been natural places of refuge, offering easily defended bases and view points out over what was the densely wooded landscape of prehistoric Britain. In more recent times they have been perfect sites for beacons to warn of impending attack, mark victories and celebrations of all sorts.
The hill can be seen from Bodmin Moor on a clear day, over thirty miles, and of course the reverse is true. One can look back, up to the East past St Agnes Beacon to the hills of the Moor, Rough Tor and Brown Willy, the highest hill in Cornwall at 1,375ft, Carn Marth being somewhat less at 771ft. The Celtic Sea and Bristol Channel to the north and the English Channel to the south are both easily seen. Those with keen sight or binoculars will be able to pick out St Anthony’s Light at the entrance to Carrick Roads with Pendennis Castle and Falmouth opposite. Turning further west there is the glint of light on the reservoir at Stithians, then more hills, Carnmenellis and Carn Brea, with views across the Great Flat Lode and its attendant engine houses making such poignant relicts of the great age of mining. The topmost parts of the Carn are clothed in Lowland Heath, Gorse, Bracken and a generous mixture of wildflowers. As one would expect this makes for an equally rich population of insects and in turn, as one moves up the food chain, there are small mammals, reptiles and amphibians and then birds being among the most visible. Cuckoos, Warblers, Swallows drinking on the wing in the flooded quarries, Buzzards and even Peregrines soar overhead. Lower down there are fields for grazing, their limits marked by Cornish Hedges, some really quite old as their populations of small plants testify. The hill then, already designated ‘of special landscape significance’, is one of the ever scarcer places that are still free of access to all and sundry, a vital ‘lung’ as it were, somewhere one can go to recharge one’s batteries.

CARHARRACK POUND REPORT BY PETE MYCOCK - NOVEMBER 2013 I am pleased with the species list I have managed to get together from the site this year. Whilst the time constraints have prevented in depth plant surveys, other species have shown nicely. The common frogs, common toads and Palmate newts all managed to produce offspring in the pond, even though a lot of early spawn was lost in the frosts (this affected the frogs and toads mainly), froglets and toadlets were found having newly emerged during late July/early August.
I recorded 18 species of plants and trees with the highlight for myself being the lush Purple Loosestrife, flowering through August. Butterflies on the site showed really well with 14 species being recorded including the migrant species the Clouded Yellow. Six of these species were also observed either egg laying or in the larval stage. Ten species of damsel/dragonfly were recorded on the site from early July to late September. These were three species of damselfly and seven species of dragonfly. Large Red Damsel, Azure Damsel, Emperor, Southern Hawker and Common Darter dragonflies were all observed egg laying in and around the margins of the pond. I plan to continue recording through the winter and am hopeful that I can get more time on the site this year and I have secured a copy of a management plan for the site written by a student at Duchy College in 2010 to add to the archive.

This report was organized by the Parish Council with a view to making use of this area for educational purposes.
Local business owner Marie Gould will be running the London Marathon in April and
raising money for the Samaritans in memory of her father who died in 1999.
Marie is no stranger to long distance running and walking in aid of charities. Already Marie has raised more than a staggering £5,000 for Oxfam and the Gurkha Trust by completing a
100Km non-stop walk across the South Downs as part of a team of four back in 2011 and she has also raised nearly £1,000 for Macmillan Cancer Support by running the Edinburgh Marathon last year.
(See small pics below) Marie has already raised over £1,300 for the Samaritans so far but
there is still a long way to go as she hopes to smash her £2,500 target for the charity.

I expect by now most of you who wander around our village paths will have noticed the reinstated sections of railway track along the Pennance Road as you just leave the village. Money from the Mineral Tramways Village Enhancement Scheme provided the funding to put this in place at the Ting Tang interchange.
Sadly due to budget restraints the information plaque to explain the features never materialised. However, thanks to our local councillor, Mark Kaczmarek, and the help of members of ICE, (Improving Carharrack’s Environment) funding has been provided through the Cornwall Council Community Grant Scheme to complete the installation of the plaque.
ParcSigns of St Austell Enterprise Park are erecting the board so within the next few weeks everything should be in place.

GEOCACHING There is an international game sweeping the world at the moment which has become very popular in Cornwall and It is called Geocaching. The basic concept is that a member hides a Cache, sometimes in a popular place or, more often, in a more isolated position like, for instance, in the rocks at the top of Carn Brae. Some are placed by the roadside so you can drive to it. The object is for you to go find it! There are a couple of thousand in Cornwall alone.
It’s suitable for all ages and those caches which are not suitable for people with mobility problems are so marked in the grading system. Each cache is graded for terrain difficulty and the actual finding difficulty (How well it’s disguised in its hiding position). The co-ordinates of the cache are provided as is a hint along with other useful information.
The cache itself can take the form of a plastic tub or a plastic animal, a snail shell or plastic fruit, the list is endless. The larger ones can contain small swops such as little toys which is great for the children. Just put something back in. The thing that all caches have in common is a small log sheet which you need to sign with your user name to indicate that you have been there.

Santa had a great time at the Christmas Fair and was delighted to see so many children in his new grotto. He emailed me to say how pleased he was to see so many old faces and new friends. The W J Mills (Cottages) Trust is a Trust which was set up back in the 1930s with the intention of, amongst other things, providing homes for the ‘poor and needy’ in St Day.
Since that time the Trust has moved on and now has over 40 properties in St Day, including the development of 7 new bungalows off Barracks Lane which were built to house people with specific physical problems. There are also 5 flats and a number of one and two-bedroomed houses.
Times have changed since the 1930s and we would all like to think that the 1930s definition of ‘poor and needy’ has moved on too. With this in mind Trustees are now happy to accept applications from those who feel that they would benefit from living in one of the Trust’s properties but, obviously, each individual’s circumstances and connections with the local area are taken into account by the Trustees when allocating properties.

ST. STYTHIANS COMMUNITY HOUSE First of all, may I introduce myself? I am the Rev’d Bridget, and my husband Nigel and I have recently arrived in Stithians Vicarage as Joint Wardens of the new Community House there. It’s an exciting venture, and one which I hope many of you will want to come and share. The idea is that the house will be a place for people to visit – we hope to put on events and courses, Quiet Days and discussions, and maybe also some music-making. Ideas for what you would like to see happening would be very welcome, and we will circulate our programme as soon as we have one, which may well be before you read this. It’s important to say that the house is for everyone, in all the parishes and beyond, churchgoers or not. If you would welcome the chance to air the big questions of life and death, or would value a bit of peace and quiet in our Chapel, give us a ring and come along. We hope also to form a community of people who feel drawn to working out how to live according to some kind of Rule of Life, which involves thinking about how we want to live, and how we can make the world a better place because we have been in it. Another part of what we are doing here is providing accommodation, either short or longer-term, for people wanting to explore a sense of vocation, either to the priesthood or to some other kind of religious life, and this will, I hope, bring new young people into our communities, with fresh ideas and, dare I say it, a more up-to-date ways of doing things. It’s all about finding other ways to approach life and faith. Not that we don’t value the traditional way we do things on Sunday mornings, but more that the church needs to offer different things too, to provide informal, no-strings-attached opportunities for people to step briefly aside from their day-to-day busy-ness and explore their inner lives, the bits we all have that so often get lost in the bustle of everyday life. So this is an invitation.
