A Message from the Superintendent of Schools...

Superintendent of Schools

Anthony J. Day

There is nothing like the first day of school! What once was old is new again as the school community reconvened to open another year of school. It is always great to get the kids back in the buildings and let the learning process begin!

The school year began with our annual kickoff meeting for all staff members in our auditorium where we celebrated new members of our community in the form of teachers, support personnel and administrators. This year marks some significant leadership changes in our district as Joleen Dimitroff and Gregory Smorol take the reigns as Principals of Glendale and Heritage Heights Elementary Schools. Scott Wolf moves to District office as the Coordinator of Secondary Education. Tom Roberts joins him at District office fresh from his duties as Assistant Principal at the High School. A new high school leadership team has formed with the hiring of Dr. Andres Arroyo as the High School Principal and Dr. Keli-Koran Luchey as the new Assistant Principal.

We then began the program by discussing the inevitability of change. Changes impacting our own lives; changes in the work of schools. What we once knew continues to grow and shift as the world around us is transformed by the ubiquity of information and access to ideas and news as it happens. In the midst of change are anchors, which hold us steady and help us set a proper course. One anchor cited was the need to celebrate

accomplishment in what we have achieved amidst the shifts. In the past year, our student proficiency rate increased by 10%- double the growth achieved across the state. Significant gains were made by our students on the Common Core Algebra assessment as well as on the first administration of new Common Core Regents exams in Algebra 2/ Trigonometry and English Language Arts. In all three cases, over 95% of Sweet Home students were proficient. These were significant gains from the year past and great initial markers based on our kids’ first shot at the assessments.

While celebrating these successes, we acknowledged that those measures were only indicators of the real reason for schools- the thirteen-year experience that kids take part in throughout their school career. We introduced three young friends- Owen, Charlotte, and Abby - who talked about playing with play dough and their teachers as what they were looking forward to as they entered Kindergarten. We then introduced eight other friends from the other end of the journey- seniors, juniors and sophomores. We asked them to name someone from the school community who had made their experience better and why. Those students- Mackenzie, Colin, Amanda, Ali, Riley, Paolo, Jordan, and Luke- offered stories of nurses, bus drivers, teachers, counselors, athletic trainers and groundsmen who had each touched their lives significantly along the way. Their words set a tone for the year that focused on kids and each of us doing what we could to make their experience on that thirteen-year journey the best it could be.

As we take the dive into 2016-17, we need to recognize that significant challenges remain. While our August graduation rate once again stands at 94%, there were still 16 students that didn’t graduate. Too many of our special education and African American students perform to lower levels on important NYS state assessments. While making up close to 30% of the student population fewer than 10% of our high school honor students and accelerated seventh grade math students are students of color. Only 59% of polled high and middle school students believe that their peers treat them or other adults with respect.

In response to this data, we know we need to stay the course. We know that really good things are happening in classes across the District. Our administrators and coaches have worked diligently alongside teachers to improve instruction and outcomes for kids. We will continue to utilize data from interim assessments to guide our work with individual students and smaller groups of students within classes. We will explore the possibilities of a District wide character education program for students in grades K-8 and prepare career pathways that will better prepare our current freshman to leave high school and make informed choices about coursework that will prepare them for that future.

While “staying the course” is important; so is making informed, thoughtful choices going forward. We will seek to instill leadership attributes within all our kids and foster a real sense of community within and among our students, teachers and staff. We know that this sense of community begins with the adults and how they treat children at school. It goes beyond the adults to the students- helping them improve how they treat and listen to each other as well. We ask our teachers to do their best to create a real sense of community in each and every classroom. These communities can become fertile ground to develop emotionally strong kids capable of learning and achieving more.

The end we seek is the final sight- 100% of students as successful graduates are all ready to thrive four years after graduation. This is a daunting goal- but why can’t we achieve it? This is our charge and our calling. Our schools are very good but we desire to make them great. We may not yet know to how to achieve this goal but we are willing and committed to trying.

Voters approved the 2016-17 budget in May that included a property tax levy of $44,033,641. The property tax rate established for homeowners in the Town of Amherst is $14.94 per $1,000 assessed value which represents a yearly tax bill of $1,569 for a home assessed at $134,333 with New York State basic STAR exemption which translates to a tax bill increase of $12 from the previous year. The non-homestead rate for the Town of Amherst will be $24.08 per $1,000 assessed value for 2016-17.

The property tax rate established for homeowners in the Town of Tonawanda is $33.99 per $1,000 assessed value which represents a yearly tax bill of $1,594 for a home assessed at $59,786 with a New York State basic STAR exemption which translates to a tax bill increase of $43 from the previous year. The non-homestead rate for the Town of Tonawanda will be $53.96 per $1,000 assessed value for 2016-17. The Town of Tonawanda uses an equalized rate to determine assessments.

This notice is to inform you of the Integrated Pest Management (IPM) policy of the Sweet Home Central School District. Integrated Pest Management (IPM) is a systematic approach to managing pests focusing on long-term prevention or suppression with minimal impact on human health, the environment and non-target organisms. IPM incorporates all reasonable measures for control of structural and landscape pests to minimize the amount and toxicity of pesticides used in the district. Our strategies for managing pest populations will be based upon the pest species and whether that species poses a threat to our students, staff, property or the environment.

When it is determined that a pesticide must be used in order to meet important management goals, the least hazardous material adequate to control the pest will be chosen and label directions shall be followed. All applications are done by currently licensed and certified personnel and complies with all Federal, State and local regulations.

Generally, we limit the application of pesticides in our district to the following products:Insecticide III, Fertilizer & Dicot weed control III 32-4-3, Fungicide VII, Turf Fertilizer and Merit, Talstar, Talstar with Fertilizer, Momentum weed and feed, Primo, Embark, Roundup Pro, Trimec Classic, oryza T+ O and Prosectuor.

These chemicals are in our inventory. Many are used infrequently, nevertheless are listed. Please refer to our specific postings and notifications as to which are used.

Sweet Home’s Code of Conduct...

14

The Sweet Home Central School District and the Sweet Home Board of Education are committed to providing a safe and orderly environment where our students will receive, and district personnel will deliver, quality educational services without disruption or interference. Appropriate and responsible behavior by students, teachers, district personnel, parents and other visitors is essential to providing such a safe school setting.

The Sweet Home Board of Education supports the importance of clearly defined expectations for acceptable conduct on school property, identifying the possible consequences of unacceptable conduct and ensuring that discipline, when necessary, is administered promptly and fairly.

In accordance with the Dignity for All Students Act, School District policy and practice must ensure that no student is subject to discrimination or harassment, based on a person’s actual or perceived race, color, weight, national origin, ethnic group, religion, religious practice, disability, sexual orientation, gender/gender identity or sex by school employees or students on school property, on a school bus, or at a school function.

The Sweet Home Central School District has established a “Code of Conduct” that identifies:

· Students Rights and Responsibilities· The Role of Essential Partners· Student Civilty & Dress Code· Prohibited Student Conduct· Reporting Violations· Disciplinary Consequences, Procedures and Referrals· Alternative Instruction· Discipline of Students with Disabilities· Corporal Punishment· Student Searches and Interrogations· Visitors to the Schools· Public Conduct on School Property

A copy of the complete Sweet Home Code of Conduct is available through the Office of Human Resources & Planning, or by contacting JoAnn A Balazs, Assistant Superintendent, at 250-1414. The document is also available on the Sweet Home Web site at: http://sweethomeschools.org

PROHIBITED STUDENT CONDUCT• Conduct that is disorderly or disruptive• Conduct that is insubordinate• Conduct that is violent• Conduct that endangers the safety, morale, health or welfare of others• Inappropriate/Misuse of Technology • Misconduct while on a School Bus• Academic Misconduct

The Board recognizes the need to make its expectations for student conduct while on school property or engaged in a school function specific and clear. Students who will not accept responsibility for their own behavior and who violate district/school rules will be required to accept the consequences for their conduct.

DISCIPLINARY CONSEQUENCES, PROCEDURES AND REFERRALSAll district staff members who are authorized to impose disciplinary sanctions are expected to do so in a prompt, fair and lawful manner. Students who are found to violate the district’s Code of Conduct may be subject to consequences, either alone or in combination, that includes:

The building principal or his or her designee is responsible for all persons in the building and on the grounds. The following rules apply to visitors to the schools:

Comprehensive Student Attendance Policy...All children in New York State ages 6 to 16 are required to attend school. Regular school attendance is a critical factor in student success. School attendance is both a right and a responsibility of all students.

The Sweet Home Central School District is an active partner with parents and students in ensuring that all students meet or exceed the New York State Learning Standards. To help reach that goal, the Sweet Home Central School District has adopted a Comprehensive Student Attendance Policy. Complete copies of the District Comprehensive Attendance Policy are available in the main offices of all district school buildings.

The New York State Education Department only considers the list below to be legal reasons for absence or tardiness:

• Sickness Or Death In The Family • Medical Appointments • Religious Holiday • Court Appearance• Counseling Appointment • Road Test Or College Exploration • School Sponsored Activities • CSE Meetings

ABSENCE EXCUSESA written excuse is required of all students when they return to school from an absence or when tardy. Excuses should be written and signed by the parent/guardian, and include the reason for the absence/ tardy and specify the date(s) and time of the absence or tardiness. Dismissal also requires a note from parents designating time, reason and means of transportation. Students should be picked up in the main office of the school.

STUDENT ATTENDANCE/ADDRESSING EXCESSIVEABSENCES/TARDINESSA student who reaches 7 absences or tardies during the first marking period will be identified and a first intervention will be implemented. In the second quarter and thereafter, a letter is sent home to the parent/guardian of any student who reaches an absence rate of 15 percent or more for that point of the year. As of the 100th day and thereafter, a letter is sent to the parent/guardian of any student who has 15 absences or more. The second intervention is to be implemented when a student fails to maintain an attendance rate of 85% or better. After being identified, a building team will monitor the student’s attendance and appropriate interventions will be taken.

First Intervention - A letter is sent requesting more information about the student absence/tardiness. Acknowledgement of receipt of the letter is expected. The building principal will make a follow-up contact if no reply is received. As part of this intervention, the school counselor may meet with the student to discuss attendance and any related concerns.

Second Intervention – When the attendance patterns do not show improvement, a second letter requesting a conference will be sent to the parents/persons in parental relation. The purpose of this conference is to determine a course of action to improve the student’s attendance.

Third Intervention - After a family has received two interventions and student attendance has shown no improvement school officials may pursue formal sanctions such as referral to CSE, referral to Child Protective Services, or a referral to the Erie County Persons in Need of Supervision (PINS) Diversion program, if appropriate.

SICKNESSA student who is absent due to a communicable disease will be readmitted only when all symptoms have subsided. A medical evaluation/note from a Health Care Provider is required before returning to school. Please contact your child’s school nurse for further direction.

PHYSICAL EDUCATION EXCUSESAll students are required to take physical education. Requests to be excused from elementary levels (Grades K-5) physical education classes for one week or less may be made with a note from the parent or a Health Care Provider. Exemptions beyond one week must be made in writing by a Health Care Provider. All requests to be excused from secondary level (Grades 6-12) physical education classes must be made in writing by a Health Care Provider.

HOME INSTRUCTIONAny student who will be absent from school for a lengthy period of time (typically one week at the elementary level and two weeks at the secondary level) because of illness or injury may be eligible for home instruction. Elementary students receive up to one hour of instruction each day and secondary students up to two hours. Parents should notify the school nurse at the elementary level and the school counselor at the secondary level immediately upon learning that a child faces prolonged absence. For further information about the Home Instruction program, please contact the Office of Special Programs at 250-1236.
