Speaking on the occasion, the Minister said that with the endeav-ors of the Government and tireless effort of agriculture department a tremendous increase has been reg-istered in the production of crops especially paddy and vegetables.

Mir said the main objective of the government is to involve more and more people in agricultural ac-tivities in the state as agriculture

and its allied sectors are not only important for the economy of the State but also provides a vast scope of employment opportunities. He said several innovative schemes sponsored by the Centre as well as State Governments have success-fully been implemented by the de-partment with the aim of benefit-ting large number of farmers.

The Minister said that with use of newer technologies and adoption of scientific methods in the field bet-ter yields have been achieved in the shape of increased productivity.

Responding to certain concerns raised by some fruit growers and farmers regarding recent break-out of scab in their orchards, the Minister instructed the Deputy Commissioner Baramulla to look into the matter on priority and get an assessment done of the losses and damages incurred, and ac-cordingly submit a report to the government so that the cases for providing necessary relief to those

affected can be taken up at the ear-liest.

The Minister said that such Kis-san Melas provides a platform to the farmers to highlight Agriculture re-lated issues and also acquaint them to newer agriculture techniques and latest farm machines.

MLC, Mr. Ghulam Nabi Monga also spoke on the occasion.

Highlighting the activities of the department, Director Agricul-ture, Kashmir, Peerzada Mushtaq Ahmed said that during kharief season the department provided 1094.30 quintals of all varieties of paddy, 1112.60 quintals of hybrid maize, 456 quintals of potato seed tu-ber and 1.46 quintals of hybrid veg-etables to the farmers of Barmulla district. He said 51 power tillers, 7 tractors, 190 irrigation pump sets, 15 foot sprayers were also provided to the famers.

In addition he said 3 mushroom units and 7 apiculture units have been provided to the farmers.

SRINAGAR, AUGUST 11:- 10-Day long workshop on Mathematics Training and Talent Search (MTTS) programme organised by Jammu and Kashmir Institute of Mathemat-ical Sciences (JKIMS) concluded to-day. The workshop was inaugurated by the Minister for Higher Educa-tion on 2nd August at Amar Singh College campus, Srinagar.

The programme was funded by National Board for Higher Math-ematics (NBHM), Department of Atomic Energy, GOI.

During the workshop resource persons for the programme were from various reputed national insti-tutions who worked under the lead-ership of Professor G. Santhanam of IIT Kanpur. The other members of the team were Prof. D. Rishi from Punjab University, Prof. S Reddy from Shiv Nadar University, Dr. Vi-kram T. Aithal from Tata Institute of Fundamental Research,

As many as 43 students from vari-ous colleges of Jammu & Kashmir, besides some research scholars par-ticipated in the workshop.

programme lauded the State govern-ment especially Minister for Higher Education and Director, JIKMS for his keen interest and tireless effort to conduct such programmes in the state.

He was all praise for the partici-pants for their punctuality and dedi-cation and assured that he would act as an ambassador for the state in his circles to come up with more and more such programmes for not only JKIMS, but other institutions of the state as well. “The soil is very fertile but the plants need nourishment, a little rain and harvests shall wave at last” he said.He suggested the students that they should join the MTTS programmes conducted by other Institutions in the country and advised them to share whatever they have learnt during this programme.

The participants were very en-thusiastic about the programme and were optimistic about the conduct of such programmes in J&K in future also.

Since its inception in 1993, it has made a considerable impact on mathemati-cal sciences in the country.He said that this was the first time that an MTTS programme was conducted in J&K and was possible only because of the presence of an institute like JKIMS, the existence and growth of which may be attributed to the pres-ent government especially to the Chief Minister, Mr. Omar Abdullah, Minister for Higher Education, Mr. Mohammad Akbar Lone and Secre-tary Higher Education Department, Mr. Sheikh Mushtaq Ahmad, who supported the establishment of an Institute of Mathematical Sciences in J&K.

SRINAGAR, AUGUST 11: Saying that Industrial Sector is one of the major em-ployment providers within the state, the Minister of State for Industries and Com-merce Mr. Sajjad Ahmad Kichloo, today said that Government is committed to tap all possible avenues to create more employment opportunities for the youth of Jammu and Kashmir. He called upon youth to take part in Industrial activities and ensure that paradigm shift is main-tained from Service sector to Industrial sector.

The Minister was addressing the officers meeting held here to review the functioning and progress of Industries sector in the state.

The meeting was informed that over Rs. 50 crore revival plans have been formulated for modernization and up gradation of Industrial units across Jammu and Kashmir, which will help to extend the Industrial sector to new heights of development. Of this Rs. 50 crore plan, Rs.22.48 crore shall be spent for development of Government Silk

Factory Rajbagh, while Rs.18 crore shall be incurred on Government Woollen Mills Bemina to enable these factories produce variety of woollen and silken fabrics on higher commercial scale.

The meeting was further in-formed that Joinery Mills at Jammu and Srinagar are also being upgraded at an estimated cost of Rs.10.30 crore.

Speaking on the occasion, the Minister said that Jammu and Kashmir Industries is the most prestigious public Sector Enterprise of the state which has a huge asset base in the form of built-up infrastructure, machinery and land.

Mr. Kichloo enjoined upon all con-cerned to ensure proper dissemina-tion of schemes at gross root level and simplify procedures for easy access. He directed concerned officers to conduct workshops and awareness camps both in rural as well as in urban areas of the state so that more and more people es-pecially educated unemployed youth could take advantage of these schemes.

SRINAGAR, AUGUST 11: The Committee on Pub-lic Accounts (PAC) of the Jammu and Kashmir Legis-lative Assembly Monday asked the Revenue authori-ties to ensure implementation of the land records computerization project.

The Committee, which met under the Chairman-ship of MLA Advocate Abdul Haq Khan here today discussed and examined the working of the revenue department.

Legislators, Rafi Ahmad Mir, Peerzada Mansoor Hussain, Mr. Jehangir Hussain Mir and Dr. Shahnaz Ganai attended the meeting and ensure stressed upon the officers of the Revenue department to setting up of Computer Centres at Tehsil level.

Earlier, Secretary, Revenue Mr. Vinod Koul briefed the panel about the activities of the depart-ment besides the measures taken for implementation of the land records computerization project.

Among others, Deputy Accountant General, J&K AG Office Mr. Khalid Habib, District Development Commissioner, Srinagar Mr. Farooq Ahmad Shah, Special Secretary Assembly Mr. M. R. Singh and oth-er officers of revenue department and Assembly Sec-retariat were present in the meeting.

The two leaders also hugged each other at the rally for a by-poll in Hajipur assembly con-stituency in Vaishali district.

Both of them will hold five public meetings at Hajipur, Mo-hiuddinagar, Narkatiyaganj, Chapra and Mohania as part of campaign for the by-elections in 10 seats scheduled for Au-gust 21.

The joint campaign sched-ule was decided after talks be-tween the alliance leaders, he said, adding Congress leaders would also be present at some meetings.

Nitish Kumar had parted ways with Lalu Prasad and his RJD in 1994 to form Samata Party with George Fernandes. It merged with Sharad Yadav-led Janata Dal (United) in 2003, became a constituent of the NDA and Kumar emerged as the main rival of Prasad.

Kumar led the party to a de-cisive victory in 2005 assembly elections, wresting power from RJD. He repeated the feat on a grander scale in the 2010 elec-tions.

JD(U) snapped ties with BJP in 2013 after it nominated the then Gujarat chief minister Na-rendra Modi as its prime min-isterial candidate for the 2014 Lok Sabha elections.

RJD and JD(U) came closer after both faced a humiliating defeat in the Lok Sabha elec-tions.

As Kumar resigned as chief minister owning moral re-

sponsibility for the defeat, RJD helped new chief minister Jitan Ram Manjhi sail through a confi-dence vote in the As-sembly and later as-sisted it in winning the by-polls for three Rajya Sabha seats.

Citing BJP as a common enemy, RJD, JD(U) and Con-gress stitched up an alliance last month and declared they will jointly contest the August by-polls and the state assem-bly elections next year.

Though the date of the bypolls, billed as semi-final before the assembly elec-tions, drew closer,

neither JD(U) nor RJD came out with any clear statement regarding joint campaign by both the leaders.

This made the opposition, especially BJP, to take potshots

at them and their predicament as the two parties had vehe-mently opposed each other for two decades.

On the joint campaign of Kumar and Prasad, RJD state chief Ram Chandra Purvey said, “Our alliance was wel-comed by the people of Bihar, but confusion was created that Prasad and Kumar will not share dais. We have now laid the confusion to rest.”

“We are going to the bypolls with team spirit and we are go-ing with an intention to defeat fascist and communal forces prevalent in the country. Let the next Assembly elections come and we will destroy them,” he said.

The August 21 assembly bypolls will be held in Haji-pur, Chapra, Mohiuddinagar, Narkatiyaganj, Mohania, Jale,Bhagalpur, Banka, Ra-jnagar and Parbatta.

Five of these seats fell va-cant after their representatives got elected to the Lok Sabha, while the rest got vacant due to resignations.

The centrally spon-sored scholarship scheme has proved to be a disaster for the thousands of stu-

dents of Jammu&Kashmir who went to study in different educational institutions of the country but have so far been denied the amount of scholar-ship. Some of them have re-portedly been expelled from these institutions for want of money and some have them-selves returned back to state particularly valley leaving their studies mid way. This is unfortunate that more than five thousand students have been effected by the non im-plementation of the scheme which was announced with a lot of fan-fare. Most of the lead-ers from centre as well as from state publicized themselves to the maximum taking the cred-it of the scheme. It is not only this scheme which has proved very costly for the people of the state. There are various other schemes which have either been left mid-way or have not got the desired results because of the bureaucratic delays and hurdles caused in their imple-mentation. The scholarship scheme introduced by central govt. was definitely a positive step forward to provide better education for the students of the state who had no resourc-es otherwise to continue their studies within or outside the state. It is a matter of concern that this scheme has fallen prey to vested interests who sabotage it and made it a to-tal failure. The new central government is duty bound to see that this scheme is not wasted and the mileage achieved so far is encashed to the success of the scheme so that those students who have been deprived off its benefits in true sense are not subject-ed to frustration which would ultimately lead them to fall in the hands of those elements which are alien to the interests of the state and the country. Whether the scheme has been introduced by the previous or present govt., no doubt it is a people friendly and students friendly scheme, hence, im-perative for the central govt. to remove all bottle-necks in its implementation.

Virtual ClustersThe Virtual Clusters concept con-

sists of a dedicated Web portal to be hosted by the Ministry of Mi-cro Small and Medium Enterprises (MSME).

It provides an opportunity for the following stakeholders to register and join. · MSME’s and their business units.· Academic institutions (engineering col-leges, polytechnics, ITI’s as well as MBA col-leges anddesign institutes).· Various experts, consultants and train-ers who can provide sector specific help to MSME’s.· Banks and other financial institutions who are interested in providing financing to MSME’s.· Various governmental organizations, NGO’s, and volunteering executives who have a special interest in the MSME sector. The main stakeholders in this initiative are the small business units. The role of the other stakeholders is to help the business units grow rapidly in the areas of increasing the sales and the profitability. The Virtual Cluster concept is being conceived such that small businesses belonging to differ-ent sectors can coexist with their fellow enter-prises on a web portal and realize the benefits of focused and targeted networking. Web based Virtual Clusters for different sectors can be cre-ated rapidly thereby responding to the needs of the stakeholders quickly. What is the difference between current physical clusters and virtual clusters? The current “physical clusters” scheme requires the MSME units to be physically located in one geographic area. It also requires time and sig-nificant resources to build and maintain the physical infrastructure. Virtual Clusters on the other hand remove the need to maintain a physical presence in these regions. Small Busi-nesses/ Enterprises can be located anywhere in India and yet be able to realize all the benefits that units in the physical clusters now realize. What are the Benefits to various stakeholders? Business enterprises · Awareness of various opportunities such as government tenders and export opportuni-ties.· Training in new technologies that will im-prove their operations and reduce costs.· New product development opportunities.

· Help from students and faculty from near-by academic institutions without having to pay for such help. Such help can be in areas such as quality improvement, cost reduction, new product designs, etc.· Targeted help from consultants and ex-perts specific to particular business sectors. Students Studies have shown that a large number of stu-dents are not able to get meaningful jobs after completing their studies since they lack the ex-posure to solving real life problems. Through the Virtual Clusters web site and other associat-ed activities we are aiming to address this prob-lem by linking various academic institutions to businesses. As a part of their industry intern-ship program students can help implement a number of systems at the business units with-out these businesses having to employ outside experts to provide such services. Consultants and other practicing professionals Professionals who have expertise in specific business sectors will be able to quickly reach businesses in that sector who are registered through the Virtual Clusters web portal. This will make the process far more efficient for both the parties. Banks and other financial institutions Many banks and other financial institutions offer special funding packages to small busi-nesses. Through the Virtual Clusters initiative they will be able to offer sector specific fund-ing packages rather than a standard offering in which the small businesses have to fit in. This will enable banks to specialize in sectoral funding and simultaneously spread their risks across a larger number of companies in a given sector. Businesses will benefit by saving time and having ready access to better suited fund-ing options. Central and State Government organizations A number of central and state level organiza-tions offer many programs targeted at the small business community. The Virtual Clusters por-tal will make it easier for policy makers and other implementing agencies to reach these businesses quickly and more efficiently. NGO’s and Volunteer advisors As in case of governmental organizations many regional NGO’s and volunteer advisors can reach MSMEs that are registered in the Vir-tual Clusters web site more effectively. Pilot Project Virtual Clusters model is being tested through a pilot that will first focus on businesses involved

in the Food Processing Industry. This includes companies that make food products and those that make equipment used in food processing. The concept will then be readily and rapidly ex-tended to a number of other sectors. Examples of food products Packaged honey and various honey based products Dry fruits Saffron Spices Various types of nuts: cashews, peanuts, wal-nuts, etc.

Examples of food processing machinery · Pasteurizing machinery· Baking ovens· Spice grinders· Packaging machinery· Juice making machinery etc.After getting some experience with the pilot project for a few months the Virtual Clusters web site will be opened up to a number of other sectors. How will the Virtual Clusters website and the initiative be administered? NIESBUD, a training arm of MSME Ministry will administer the Virtual Clusters web site and will pro actively perform the following ac-tivities: · Work with bankers and various stakehold-ers within the government in the best interest of the MSME’s. · Survey the needs of the Food processing sector and organizing the availability of re-quired technologies and· facilitating specialized training in the appli-cation of such technologies. · Work with the purchasing arms of the var-ious government departments and PSU’s to as-sess their purchase requirements that have been reserved for purchasing from the MSME’s. · Work with the academic institutions to review their experiences and help fine tune the process as needed. · Monitor web site usage and suggest any chang-es that might be necessary to enhance overall user experience. · Anything else that needs to be done to make the initiative a strong success at an early date. · Organize a package of software applications that will be of benefit to MSME’s. · Train academic institutions and MSME’s in the use of such software applications.

Regulator for the Housing Sector

The Cabinet recently ap-proved the real estate reg-ulation and development bill which provides for put-ting in place a regulator for

the housing sector in the country with a view to bringing transparency to the sector. The regulator will oversee the functioning of the sector which unfor-tunately has been most opaque in its dealings. The bill, aimed at regulating the sector which is beset with multiple problems, is therefore a welcome step which has been long overdue. The bill provides that the builder whose project is coming up on an area of 1000 Sq. metres or more will have to register with the regulator. The Agents, commonly known as property dealers, too will have to register themselves with the regulator and make public all the relevant information. The prospective house owners in the country have been facing lots of problems in the process of acquiring a dwelling unit. They are never told the status of the project advertised with regard to the mandatory clear-ances from different agencies. Projects are launched without obtaining such clearances leading to litigations and harassment for the consumer. There are also cost overruns and often in-ordinate delays in handing over the dwelling units to the consumers. Be-

sides, there are hidden costs which the consumer comes to know only at the time of taking over the possession. Not the least important is the confusion sought to be created by the builders with regard to the unit area. Instead of mentioning the carpet area--the actual area of a dwelling unit which one uses-- the builders sell the vague super area which includes all the common areas. To deal with such problems the bill provides for a number of mea-sures. For instance no project can be launched, in fact even publicized, be-fore all the necessary clearances for the project are obtained. Any violation of this provision through a misleading advertisement will lead to imposition of a penalty on the builder and if the offence is repeated for the second time, a jail term up to 3 years. The builder will have to put on his website all the relevant details about this. Similarly, in case of inordinate delay in hand-ing over the possession as per the agreement, the builder will have to make full refund of the money to the consumer along with interest. The bill makes it mandatory for the builder to sell the unit according to the carpet area and not the super area as is being done now. To prevent builders from di-verting funds collected for one proj-ect to other projects the bill provides

that 70 percent of the funds raised for a particular project have to be put in a different account and used for the construction of that project only. All this, indeed is going to bring transpar-ency, accountability and professional-ism to the sector which will enhance its credibility and bring some relief to the house buyers. But the question is whether this will be enough to deal with the massive housing problem the country is facing? Two things need to be given immediate attention if the bill has to serve the desired purpose. First, since the clearances have to be given by vari-ous government agencies, it is import-ant that they too are brought under its purview. Second, the regulator is pro-posed to be only for the housing sec-tor. The commercial sector has been left out for the time being. One hopes that this sector too will be brought un-der the purview of the bill sooner than later. Alongside, steps need to be taken to reform the sector to meet the massive housing demand in the coun-ty. The land use provisions and Floor Space Index (FSI), need to be given a fresh look. Better land use is the need of the hour in view of the huge short-fall in the housing field. Single window system needs to be given a push to avoid delays.

Growing urbanization, a growing middle class and migratory population is putting additional burden on the de-mand for housing in the country. It is therefore imperative that in addition to regulating the sector the supply side is also strengthened. Housing is one sector which gives a push to many oth-er sectors like steel and iron, cement etc. It also generates employment at various levels. It thus plays a major role in the economic development, partic-ularly at a time when the economy is facing a slowdown. The bill envisages a well structured grievance disposal system. There will be an Appellate Tribunal to adjudicate disputes which will be headed by a sit-ting or a retired judge. There will also be a National Advisory Council head-ed by the Housing minister to advise the regulator on crucial matters. That should take care of adopting a fair ap-proach with regard to all stakeholders involved in the sector. Since land and property is a state subject, cooperation from the state governments is of utmost importance to make the bill a success. One hopes this cooperation will be forthcoming in the desired measure, as it is as much in the interests of the states to regulate the housing sector as it is for the Cen-tral government.

The unparliamentary scenes witnessed for past some time in Lok Sabha,Rajya

Sabha and state Assemblies is in no way helping the cause of these high institutions which are ex-pected to be most respected in the society. It has become routine now that even on pity matters the members of legislatures barge in the well of the House, break chairs and audio system and even scuf-fle with each other. These institu-tions which are considered to be a guiding force for the whole society are now becoming wrestling rings and all sorts of unparliamentary things including abusive language against each other is the order of the day. One fails to understand as to what message we are giving to our young generation and what examples we are leaving behind for them to follow. What hap-pened in the parliament yesterday is really unfortunate and unbe-coming of the parliamentarians who are representing lacs of peo-ple. Their actions are shaming the whole nation and they are wasting precious time , money and energy of the country. Billions of rupees are spent on elections after every five years and millions on the ex-penditure incurred by these law makers which is all hard earned money of the general masses of this country. How unfortunate is the story of their activities which in no way help to mitigate the problems of the people who elect them with a lots of hopes and as-pirations. These members should realize that they have not to show their muscle power in the Legis-latures and have not to brow beat others by creating unruly scenes and pandemonium. In fact, they should attend to the problems of the people and spent their energy in solving them. It is better if they show patience and exhibit their maturity and use the precious time they spent in Legislatures for the betterment of the whole soci-ety which expects them to behave in that way. The pandemonium and unruly scenes do not help in any kind of contribution towards the society. It is not only the op-position but also the ruling class which should try to defuse the situation and show that they are parliamentarians in real sense and they understand their responsibil-ities and duties. For the last about three years most of the time and state legislatures has been wasted in unparliamentary things which result in adjournments most of the time. It will be in the fitness of the things if public representatives perform their duties in a responsi-ble, serious and mature way.
