Srinagar, December 04: A day after Prime Pakistan Prime Minister Nawaz Sharif expressed his dis- may at the stance taken by the Indian government to address the issue of Kashmir,Ruling National conference on Wednesday urged both the countries to work on former Pakistan President, Parvez Mush- araf’s four point formula. I tell my people here if they are offered money take it again and again but vote for National Conference.” On BJP Prime Ministe- rial candidate Nar- endra Modi’s call for abrogation of Article 370, Dr Abdullah said: “I have already made it clear that Modi or any- body else none can scrap the Ar- ticle 370. If Modi wants to become the Prime Minister, he cannot di- vide the country. He has to keep the country united.” He said that BJP is befooling people sometimes saying that it will construct tem- ple and now they say it will scrap article 370. Asked about the pre poll alliance between National Conference and the Congress for the forthcom- ing parliamentary elections, Dr Abdullah replied the NC working committee is yet to meet and decide about the pre-poll alliance. “Any de- cision on pre-poll alliance is to be taken by the NC working committee. Night temperature in valley dips below freezing point Srinagar, December 04: Cold wave conditions continued without respite across the Kashmir Valley Wednes-day, and night temperatures dropped several notches below freezing point. "The minimum temperature was minus 2.7 degrees Celsius in Srinagar today (Wednes-day). It was minus 5.2 in Pahal-gam and minus 1.8 in Gulmarg. Minimum temperature today dropped to minus 12.8 in Leh and minus 9.7 in Kargil town of Ladakh region," an official of the local weather office said. Underscoring the impor-tance of Thanas in reaching out to the common masses, Jammu and Kashmir Police is upgrading the infrastructure and functioning of police sta-tions across the State. A police station is the first responder to the complaints of the people, who have much faith and ex-pectations with the basic unit of the Organization.This was disclosed by the Director Gen-eral of Police (DGP), Mr. Ashok Prasad, while commissioning the new Model Police Station building at Bomai Sopore and alternate accommodation at Tragpora in North Kashmir to-day. He said that in view of the increasing responsibilities, the Organization has been focus-sing to upgrade the working conditions for its personnel as per the latest requirements. Constructions are made keep-

ing in mind the modern fa-cilities and techniques of con-struction, he added.Under the modernization programme of the Organization, Mr. Prasad commissioned new build-ing of Model Police Station Bomai in Sopore today. The building having latest facilities was constructed by the Police Housing Corporation at a cost of Rs. 1.6 crores in a record pe-riod time of one year. Before commissioning the build-ing, the DGP was briefed by Managing Director, J&K Police Housing Corporation (JKPHC), Mr. Dilbagh Singh about the construction of Model Police Station. He was told that the building, in the midst of its jurisdiction is having hostel facilities and residential quar-ters. It would help to provide better policing to the people with quick response.Similarly, under the alternate accommo-dation programme, Mr. Prasad

also commissioned two new buildings having barracks at Tragpore in North Kashmir, constructed by JKPHC at a cost of Rs. 3. 4 crore. After com-missioning, these buildings were handed over to the con-cerned units to accommodate the jawans and officers. He said that with the comple-tion of various constructions, alternate accommodation has been provided to the security forces, thus restoring the po-sition of educational institu-tions and other government buildings under their use.The DGP appreciated the efforts of the officers and engineers of Police Housing Corporation for ensuring quality material and time bound construction of the buildings.

He asked them to keep in mind weather scenario of the particular area before finaliz-ing the plans of construction in that area.

Reiterating the commitment of the state government for holis-tic development of all the regions of the State with special focus on far-off and hilly areas, the Minister for Tourism Mr. G. A. Mir has said the government’s pro-people poli-cies and exemplary initiatives have placed the State on the track of peace and prosperity. He affirmed that this would be carried forward with a mission to ensure all-round development of rural as well as kandi areas.

Addressing series of pub-lic meetings today at Lokhawan, Larkipora, Shankarpora and shan-gran in Dooru, the Minister enu-merated several measures taken for comprehensive development of the area. He said besides up gra-dation of infrastructure under core sectors, the varied tourism poten-tial of the area received focused attention adding that work on several tourism projects have been already completed, while some projects would be completed this fiscal and many more projects are

in pipe line . Mir assured the people

that their genuine demands will be given due consideration and redressed in a time bound man-ner. He appealed the panchs and sarpanchs to act in close coordina-tion with the local administration in the implementation of various welfare and flagship development programmes in their respective panchayats. He said coalition gov-ernment is keen to uplift the socio-economic condition of the rural masses, adding that functional panchayats with infrastructure will pave way for rapid growth and progress. The Minister gave on spot directions to various de-partments to redress grievances and development needs of people on priority basis. He also exhorted upon the officers to complete the ongoing projects within the stipu-lated time, ensuring quality as per norms.

The Minister thanked the people of Jammu and Kashmir for their help to restore tranquility and law and order in the State. He said it was the faith of people and

their active role to help maintain-ing calm that the coalition govern-ment was able to restore normalcy in the State. He said the present days are the most conducive days in the State in last 25 years. “Peace is pre-requisite to the develop-ment and prosperity”, Mir said and appealed the people to play their important role in maintaining har-mony between various sections of the society and the regions in the State. He asked the people to con-tinue extending their support to him and his government to seek prosperity.

On developmental sector, the Minister said that the promises made by coalition government are being fulfilled one after one. “We have made new strides and laid edifice for peaceful and economi-cally sound Jammu and Kashmir”, he said adding that though every-thing has not been achieved in full yet the march on road to progress is firm and the intension of gov-ernment to take the State to the new highs of prosperity and stabil-ity is sincere and clear.

The Minister referred to

the path-breaking initiatives taken by the government to curb the cor-ruption, bring transparency and give power to the people to scan the functioning of the government. He also referred to the benefits of Public Services Guarantee Act and said that this kind of law to ensure time bound service delivery has not even been passed in the Par-liament despite threats of hunger strike by various leaders. “State government has brought some 70 services under the ambit of PSGA

to ensure their delivery in a time bound manner and making the erring officials liable for fine for failing to deliver the particular ser-vices in a fixed time frame”, he said and asked the people to take best advantage of this Act.

The Minister said that the special focus given by the govern-ment to ameliorate the lot of youth in the State and open new vistas of development and job market for them have also started yielding tremendous results on ground.

As a part of the efforts of the Depart-ment to provide exposure to the farmers, Minister of State for Agriculture, Sheep & Animal Husbandry Mr. Nazir Ahmad Gurezi today flagged off a group of 24 progressive farmers representing all the districts of Jammu division to participate in “EIMA Agrimach India 2013” at IARI, Campus New Delhi from Krishi Bhawan Talab Tillo, Jammu.

The farmers are also accompanied by 11 officers of field and agriculture engi-neering wing.

The Minister while deliberating on the occasion said that the farmers and accompanying officers have got a unique opportunity to learn from this interna-tional level Conference-Cum-Exhibition of showcasing modern agriculture ma-chinery, input services, agro-processing machines and on-the-spot live demon-stration of agri-equipments. He called upon them to acquire and update their knowledge about latest agriculture ma-chinery, their use along with supply chain in the Conference cum Exhibition.

Mr. Gurezi said that there is a great need to modernize the agriculture to

make it more profitable and enterprising for sustainability.On the occasion, Direc-tor Agriculture Jammu Mr. Ajay Khajuria apprised the Minister that the event will provide an exposure regarding a variety

of fuel and labour efficient latest ma-chines for land preparation, sowing, inter

culture, harvesting, threshing, combines, post-harvest processing and storage.

He also informed that the programme is being organized jointly by Federation of Indian Chambers of Commerce and

Industry (FICCI) and UNACOMA, Italy during December 5-7, 2013.

Health, Mr. Shabir Ahmad Khan has said that Central Government has sanctioned 600 new Sub- Health Cen-ters for Jammu and Kash-mir State adding that these health centers after comple-tion of requisite formalities would be setup in those ar-eas which lacks health care facilities, keeping in view the topography and distance from the nearest health in-stitution of the area.This was

stated by the Minister while interacting with several deputations of Kashmir and Jammu Divisions, which met him here today to put forth their different developmen-tal demands and individual demands for redress from concerned Departments.The deputations from Baram-ulla, Kupwara and Shopion, Poonch, Rajouri, Udhampur and RambanDistricts inter-alea demanded for upgra-dation of health infrastruc-ture, besides establishment of health centers especially in remote and hilly areas of these districts. They also urged for filling up of vacant posts of medicos and para-medics with focused atten-tion on installation of mod-ern diagnostic equipments in rural institutions for con-venience of the patients.The Minister apprised the depu-

tationists that health sector tops on the agenda of the government and in this re-gard several innovative ini-tiatives already taken by the State government with the liberal financial assistance of Centre to improve and upgrade the over all health scenario across the State. He said a whooping amount under State plan and NRHM have been kept available for infrastructure building under the Sector.The Minis-ter said that to provide the treatment facilities to the people living in inaccessible area during emergencies, the government has in first phase declared 11 districts as high focused districts to provide them critical mobile medical units lased with all modern diagnostic facilities besides a doctor and para-medic adding that so far.

JAMMU DECEMBER 04: Minister for Agriculture Pro-duction Mr. Ghulam Hassan Mir today impressed upon all the companies of pesticides and insecticides to go for bio-efficacy tests of their brands and molecules at Sheri Kash-mir University of Agriculture and Technology, (SKUAST- K and J) forthwith otherwise their brand products would not be allowed in Jammu and Kashmir.The decision to this effect was taken at a high level meeting convened to take measures to prevent distri-bution of spurious pesticides and insecticides in the State.The meeting was attended by Commissioner/Secretary Agriculture Dr. Asgar Hus-sain Samoon, Vice Chancel-lor, SKUAST (K) Dr. Tej Partap, Director Agriculture, Kashmir Peerzada Mushtaq Ahmad, Director Agrucilture Jammu, Mr. Ajay Kumar Khajuria, Di-

Minister of State for Technical Education, Power Mr. Vikar Rasool has said that the government is committed to upgrade the infra-structure of the Technical Education (TE) institutions so that the youth are imparted with various skills so as to enable them to set up various income generating units besides getting absorbed in the private sec-tor.

The Minister was addressing of-ficers during a review meeting of Technical Education department held here today. Secretary Techni-cal Education Mr. Parviaz Malik, Director Technical Education Mr. J. P. Singh, Secretary State Board of Technical Education, Principals

of various Polytechnics and other senior officers of the department were present.

The Minister asked the officers to speed up the pace of work on the construction of 18 new polytechnics being taken up. He said that the requisite funds have been released and they should ensure that these are completed within the shortest possible time, so that they can be inaugurated for the benefit of the students living in these areas.

“The government has under-taken a comprehensive programme of upgrading the already existing infrastructure of the Technical Edu-cation department by way of con-structing various new polytechnics and augmenting the same by way of getting the latest machineries,

equipment and introducing new technical courses” the Minister said and added that the Central Govern-ment has been liberal enough in extending the requisite funds for the same as well.While referring to the introduction of new courses in various polytechnics, the Minister said that due care should be taken to ensure that these are job oriented and would provide the prospective students with the much required skills, so that they can be absorbed in various companies in the private sector. He said that the government has also undertaken a comprehen-sive programme under the Skill De-velopment for Youth (SDY) initiative by which they are sent to the differ-ent parts of the country for impart-ing various trainings to them.

The Panel also asked the con-cerned to devise a comprehensive policy for developing housing colo-nies in the state.Besides suggesting amendment in existing cooperative Laws, the Committee asked con-cerned authorities to look into the media reports about the misap-propriations of certain cooperative societies.

PULWAMA, DECEMBER 04: On the directions of Deputy Commis-sioner Pulwama, a team of officers including General Manager District In-dustries Centre, Assistant Labour Commissioner, Tehsildar Pulwama and District officer Pollution Control Board headed by Assistant Commissioner Revenue Pulwama Dr. Shah Feisal today closed eight brick kilns illegally operating in Yader Shahoora area of district Pulwama.

A fine of Rs. 5 lakh was also imposed on spot upon the illegal brick kiln owners. The district administration has resolved to continue with this exercise in future also and strict direction have been given to all revenue officers to ensure that brick kiln operators strictly adhere to brick kiln act 2010.
