The former UJC chief Inq- ilabi told KNS that the mil- itants earlier had relied on political leadership for the early settlement of Kash- mir but when the leader- ship here is completely fragmented, the situation could compel the militants to take front and the ‘gue- rilla uprising’ is expected to be born again . ”The fragmented leadership has made the situation worse here and not even on a sin- gle point they show unity, this will compel the mili- tants to rule the roost.” Claiming that Mirwaiz Umar has no assessment of the ground situation when he terms polls a non-issue for Kashmir, Inqilabi stat- ed that the prime respon- sibility of the leadership here is that they must to launch boll boycott cam- paign for the forth coming elections at the earliest. “It is true that the polls cannot undermine the vitality of Kashmir resolution but we have to see that the Indian establishment portrays the peoples’ participation in the election fray as the ref- erendum and claims that the people here are See Inqilabi on Pg. 7 From our special correspondent Srinagar, December 22: Not long time ago the cabinet meetings would attract the attention of al- most the whole society, would last for many hours and every meet- ing would yield positive results in the shape of vital decisions that would have bearings on the whole state. But as of now it seems that the cabinet meetings are held as rituals which are confined to some transfers here and there and of course the gossiping of ministers who do not miss an opportunity to criticize each other and indulge in creating hurdles for each other’s proposals. The transfers and post- ings of middle rung bureaucrats and officials are affected in one meeting and reversed in other meeting thus providing a laughing stock for public in general and em- ployees of secretariat in particular who sarcastically ask each other whether his transfer or posting is in the today’s cabinet meeting agenda. If at all some important postings and transfers are made, the second meeting starts with the reversal of the earlier decision as was done recently in case of Direc- tor Information. In the last meeting Mr. Soujnya Kumar Sharma who was Director Tourism Jammu was posted as Director Information in place of Mr. Zafar Ahmad Bhat but Mr. Sharma was also asked to keep additional charge of Di- rector Tourism. However nobody knows what transpired in just ten days that Mr. Soujnya Kumar was again posted as Director Tourism with additional charge of Direc- tor Information, thus reversing the earlier decision. This clearly shows the non seriousness of the decision making and also leaving an important department without a regular head and that too in view of the coming elections when the department of information needs to be headed by a strong person to tackle the sensitive matters con- cerning the state. The decision of reverting back Mr. Soujnya Ku- mar to Tourism department taken in the meeting on 19th December will not help the cause of the state but is going to result in the demor- alization of the officers who never know when they are going to be transferred and when suddenly they have to join a new depart- ment. In the beginning of this year Prime Minister Dr. Manmohan Singh had made it clear that the frequent transfers of the District Magistrates should be dispensed with and there should be a fixed tenure of the officers at a particu- lar posting. The recent decision of the central government to totally remove the political intervention and pressure on bureaucrats in performing their duties should have also been a guiding factor for all the states while dealing with their officers. Coming back to state cabinet decisions, it makes a fun of the decision making when these decisions are reversed or not implemented at all. The officers who become disinterested in this way do not perform according to their capabilities and efficiency as they think they are being treated like casual labourers and meted with the worst treatment. The reports reaching KNS mentioned that the two women namely Dilshada Banu aging 15 years and Sahfiqa Bano, 18, went towards Kishanganga River to get the drinking water on December 21. When after long time, they didn’t return to their respective homes, the massive search was started in the area with the help of the lo- cal police. On December 22, the body of Dilshada Bano, was recovered from the snow. The search for Sahfiqa was on till the last re- ports came in. Police officials in the area told KNS via phone that the wom- an has died due to the snow avalanche. They further stated that the search for another woman in on.
