Srinagar, August 26: Resentment is brewing amoung people over the illegal occupation of prop- erties of Srinagar Develop- ment Authority (SDA) that have been allegedly occu- pied by land-mafia in con- nivance with some politi- cians of Srinagar. There are reports that a prized patch of two kanals of property owned by SDA in Bohri Kadal area of Srinagar city, which have been allotted to political workers on the behest of a ruling party Minister. SDA till date is not in a position to recover that land due to reasons better known to the officials of SDA. All these parties have started rallying around the campaign to oppose the lease extension to Army for Tosamaidan firing range in cen- tral district of Budgam which expires March 2014. Spread over around 3000 kanals of land, Tosa- maidan meadow in dis- trict Budgam was taken over by the Army for 50-year lease in 1964 for the purpose of conduct- ing artillery drills in the area. The Army has now approached the Revenue Department for exten- sion of the lease as it has made a permanent base in the alpine meadow. According to locals, all the political leaders are busy in assuring people that they would allow lease to get extended. A one day Orientation workshop on Information Education and Communica-tion (IEC) campaign against “Malnutrition” was Monday held at the Auditorium of All India Radio Kashmir, Srinagar.

Khan said that Song & Drama Division is the best source to aware the people about the consequences of the malnutrition, adding that the said agency can moti-vate the people especially female folk for provision of nutritious food to their wards rather than other spicy foods. He said fast foods are easily available in the market which are injurious to health in the long run to their health.

Minister of state Fisheries, coopera-tive, planning, finance, Dr. Manohar Lal Sharma has said that the Government was making all out efforts for early res-toration of flood damages and provide relief to the affected families.

He was addressing a public meeting at village Mandli in tehsil Billa-war of District Kathua yesterday.

Among others SDM Billawar, Xen Flood control, Irrigation, PWD, PDD, PHE and PMGSY. Officers of District, teh-sil, Block level, Sarpanch, Panches and large number of people were present in the meeting.

Representatives of various pan-chayats of Seri- moon, Mandli, Dadwara, Dhunnu parole, Khog lakhir, Dungra, Uchapind, Dharalta, Aglidhar, Berali and Garhmalti apprised the Minister about the details of damages due to recent heavy rains in tehsil Billawar.

Minister listened patiently and directed the Revenue and Rural develop-ment Department to jointly visit flood affected area and assess damages on the spot.

Dr Sharma said that 110 families have been provided with tents, ration, blankets and utensils and added that more help will be extended to all the

affected families. He directed the PHE, PWD, Flood control, Irrigation, PDD to restore the facilities in the affected areas at the earliest and take the measures to check further damages.

KISHTWAR, AUGUST 26: The District Development Commis-sioner Kishtwar, Baseer Ahmed Khan has asked the Engineering departments to expedite pace on the ongoing works to ensure timely completion of the projects. Reviewing the function-ing of R&B, JKPCC, PHE, PMGSY and PDD Departments, The DDC took serious exception to the slow pace work on some works and asked the concerned departments expedite the work by remov-ing bottlenecks, if any.

The DDC asked the officers to refrain from taking up any work without administrative approval and formulation of Detail Project Reports (DPRs). While seeking details from the concerned officials regarding the allocation, and expenditure of allotted budget, the DDC enquired about the problems being faces by the Department in the execution of works.Seeking sector wise and Division wise details about the works under R&B sector, the DDC asked the department to speed up work on the projects to ensure that the benefits reach to the targeted people. He directed the concerned officials to expedite the work on the roads and bridges and complete these within a fixed time frame.He said Kishtwar has a limited working season and hence an efficient working style is needed.The DDC asked the Additional DDC to get the physical achievement of all the departments verified on the ground. He stressed for clearing all the compensation claims for the land acquired for different projects.Taking the review of PMGSY and PHE Departments, the DDC expressed satisfaction over the pace of forest clearance and land acquisition. He asked the X EN PHE to ensure time bound completion of WSS Naigad. The PDD department was directed to give details regarding vari-ous ongoing projects and material needed for them. It was asked to ensure that the damaged transformers are replaced well in time and all the habitations in the remote areas get electrified.

tion and Power, Vikar Rasool has said that every un-electrified village of the state would be provided with electricity very soon.

The Minister was addressing the officers during a review meeting of Power Development Department here Monday.

The meeting was attended by Principal Secretary Power, A.K. Mehta, Chief Engineers, Executive Engineers, AEEs and other of-ficers of the department. Vikar directed the officers to complete the first phase of the Rajiv Gandhi Gram Vidyut Karan Yojana (RG-GVY)within one months’ time so that the next phase of the same can be taken up to ensure that no village in the State remains un-electrified and is provided with adequate power supply. He said that under RAPDRP scheme the augmentation of the electricity and its allied things would be done which would go a long way in ensuring proper supply of electric power in the major cities and towns of the State.The Minister said that in order to make an im-provement in the transmission and distribution system of power an amount of Rs. 1 crore would be provided to every district for improving the high tension/ low tension line distribution. He said that it would go a long way in ensuring that the distribution of the power is done and losses are also compensated.While direct-ing the officers to speed up the revenue realization, Vikar said that the targets fixed for an area should be completed as soon as possible. He said that an effective monitoring system should also be put in place, so that the maximum revenue is collected with regard to the power being consumed and maintained that strict action would also be taken against those which fail in achieving the targets being assigned to them.

The Speaker was interacting with the Management of SMHS hospital, Sri-nagar during his visit to Burn Unit of the hospital Monday. He enquired about the welfare of Mrs. Mehooba wife of Ghulam Hassan Ranga resident of Nowakadal who was recently injured due to electric shock. The doctors briefed the Speaker about the health condition of the patient. The Speaker directed them to ensure ev-ery possible help in restoring the recov-ery of the patient. Gul also directed the Power Development Department (PDD)

authorities to process her case for com-pensation and ensure early release of re-lief to injured lady.

During his visit, the Speaker also di-rected the officers of PDD accompanying him, to repair electric fittings besides ensuring uninterrupted power supply to the hospital.

Earlier, the Speaker convened an of-ficers meeting with various departments and took stock of the arrangements made by them for making the forth com-

ing Assembly session 2013.The Speaker directed all the depart-

The District Administration Reasi has decided to put Red Cross Donation Boxes at Shri Vaishno Devi and Shiv Khori Shrines, besides hold a Red Cross Mela to raise funds for the District Red Cross Society (DRCS)

The decision was taken at a meeting of District Red Cross Society (DRCS) chaired by the deputy commissioner, Dr. Shahid Iqbal Choudhary who is also the chairman of DRCS .

The meeting was organised with a view to review the ac-tivities of Red Cross at all levels and to develop and promote better networking between block, tehsil and district offices.

DDC impressed upon the officers to involve more and more volunteers and be prepared to respond to any emergent situation and ensure that the assistance reaches in time to the people in need. He said that officers should put in their best efforts to raise and mo-bilise resources for help of the people.

It was decided in the meeting that donation boxes for Red Cross will be put up at the Holy Shrine of Vaishno Devi and Shiv Khori and soon a Red Cross Mela is going to be organised so as to help in raising the funds for the noble cause.

Dr. Choudhary underscored the need for first aid and short term disaster management courses for the Red Cross Volunteers in order to train them in rescue skills. He added that spirit of Red Cross is “Community driven” so efforts should be made to involve the people and create mass awareness about the Red Cross movement.

On this occasion, ACR Reasi informed that about 15 people were given relief amounting to Rs 1,9400 during this year.

Arnav says, "Your sport may rely mostly on lower body pow-er and endurance to help you win, but for overall health you need to work on your upper body too. Exercising your shoulders, back and arms can improve your posture, help you avoid injuries, strengthen abs and core muscles as well as tone and improve your body to engage in heavy exercises that requires you to use your legs. Hence, make sure to exercise different muscles of your body for fitness and strength.If you're an athlete your main focus is to tone and strengthen your legs, but working out the remain-ing muscles in your body can give you an edge to succeed. Work for both endurance and strength development, instead of focusing only on one. For eg you can do some heavy overhead presses in the 5-10 reps range and along with that do some high repetition sets of body-weight push ups, to get a

more complete training effect."Follow any of these 6 upper body exercises that should be a staple for your upper body training:1) Push ups: As Arnav puts it, push ups are "a great ex-ercise that hits the pushing muscles as well as the core. You can do them with your bodyweight for high reps and also do some advanced versions like one hand push ups, etc for low rep strength development."Note: Here's how to do push ups:- Place yourself face down with the palms on the floor. Place the palms wider than the shoulder-width, arms extended, legs straight and feet together or slightly apart.- Keep the neck, back & hips aligned and abdom-inals contracted. Do not arch the back downwards or upwards. Keep it flat like a table top.- Bend the elbows out-wards and bring the chest close to the floor. This is the initial position.- Push back upwards till the arms extend complete-ly and feel the contraction in the chest muscles.2. Military press: Good for building pushing strength, military presses are where you can focus on lift-

ing heavy and building strength.Note: Barbell is the most preferred equipment for military press, or you can also use dumbbells.- Raise the barbell to your chest with your hand shoulder width apart. This can be done by lifting the barbell straight from the floor or by lifting it off of a power rack.- Lock your legs and hips underneath you. Feet should be together.- Without using your lower body, lift the weight over-head.- Bring the weight back down to your chest in a controlled manner.3. Parallel bar dips: These are not for the weak mind-ed. Parallel bar dips are tough, yet extremely effec-tive in building important upper body muscle groups. Sonia says food bill is ‘big message’, Mulayam calls it poll gimmick

NEW DELHI: Declaring Congress’s goal to “wipe out hunger and malnutrition”, Sonia Gandhi asked all political parties on Monday to set aside dif-ferences and support the Food Security Bill so that a “big message” could be sent out about India’s ca-pabilities.

Opening the Congress innings on the debate in Lok Sabha on food bill, she rejected questions over whether the country had resources to imple-ment the landmark measure. “It is time to send out a big message that India can take responsibility of ensuring food se-curity for all Indians ... our goal is to wipe out hunger and malnutrition all over the country,” Gandhi said about her pet agenda. Making a strong pitch for smooth passage of the landmark legislation, the UPA chairperson said the measure is a historic op-portunity to provide food security to tens of millions of people in the country which will end the problem of hunger once for all. She sought to dismiss ques-tions over whether the ambitious scheme could be implemented. “The question is not whether we have enough resources or not and whether it would ben-efit the farmers or not. We have to arrange resources

for it. We have to do it,” she said in the House where Prime Minister Manmohan Singh was present.

Gandhi said farmers and agriculture have always remained priority of the UPA.

Agreeing that reforming public distribution sys-tem (PDS) was a must for the food law, Gandhi not-

ed that there was basic need to remove the leakages to ensure that benefits of the food bill reached the intended ben-eficiary. Gandhi said the Congress had made a commitment to the nation in the 2009 election manifesto to bring forward such a legislation. Produce Act. Poll gimmick :Contending that the Food Secu-

rity Bill was being brought with an eye on elections, UPA’s outside supporter Samajwadi Party on Mon-day demanded that the measure be kept in abeyance till chief ministers are consulted as it would put ad-ditional burden on states.

SP chief Mulayam Singh Yadav raised a number of questions over the bill in Lok Sabha and said it

would badly hurt farmers as there was no guaran-tee in the provisions that all the produce would be bought by the government.

“It is clearly being brought for elections ... Why didn’t you bring this bill earlier when poor people were dying because of hunger? Every election, you bring up a measure. There is nothing for the poor,” he said participating in the debate on the bill.

He questioned whether the government had made any assessment about the number of poor in the country. “There is no mention in the bill ... You don’t have any figure. You are only going by assumptions,” Yadav said, adding the bill could be brought only after the BPL census was completed.

Yadav said he would support the bill, which pro-vides for highly subsidised foodgrains to two-third of the country’s population, if certain amendments are moved. “This bill is neither for the poor, nor for the farmers.” Emphasizing that the measure would put additional financial burden on states, Yadav said the Centre should consult chief ministers and till then, keep it in abeyance.

The SP chief, whose party is in power in Uttar Pradesh and son Akhilesh is the chief minister, ac-cused the Centre of ignoring the states and violating their rights.

No links with Dawood Ibrahim or Chhota Shakeel: Ajit Chandila

NEW DELHI: Suspended cricketer Ajit Chandila, ar-rested in connection with the IPL spot-fixing scandal, today claimed in a Delhi court that he has been “falsely impli-cated” in the case and there was no evidence of his alleged links with either underworld don Dawood Ibrahim or Chhota Shakeel.

Arguing on the bail plea of Chandila, who is presently in judicial custody, his counsel told the court that his client was a “success-ful cricketer” and the police has not been able to place any evidence that he was having any common intention to commit such crime.

“There is no link with the alleged perpe-trators that is Dawood Ibrahim and Chhota Shakeel...I am a sportsperson. Two of the other sportsperson (S Sreesanth and Ankeet Chavan) have been granted bail. I was play-ing for Rajasthan Royals. I am a successful cricketer.

“They are falsely implicating me. I was performing well. This is a false case just to implicate me,” advocate Rakesh Kumar, ap-pearing for Chandila, told Additional Ses-sions Judge Dharmesh Sharma.

The arguments were ad-vanced when the court was hearing the bail pleas of nine arrested accused, including Chandila, who are presently in custody.

During the arguments, Chandila’s counsel told the court that provisions of strin-gent Maharashtra Control of

Organised Crime Act (MCOCA) were “mis-chievously added” by special cell of Delhi police against the accused so that they cannot get bail in the case.

His lawyer argued that police was not able to satisfy another trial court, which had grant-ed bail to 18 accused in the case earlier, as to how provisions of MCOCA were invoked.

Besides Chandila, the court also heard the bail pleas of bookies Jitender Kumar Jain, Ashwani Agarwal, Ramesh Vyas, Deepak Kumar, Sunil Bhatia, Firoz Farid Ansari, ex-Ranji player Baburao Yadav and Chandra Prakash Jain alias Chandresh Jain, who was allegedly accepting bets by the name of Ju-piter.

Public prosecutor Rajiv Mohan would advance his arguments on the bail pleas on August 30, the next date of hearing.

Delhi will continue to achieve dou-ble digit growth: Sheila Dikshit

NEW DELHI: Not-withstanding the gloom in the economy, Delhi Chief Minister Sheila Dikshit said she was confident that the national capital will con-tinue to achieve double digit growth in the current fiscal.

Terming Delhi as “nerve centre” of growth, she said her government has been following a pro-in-vestment policy which has led the economy to grow at a healthy rate.

“In the last few years, we have achieved double digit growth of over 11 per cent. The growth rate in 2011-12 was 11.54 per cent. We are hopeful that we will sustain this double digit growth this year,” the Chief Minister said.

Delhi’s economy grew at 11 per cent in 2012-13 when the country’s growth rate had slipped to a decade low of 5 per cent on ac-count of poor performance of farm, manufac-turing and mining sectors. India’s growth rate has been projected at 5.5 per cent in 2013-14.

She was speaking at a CII conclave to showcase investment opportunities in north-ern states.

The Delhi government has projected the economy of the city to grow at a rate of 11 to

11.5 per cent during the 12th Five-Year Plan period.

The growth rate of Delhi in the Eleventh Plan period was 11.46 per cent as compared to 7.9 per cent at the national level. The city government has already taken a number of steps including enhancing the tax collection mechanism and

keeping the fiscal deficit under control. In her address, Dikshit highlighted various

industry- friendly initiative of her government and said infrastructure at all the 29 industrial clusters was being enhanced. Asked about the state of the economy of the country, Dikshit said investor and industry leaders should be patient and continue to have confidence in the economy which has potential to rebound. She said an industrial park for IT industries is be-ing set up by the Delhi government at Baprola area of North Delhi as part of policy to pro-mote clean technology industries in the city. The government plans to invest a whopping Rs 1,800 crore to develop the park.

In 2010, it had unveiled a new industrial policy aiming to make the national capital a global hub for clean, high technology indus-tries and services sector.

Mumbai police releases sketches of 5 accused in photojournalist gangrape case

Mumbai Police on Friday released sketches of five accused in the shocking gangrape case of a 23-year-old photo-journalist here and picked up about 20 people for questioning besides fanning out teams across the city to track the cul-prits.

A day after the photojournalist, who was working as an intern with an Eng-lish magazine was gangraped allegedly by five men, a special squad has been formed by the local police as well as by the Crime Branch to probe the case.

“We have taken the case very serious-ly and are working on it on a war-footing. We have activated all our informers and at the same time released sketches of the five accused. We hope to catch the ac-cused soon,” said a police official.

The sketches have been prepared on the basis of the description provided by the victim’s male colleague, who was tied up by the accused before they sexu-ally assaulted the woman.

The woman was allegedly gangraped by five men at around 8 PM yesterday near Shakti Mills in Lower Parel area of

the metropolis.The victim was on an as-signment, doing a story on ‘chawl’ when the offence took place, police said.In a chilling reminder of the December gan-grape in Delhi, the men tied up the vic-tim’s friend and raped the woman.

The accused were apparently in 24 to 30 years age group.Police are likely to parade about 20 suspects, who have been picked up in connection with the case, before the male colleague of the victim for identification, sources said.

Earlier, police said they have picked up about 20 people for questioning but obtained no leads in the case so far.

In a statement given to police, the girl said the five goons were present in the

Shakti Mills compound. They started making lewd remarks and harassed her. When her friend intervened, two of them assaulted him. Three others took her inside the dilapidated structure and raped her.

The victim has been admitted to Jaslok Hospital. Preliminary reports suggested that she sustained multiple internal injuries, they said.

Dr Taran Gyanchandani, acting CEO of the hospital, said,“We are do-ing the needful...she is under strict observation.”A gangrape case has been registered in N M Joshi Marg police sta-tion.The statement of the victim’s friend has been recorded, police said.

They claimed the victim has identi-fied two of the accused by their names. She told police that two of them were calling each other as Rupesh and Sajid, they said, adding that some drug addicts have been picked up from the area for questioning.Maharashtra Home Minister R R Patil had visited the victim at Jaslok hospital.“This is a very serious matter. Security increased in Mumbai amid terror threats ahead of Ganeshotsav: police

Mumbai: After strong intelligence inputs of possible terror strikes, Mumbai police have drawn a “foolproof” security plan to maintain a vigil for the Ganesh festival in the city next month.The festival will begin on September 9 and will continue for 10 days.“We have pre-pared a foolproof security plan but it will be more effective with the support of the public, who need to keep their eyes and ears open,” said Mumbai Police Commissioner Satyapal Singh after releasing Ganeshotsav organisers’ instructions manual today.

The manual, to be distributed among 6,000 Ganesh mandals, consists details of security measures and traffic arrangements during the festival, telephone numbers of various agen-cies, senior police officials and disaster control rooms.Special security arrangements have been made for ‘Lalbaugcha Raja’ Ganesha idol, one of the most popular mandals attract-ing about 1-1.50 lakh devotees daily, he said.

Though the Mumbai police chief claimed there was no specific intelligence inputs on the possible terror attack, a top official said, “There are no specific but intense and serious inputs about the possible strikes during the festival.Terror threat is looming large on the metropolis.” Additional Commissioner (spe-cial branch) Naval Bajajsaid the department has already trained many Ganesh mandals on security measures to be adopted during the festival.“If any mandal needs to know a slew of measures that should be taken during the festival or need training, they can approach us,” he added.Joint Police Commissioner (Traffic) Vivek Phansalkar said 50 roads will remain shut during the procession for immer-sion of large Ganesh idols on September 18 while 56 roads will have one-way traffic. “13 roads will be shut for heavy vehicles. 94 roads will be declared as no parking zones and there will be five police control rooms.”

Gadkari puts Delhi BJP in poll mode, sets up panelsPutting the Delhi BJP officially in

election mode, members to two key committees that will lead the party in the forthcoming assembly polls were announced on Sunday by former BJP chief and Delhi in-charge Nitin Gad-kari.

The composition of these com-mittees clearly shows that Delhi BJP chief Vijay Goel has been able to have his way in their constitution. Sources claimed Gadkari had to include sev-eral names — earlier not in his list — proposed by Goel. According to the sources, Goel vetted the list with BJP chief Rajnath Singh and, after lengthy deliberations, the names of at least four were dropped, including Harsharan Singh Balli and Mohan Singh Bisht.

The 17-member election commit-tee is headed by Goel and has impor-tant leaders like Vijay Kumar Mal-

hotra, O P Kohli, Mangeram Garg, Dr Harsh Vard-han, Vijender Gupta, Prof Jag-dish Mukhi and Pravesh Verma among others.

In the election committee, Aarti Mehra and six others have been accom-modated as special invitees, who do not have voting powers.

Vijay Jolly has been dropped from the election committee.

In the core committee, Gadkari has tried to get everyone onboard, address-ing their complaints of being sidelined by the Delhi BJP chief. In this commit-tee, several dissidents, mayors and for-mer mayors, councillors, Leader of the House and standing committee chair-persons have been accommodated.

Speaking to Newsline, Goel said

“we have formed these committees after thor-ough discussions” and adequate representation had been given to the aspirations of people from Poorvanchal and Muslims communities.

“I thank the leadership for the trust and faith they have reposed in me,” he said.

But many senior leaders down-played Goel’s position in the team, saying that it was traditional to make the state unit chief the president of the election committee.In a statement, Gadkari called on the party cadre to work under the leadership of Goel and steer the party to victory in the coming elections.“With the election commit-tee and core group, the Delhi BJP has now been put in the election mode. On August 22, Newsline had reported that Gadkari was set to an-nounce the formation of a core team to pacify rebel leaders within the BJP.

Earlier this month, Gadkari had held several meetings with party leaders fighting for a bigger say in the function-ing of the state unit and assured rebel leaders that the BJP would fight the elections under a collective leader-ship.

Govt to review rules on arbitrary suspension of IAS, IPS officers

New Delhi: The Centre has decided to review the service rules to provide immunity to Indian Ad-ministrative Service (IAS) and In-dian Police Service (IPS) officers from arbitrary suspensions and unjust disciplinary actions by the state governments.

The move comes after repre-sentatives of IAS, IPS and Indian Forest Service (IFoS) associations met minister of state for personnel, public grievances and pensions V. Narayanasamy here recently to de-mand change in the service rules.

“Our officers are revisiting the rules to ensure adequate protection to All India Services (IAS, IPS and IFoS) offi-cers,” Narayanasamy told PTI.

The three associations of the elite services met the minister on Friday and demanded that the power of suspensions should be vested with the Centre instead of states in case of officers working in their jurisdiction among other chang-es in the rules.

“No decision has been taken on it,” Naraya-nasamy said when asked whether the govern-ment was considering to take back the power to suspend an All India Services officer from states.

As per rules, state governments are autho-

rised to take action against an IAS, IPS and IFoS officer working under their jurisdiction.

The associations are agitated over recent sus-pension of IAS officer Durga Shakti Nagpal in Uttar Pradesh and strongly advocating change in rules to check such “arbitrary” and “malafide” abuse of power by state governments.

“It is relevant to bring to your kind attention that since early 1990s more than 175 IAS offi-cers have been suspended of which more than 100 IAS officers have been suspended in the state of Uttar Pradesh alone,” said Sanjay R. Bhoos Reddy, secretary of IAS officers’ association in a memorandum given to Narayanasamy.

Kerala:Shalu Menon, who is out on bail in the

sensational solar scam said that she had faith in judiciary. She maintained that she is innocent.

Shalu was released from the Attaku-langara women's prison on Saturday af-ter a court granted bail to her and Tenny Joppen, former personal staff of Chief Minister Oommen Chandy, with stringent conditions.

She declined to comment on the case. She spoke for the first time after her re-lease from the prison.
