Sharif scotched media reports that it was he who “requested” the army to come to his rescue, saying it was Khan and Qadri who approached Army Chief Raheel Sharif to be- come a mediator. Responding to Sharif’s statement, an angry Pakistan Awami Tehreek (PAT) chairman Qadri shot back, “I say this categorically that the Prime Minister asked the army to inter- vene. I am saying, on the record, that we did not make any request asking the army to in- tervene.” “I had not even spoken to the army chief be- fore our meeting yesterday. Imran Khan did not make any request asking the army to in- tervene either,” Qadri said, adding that Shar- if made the statement after he saw his govern- ment was losing strength. “If I have said something false then I am will- ing to accept any punishment,” Qadri said addressing his supporters. The fiery cleric claimed that Sharif was lying. Pakistan Tehreek-i-Insaf (PTI) chairman Khan has so far not reacted to Sharif’s state- ment. Khan and Qadri, camping here for about two weeks, met with the Army Chief in Rawal- pindi overnight. Khan wants the PML-N gov- ernment’s ouster over alleged rigging in last year’s polls which his party lost, while Qadri wants to bring a “revolution” in the country. According to well places sources, Interior Minister Nisar Chaudhry was also present during these meetings. “It was agreed that army negotiators will have backdoor interactions with both sides today and prepare ground for an agreement between the two sides,” sources said. The government representatives will also meet the protest leaders and they will ap- prove the agreement mediated by the army. After meeting General Sharif, Khan told his weary protesters that army has become “neu- tral umpire” in the crisis. He still demanded the resignation of the Prime Minister. Qadri also addressed his listless crowd of fol- lowers after meeting General Sharif and said he had presented his revolutionary agenda to the Army Chief in the meeting. A student Samia Ashraf told GNS over phone that the college authorities had selected them under MHRD scholar- ship. “This is a fraud. They (college) have changed the statement. They have given us one week deadline to clear all the dues,” she said, adding eighteen stu- dents have been told to go. In July 2013, the students including fourteen boys and four girls had under- taken admission for B.Tech, B. Pharma and BBA courses in the institution un- der Minister Human Resource Develop- ment scholarship. “The college then selected us under MHRD scholarship. They even assured us that no one will cancel your admis- sion if the scholarship lapse,” Saima who was selected for B. Tech course in the institution said. The students accused college author- ities of the fraudulent selection. “We travelled all along with a hope to study. But alas we were unfortunate. College has played with our career,” said a stu- dent who was crying. When GNS contacted the Dean Baba Isher Singh Group of Institution Gogra Moga Punjab, Dr R P Gupta denied of the allegation by the students said: “Those students who have reported you such thing bring them in front of me. No one has been rusticated from the college. All students are admitted in the institution. No cancellation. I mean it.” According to vice chairman, Navjot Singh Dhaliwal , the college has nothing to do with the scholarship scheme. “It is the MHRD people who are responsible for such failure. In a meeting of the Defence Acquisition Council headed by Defence Minister Arun Jaitley, the government cleared proposals worth over Rs 17,500 crore and gave a go-ahead for opening the commer- cial bids for Navy's tender for 16 multiro- le helicopter involving AgustaWestland. The Ministry cleared the final hurdles for the Rs 15,000 crore deals for procur- ing 22 Apache attack choppers and 15 Chinook heavylift helicopters to be pro- cured from the US, a few weeks ahead of Prime Minister Narendra Modi's visit to that country. The DAC decided to retract from the ten- der for procuring 197 helicopters and it has been decided that the Indian indus- try would be given the opportunity to produce around 400 such choppers for the requirements of the armed forces, Defence Ministry sources said here. According to the KNS corre- spondent, the state government while responding to the query submitted by the PDP chief spokesman and MLC Naeem Akhtar said that 197542 applica- tions for the fast track recruit- ment were received by the gov- ernment in the year 2010 alone. Akhtar in his question has asked the Jammu and Kash- mir government about the year wise details of the number of applications received under the fast track recruitment pro- gram announced by the gov- ernment through SSRB since 2010. Besides asking about the amount of the fee collected with these applications, Akhtar had submitted the question- asking the government about the num- ber of posts filled up against the received applications. The government while respond- ing to the questions stated that a total number of 102574 appli- cations were received by the government from 2010 to 2014. Providing a year wise break up, the government informed that in 2010, a total of 197542 OMR forms were received while as 162385 forms in 2011, have been submitted by the aspirants. It also maintained that 43275 OMR forms were re- ceived in 2012, and in 2013 there were 613278 forms submitted. During the ongoing year 8794 have been so far submitted. The government maintained further that SSRB has made se- lections of 11830 posts against the applications received from 2010 till August 27, 2014. It maintained further that as per SRO-342 dated July 2013, the board has switched over to the written test system and has issued a scheduled for the conduct of examination of 5505 posts of different categories out of which the examination of 1785 posts has been conducted on August 3 and 23, 2014. Akhtar also asked the state government about the number of persons engaged under var- ious categories like seasonal, casual, daily wage, contractual by various departments after May 16, 2014. The government while responding to the ques- tions stated that 3051 persons have been engaged by the dif- ferent departments on need ba- sis. Srinagar, Aug 29: People’s Dem-ocratic Party leader Yasir Reshi Saturday said that he will quit politics and even migrate to some other state, if the accusa-tions leveled against him about land grabbing at Marhama Anantnag by National Confer-ence prove correct. Reshi told CNS that a partic-ular NC leader is using all ways and means to defame him. “If it is proved that I am the party to land grabbing then i will quit politics for good. 'land grab'Srinagar, August 29: (GNS) Uproar over the alleged involvement of Sartaj Madni, a seinor leader of the opposition Peoples Democratic Party (PDP), in land grabbing forced the speaker to adjourn the Jammu and Kashmir assembly Friday.Speaker Mubarak Gul adjourned the session amid al-legations and counter-allegations between the ruling National Conference (NC) and the PDP over the al-leged land grab in Anantnag district's Marhama area, involving over 500 acres of state land. The NC members alleged a document pertaining to the land grab scandal carried Sartaj Madni's signa-tures. Meanwhile, Sartaj Madni rose in the house when the day's proceedings started and asserted that he would resign from the assembly if he was found involved in the alleged land grab.The speaker directed that all documents pertain-ing to alleged land grab be presented to him on Saturday before zero hour. He also directed that the issue be probed by the Crime Branch. He also said the state legislative council has directed the state's chief secretary to probe the matter and sub-mit a detailed report. As members of the Panthers Party and Independent member Engineer Rashid ad-vanced to the speaker's podium, Gul adjourned the house. (GNS)

Poonch, August 29: (GNS) Police on Friday recov-ered bullet rounds from a house in Mendhar Teh-sil of Poonch district in Jammu and Kashmir.Sources told GNS that during search for stolen goods in the house of Maqsood Hussain, resident of Gohlad Mendhar, the police recoverd 20 rounds of AK 47 bullets from a bag.Sources informed GNS that a close relative of Maqsood’s wife, Parveen Fatima was arrested by police on the charges of burglary. “The accused, identified as Tahir Hussain, was held by police and during questioning he revealed that he had kept the stolen goods in the house of Maqsood,” they said, adding when police went there, they didn’t found anything except these bullet rounds.Meanwhile, police have registered a case in this regard under FIR number 122 under 7/22 arms act. Oldest Kashmiri dies at 144

Srinagar, Aug 29, CNS: Feroz-Ud-Din, who claimed to be world’s oldest man on planet, breathed his last during wee hours of Friday in Bejihama Boni-yar area of Uri town in District Baramulla. He as per his government birth certificate was 144. Feroz who had five wives and 10 issues accord-ing to his birth certificate issued by State Govern-ment was born March 10, 1872. Feroz was a fruit trader by profession who lived in Karachi Pakistan for quite some before return-ing to Kashmir when he was 30. His grandson Abdul Rashid told CNS that Feroz was not feeling well from past month. He was bed ridden and breathed his last shortly before the morning prayers. (CNS)

Shah according to re-ports soon after addressing a gathering in Cen-tral Kashmir’s Kangan town of Ganderbal district tried to take out a march, however, police swung into action and bundled him and his associates in police vehicles and lodged him police station. HCJK spokesperson said that Shah sustained injuries during the police action, a charge refuted by police. Earlier, Shah according to CNS in his address to gathering India can’t mislead the youth of Kash-mir through its ‘false’ propaganda against the ongoing freedom movement. “Our youth know everything and they are the torch bearers of this struggle against India,” he said. Srinagar, Aug 29: A South Kashmir resident Friday alleged that Post Office employees stole his valuable ring that he had sent through a parcel to one of his friend in Madhay Pradesh. Muhammad Maqbool Naikoo resident of Bongam Shopian told CNS that he sent a parcel vide invoice number 9172/N through post office Shopain to Bho-pal Madhya Pradesh on August 13 this month. “The parcel contained a valuable ring worth Rs 14,500 for which I received a proper receipt vide number 870813935. I was shocked when my shopkeeper friend from Bhopal informed me on phone that he refused to collect the parcel from the postman there as he found it torn,” he said. Naikoo said that his friend who is the proprietor of ‘Ratna House’ did not collect his parcel and ac-cordingly the parcel was dispatched back to Post Office Shopian. “The post office Shopian employees are insisting me to collect this parcel that is without the ring. How can I collect it when they have cheat-ed me,” he said adding that he has lost faith in the system and has pledged never to show up at any post office. Chief Post Master General J&K Circle, Chander Prakash admitted that the ring in the parcel has gone missing. “We will conduct an enquiry and have conveyed to the customer to file a complaint in the office of Senior Superintendent Post Office at GPO Srinagar,” he said.

SRINAGAR, AUGUST 29- Mem-bers cutting across party affilia-tions today demanded ban on sale and purchase of spurious pesti-cides in the state. They also urged to take steps to boost horticulture produce in Jammu and Kashmir.

Initiating discussion on the mo-tion, Mr. Javed Dar called upon the Government to take all pre-venting measures to save the hor-ticulture crops from various dis-eases. He also demanded adequate compensation for the orchardists whose crops were damaged due to hailstorm and spurious pesticides.

Expressing his concern over the constant supply of spurious pesticides which cause huge dam-age to the fruits, Mr. Dar called for

complete ban on the supply of such chemicals and strict action against the people responsible for sale of these. He suggested constitution of special enforcement squads to keep a close vigil on the market to keep a check on the sale of spuri-ous pesticides to the farmers.

Mr. Abdul Rehman Veeri also demanded ban on the supply of sub-standard pesticides and ac-tion against the culprits respon-sible for supply of such products. He called for conducting survey to ascertain the loss due to use of substandard pesticides and hail storm so that the concerned farm-ers are compensated accordingly. He also called for more innova-tive measures to give boost to the

horticulture production and im-proving the quality of fruits.Er. Sheikh Abdul Rashid demanded time bound enquiry to establish facts about the dealers who supply spurious pesticides to the farmers. He sought strict action against the culprits who are responsible for causing loss to the orchards and adequate compensation to the concerned.Mr. Basharat Bukhari while expressing his anguish on the issue said that this sector is the mainstay of economy of State and Government should pay due attention to save it. He sought strict action against the spurious pesticide dealers and called upon the Government to ensure quality chemicals for the farmers.

Nazir Ahmed Gurezi said that the Department of Sheep and Animal Husbandry Kashmir has introduced several schemes for promotion of organized sheep/goat farming in private sector for employment generation and enhance-ment of production levels in Kashmir province including Kupwara district as well.

Replying to a question by Mr. Syed Mohammad Rafiq Shah, the Minister informed the House that the schemes fall within State as well as Central sector which includes establishment of Mini sheep farm (50 ewe) in private under state sector scheme (MSF), establishment of ewe (25 ewe)/doe (10 doe) unit under centrally sponsored scheme, Rash-triya Krishi Vikas Yojana (RKVY)/National Mission on Protein supplements (NMPS) and Establishment of rear-ing (25 ewe) and Breeding (500 ewe) sheep unit under CSS –Integrated development of small Ruminants and Rabbits (IDSRR).

The Minister further informed that under several schemes as many as 50 units have been established and 65 employments generated in district Kupwara.

Replying to a Calling Attention No-tice moved by Mr. Yashpaul Kundal in Legislative Assembly today. He said that both the Divisional Commission-ers have been asked to furnish a pre-liminary report about the crop loss due to poor monsoon in each district of Jammu division as well as in Valley and they have been asked to furnish the

report by 30.08.2014. Once the reports are received the government will take necessary steps to provide some sort of succour to the affect farmers particu-larly in rural areas who are dependent on agriculture and horticulture pro-duce. In the meantime the committees constituted at the district level have been asked to complete the assessment about the crop loss including the names of affected families, areas affected etc so that the claims are processed as per the standing norms.

He further informed that the govern-ment is already ceased of the matter and shall ensure that the farmers par-ticularly in the rural areas who have small land holdings and are dependent on agriculture production are provided necessary assistance relief for their livelihood. He said wherever loss to the crops is 50 percent or more the farmer are entitled for input subsidy of Rs 4500 per ha for rain fed areas and Rs 9000 per ha for irrigated areas.

SRINAGAR, AUGUST 29: The con-struction work of District Hospital Complex, Bandipora has been taken up at an estimated cost of Rs. 24.32 crore against which Rs. 11.75 crore were uti-lized upto the end of last fiscal and Rs. 3 crore are being expended during cur-rent financial year on the construction of said hospital complex.

This information was given by the Minister for Health & Medical Edu-cation, Mr. Taj Mohi-ud-Din in reply to a Calling Attention Notice by Mr. Nizam-ud-Din Bhat in Legislative As-sembly today.

The Minister informed that super structure upto 3rd floor of the hospital complex has been completed and fin-ishing work in ground floor is in prog-ress.

The Minister further informed that NTPAC Ajas and PHC Ashtengo are functioning in government buildings and provided all necessary health care facilities to the people of these areas.

Giving details about the staff strength in these health institutions, Mr. Taj informed that out of sanctioned 84 posts of medicos and para-medicos in SDH Bandipora, 79 are in position. He said out of 18 sanctioned posts of PHC Ashtengo all are in position in the hospital and added that all 8 posts of medicos and para-medicos are also functioning in NTPAC Ajas.

The Minister while giving the re-sume of works done, informed that 171668 Outdoor Patients, 10801 indoor patients have been treated in SDH Ban-dipora while as 1365 deliveries made in the hospital. He said the hospital is fully equipped with requisite diag-nostic equipments.The Minister also informed that 8710 OPD patients, 667 Indoor patients were treated in Ajas and Ashtengo health centres besides 56 deliveries and 289 operations conduct-ed in these institutions. He said these health centres are also equipped with diagnostic equipments.

Certificates issued by the government — education, residential, medical records, birth certificates etc — are to be stored in individual ‘digital lock-ers’ and a communication proto-col established for government departments to access them with-out physically having to see the hard copy.

Information and technology secretary Ram Sewak Sharma, who is overseeing the ambitious

MyGov.in programme of the government, told ET that this was one of the ideas Modi had frequently flagged as something that would resonate with all In-dians.

“The Prime Minister was very clear that he didn’t want copies of certificates issued by the govern-ment itself to be carried around

by people to government offices for various services. For exam-ple, if a student is applying for a government college and has stud-ied in a government-aided school, his birth certificate, identity de-tails and educational certificates, school-leaving details et al should be accessible by organisations where he is applying. Similarly

for medical records,” he said. The first step in this endeav-

our is floating the idea on the My-Gov.in portal, where suggestions for working out a “communica-tion protocol” or what is called an applications programming interface (API) will be solicited. “There is a vast resource of talent out there which we are engaging with now,” Sharma said.

SRINAGAR, AUGUST 29- Min-ister for Law, Justice and Parlia-mentary Affairs, Mir Saifullah has said that five road projects includ-ing Kanganhal-Tailwani-Ronipora Chittergul, Achaba- Brenty, Dethu-Cheerpora, Kharpora-Brimar Nar-sar and Bontooru- Chattishingh-pora of Shangus Constituency are part of Comprehensive Upgrada-tion Priority List of PMGSY, add-ing that these shall be taken up for upgradation in order of priority in the Core Network.

The Minister was replying to a Calling Attention Notice by Peerza-da Mansoor Hussain in the Legisla-tive Assembly today.

The Minister informed that the DPR for upgradation of Kanganhall-Tailwaaani-Rainipora-Chittergul road and Achabal-Brenty road have been prepared under PMGSY with nomenclature as road from Checki Brinty to Kwarigam up to Rani-pora for a length of 13.50 kms and the same stands submitted to State Technical Agency for technical scrutiny.

Mir Saifullah informed that Kan-ganhal-Tailwani-Ronipora Chit-tergul having a length of 13.50 kms was taken off from Km 3rd of Matta Achabal road and is of BT status. He said the potholes have developed in km Ist to km 8thwhich have been re-stored by way of providing and lay-ing of WBM G-3rd. During the cur-rent financial year, a road length of 0.50 km is targeted for 25 mm thick semi dense in patches/stretches un-der projectization programme.

He informed that Achaba- Bren-ty road having a length of 5.50 km is of BT status. He informed that 3 kms of length of road was black topped during the previous finan-cial year. Similarly, during the cur-rent financial year, laying of G-3rd in patches/stretches of remaining 2.50 kms have been provided/laid under normal maintenance pro-gramme.

Mir Saifullah said that Dethu-Cheerpora road having a length of 2.75 kms has been upgraded to BT status in the year 2011. The road surface got damaged due to normal

wear and tear and of severe winter and is proposed to be restored under normal maintenance programme.

Referring to status of Kharpora-Brimar Narsar road, the Minister informed that the project having a length of 2.50 kms has been upgrad-ed up to G-3rd level under NABARD RIDF-XIII during the year 2010-11. He said the surface of the road has got damaged and tenders have been invited for restoration of road sur-face by way of G-3rd in patches/stretches under maintenance pro-gramme.

The Minister further informed that the road from Bontooru to Chattishinghpora having a length of 3 kms stands up-graded under NABARD RIDF XI. The riding surface has been improved by way of repairs. The road from Chat-tisingpora to Checki Isherdas is of BT status. The minor patches developed on the road have been restored by way of providing and laying of WBM G-3rd in patches/stretches during the current fi-nancial year.

been expressing their desire for peace and tranquility in this region. On Thursday, the State legislature unanimously stressed the need to prevent cross-border firing and end hostilities between India and Pakistan. The law-makers ap-pealed the union govt. to start negotiation and address the issues through dialogue. They also appealed the state govt. to rehabilitate the victims of firing as thousands of people living around internation-al border and line of control have suffered heavily. They have suffered a lot of damage to their property including their residential houses, crops and cattle. Several precious lives have also been lost in the incessant firing and shelling which according to BSF sourc-es is the heaviest one. Many villages have been deserted as inhabitants fled from these villages for safer places leav-ing behind their every thing. The continuous firing is in-creasing animosity between the two countries and is giv-ing pain and sufferings to the affected people. For general public of both the countries, it is disappointing and discour-aging as every body was hap-py with the improving rela-tions which suffered jolt after jolt during the past two years. The leadership of both the countries is quite aware that the hostilities and confronta-tions are not going to help any body’s cause and instead the things are becoming more and more complicated and confus-ing. India and Pakistan on sev-eral occasions in the past have agreed that all the out stand-ing issues between the two countries should be addressed mutually and sustained ne-gotiations are the only way to realize the desired results. When wars in the past could not help in solving any prob-lem, how can the cross-bor-der firing do so. It will be in the fitness of the things that both the countries leave be-hind past bitterness and start fresh dialogue to address their out-standing issues.

Despite the fact that a large scale drug scandal came to fore last year, but the sale of spurious

drugs is continuing unabat-edly and there is no check on this menace. Not only this , the expired drugs are available in medical shops and are being sold to gullible patients with-out any hesitation. There is no deterrent which can stop the selfish and criminal medical shopkeepers who have no respect for human life from selling such drugs. Some enquiries are made when this issue is raised by media but nothing is done in a serious manner which can put a permanent stop to sell-ing such kind of drugs to the patients. Some time back a central team of experts found more than two dozen spuri-ous drugs in use in the valley and had recommended a ban to be imposed on their sale and ordered to withdraw these medicines immediate-ly. However, some cosmetic steps were taken in this direc-tion but the sale of spurious and expired drugs is still go-ing on without any restric-tions. The absence of a fool proof mechanism and ran-dom checks of the samples is not in practice. Even the doctors are not hesitant to prescribe those drugs which otherwise have been banned in rest of the country. The menace of spurious drugs is very rampant in villages where the populace still has less knowledge about spu-rious and expired drugs. It is necessary that an aware-ness campaign be launched in the valley and the medi-cal shops selling such drugs be sealed and their license be cancelled. In addition to this, the doctors responsi-ble for prescribing banned drugs be brought to books and penalized for their neg-ligence. In the absence of any effective mechanism, this menace will continue to take the lives of innocent and gullible patients. Govt. should adopt a comprehen-sive drug policy and put in place a viable monitoring system to keep an eye on the overall sale of drugs and med-icines.

System of India After India attained Independence

in August 1947, there was a need to hold General Elections to elect a truly representative Govern-ment on the basis of universal

adult suffrage. Article 324, which provides for the setting up of Election Commission as an in-dependent constitutional authority, was there-fore brought into force from November 26th, 1949, whereas, most of the other provisions were made effective from January 26th, 1950 (when the Constitution of India became ef-fective). Election Commission was formally constituted on January 25th, 1950, a day be-fore India became as Sovereign Democratic Republic. The First Chief Election Commis-sioner, Shri Sukumar Sen, was appointed on March 21st, 1950. The Commission functioned as a single member body from 1950 to October 16th, 1989 but was converted into a three member body on October 16th, 1989 to January 1st, 1990. In the year 1990, January 1st, it was re-verted to the system of single member body. However, since October 1st, 1993, the Com-mission is regularly functioning as a three member body. The Chief Election Commissioner and two Election Commissioners are given the same salary and allowances as of a Judge of the Supreme Court. All the three Commis-sioners have equal powers in decision mak-ing and in case of any difference of opinion on any issue, the decision is taken by the ma-jority. The term of the office of CEC and ECs is six years or till the age of 65, whichever is earlier.

For the purpose of first General Elec-tions to the Lok Sabha and Vidhan Sabhas, the first delimitation order was issued by President, in consultation with Election Commission and with the approval of Parlia-ment on August 13th, 1951. To provide a legal framework for the con-duct of elections, Parliament passed the first Act on May 12th, 1950 (Representation of the People Act, 1950) providing mainly for the preparation of electoral rolls and second Act on July 17th, 1951 (Representation of the People Act, 1951) laying down the pro-cedure for the conduct of elections to both Houses of Parliament and Vidhan Sabhas for each State. Electoral Rolls for constituencies were pub-lished in all States by November 15th, 1951. The total number of voters (excluding J&K) was 17,32,13,635 as against the total popula-tion of India (excluding J&K), 35,66,91,760 according to 1951 census,. The first Gener-al Elections to the Lok Sabha and Vidhan Sabhas were held between October, 1951 and March, 1952. The first Lok Sabha consisting of 497 members was constituted on April 2nd, 1952. The first Rajya Sabha consisting of 216 members was constituted on April 3rd, 1952. After the constitution of the two Hous-es of Parliament and the State Legislative As-semblies, the first Presidential election was held in May, 1952 and the first duly elected President assumed the charge of office on May 13th, 1952. At the time of the first Gen-eral Election in 1951-52, the Commission had recognized 14 political parties as multi-state parties and 39 parties as the state par-

ties. Presently, there are seven recognized National Party and 40 State Party. For the first and second General Elections in 1951-52, and 1957, the Election Commission adopted the ‘Balloting System’ of voting. Under this system, every candi-date was allotted a separate ballot box at each polling station in a screened compartment and the voter was required only to drop his ballot paper, the centrally pre-printed ballot papers into the ballot box of the candidate of his choice. From the 3rd General Elections in 1962 onwards, the Commission switched over to ‘marking system’ of voting. Under this sys-tem, a common ballot paper containing the names and election symbols of all contest-ing candidates is printed on which the voter has to put a mark with an arrow cross mark rubber stamp on or near the symbol of the candidate of his choice. All the marked ballot papers are put into a common ballot box. The Electronic Voting Machines (EVMs) were used for the first time in part of Parur Assembly Constituency in Kerala in 1982, on experimental basis. Later, the extensive use of EVMs started in 1998. The EVMs were used at all polling stations in the country in the 14th General Elections to the Lok Sabha in 2004 for the first time. Since then all elections to Lok Sabha and Legislative Assemblies have been held using EVMs. Since 1951-52, fifteen General Elections have been held to the Lok Sabha and 348 Gen-eral Elections to the Vidhan Sabhas and the country is now fully geared for the 16th country wide general elections to Lok Sabha .

lcoholism and drug abuse is a py-sco-social-medical problem re-quiring a holistic approach – from prevention and early detection to effective intervention, reha-bilitation and social integration. The Ministry of Social Justice and Empowerment is the nodal Min-istry for drug demand reduction. It coordinates and monitors all aspects of drug abuse prevention which include assessment of the extent of the problem, preventive action, treatment and rehabilita-tion of addicts, dissemination of information and public education. The Ministry provides communi-ty-based services for the identifica-tion, treatment and rehabilitation of addicts through voluntary orga-nizations. In order to recognize the efforts, and, encourage excellence in the Prevention of Alcoholism and Substance (Drugs) Abuse and rehabilitation of its victims, awards will be presented, every year, for the most effective or outstanding services as individuals as well as institutions in the prevention of abuse of:- (a) Alcohol;(b) Narcotic Drugs;(c) Psychotropic Substances;(d) Other Addictive Substances (Except tobacco and its products)e.g. cough syrups, correction fluid,

etc.The Ministry of Social Justice & Empowerment has been imple-menting the Scheme of Preven-tion of Alcoholism and Substance (Drug) Abuse since 1985-86. The Scheme, which was re-vised twice in 1994 and 1999, at present provides financial support to NGOs and employers mainly for creating Awareness and Preven-tive Education, Drug Awareness and CounsellingCentres (CCs), Treatment- Cum- Rehabilita-tion Centres (TC), Workplace Prevention Programme (WPP), De-addiction Camps (ACDC), NGO forum for Drug Abuse Pre-vention Innovative Interventions etc. Apart from this, the Ministry takes up awareness generation programme every year disseminating information, education and communication (IEC) materials, organizing pro-grammes in schools and com-munity, holding exhibitions and publishing newsletters and jour-nals. At present there are about 41 CCs and 401 TCs are functioning with the support of the ministry in the country. Besides, a large number of NGO’s are involved in this endeavour,

Ministry of social Justice and Empowerment notified in De-cember last year a scheme of Na-tional Awards for Outstanding Services in the field of Preven-tion of Alcoholism and Substance (Drug) Abuse, in order to recog-nize the efforts and encourage ex-cellence in the field of prevention of substance abuse and rehabilita-tion of its victims. The Scheme is applicable to insti-tutions and individuals working in this field. Under the scheme, awards will be presented every year to the most effective or outstanding services rendered as individuals as well as institutions in the preven-tion of abuse of alcohol; narcotic drugs; psychotropic substances and other addictive substances. The awards are presented every year, on the 26th June, which has been declared by the United Na-tions as the International Day against Drug Abuse and Illicit Trafficking and are given in ten different categories to institutions and individuals. (i) Best Integrated Rehabilitation Centre for Addicts (IRCA) for pro-viding rehabilitation services to al-coholics and drug users (ii) Best Regional Resource and

Training Centre (RRTC) providing exemplary contribution in the field of prevention of addiction. (iv) Best Educational Institution doing outstanding work in aware-ness generation and prevention of alcoholism and substance (drug) abuse. (v) Best Non-Profit Institution, other than Serial Number (i), (ii), (iii) and (iv) above, with outstand-ing contribution in the field of Pre-vention of Alcoholism and Sub-stance (Drug) Abuse. (vi) Best Research or Innovation. (vii) Best Awareness Campaign. II. Individual Category (viii) Outstanding individual achievement by a professional. (ix) Outstanding individual achievement by a non- profession-al. The decision of Union Ministry of Health and Family welfare to set up two state level can-cer institutes one each

in Srinagar and Jammu and four new medical colleges in Anantnag, Baramulla, Doda and Kathua is in real terms a historic one. Nobody expected in the state that the Min-istry of Health under the august leadership of Gh. Nabi Azad will prove so gracious to the state of Jammu and Kashmir which defi-nitely needed a big flip to its pres-ent medical facility. It is pertinent here to mention that Azad has al-ready sanctioned over 600 District, Sub-District, Primary Health and Health centers to J&K besides two Super Specialty Hospitals one each in Jammu and Kashmir Division. In addition to a Children Hospital in Srinagar, a Maternity Hospital and one Unani and one Ayurvedic Hospital for the state are the oth-er historic decisions. Soon after taking over the reign of the Union Health Ministry, he revolutionized the whole medical set-up in the nook and corner but never forgot his own state while taking these decisions. The state received his utmost attention in extending the most modern health facility. He has rightly being declared as the most successful Health Minister of the country since independence. It is he who made it possible to get a vaccine developed indigenous-ly which has proved an effective weapon against the outbreak of dangerous flues like Chikengunia and swine flu. It his during his tenure as health Minister that In-dia has been declared a polio Free Country and it is during his tenure that NRHM has proved a grand success. Now he has introduces NUHM which will cover the ur-ban populace of the country. Azad left no stone unturned to take ef-fective measures which helped in the considerable decrease in the mortality rate amongst children and women. The facilities extend-ed to pregnant women have no parallel in the whole of the world. It is G. N. Azad who successfully increased medical seats at MBBS and MD level in thousands. What-ever he did in the field of health in the country will be remembered and written in golden letters, but what he did for Kashmir is historic and even his severest critics appre-ciates and admits his capabilities, his vision and his farsightedness. An able administer, a workahol-ic, a meticulous planner, a states-man of caliber, Azad has made the country and the state proud of his enormous capabilities. His services have received acclimation both nationally and international-ly and it is beyond any doubt that he deserves it.
