Zoning Fee Waivers
• Eleven (11) Zoning Fee Waiver requests before BCC over past 10 years (six in last 2 years)– Financial hardship– Non-profits
• Procedures have varied– BCC approval
Background
• Zoning has fees for Variances and Special Exceptions
• Fee waivers are not codified for Staff
• No administrative standards exist
Administrative Standards
• Require the development of administrative standards (income, assets/liabilities)
• Require analysis of applicant’s personal and financial records, which may be unverifiable
• Development of forms, regulations
Options
• Maintain current practice– BCC agenda for public discussion under
Commissioner's Report• Draft administrative standards
– Forms, Regulations• BCC Discussion Agenda item with
the applicant• BCC Policy decision to discontinue
practice

Impact Fee Grant Program
• Began as a pilot program in February 2000, made permanent in 2001
• Purpose was to assist NFPs in paying impact fees for new construction
• Only for NFPs that provide services the County might otherwise provide at taxpayer expense
Program History
• General fund reimburses impact fee funds to ensure no impact fees are waived
• Maximum grant amount $15,000
• Average expenditures of $30K to $45K past 3 years
Application Process
• Application Process is outlined in County Admin Reg 6.15.01
• BCC makes final grant approval• Funds must be used
within 12 months• Grant cannot be used
for utilities charges orbuilding permit fees
Recent Activity
• Projects funded by the program include:– Day Care/Classroom Facilities– Family Life Centers– Recreational Facilities– Dependency Treatment Centers– Youth Services Centers

• Change guidance to make more restrictive
• Eliminate the Program
